Each Respondent is solely responsible for all costs it incurs in the preparation of its Bid, including without
limitation all costs of providing information requested by Ashghal, attending meetings and conducting any
due diligence. Under no circumstances will Ashghal or any of its advisors be liable for any costs or expenses
borne by the Respondent or any of its advisors in this process, nor shall they be liable for any damages or
consequential damages whatsoever, which may arise out of the process.
Ashghal reserves the right, in its absolute discretion, with no liability whatsoever to:
a. amend the scope of the Project, modify, cancel or suspend the RFP process or any or all stages of
the procurement process, at any time for any reason;
b. waive a defect or irregularity in the form or content of any RFP;
c. re-advertise for new responses, call for tenders, or enter into negotiations for this Project or for
work of a similar nature;
d. make any changes to the terms of business opportunity described in this RFP; and
e. extend, from time to time, any date, time period or deadline provided in this RFP.
All Bids submitted to Ashghal shall become the property of Ashghal immediately upon such
submission.

1 Geotechnical Design Requirements


1.1 Introduction
A. This section describes the minimum requirements for geotechnical design and construction
of the works.

1.2 General
A. The Project Company shall develop comprehensive geotechnical design criteria for the
design and construction of the Project Assets and Kahramaa Facilities.

1.3 Codes, Standards and Regulations


A. The following codes, standards and regulations shall apply to the facility:
1. Codes, standards and regulations established or adopted by the State of Qatar
2. Qatar Construction Specifications (QCS 2014)
3. For items where, local standards are not available or not applicable the Project
Company is allowed to use appropriate international standards from developed
countries including USA, UK, Europe, Australia and Canada or as agreed with
Ashghal.
B. Where codes, standards and regulations are in conflict, the more stringent criteria and
requirements shall be used.

1.4 Loading Conditions


A. The Project Company shall determine loading conditions to allow safe construction of the
Project Assets and Kahramaa Facilities and related temporary and permanent structures
without movement or settlement of the ground and to prevent damage to or movement of
adjacent structures, buildings, streets and utilities.
B. Load combinations shall be defined according to BS EN 1990 (EC0) and actions according
to BS EN 1991 (EC1) or equivalent
C. The shaft linings shall be designed to withstand all foreseeable design loads
D. All structures shall be evaluated and designed to withstand floatation during all stages of
construction.
E. The design groundwater level shall be at ground surface. The Project Company shall use a
full hydrostatic pressure based on the design groundwater level.
F. The Project Company shall coordinate the design with the MTS Contractor that relates to
break-in at the Screen Shaft.
G. Structures shall be designed to resist earthquake loads. Seismic design shall be carried out
following the general principles set out in AASHTO-LRFD.
H. profiles shall be in accordance with AASHTO-LRFD.
I. The available geotechnical information related to the Project Site, and results of the
investigations are provided in Volume 3 of the RFP document information purpose only:
J. The Project Company shall conduct any additional subsurface investigations in accordance
with Schedule 2 Design and Construction Requirements as necessary in accordance with
prudent engineering and construction practice to determine design requirements for
construction, including, at a minimum, excavation support and stability, backfilling,
settlement, dewatering and foundation requirements.
K. The Project Company shall perform subsurface investigations; and plan, oversee and
evaluate the results of all additional subsurface investigations; and to determine

requirements for the design of the Faculties, including foundations, superstructures,
tunnels, pavements, shafts and dewatering systems with regard to seismic conditions and
existing soil and rock conditions. The Project Company shall consider for construction
requirements to protect the proposed Facilities and re-use excavation material. The Project
Company shall prepare an addendum to the Project Company’s GIR evaluating any
additional information. The Project Company shall submit the GIR addendum to Ashghal
during the design stage for information. Further this has to be submitted as part of the
Detailed Project Report prepared and submitted by the Project Company pursuant to
Schedule 9 Reporting and Submission Requirements.

