Each Respondent is solely responsible for all costs it incurs in the preparation of its Bid, including without
limitation all costs of providing information requested by Ashghal, attending meetings and conducting any
due diligence. Under no circumstances will Ashghal or any of its advisors be liable for any costs or expenses
borne by the Respondent or any of its advisors in this process, nor shall they be liable for any damages or
consequential damages whatsoever, which may arise out of the process.
Ashghal reserves the right, in its absolute discretion, with no liability whatsoever to:
a. amend the scope of the Project, modify, cancel or suspend the RFP process or any or all stages of the
procurement process, at any time for any reason;
b. waive a defect or irregularity in the form or content of any RFP;
c. re-advertise for new responses, call for tenders, or enter into negotiations for this Project or for work
of a similar nature;
d. make any changes to the terms of business opportunity described in this RFP; and
e. extend, from time to time, any date, time period or deadline provided in this RFP.
All Bids submitted to Ashghal shall become the property of Ashghal immediately upon such submission.

1. General

1.1 Introduction
This Schedule 3 (Acceptance and Availability Test Requirements) sets out the minimum requirements for
various Acceptance Tests to be carried out during testing and commissioning of the Project Assets and
Kahramaa Facilities. It also sets out the requirements for the Availability Testing of the Project Assets during
the Commercial Operation Period.

1.1.1 General requirements


The Project Company shall perform the tests and procedures including sampling and analyses to ensure full
compliance with the requirements set out in the Schedule 2 (Design and Construction Requirements),
Schedule 6(Guaranteed Output Performance Requirements), and this Schedule 3 (Acceptance and
Availability Testing Requirements).
All tests shall be conducted in cooperation with Ashghal. All the analyses shall be performed by Ashghal
approved laboratories to perform the particular tests.
The Project Company shall be responsible for developing and implementing test procedures for the
construction inspection, dry and wet testing, and performance and reliability testing and capacity
demonstration of the Project Assets in accordance with the technical specifications set out in the Schedule 2
(Design and Construction Requirements), Schedule 6(Guaranteed Output Performance Requirements),
and this Schedule 3 (Acceptance and Availability Testing Requirements)..
In addition, the Project Company shall be responsible for providing at its cost, all electricity, water, other
utilities and any chemicals and fuel required for carrying out such tests, except for Influent which shall be
supplied at the Influent Delivery Points for such tests by Ashghal, as appropriate, in accordance with the
Agreement and the Inspection and Testing Plan.
Testing shall be undertaken in a series of defined sequential stages in accordance with the agreed Inspection
and Testing Plan and the Availability Testing Plan to be submitted by the Project Company and non-objected
by Ashghal in accordance with Schedule 9 – Reporting and Submission Requirements.

1.2 Scope of Acceptance Tests


The Acceptance Testing shall comprise but not limited to the following:
 inspection
o site inspections
o factory acceptance tests
o site acceptance tests
 pre-commissioning
o equipment validation
o dry testing (without liquid / effluent)
o wet testing
 component testing
 systems tests
 hydrostatic and process validation
 Commissioning
o trial operation
o optimization
 Commercial Operation Test

All tests shall be conducted in accordance with internationally recognised standards and procedures agreed
with Ashghal.
In developing the Inspection and Testing Plan, the Project Company shall also take into account the testing
provisions described in Appendix A, Appendix B and Appendix C in relation to the relevant testing stages.
The tests for the Project Assets shall comprise tests of all structures, pipelines, equipment, systems and
processes under actual operating conditions, including operation of all equipment, systems and processes in
both manual and automated modes.
The Project Company shall submit the Inspection and Testing Plan for No Objection and agreement on the
requirements with Ashghal.
A final Inspection and Testing Plan shall be submitted at least three (3) months prior to commencement of
the Acceptance Tests.

1.3 Right to Request Additional Testing


Ashghal shall, within forty-five (45) Days after receipt of the Inspection and Testing Plan, provide comments
(if any) thereon, including requesting that the Project Company conduct additional tests, which in the
opinion of Ashghal should be carried out to prove that the Project Assets and Kahramaa Facilities are
installed and capable of being operated in accordance with the design, performance and operation
requirements specified in the Schedule 2 – Design and Construction Requirements, Schedule 4 – Service
Requirements , Schedule 6(Guaranteed Output Performance Requirements) and are capable of attaining
the requirements of this Schedule 3 – Availability and Acceptance Test Requirements.
The Project Company shall incorporate any such reasonable requests and submit a final Inspection and
Testing Plan. The Project Company shall implement and comply with such final Inspection and Testing Plan
in accordance with this Schedule 3 – Availability and Acceptance Test Requirements.
If the Parties are unable to agree upon the scope or nature of the final Inspection and Testing Plan within
30 (thirty) Days after receipt of comments from Ashghal on the draft Inspection and Testing Plan, referred
to the Independent Expert for decision in accordance with clause 23.2 of the Agreement, provided that the
Project Company shall be entitled to proceed with testing under its proposed Inspection and Testing Plan
pending resolution of such matter.

1.4 Inspections and Right to Witness Inspections and Tests


The Project Company shall prepare and periodically update a detailed inspection testing and schedule for the
tests to be carried out in accordance with the Inspection and Testing Plan. The Project Company shall
promptly, and, in any event, at least ten (10) Days prior to the commencement of any applicable testing,
provide Ashghal with a copy of such schedule and any updates issued with respect thereto.
Ashghal shall have the right to attend, or have their nominee(s) attend, inspections and tests carried out
during construction and at manufacturers' factories, in relation to any major equipment and systems forming
part of the Project Assets and Kahramaa Facilities.
Additionally, for Kahramaa Facilities, Kahramaa shall have the right to attend or have their nominee(s)
attend, inspections and tests carried out during construction and at manufacturers' factories.
The number of factory acceptance tests for Major Equipment shall be as per QCS 2014, as per Inspection and
Testing Plan prepared and submitted by Project Company and as agreed with Ashghal.
The presence of Ashghal during any inspection or test shall in no way relieve the Project Company of its
responsibility for supplying the equipment or systems in accordance with the Construction Programme.

Upon request of the Ashghal, factory inspection shall be arranged by the Project Company for Ashghal
personnel and Ashghal. The Project Company shall bear all associated costs for travelling, accommodation
and subsistence.
It shall be the sole discretion of Ashghal to nominate his inspection team of up to four (4) persons per factory
visit and it shall be the full responsibility of the Project Company to make all necessary logistic arrangements
for a factory inspection and to submit the detailed factory inspection programme at least ten (10) weeks
before the scheduled inspection with Ashghal.

