President Kennedy convened a special advisory panel to consider possible possibilities within two days
of the latest Cuban threat.
The National Security Council's Executive Committee was given this designation (Executive Committee
or ExComm).
It was composed up of "hawks" who wanted to use force right away and "doves" who wanted to avoid
a conflict.
Following his discussions with ExComm, Kennedy was confronted with a number of alternatives for
dealing with the Soviet danger in Cuba.
Kennedy's final choice was to impose a US blockade on Cuba, dubbed a "quarantine zone" by Kennedy.
This might delay the arrival of more Soviet missiles in Cuba, giving him more time to negotiate with
the Soviets.