2 Landscaping
2.1 Introduction
A. This section describes the minimum requirements for landscaping and irrigation design
and construction of the Facilities.

2.2 Codes, Standards and Regulations


A. The following codes, standards and regulations shall apply to the facility:
1. Codes, standards and regulations established or adopted by the State of Qatar;
2. Qatar Construction Specification (QCS 2014);
3. Doha Municipality Public Gardens Directorate (DMPGD); and
4. Kahramaa standard: water supplies for landscaping and irrigation guidelines.
B. Where codes, standards and regulations are in conflict, the more stringent criteria and
requirements shall be used.

2.3 Design Requirements


A. Hard and soft landscaping shall be provided for Project Assets and Kahramaa Facilities,
which shall include the following:
1. Drought-tolerant, self-sustaining and low maintenance landscaping elements and
design in accordance with the requirements of QCS 2014, Section 28, Landscaping,
Part 1, Landscape Planting.
2. Unified overall landscaping plan to create a single character for the entire Project Site
that is consistent with the architectural concept
3. Visual screening of the facilities and protection from wind and blowing sand
B. The Project Company shall develop a landscaping plan for the Project Site. The landscaping
plan will include a minimum of the following:
1. Landscaping within the Project Site shall include a 2.4-metre (m) security fence,
hardscape, plants and irrigation.
C. All landscaping shall be in accordance with QCS 2014, Section 28, Landscaping.
D. Landscaping shall not be planted until a continuous supply of irrigation water is available.
E. Design and treatments of the landscaping shall be practical and functional.

2.4 Landscaping for the Project Assets and Kahramaa Facilities


A. The Project Company shall provide a boundary wall typical to Ashghal facilities around the
perimeter of the Project Site along with appropriate access gates required for safe
operations, regulatory requirements and Kahramaa requirements. Further one dedicated
access gate shall be provided to Future Development Site, preferably from the Shared
Facilities Site.
B. The Project Company shall also construct a security fence between Shared Facilities Site
and STW Facilities to control access to the STW Facilities such that the fencing forms an
integrated barrier with the access gates and entryway that encloses STW Facilities Site
associated support facilities and lagoons.
C. Boundary wall and fencing requirements shall minimum comply with the following.
i. Precast boundary wall of minimum height of 3.5 m with detachable Ashghal logo
with nut and bolt arrangement for every fourth panel shall be provided for the
following facilities.
1. STW Facilities,

2. Kahramaa Facilities
3. TPS and TSE Pump Station.
ii. Fencing option of 2.4m high wire mesh for Shared Facilities Site and connection
to the boundary wall.
iii. Boundary wall of appropriate distance for supporting at the access gate locations
on the fence as needed.
iv. Typical details of the boundary wall and fencing requirements shall be as per the
Indicative Site drawings, Volume 3 Project Data.
D. The landscaping design shall consist of hardscape, landscape and irrigation to include the
following minimum requirements:
1. The landscaping shall be concentrated in the area of the Mosque, Administration
and Operations Building, and any other building regularly used by operating staff.
The elements and components of the landscaping around the buildings and the
Mosque shall be compatible with the size and type of the building and consistent
with the architectural concepts developed by the Project Company,
2. No trees shall be planted within 20m of open tanks, lagoons and ponds.
3. Trees shall be non-deciduous, low-maintenance and 1-year-old when planted.

2.5 Landscape Irrigation


A. The Project Company shall provide an irrigation system that complies with the
requirements of QCS 2014, Section 28, Landscaping, Part 2, Irrigation Systems.
B. The irrigation shall be provided with an irrigation control system that controls irrigation
for all landscaped areas of the Project Site.

3 Civil Site and Yard Piping Design & Construction


3.1 Introduction
A. This section describes the minimum requirements for civil site and yard piping design
and construction.