Factory inspection for Ashghal shall be arranged for


(i) a vendor which is not known for its products by Ashghal and in this case factory inspections shall
be performed before placing an order for equipment in order to verify whether the factory has the
required capacity and experience, is suitable to produce the product in the timeframe needed to the
required standard and has the necessary licenses and
(ii) for any factory acceptance test.

Before dispatching to the Project Site and the commencement of the applicable factory acceptance test,
selected items of equipment identified jointly by the Project Company and Ashghal:
 shall be inspected or tested at the manufacturer's factory on a test-rig set up to simulate the defined
operating parameters for such equipment (including major pumps, the aerators and other major
equipment between Project Company and Ashghal); or
 shall be inspected at the manufacturer's factory in those cases where it is not possible to test operate at
the manufacturer's factory in order to ensure they confirm to the given specifications.

1.5 Taking of Samples and Laboratory Tests


Unless otherwise specified in this Schedule 3 – Acceptance and Availability Requirements and the final
Inspection and Testing Plan, taking of samples required for the purposes of this Schedule 3 – Availability
and Acceptance Test Requirements shall be undertaken in accordance with Schedule 7- Metering and
Monitoring Requirements. Laboratory testing shall be performed by institutions which are licensed to
perform the specific test.

1.6 Odour Monitoring


During Commissioning and Commercial Operation Testing, odour monitoring shall be carried out in
accordance with Schedule 7- Metering and Monitoring Requirements.
The Project Company shall provide evidence of the method of correlation of these monitors with the relevant
technical specifications by means of an air quality dispersion model provided prior to commencement of the
Commercial Operation Test as required under Schedule 2 – Design and Construction Requirements. The
output of the model shall be used to identify the levels at which the specifications related to odour Guaranteed
Output Performance Requirements set out in Schedule 6 would be breached.

The results of the model shall comply with internationally recognized and best practice tools with the results
certified by an appropriately qualified person. The testing shall comprise comparison of monitored levels at
the key locations against the Guaranteed Output Performance Requirements in Schedule 6. Spot checks at
the boundary of the Project Site may also be carried out at the request of Ashghal.
The testing shall establish for each odour emission point agreed with compliance with the specifications
related to odour in the Guaranteed Output Performance Requirements in Schedule 6.

1.7 Noise Monitoring


Upon request of Ashghal, the noise level at each site boundary of the Project Site shall be measured at up to
eight (8) locations, to be agreed with Ashghal. Noise levels shall be measured at daily random times at normal
operation / functioning conditions on one Day during the Commercial Operation Testing.

2. Inspections

2.1 Introduction to Inspections


The scope of the inspection shall include but not limited to the following or as agreed between Project
Company and Ashghal:
 site inspections
 factory acceptance tests
 site acceptance tests
As part of the Inspection and Testing Plan, the Project Company shall prepare a subsidiary Inspection Plan
detailing the requirements and schedule of various inspections.

2.2 Site Inspections


Site inspections of the any of the components related to Project Assets shall be as per the Inspection and
Testing Plan and as agreed between the Project Company and Ashghal.
Inspection may include examination and certification of materials of manufacture; inspection of welding and
castings, testing for defects; supply of material as per the Detailed Project Report as required in section 2.2.2
of Schedule 9 Reporting and Submission Requirements.

2.3 Factory Acceptance Testing


Factory acceptance testing for parts of the Project Assets and Kahramaa Facilities shall be undertaken, in
accordance with this Schedule 3 – Acceptance and Availability Test Requirements, at the factory of each such
item of equipment to ascertain the mechanical, electrical, electronic and structural fitness and reliability, as
appropriate.
The tests shall, as appropriate, include hydraulic leakage testing of the equipment prior to installation,
confirmation that installation of such equipment is in accordance with manufacturers' recommendations,
pressurized testing of the system pipes and a visual inspection of all installed equipment.
The Project Company shall demonstrate that each applicable item of equipment and related system achieves
the applicable technical specifications set out in the Schedule 2 – Design and Construction Requirements.

2.4 Site Acceptance Tests


Immediately upon arrival of equipment at the Project Site, the Project Company shall carry out site
acceptance tests recording the condition of the equipment and shall highlight any equipment which may have
been damaged during transit. A report of site acceptance tests shall be submitted to Ashghal as part of the
monthly construction reports prepared and submitted in accordance with section 2.2.12 of Schedule 9 –
Reporting and Submission Requirements.
The equipment shall be installed without delay whenever possible. If the equipment cannot be installed
immediately, it must be stored under appropriate conditions as recommended by the manufacturer.

3. Pre-Commissioning

3.1 Equipment Validation


Equipment validation shall be performed for the purpose of proving the operational performance and
reliability of key elements of equipment and ancillary systems identified in the final Inspection and Testing
Plan. The equipment validation shall be undertaken, in accordance with this Schedule 3 – Availability and
Acceptance Test Requirements, upon delivery and installation of each such piece of equipment to ascertain
the mechanical, electrical, electronic and structural readiness and reliability, as appropriate.
The tests shall, as appropriate, include hydraulic leakage testing of the equipment prior to installation,
confirmation that installation of such equipment is in accordance with manufacturers' recommendations,
pressurized testing of the system pipelines and a visual inspection of all installed equipment.
During equipment validation tests, the Project Company shall demonstrate that each applicable element of
equipment and related system achieves the applicable technical specifications set out in the Schedule 2 –
Design and Construction Requirements and Service Requirements stipulated in Schedule 4 – Service
Requirements and any other requirements stated elsewhere in other Schedules and the Agreement.

3.2 Dry Testing


The Project Company shall demonstrate that the Project Assets and Kahramaa Facilities have been constructed
in accordance with the requirements of the Agreement and the requirements of equipment and system
suppliers, and that all required factory testing certifications, calibrations, fluids and lubricants, alignments,
pre-testing, pipe leak testing, tank leak testing, system cleaning, earthing, loop checks, checks of systems
installed in hazardous areas, safety checks, connections and similar requirements are complete and ready for
the commencement of the Commissioning.
The dry tests shall also include:
 Check the labelling of all plant, equipment, units and wiring;
 Check the preliminary control settings and interlocks, programmable logic controls (PLC) and SCADA
logic;

3.3 Calibration of Metering and Monitoring Systems


The equipment that are part of Metering and Monitoring System, including the measurement equipment
supplied for the laboratories, shall be properly calibrated by an accredited third party in accordance with
international standards.
The report of the accredited third party related to the completion of the calibration of the metering and
monitoring equipment shall be provided to Ashghal as part of the Pre-Commissioning Report, prepared and
submitted in accordance with section 2.2.17.1 of Schedule 9 – Reporting and Submission Requirements. If
Ashghal disputes any part of the report submitted by the Project Company, Ashghal may request that the
Project Company repeat the calibration as soon as practicable thereafter. Failure to resolve such a dispute as
to the need to recalibrate any equipment within thirty (30) Days of receipt of the calibration shall be referred
to the Independent Expert for decision in accordance with clause 23.2 of the Agreement.