3.2 General
A. The Project Company shall provide civil site and yard piping Facilities. The following
documents produced by the Project Company shall be referenced to complete the design
work:
1. topographic surveying;
2. facility layout;
3. Project Site access and roadways;
4. fencing, gates and walls;
5. earthwork and Project Site grading;
6. surface drainage;
7. lagoon spillway channel;
8. erosion control; and
9. yard piping.

The Project Company shall submit the above information to Ashghal during the design stage for
information. Further this has to be submitted as part of the Detailed Project Report prepared and
submitted by the Project Company pursuant to Schedule 9 Reporting and Submission Requirements.

3.3 Codes, Standards and Regulations


A. The design shall comply with the following codes, standards and regulations:
1. Codes, standards and regulations established or adopted by the State of Qatar;
2. Qatar Survey Manual (QSM);
3. Qatar Highway Design Manual (QHDM);
4. Qatar Construction Specification (QCS 2014);
5. Qatar Sewerage and Drainage Design Manual (QSDDM);
6. Qatar Sustainability Assessment System (QSAS);
7. BS 1722-10:2006 – fences – part 10 specifications for anti-intruder fences in chain
link and welded mesh; and
8. International Building Code (IBC), 2009.
B. Where codes, standards and regulations are in conflict, the more stringent criteria and
requirements shall be used.

3.5 Design Requirements


A. Topographic Surveying

1. The Project Company shall complete a topographic survey of the entire Project Site,
extending at least 100m beyond property boundaries on all sides.
2. Surveying work shall be fit for design and construction of Project Assets and
Kahramaa Facilities.
B. Project Site Layout
1. Layout
a. All foul sewage, sludge and odour treatment facilities, processes and
systems that are part of Project Site and Kahramaa Facilities shall be
constructed within the Project Site
C. Project Site Access, Egress Roadways
1. The Project Company shall provide security for Project Site access and egress, and
access and egress roads shall connect to the main public road adjacent the
property boundary.
2. The Project Site shall include a paved (hard-surface) site roadway network in a
gridded configuration that allows circular traffic flow. Paved roadway access shall
be provided to all facilities, including all roll-up access doors. Cross-roads shall be
located to allow turn-around or access to interior site facilities.
3. Project Site roadways shall be centre crowned.
4. Roadway paving materials of construction shall comply with the Qatar Highway
Design Manual (QHDM).
5. Provide for vehicle parking as required throughout the sites. Provide and install
shade protection over all parking areas.
6. Provide roadway signage and striping throughout the site as required for safe travel
in accordance with the QHDM.
7. Provide roadway and architectural illumination along walls and entryways.

D. Gates and Walls


1. Project Site Access and Egress Roads
a. Power operated gates shall be part of the wall design at the access road
crossings. The gate design shall address the Security requirements
specified in Part 2 Project Specific Design and Construction Requirements.
E. Earthwork and Project Site Grading
1. Earthwork
a. Earthwork for the Project Site shall be conducted in a manner that
balances cut and fill. The Project Company shall try to minimize
importation or exportation of earthwork material.
2. Project Site Grading
a. Ground surfaces shall slope away from structures.
b. Maximum cut and fill slopes shall be in accordance with the
recommendations of the geotechnical report.
c. Access roads shall be graded to function properly with Wukair Road 2 exit
and entry ramps.
d. Paved footpaths shall be provided to all facility access doors.
e. Interceptor swales shall be placed on the up-hill sides of the Project Site to
divert drainage around the facilities and in the direction of the natural wadi
located south of the Project Site.
F. Surface Drainage
1. Surface drainage systems shall be designed based on volume 3, QSDDM.
2. Surface drainage management systems shall take into consideration the natural
drainage patterns of adjacent properties and be designed and constructed so that