3.4 Wet Testing


3.4.1 Component Testing
The Project Company shall complete the component tests to demonstrate that each discrete component is
installed correctly, functions as intended and meets the requirements of the Agreement.
The Project Company shall also verify proper motor rotation, lubrication, installation, and mechanical
soundness of all equipment. Each piece of instrumentation and control equipment shall be brought into
service in accordance with manufacturer’s recommendations, and all calibrations and process parameter set
points shall be verified.

3.4.2 System Testing


The Project Company shall perform system tests of the liquid stream systems, sludge processing and
handling systems and support systems (e.g. power supply, chemical storage and metering systems, any other
systems) to demonstrate the following minimum requirements but not limited:
 System components meet the requirements of the Agreement;
 Operation of manual and automatic control of the Works components and systems from the plant
control system;
 Ability of all pumps controlled by variable frequency drives to respond to speed set point changes
generated by the control strategy programming in programmable logic controls (PLC);
 All alarm functions for asset components and systems on the plant control system;
 Proper operation of the electrical power automatic transfer switch in transferring the Project Assets
and Facilities operation from the normal source to the standby source and back to the normal source;
and
 Proper operation of the external alarm notification system.

3.4.3 Hydrostatic and Process Validation


The Project Company shall notify Ashghal prior to commence of the following:
 Hydrostatic testing of the water retaining structures;
 standard oxygen transfer rate (SOTR) test of the aeration system;
 Flux test of the membrane units of the ultra-filtration (UF) plant (if applicable);
 Pressure test for all pressure pipes and elements of pressure systems; and
 Functional test of all electromechanical and safety equipment (like screens, pumps, safety valves, etc).

Within five (5) Business Days following the delivery of such notice, the hydrostatic and process validation
tests shall be started. The testing shall be undertaken using potable water (or existing treated effluent with
appropriate standard) to ascertain the respective hydrostatic performance of the applicable equipment and
the reliability of all equipment, systems and facilities.
The Project Company shall comply with the following requirements in the performance of the hydraulic test:
 testing water used during the test shall be re-circulated through the Project Assets via the multi-
purpose lagoons.
 testing shall occur continuously at the design peak flow rate, including peak design recycle and
recirculation flow rates, for a duration of eight (8) hours to demonstrate that the Project Assets
performs at the hydraulic profile provided in the design.
 the Project Company shall make up clean water lost to evaporation as necessary.

 Hydrostatic tests shall be tested for all liquid retaining assets that form part of the Project Assets. If
necessary, the Project Company shall conduct two separate tests, each of at least eight (8) hours in
duration.

3.5 Pre-Commissioning Report


Upon completion of pre-commissioning, the Project Company shall submit a Pre-Commissioning Report to
demonstrate that the requirements for pre-commissioning have been met. The content of the Pre-
Commissioning Report shall be agreed between the Project Company and Ashghal, the minimum requirements
are stipulated in section 2.2.17.1 of Schedule 9 Reporting and Submission Requirements.
However, as a condition precedent to the start of Commissioning, the Project Company shall compile all separate
reports into a single Pre -Commissioning Report.

4. Commissioning

4.1 Commissioning Plan


The Project Company shall submit a Commissioning Plan as a subsidiary plan to the Inspection and Testing
Plan, in accordance with Schedule 9 – Reporting and Submission Requirements.
The Commissioning Plan shall include details of all the actions, methods, procedures, personnel and testing
required during the Commissioning.
The plan shall define the acceptance criteria for each test to be undertaken, and the observations and
measurements required to ensure that the acceptance criteria are met.
The Commissioning Plan shall include a detailed schedule that includes the dates the tests will be performed.
The Commissioning Plan shall have approach for return, disposal or beneficial use of any TSE and treatment
residuals including Grit, Fine Screenings and Sludge, produced from the Project, and non-objected by
Ashghal and governing Laws.
The Commissioning Plan shall define how non-conformances shall be managed and rectified. Should any
components, materials, design or workmanship not perform to the requirements and specifications of the
Agreement during any test, such failure shall be deemed a defect within the meaning of the Agreement and
the Project Company shall promptly initiate the non-conformance and corrective action procedures.

4.2 General Requirements:


The Project Company shall not commence Commissioning until:
 the single, consolidated Pre-Commissioning Report has been submitted to Ashghal
 the Project Company has arranged and paid the fees to obtain, all Approvals required to perform the
Commissioning tests; and
 Kahramaa has confirmed that the primary power supply and potable water supply are installed, tested
and ready for operation.
During Commissioning, the Project Company shall continuously operate all systems under minimum,
normal and maximum operating conditions, to ascertain that the Project Assets comply with the
requirements of the Agreement, including routine equipment operation, maintenance services, chemical
usage and electricity usage. Normal operational conditions shall include stoppages due to simulated power
failure.
All testing shall be conducted in a safe manner. Prior to the commencement of any test, the Project Company
shall undertake hazard identification and risk assessments and shall prepare all necessary method
statements.
All relevant information and experiences gained during these tests, including readings such as flow, effluent
quality, noise, odour, vibration, power draw, shall be integrated into the operations and maintenance manual
and As-Built Drawings.
Following completion of Commissioning, the Project Company shall submit a Commissioning Report,
prepared and submitted in accordance with the requirements set out in section 2.2.17.2 of Schedule 9 –
Reporting and Submission Requirements.
Any modifications to circuitry and instrumentation carried out during Commissioning are to be carefully
recorded in detail and given in the Commissioning Report and shown on the as built drawings.

4.3 Trial Operation


Trial operation and optimisation covers the period from completion of the wet tests until the commencement
of the Commercial Operation Tests. During this time the Project Company shall conduct commissioning
tests, carry out all necessary adjustments, and tune the Project Assets.
During the trial operation, the Project Company shall develop aerobic and anaerobic biomass required for
the secondary treatment and the sludge digestion units and stabilize the operations. To accelerate the
process, the Project Company shall consider best industry practices and minimize the biomass build up time
and optimise the processes until the plant produces the requisite output set out in Schedule 6 – Guaranteed
Output Performance Requirements.
Tasks may include adjustments to timers, level sensors, flow switches, control loops and other process
controls settings. Equipment and controls are to be tuned and the process fully established to achieve the
required plant performance. The Project Company shall make do allowance for this time in the programme.
Further the Project Company shall carryout the following as a minimum but not limited to following or as
per agreement with Ashghal:
 the inlet works (Fine Screenings and Grit removal) and all elements of the Project Assets will be
operational including the primary sedimentation tanks;
 the Project Company shall monitor and check all equipment at regular intervals in accordance with the
checklists established in the Inspection and Testing Report; and
 equipment may be stopped to make adjustments, but it should not be necessary to take the Project
Assets off-line; and
 the control systems shall be tested thoroughly under normal operating conditions with adjustments
made to simulate process faults and equipment failures.
Trial operation is deemed to be completed once all the processes streams are stabilized and the Project Assets
achieves the Guaranteed Output Performance Requirements set out in Schedule 6, including achievement of
the TSE requirements under a full range of anticipated flow conditions for Influent and the specified influent
quality parameters set out in Schedule 5 – Influent Quantity and Quality Parameters

4.4 Commissioning Report


After Commissioning of the Project Assets and Kahramaa Facilities is completed the Project Company shall
submit a comprehensive Commissioning Report in accordance with minimum requirements pursuant to
2.2.17.2 of Schedule 9 – Reporting and Submission Requirements.
As Commissioning can be expected to extend over a relatively long period of time, the Project Company may
submit separate reports on tested process units. However, as a condition precedent to the start of
Commercial Operation Testing, the Project Company shall compile all separate reports into a single
Commissioning Report.

5. Commercial Operation Testing

5.1 Commercial Operation Testing Plan


After the Commissioning, Commercial Operation Testing shall be carried out by the Project Company to
prove compliance or otherwise with the requirements in the agreement using the testing, and sampling
methods specified in the Commercial Operation Testing Plan, prepared and submitted as a subsidiary plan
to the Inspection and Testing Plan pursuant to the requirements in Schedule 9 - Reporting and Submission
Requirements.
The Project Company shall submit a Commercial Operation Testing Plan at least thirty (30) days prior to
commencement of the tests in accordance with Schedule 9 - Reporting and Submission Requirements. The
Commercial Operation Testing Plan shall detail all the actions, methods, procedures, personnel and testing
required during the Commercial Operation Testing period.
The contents of the Commercial Operation Testing Plan for the Project Assets shall be agreed with Ashghal
and may include the following as minimum but not limited to:
 A list of all parameters to be monitored and measurements to be made, including but not limited to, all
Influent, TSE, Sludge, air emission and noise parameters to be monitored and a schedule of monitoring,
describing sampling locations, analytical methods and sampling frequencies at which parameters will
be monitored on a continuous or other defined basis;
 the procedures to be used for calibrating all equipment used for testing and measuring different
parameters within the treatment process and at the laboratory and contract laboratories. The
description shall address the calibration practices, including the frequency and accuracy requirements.
The calibration procedures shall consider intermediate spot and cross checks, in addition to the formal
calibration periods;
 a full description of any analytical methods and techniques that will be utilised to ensure that all
Agreement requirements are met, including the Guaranteed Output Performance Requirements set out
in Schedule 6. In addition, descriptions of how data collected will be compared with the Guaranteed
Output Performance Requirements at Schedule 6 shall be provided;
 a protocol for delivering split samples to Ashghal for Ashghal’s own testing programme should Ashghal
elect to have such a programme during the Commercial Operations Test period
 for membrane filtration, a description of temperature correction procedures, trans-membrane pressure
differentials and variations in total membrane resistance that will be used to verify design filtrate flow
from the membrane filtration system at the minimum design feed flow temperature; and
 the Commercial Operation Testing Plan must also include:
o configuration of the Project Assets and Kahramaa Facilities – identify which of the components
in each unit process will be used in the test;
o anticipated chemical dosages and quantities to be used, the chemical parameters to be
measured and their acceptable ranges;
o listing of the essential parameters to be measured and watched to ensure the Project Assets and
Facilities are running correctly;
o scheduled date the tests will be performed by the Project Company;
o related systems required – if the test will involve coordination with ancillary or support systems,
identify these ancillary or support systems in the plan and schedule; and
o response procedures for unsuccessful test results, including definition of threshold results that
constitute overall Commercial Operation Testing failure.

Ashghal shall have five (5) Business Days to submit any comments on such plan and method. The Project
Company shall incorporate any such reasonable requests and re-issue the final Commercial Operation
Testing Plan. The Project Company shall implement and comply with such final Commercial Operation
Testing Plan in accordance with this Schedule 3 – Acceptance and Availability Test Requirements.

A separate protocol for Commercial Operation Testing for Kahramaa Facilities shall be developed by the
Project Company as per the Kahramaa specifications, requirements and procedures. Project Company shall
carryout the necessary due diligence with Kahramaa prior to finalising such test requirements. Final agreed
Commercial Operation Testing procedure for Kahramaa Facilities shall be provided to Kahramaa and
Ashghal.

5.2 Commercial Operation Testing


The Commercial Operation Testing shall be conducted during the entire Commercial Operation Testing
period, during this period:
 the Shared Facilities and related equipment and systems shall be operated continuously and in
accordance with the prevailing foul sewage and flow conditions and Good Utility Practice;
 Kahramaa Facilities and related equipment and systems shall be operated continuously and in
accordance with the Kahramaa requirements, prevailing load conditions and Good Utility Practice;
 STW Facilities;
o the Liquid Treatment Facilities and related equipment and systems shall be operated
continuously and in accordance with the prevailing Influent and flow conditions and Good
Utility Practice;
o TSE Facilities and related equipment and systems shall be operated continuously and in
accordance with the prevailing TSE flow conditions and Good Utility Practice;
o the Sludge Treatment Facilities including thickening units, anaerobic digesters, the sludge
dewatering units, energy recovery facilities;
 the Project Company shall have suitably qualified and experienced technicians during Commercial
Operation Testing as required to ensure that all requirements are fulfilled.