all surface drainage discharges to a network of interconnected soakaway systems
(infiltration trenches) with overflow discharge outlets at each end of the work limits
to direct drainage away from facilities without risk of flooding or erosion.
3. The storm water soak away system shall be interconnected in a gridded
configuration throughout the Project Site. The soak-away pipe trench section shall
be sized to contain the design storm runoff volume at a peak in-flow less infiltration
rate. Overflow outlet manholes are to be placed on the far ends of the system to
allow discharge of run-off that exceeds the design storm. Soak away facilities shall
be located on each side of roads. Surface drainage shall not be allowed to sheet flow
across any roadway
4. High ground run-off flowing into the Project Site will be intercepted and routed
around the Project Site in the direction of the wadi.
5. Maximum retention of storm water within the Project Site and reduction of runoff
should be assumed
6. Facility roof drainage shall be connected to the soakaway system.
7. Surface drainage from higher elevations shall be diverted around the Project Site
limits and not allowed to discharge into the soakaway network.
8. Other surface drainage systems will be considered.
G. Lagoon Spillway Channel
1. Provide and install an earthen rock-lined lagoon spillway channel routed to the
property boundary near the existing wadi located south of the Site. The channel
shall be connected to spillways from storm and multi-purpose lagoons and shall be
sized for the design Peak Daily Flow foul sewage flow from the TPS.
2. Under normal circumstance the overflow from lagoons is not permitted, the Project
Company shall obtain a written consent for allowing overflows to the wadi from
Ashghal.
H. Erosion Control
1. Provide and install permanent surface erosion control on all non-vegetated
surfaces disturbed during construction.
2. Provide and install temporary erosion control measures during construction.
Acceptable best practice measures shall be implemented and maintained to control
site soil erosion and dust/ sand accumulation.
I. Yard Piping
1. Yard piping shall include major process piping and certain other piping as specified
in this Schedule 2 Design and Construction Requirements
2. Installation Requirements:
a. Service connections shall be laid at a minimum depth of 1m.
b. Where pipelines and/or conduits pass underneath a wadi, ditch, open
surface water channel or other waterway, the lines shall be encased in
concrete.
c. vertical/horizontal separation:
(1) Provide adequate horizontal and vertical separation between potable
water pipes and all other pipes to prevent contamination of potable
water systems.
(2) The minimum vertical separation shall be 600 mm, and the minimum
horizontal separation shall be 3,000 mm.

4 Architectural Design and Construction Requirements


4.1 Introduction
A. This section describes the minimum requirements for architectural design and
construction requirements of Project Assets and Kahramaa Facilities.

4.2 Codes, Standards and Regulations


A. Architectural design and construction shall comply with the following codes, standards and
regulations:
1. Building codes, standards and regulations established or adopted by the State of
Qatar;
2. Qatar Construction Specification (QCS 2014);
3. IBC, 2009;
4. International Fire Code (IFC), 2009;
5. International Energy Efficiency Code (IECC), 2009;
6. Qatar Sustainability Assessment System (QSAS); and
7. 2009 Standard on accessible and usable buildings and facilities, ANSI A117.1.
B. Where codes, standards and regulations are in conflict, the more stringent criteria and
requirements shall be used.

4.3 Design Requirements


A. All Buildings and Structures
1. Develop an overall architectural concept for Project Assets and Kahramaa Facilities
that prioritizes functional buildings, demonstrates quality and good planning, and
determines a unique and high-quality campus aesthetic in keeping with the local
desert climate and local Arabic architecture. Provide non-process buildings that
showcase forms, materials, colors, and detail patterns consistent with the
architectural concept developed for the facilities. Provide process buildings and
tanks that are first efficient and functional, but also reflect and reinforce this
campus aesthetic and regional style.
2. Durable, low-maintenance materials shall be used throughout the Project Assets
and Kahramaa Facilities to provide value and long life.
3. Design all buildings for energy efficiency in accordance with the Schedules.
B. Non-Process Buildings
1. Provide a building housing administration and operations functions that includes
the minimum functions and space allocations identified in
2.

4. Table 1. This building shall serve as office for Ashghal staff or any personnel
nominated by Ashghal, along with the public management offices. It also serves as
the technical facility with the control room, operator office areas and the analytical
and process control laboratories. This building will define the overall architecture
and will set the tone for repeated and complementary use of colour and motif in all
other structures. This building shall receive a high level of finish suitable for public
functions and technical work areas. The Administration and Operations Building
shall be designed in conformance with standards set by the Qatar Green Building
Council (QGBC).

5. The Administration and Operations Building shall house the main control room for
the Project Site. At a minimum, the control room design shall be in accordance with
health and safety re for control room design.
6. The analytical and process control laboratories shall include as a minimum
dedicated area and equipment for each of the following: organics preparation,
nutrients analysis, microbiology, metals analysis, general chemistry, and biological
oxygen demand (BOD) and solids analysis. Equipment in the laboratory shall be
suitable for completing all analyses specified in Agreement and Technical Schedule
7 Metering and Monitoring Requirements.
7. Laboratory equipment, furnishings, and supplies shall be provided which are
adequate to perform all required tests and analytical functions for Project Assets
operations, process control, quality control, and oversight.
8. Provide a building housing maintenance and warehouse functions. At a minimum,
include the functions and minimum space allocations provided in Table 2. This
building shall be the functional centre of ongoing plant repair, complete with
mechanical shops with bridge and monorail cranes, vehicle and cart lifts,
instrument shop, parts storage and tool storage. Designated safe areas shall be
provided for welding, painting and storage of hazardous materials. Additionally,
provide at least one operator stair/access way to the underground Gallery. This
building shall accommodate and support on and offsite maintenance crews.
Provide additional space for crew meetings and support.

9. If the Project Company choses to provide buildings as worker accommodation to


house the Ashghal’s operation and maintenance staff and related functions. These
buildings shall provide onsite housing suitable for Project Company staff. The
facilities shall comply with the worker welfare requirements applicable in Qatar.
10. Provide a Mosque for workers and visitors with. This building shall have a
traditionally styled, domed, prayer room with a properly oriented mihrab. A
minaret with a public address system shall serve to identify this building from a
distance as a place of worship. Suitable male and female facilities for washing and
restroom shall be provided.
11. All buildings shall include access and space for information technology (IT)
equipment and IT support.
12. All buildings shall accommodate janitorial equipment and janitorial support space
as needed for the finish materials selected.
13. All buildings shall accommodate storage space as needed.
14. All building services equipment (ACRV, plumbing, and electrical) with adequate
accessible space on all sides for maintenance.
15. Table 3 provides summary of the minimum required non-process building areas.

C. Process Buildings and Water-Holding Structures


1. Process buildings and tanks, while being first efficient and functional, shall reflect
and reinforce the campus aesthetic and regional style.
2. Provide buildings to house all required process equipment including maintenance
spaces, access for equipment replacement, and operator safety. Additionally,
provide interior space to accommodate electrical equipment, building services
equipment, ACRV, and plumbing.
3. All buildings shall provide at least one operator stair/access way to the
underground gallery (if provided). Buildings over three stories in height, including
below grade spaces, shall have passenger lifts; the administration building shall
have passenger lifts if two stories or higher. Freight lifts shall be provided where
required for maintenance or process equipment removal/installation.
4. Process buildings shall provide toilet facilities and operator pantry/break rooms
within a maximum on-site travel distance of 200 m.
D. Non-Habitable Structures
1. Provide additional structures as required for process operation; equipment
protection, use, and maintenance; and as required for structural and civil
engineering design and development.
E. Hardscape
1. Provide hardscape fixtures and Project Site amenities with materials and design
that emphasise efficient, functional operation and long-term maintenance-free
use. Finishes and colours shall be uniform and complement building finishes.
2. Parking shall be covered with metal or durable cloth canopies on steel framework.

5 Structural Design and Construction


5.1 Introduction
A. This section describes the minimum requirements for structural design and construction
of the Project Assets and Kahramaa Facilities.