5.2.1 Commercial Operation Testing – Project Assets


The minimum requirements for achieving successful completion of the Commercial Operation Testing for
Project Assets shall be agreed with Ashghal and any other relevant authorities such as Kahramaa for
Kahramaa Facilities. The Project Company in accordance with this Schedule 3 – Acceptance and Availability
Test Requirements and appendices (Appendix A, Appendix B and Appendix C) shall conduct the Commercial
Operation Testing to demonstrate:
 the operational integrity of the interfaces of the Shared Facilities, Kahramaa Facilities and STW
Facilities with all the other related facilities and
 the ability of the Project Assets to receive Influent and produce output compliant with the Guaranteed
Performance Output Requirements set out in Schedule 6 without interruption.

The Project Company shall not commence the Commercial Operation Testing until all treatment and
ancillary processes, including biological processes, reach stable operation conditions.
During the Commercial Operation Testing period, the instantaneous flow and the daily total flow for foul
sewage shall be continuously monitored by and recorded as per Schedule 7- Metering and Monitoring
Requirements.
Similarly Sludge quantities shall be monitored and recorded as per Schedule 7- Metering and Monitoring
Requirements.
Sampling shall be taken in accordance with Schedule 7- Metering and Monitoring Requirements) and tested
by institutions which are licensed to perform the particular tests and approved or agreed by Ashghal. All
instruments used during the Commercial Operation Testing shall be calibrated in accordance with
manufacturer’s requirements.

The performance tests are carried out to demonstrate that the performance of the Shared Facilities and STW
Facilities meets or exceeds the Guaranteed Output Performance Requirements specified in Schedule 6 -
Guaranteed Output Performance Requirements.
During the Commercial Operation Testing, the Shared Facilities, Kahramaa Facilities and STW Facilities
shall operate as a complete unit and all equipment shall run under conditions as close as practicable to
specified load conditions.
No temporary equipment shall be allowed to operate during Commercial Operation Testing. The Commercial
Operation Testing shall be repeated in its entirety at the Project Company’s expense if the test fails or if the
Project Company is forced to use any temporary equipment to maintain operation.
If the Influent to the Project Assets is below the design capacity of the Project Assets, the Project Company
may, undertake the Commercial Operation Testing on a train/line-by-line basis, operating at one hundred
percent (100% of the proportionate capacity of each such line) in agreement with Ashghal.
If available and if Influent flow and load are below maximum design levels at the time of testing, selected
treatment process and ancillary systems shall be taken out of service during the Commercial Operation
Testing so that the treatment process and ancillary systems remaining in service are operated at maximum
design flow and loading conditions throughout the Commercial Operation Testing period.
All treatment process and ancillary systems within the Shared Facilities and STW Facilities shall be tested
during the Commercial Operation Testing.
Any systems taken out of service at the start of testing shall be put in service at some point during testing, for
a period of at least seven (7) days, while maintaining maximum design flow and loading conditions in all
operating systems.
After stable operation is reached, the Project Company shall perform the Commercial Operation Testing for
a continuous thirty (30) day Commercial Operation Testing period to demonstrate that the Shared Facilities,
and STW Facilities can meet the Guaranteed Performance Output Requirements set out in Schedule 6
without interruption over the full range of Influent flows and loads received at the STW Facilities, including
the flows from the MTS and tankered Influent.
The Commercial Operation Testing shall continue until such a time that the Guaranteed Performance Output
Requirements as set out in Schedule 6 are met continuously for the specified period. Failure to satisfy any
one of the requirements or test criteria will constitute failure of the entire test period. Minimum (not
exhaustive) success criteria for the Commercial Operation Testing, in addition to achieving the Guaranteed
Output Performance Requirements as set out in Schedule 6, for all the Project Assets and Kahramaa Facilities
are shown in Table 1 below.

shall be restarted.
The Project Company shall provide a daily report to Ashghal stating for such Day:
 the daily total flow and instantaneous flow;
 the results from the sampling and analysis of the output; and
 the reasons for any output that does not comply with Guaranteed Output Performance Requirements
set out in Schedule 6 - Guaranteed Output Performance Requirements

5.2.2 Commercial Operation Testing – Kahramaa Facilities


The Commercial Operation Testing for Kahramaa Facilities shall be conducted for the agreed duration and
the agreed procedures and requirements between Kahramaa, Ashghal and Project Company. The Project
Company shall successfully demonstrate Commercial Operation Testing of Kahramaa Facilities to the
satisfaction of Kahramaa and Ashghal. Minimum success criteria for the Commercial Operation Testing of
Kahramaa Facilities, are shown in Table 2 below.

Kahramaa Facilities Criteria

Kahramaa Facilities Commercial Operation Testing for Kahramaa Facilities shall be as per Kahramaa
approved methodology and criteria.

Continuous operation of the Kahramaa Facilities without interruption for full


design load capacity.

As a minimum the Project Company shall complete notification of safety


precautions (NOSP) part 1 and NOSP part 2 under the supervision and verification
of Kahramaa personnel or as agreed with all the Parties.

All the electrical equipment and systems shall be installed and tested as per Good
Utility Practice and shall be fit for purpose.

Carryout all the necessary current and voltage measurements for the continuation
of energization of the substation to the satisfaction of Kahramaa.

5.3 Commercial Operation Test Report – Project Assets


During the Commercial Operation Testing period the Project Company shall provide daily / weekly test
reports to Ashghal as per mutually agreed frequency.

Within ten (10) Business Days after the completion of any test, the Project Company shall compile and
provide to Ashghal a separate Commercial Operation Test Report for Project Assets describing the details,
as per the requirements in section 2.2.17.3 of Schedule 9 – Reporting and Submission Requirements. The
test report shall summarize the results of such test, including all information reasonably necessary to
evaluate the applicable results.
As far as applicable, Ashghal shall notify the Project Company within five (5) Business Days after receiving
each such test report whether it accepts or rejects that such test report is accurate, provided that if it rejects
such test report it shall provide detailed reasons therefore.
The failure of Ashghal to respond within such five (5) Business Days, unless extended by mutual agreement,
shall be deemed No-Objection to the test report.
If Ashghal rejects the test report submitted by the Project Company, Ashghal may request that the Project
Company repeat the relevant testing as soon as practicable thereafter. Failure to resolve such a dispute as to
the need to repeat the relevant Commercial Operation Test within thirty (30) Days of receipt of the test report
shall be referred to the Independent Expert for decision in accordance with clause 23.2 of the Agreement.
Upon the No-Objection of the test report for each of the Project Assets, Ashghal shall promptly issue an
Acceptance Certificate for that Project Asset.