5.2 Codes, Standards and Regulations


A. Structural design and construction works shall comply with the following codes, standards
and regulations:
1. Building codes, standards and regulations established or adopted by the State of
Qatar;
2. Qatar Construction Specification (QCS 2014);
3. International Building Code (IBC), 2009;
4. American Society of Civil Engineers (ASCE) 7-05 – Minimum Design Loads for
Buildings and Other Structures;

5. American Concrete Institute (ACI) 318-08 – Building Code Requirements for
Structural Concrete;
6. ACI 350-06 – Code Requirements for Environmental Engineering Concrete

Structures;
8. American Institute of Steel Construction (AISC) – Steel Construction Manual, 13th
Edition;
9. American Welding Society (AWS) D1.1 – Structural; and

B. Where codes, standards and regulations are in conflict, the more stringent criteria and
requirements shall be used.

5.3 Design Requirements


A. Corrosion Control and Material Selection
1. Provide corrosion control and select materials to meet minimum useful service
requirements in accordance with the requirements stipulated in Schedules.
B. Water-holding Structures
1. Except where otherwise specified, design and construct water-holding structures
as conventionally reinforced concrete structures in accordance with ACI 350.
a. All hydraulic structures shall be water-tightness tested in accordance with
Schedule 3 Acceptance and Availability Test Requirements before
backfilling is placed.
2. Design circular structures for both pinned and fixed base conditions
C. Load Combinations

1. The water-holding and buried structures shall be designed to withstand all


foreseeable loads for the design loading scenarios
D. Stability
1. Design structures to resist sliding, overturning and floatation in accordance with
the factors of safety and tolerance requirements of QCS 2014
E. Vibration
1. Design equipment supports for centrifugal pumps, fans, centrifuges, compressors,
engines and other similar equipment to handle vibrations produced by the
equipment.
2. The natural frequency of support structures must significantly differ from the
frequency of the disturbing forces to minimise resonant frequency.
3. Design of equipment supports and stiffness of the floors/buildings for centrifugal
pumps, fans, centrifuges, compressors, engines and other similar equipment must
be met or exceeded the requirements of vibration and resonance with respect to
frequencies. Vibration levels shall be within the limits and comply with BS ISO
10816, Part 1, 3 and 7.

5.4 Materials of Construction


A. Materials of construction shall conform to the following minimum requirements.
B. Reinforced Concrete
1. All concrete work shall be reinforced.
2. Reinforced concrete shall be designed for strength, durability, shrinkage reduction,
sulphate resistance and aesthetics.

C. Reinforced Concrete Masonry Units


1. All masonry block work shall be reinforced in both the horizontal and vertical
directions.
2. At a minimum, reinforced concrete masonry unit (CMU) shall comply with the
requirements of Table 4 .
D. Structural Steel
1. At a minimum, structural steel shall comply with the requirements of Table 5.

F. Guardrails and Handrails
1. All guardrails and handrails not subject to chemical exposure shall be aluminum;
Alloy 6061 or 6063 T-5 or T-6. All guardrail and handrails subject to chemical
exposure shall be GRP.
G. Post-installed Concrete Anchors
1. Post-installed concrete anchors shall be adhesive or expansion type and shall have
an approved International Code Council – Engineering Services (ICC ES) report.
Material shall be stainless steel. Determination of type and material shall depend
on use, temperature, corrosivity, design loads and concrete limitations. Once cast-
in-place “headed” anchor bolts shall be used for anchorage of vibratory equipment.
H. Glass Reinforced Plastic (GRP) Fabrications
1. GRP grating, stairs, ladders and railings shall be used where required by corrosive
conditions to meet the minimum useful service life requirements. GRP items shall
be constructed using vinyl ester resin laminate material with a flame spread rating
of 25 or less. All GRP shall have an ultraviolet (UV) inhibitor additive.