5.4 Commercial Operation Test Report – Kahramaa Facilities


Similarly, upon completion of Commercial Operation Testing of Kahramaa Facilities, Project Company shall
compile and provide to Ashghal a separate Commercial Operation Test Report for Kahramaa Facilities
describing and document each test, as per the requirements in section 2.2.17.3 of Schedule 9 – Reporting
and Submission Requirements.
As far as applicable, Ashghal shall notify the Project Company within five (5) Business Days after receiving
each such test report whether it accepts or rejects that such test report is accurate, provided that if it rejects
such test report it shall provide detailed reasons therefore.
The failure of Ashghal to respond within such five (5) Business Days, unless extended by mutual agreement,
shall be deemed No-Objection to the test report.
If Ashghal rejects the test report submitted by the Project Company, Ashghal may request that the Project
Company repeat the relevant testing as soon as practicable thereafter. Failure to resolve such a dispute as to
the need to repeat the relevant Commercial Operation Test within thirty (30) Days of receipt of the test report
shall be referred to the Independent Expert for decision in accordance with clause 23.2 of the Agreement.
Upon the No-Objection of the test report for Kahramaa Facilities, Ashghal shall promptly issue Kahramaa
Facilities Provisional Acceptance Certificate as set out in clause 6.9 (b) of the Agreement.
Upon receipt of Kahramaa Facilities Provisional Completion Certificate the Project Company shall transfer
the Kahramaa Facilities to Kahramaa as per the procedures set out in clause 6.10 of the Agreement.

5.5 Completion and Commercial Operation – Project Assets


Upon meeting all criteria for Completion as set out in the Agreement, the Project Company shall issue to
Ashghal a Completion Notice.
Within five (5) Business Days, Ashghal shall notify the Project Company whether is accepts or rejects the
Completion Notice, provided that if it rejects the Completion Notice it shall provide detailed reasons
therefore.
The failure of Ashghal to respond within such five (5) Business Days, unless extended by mutual agreement,
shall be deemed No-Objection to the Completion Notice.

If Ashghal and the Project Company cannot agree on whether the Project Company has achieved Completion,
either Party may refer the dispute for decision by the Independent Expert in accordance with clause 23.2 of
the Agreement.
Upon receipt of the No-Objection, deemed No-Objection, or decision of the Independent Expert (whichever
is earliest) to the Completion Notice, Ashghal shall promptly issue a Commercial Operation Certificate to the
Project Company.
The Commercial Operation Period shall commence on the date immediately following such date of the
Commercial Operation Certificate, and this shall be known as the Project Commercial Operation Date.

6. Availability Testing

Availability is the existence and availability of the designed capacity of the Project Assets to receive designed
flows and loads and carry out its intended functions in a safe and efficient manner to achieve its Guaranteed
Output Performance Requirements.
Availability Testing shall be scheduled to be carried out on all the Project Assets. Tests shall be conducted
on all assets at least one (1) time each Contract Year commencing from the Project Commercial Operation
Date.
In addition to the regularly scheduled annual Availability Tests, the Project Company shall be required to
conduct Availability Testing where more than two (2) discharges or Influent or TSE are made to a Diversion
Outflow within a Contract Year, other than as a result of an Influent Excuse Event, Ashghal Risk Event or
Force Majeure Event.

Availability Testing shall be conducted in accordance with this Schedule 3 (Availability and Acceptance Test
Requirements) and Schedule [7] (Metering and Monitoring Requirements) and to demonstrate that one or
all of the Project Assets;
(i) achieve the design data given in Schedule 2-(Design and Construction Requirements) and Schedule
5 (Influent Quantity and Quality Requirements)
(ii) are ready for use; and
(iii) are able to meet all applicable Guaranteed Output Performance Requirements set out in Schedule
6.
Availability Testing shall comprise the following.
1) Asset Inspection Survey, as defined below at section 6.1; and
2) Availability Performance Test, as defined below at section 6.2.
Following the successful completion of the condition assessment of the Project Assets, the Availability
Performance Test of the Project Assets shall be commenced.
The Availability Performance Tests shall be for the purpose of proving the operational performance of the
Project Assets under normal operating conditions in accordance with the Availability Testing procedures.

6.1 Asset Inspection Survey


Availability Performance Tests shall be preceded with Asset Inspection Survey which includes inspection and
condition assessment of the Project Assets to be tested. This is to determine whether the Project Assets are
in good and serviceable condition suitable and safe for continued operation.
Asset Inspection Survey shall be witnessed by Ashghal. Availability Performance Tests shall not be allowed
to be carried out on Project Assets that are not deemed to be safe to operate during their Asset Inspection
Survey; in which case the Project Company shall be given reasonable amount of time to rectify the Project
Assets before the Project Assets will be subjected to the Availability Performance Tests.

6.2 Availability Performance Tests


Availability Performance Tests shall be carried out on all the Project Assets and minimum (not exhaustive)
indicative testing criteria given in Table 2 below. However, the Project Company shall agree the exhaustive
list of test criteria with Ashghal.

6.3 Availability Testing Plan and Requirements


The Project Company shall prepare a plan, known as the Availability Testing Plan and agree with Ashghal on
the start date of the Availability Testing.
The Project Company shall be responsible for developing and implementing Availability Testing Plan for the
Asset Inspection Survey and Availability Performance Tests and capacity demonstration of the Project Assets
in accordance with the technical specifications set out in Schedule 2 (Design and Construction
Requirements), Schedule 5 (Influent Quantity and Quality Requirements), Schedule 6 (Guaranteed Output
Performance Requirements), and this Schedule 3 (Acceptance and Availability Test Requirements). The
Availability Performance Tests for all Project Assets shall be conducted for a minimum continuous period of
24 hours.
Ashghal shall, within ten (10) Business Days after receipt of the relevant Availability Testing procedures,
provide comments (if any) thereon. The Project Company shall incorporate any such reasonable requests
and reissue the Availability Testing procedures within ten (10) Business Days.
If the Parties are unable to agree upon the scope or nature of the Availability Testing procedures within fifteen
(15) Business Days after receipt of the draft Availability Testing procedures by Ashghal, either Party may
refer the dispute for decision by the Independent Expert in accordance with clause 23.2 of the Agreement.
Commencement of the Availability Tests shall be postponed until such Dispute has been resolved.
Ashghal shall have the right to attend, or have a nominee attend, Asset Inspection Survey and Availability
Performance Tests carried out during Availability Testing, in relation to any Project Assets.

If the inflow to the Project Assets as at the date of the relevant Availability Test is below the quantities and
qualities stipulated in Schedule 5 (Influent Quantity and Quality Parameters), the Project Company shall
agree with Ashghal and undertake the Availability Performance Test on a train/line-by-train/line basis,
operating at one hundred percent (100%) of the relevant capacity of each such train/line. If the Influent
quality parameters set out in Schedule 5 (Influent Quantity and Quality Parameters) are not met, the Project
Company shall provide correction curves to be non-objected by Ashghal.
During the testing period:
(a) the Project Asset being tested, and its related equipment and systems shall be operated
continuously and in accordance with the prevailing influent flow and load conditions and Good
Utility Practice;
(b) the Project Company shall monitor and check all equipment at regular intervals in accordance with
the checklists established in the Availability Testing procedures and record all operation data; and
(c) as required by the test program, and in agreement with Ashghal, the plants and equipment that are
part of the Project Assets may be stopped and the function may be taken over by stand-by plant or
equipment; such scheduled operation of stand-by units shall be strictly performed in compliance
with the operation manuals.

During the Availability Performance Test of the Project Assets, the instantaneous flows and the daily total
flows shall be continuously monitored and recorded by Metering and Monitoring System. Similarly sampling
and testing shall be taken in accordance with Technical Schedule 7 (Metering and Monitoring
Requirements) and tested by third party institutions which are licensed to perform the particular tests and
shall be approved by Ashghal.
For the avoidance of doubt, during the Availability Testing, samples shall be collected and tested in
accordance with Schedule 7 and the results of the Availability Tests shall demonstrate output compliance
with the Guaranteed Output Performance Requirements set out in Schedule 6. Otherwise, a failure of the
Availability Tests shall be recorded for the Project Asset being tested.
The costs of carrying out the Availability Testing including overheads related to staff, electricity, water, other
utilities and any chemicals and fuel required in the process shall be borne by the Project Company, except in
circumstances provided in the Agreement at clause 5.14(b)(ii).
Any Non – complaint TSE produced prior to PCOD shall also not be disposed outside the Project Site, TSE
Network and Deep Injection Wells. The Project Company shall also bear all the costs related to recirculating
and re treatment of the non-compliant TSE. The Project Co. shall also borne all the costs to related to cleaning
and reinstate the storage facilities if used for storage of non-complaint TSE prior to PCOD.

6.4 Availability Test Reports


6.4.1 Asset Inspection Survey Report
Within ten (10) Business Days after the completion of the Asset Inspection Survey, the Project Company shall
submit to Ashghal a report summarising the observation and results of the Asset Inspection Survey, including
all information reasonably necessary to evaluate the applicable results.
Ashghal shall notify the Project Company within five (5) Business Days after receiving each such test report
whether it accepts or rejects that such test report is accurate, provided that if it rejects such test report it shall
provide detailed reasons therefor. The failure of Ashghal to respond within such ten (10) Business Days,
unless extended by mutual agreement, shall be deemed acceptance of the test report.
If Ashghal rejects the test report submitted by the Project Company, Ashghal may request that the Project
Company repeat the relevant testing as soon as practicable thereafter.
The Project Company shall not proceed with the Availability Performance Test if Ashghal does not accept the
report related to the Asset Inspection Survey for the corresponding equipment on the grounds that the

defects observed during the inspection such that the safe operation of the equipment during Availability
Performance Tests would be adversely affected.
The Project Company shall agree with Ashghal a reasonable time and duration for rectifying the identified
defect and reschedule the Asset Inspection Survey.
If Ashghal and the Project Company cannot agree on whether the test report is accurate, either Party may
refer the dispute for decision by the Independent Expert in accordance with clause 23.2 of the Agreement.

6.4.2 Availability Performance Test Report


At the end of each Availability Performance Tests, the Project Company shall submit to Ashghal a written
report within ten (10) Days or as directed otherwise by Ashghal.
Ashghal shall review each report and notify the Project Company and Ashghal within five (5) Business Days
whether it accepts or rejects such report, provided that if it rejects such report it shall provide detailed
reasons therefor. If the report is not acceptable it shall be returned to the Project Company for verification
or amendments and resubmission.
The failure of Ashghal to respond within such ten (10) Business Days, unless extended by mutual agreement,
shall be deemed acceptance of the test report.
If Ashghal rejects the results of the Availability Performance Test submitted by the Project Company, Ashghal
may request that the Project Company repeat the applicable Availability Performance Test for the portion of
the Project Assets that did not pass the Availability Performance Test as soon as practicable thereafter.
Upon failure to resolve such a dispute as to the need for retesting within thirty (30) Days, either Party may
refer the dispute for decision by the Independent Expert in accordance with clause 23.2 of the Agreement
If during the Availability Performance Test (known as the Initial Availability Test, as set out in clause 5.14(d)
in the Agreement) the Project Asset fails to meet any of the criteria or cannot accept an Influent volume equal
to the design capacity then the test shall be restarted.
Failure to meet the above criteria after two (2) such restarts shall deem that the test has failed. In case of
failure of the Availability Performance Test, the Project Company and Ashghal shall agree a reasonable period
and date for repetition of the Availability Performance Test (the Additional Availability Test, as set out in
clause 5.14(e)(ii).
In case of failure of a second or subsequent Availability Performance Test (the Additional Availability Test)
Ashghal shall serve a notice on the Project Company detailing the affected portion of the works which did
not meet the Availability Test Performance standards (an Improvement Notice) and the Project Company
shall have thirty (30) Days to rectify any defects or faults and shall then within a further ten (10) Days arrange
a date for repetition of the Availability Performance Test for the portion of the plant that was detailed in the
Improvement Notice.
In the case that the Project Company fails the Availability Performance Test following rectification pursuant
to an Improvement Notice, Ashghal may exercise rights in case of a Project Company Event of Default in
accordance with clauses 5.14 and 17.3(b).
In the case that the Availability Tests demonstrates that the Project Assets do meet all the Availability
Performance Test criteria and results are satisfactory and shows that the Project Assets tested achieved their
Guaranteed Output Performance Requirements, Availability Certificate shall be issued to the Project
Company by Ashghal in accordance with section 5.14 of the Agreement.

A. Appendix A: Project Assets Commercial Operation


Testing – Secondary Treatment Facilities

A.1 General
This section specifies the minimum requirements of tests that are to be considered by Project Company during
Commercial Operation Testing that is required for Secondary Treatment Facilities. However, the testing
requirements shall as per Commercial Operation Testing Plan agreed between the Parties.

A.2 Biological Treatment


The biological treatment should be operated with the designed MLSS concentration. In addition to the on-line
measurements of the MLSS, grab samples shall be analysed once a Day.

A.2.1 Aeration Pattern test


Pattern tests shall be carried out on each aeration tank. For this test each tank shall be filled to 1 to 1.5 m depth
using potable water or TSE if available. The test shall be carried out at minimum, average and maximum design
airflow rates.

A.2.2 Standard Aeration Efficiency Testing


On-site aeration tests shall be carried out on representative portion, at least one full tank of the total aeration
volume. The tests shall be carried out to confirm the standard oxygen transfer rate (SOTR) and required
supplier’s aeration efficiency (SAE) guarantee by an approved testing contractor using the clean water unsteady
state method defined by ASCE standard “ measurement of oxygen transfer in clean water - ANSI/ASCE 2-91”
published by ANSI.
The test shall be conducted to confirm the SOTR at peak conditions at peak air flow to demonstrate aeration
capacity.
The test shall be conducted to confirm the aeration efficiency at average air flow conditions to demonstrate
aeration efficiency.
The test shall be carried out on site in an in-tank demonstration as per Good Utility Practice or as recommended
by manufacturer

A.2.3 Mixing of non-aerated zones


The requirements for mixing efficiency shall be tested. The mixing efficiency is defined as follows:

Criteria 1: Mixing homogeneity in the reactors


The mixers shall provide a homogenous environment in the anoxic and anaerobic zones of the biological reactor
during operation. The homogeneity is defined by sampling of the mixed liquor during steady operation as
follows:
 Ten (10) typical sampling points are chosen in the reactor, and samples shall be taken within
30 minutes.
 The suspended solids concentration is analysed and defined.
 The arithmetic mean value of these samples is calculated.
 The maximum accepted deviation from the mean value is less than +/- 7.5 % from the
arithmetic mean value.

Criteria 2: Re-suspension capacity


The mixers shall provide an efficient re-suspension of the mixed liquor after a stop lasting for at least two hours.
The re-suspension is defined as establishing the homogeneity in the reactor again, as defined in Criteria 1. The
maximum accepted time for the re-suspension is 10 minutes from the restart of the mixer.

B. Appendix B: Project Assets Commercial Operation


Testing – Membrane Filtration Requirements

B.1 General
This section specifies the minimum requirements of functional testing and Commercial Operation Testing that
is required for membrane filtration technology be selected for tertiary treatment.

B.2 Functional Testing


 For the functional testing, the Project Company with assistance from the membrane system
supplier, shall verify operation of all system components, control system functions, and
communication links.
 Functional testing shall be carried out for all membrane tanks and systems.
 To perform the functional testing, all valves, controls, and other devices shall be operated to
demonstrate that they are functional and ready for Commercial Operation Testing.
 The purpose of the functional testing shall be to demonstrate the effectiveness of the following
system components and features:
o Automatic start/stop and flow control of membrane trains using plant control system.
o Manual flow control using membrane train HMI and PLC.
o Automatic backwashing at various time intervals.
o Automatic shutoff and alarm for various failure modes for each membrane train and for
entire membrane equipment system.
o START and STOP of air system.
o Membrane integrity test system.
o Determination of clean water permeability of each membrane train and temperature
correction of the clean water permeability for each train.
o Monitoring and recovery of operating data.
o Monitoring and control from remote workstation.
o Automatic switchover from normal power to emergency power, and emergency power to
normal power.
o All control functions, both at local system and remote workstation.
o Operation of systems for maintenance and recovery cleans.
o Operation of all monitoring instruments.
o Bubble point testing of the small membrane subunits.
 The membrane system supplier shall inspect the installed membrane equipment system for correct
operation, proper connection, and satisfactory function of all components. The membrane system
supplier shall approve the installation and provide written certification that the system components
have been installed properly and are ready for operation.
 The proposed functional testing procedure shall be developed by the membrane system supplier
and shall be submitted by the Project Company to Ashghal for non-objection before scheduling and
performing functional testing.
 In the case of a non-conforming system as determined by Ashghal, the Commercial Operation
Testing shall not commence until the membrane system has had such adjustments and
modifications as are necessary to correct the system, and the Project Company has demonstrated
this by repeating the functional testing until satisfactory.

B.3 Commercial Operation Testing of Membrane System


Following completion of the function testing, the ultrafiltration membrane system supplier and Project
Company shall conduct the Commercial Operation Testing in accordance with the test procedures
recommended by the ultrafiltration membrane system supplier and as agreed with Ashghal.

C. Appendix C: Project Assets Commercial Operation


Testing – Odour Systems

C.1 General
This section specifies the minimum requirements of Commercial Operation Testing that is required for odor
systems.

C.2 Odour Control Commercial Operation Testing


The Project Company shall demonstrate that the Shared Facilities and STW Facilities operate with all odour
control equipment functioning properly and as intended.
The Project Company shall perform both an eight (8) hour test and a minimum twenty (20) day test to
demonstrate the ability of the odour control system to treat odorous air and meet the Guaranteed Output
Performance Requirements pertaining to odour emissions.
The odour control system testing shall be performed with all fresh air intakes, covers, ductwork and odour
control fan systems properly balanced and the odour control systems installed and functioning normally. The
Project Company may perform testing for odour control acceptance concurrently with other Commercial
Operation Testing.
During the eight (8) hour test, the inlet air side of each odour control unit shall be augmented with supplemental
hydrogen sulphide as necessary to produce an inlet hydrogen sulphide gas concentration not less than the design
maximum hydrogen sulphide concentration. Provide sufficient hydrogen sulphide gas cylinders as necessary for
the duration of the eight (8) hour test.
For both the eight (8) hour limited duration and the twenty (20) day Commercial Operation Testing for odour
systems, the hydrogen sulphide concentration at the inlet and outlet shall be monitored and recorded for each
odour control system (inlet and outlet of each stage) utilising suitable constant readout electrochemical-type
sensors.
The inlet and outlet hydrogen sulphide levels shall be recorded at ten (10) minute intervals.
For both the eight (8) hour and the twenty (20) day Odour Control Commercial Operation Testing, the air flow
rate through each odour control unit shall be recorded daily at the start and end of each day.
For the eight (8) hour test, bag samples shall be collected for both odour panel analysis (per ASTM E679-04
using and odour presentation rate of twenty (20) litres per minute) and reduced organic Sulphur compound
analysis (per ASTM D-5504).
A minimum of two (2) samples shall be collected at the inlet side of each odour treatment stage and a minimum
of two (2) samples shall be collected at the outlet of each odour treatment stage.
