CHRONOLOGY OF EVENTS

On Tuesday, January 2, 2024, I received an email from Special Agent in Charge (SAC) Wilkerson regarding an
alleged complaint on EDWARD TEACH BREWING and the business owner/permittee David Gary SHOLAR.
EDWARD TEACH BREWING is permitted through the North Carolina Alcoholic Beverage Control
Commission (NC ABCC) to sell Malt Beverages On-Premise and Unfortified Wine On-Premise. This business
also holds other non-retail permits, such as Brewery and Salesman permits issued by the NC ABCC. The email
from SAC Wilkerson contained a social media post alleging multiple crimes and violations committed by
SHOLAR, and upon receiving the complaint, I started an investigation into the alleged incident.

The complaint originated from a public social media post from Madonna Nash, which multiple news outlets
then picked up and published. Ms. Nash’s post alleged SHOLAR became intoxicated and disruptive while on
duty at EDWARD TEACH BREWING, and verbally and physically assaulted her daughter, Asia Daye Norris
(victim), who was performing live music at the brewery. (See Attachment 1 – Social Media Post).

On Thursday, January 4, 2024, I spoke with Madonna Nash in an attempt to reach her daughter, Ms. Norris.
While speaking with Ms. Nash, I learned this incident occurred on November 16, 2023, and her daughter was
torn on whether to seek criminal charges against SHOLAR. While conversing with Ms. Nash, I conducted
multiple electronic database searches on SHOLAR, one being eWarrants, where I found two unserved Warrants
for Arrest on SHOLAR. Both Warrants for Arrest were for the same two charges, Assault on a Female and
Communicating Threats. Both Warrants for Arrest were issued by Magistrate Watkins, with one complainant
being Asia Norris, and the other being Paige Grant, and both were issued on December 31, 2023. After
discovering the two Warrants for Arrest, I asked Ms. Nash about them, and she stated the victim, Ms. Norris
was overwhelmed and traumatized by the event, and she took a while to decide to seek criminal charges on
SHOLAR. (See Attached Warrants for Arrest).

Later in the evening on Thursday, January 4, 2024, I spoke with the victim, Ms. Norris via phone. This report
intentionally omitted her phone number and personal identification information to preserve Ms. Norris’ privacy.
I briefly reviewed the incident with Ms. Norris and requested a face-to-face interview, which was scheduled for
the following week. Ms. Norris also volunteered to bring Paige Grant, who was present during the incident and
is also a victim and a witness.

On Wednesday, January 10, 2024, at 2:00 p.m., I interviewed Paige Grant at the Leland Police Department’s
non-custodial interview room. This interview was recorded by audio and video and saved on the Leland Police
Department’s servers. Paige Grant’s personal identification information has been intentionally omitted from this
report to preserve her privacy. (See attached Interview with Paige Grant).

At approximately 2:45 p.m., on this date, and after interviewing Ms. Grant, I interviewed Asia Norris at the
Leland Police Department’s non-custodial interview room. This interview was recorded by audio and video and

saved on the Leland Police Department’s servers. Ms. Norris’ personal identification information has been
intentionally omitted from this report to preserve her privacy. (See attached Interview with Asia D Norris).

As a result of my interviews with Ms. Grant and Ms. Norris, I found their accounts of the incident on November
16, 2023, to seem credible and consistent with one another.

No further interviews with Ms. Norris or Ms. Grant.

As a result of my interviews with the two victims, and confirming SHOLAR’S Warrants for Arrest, I found
SHOLAR and EDWARD TEACH BREWING to be in violation of the following:

On Friday, January 12, 2024, at approximately 5:00 p.m., SAC Wilkerson, Special Agent (S/A) Weaver, and I
inspected EDWARD TEACH BREWERY. The purpose of the inspection was to aid my investigation into the
alleged assault incident on November 16, 2023. My goal was to identify employees present during the incident,
attempt to obtain surveillance video of the incident, and speak with any managers and/or the owner, SHOLAR.

Upon our arrival, I noticed approximately seven to ten patrons present, and only one bartender working, later
identified as Noah Powell (DOB . The permittee/owner, SHOLAR, was not present on this date and
time. During my inspection, I was able to obtain the contact information for the Operations Manager, Amy
CAVASOS ( ), from Mr. Powell. Mr. Powell also called CAVASOS, via landline phone, and I
spoke with her briefly.

While speaking with CAVASOS, I identified myself to CAVASOS, explained the situation, and stated my
intent for the inspection. CAVASOS almost immediately stated their (EDWARD TEACH BREWERY’S)
attorney advised them not to make any statements, to which I reminded CAVASOS of 14B NCAC 15B .0210
COOPERATION WITH LAW ENFORCEMENT OFFICERS.

Further into my conversation with CAVASOS, I asked to review the surveillance video from the evening of the
incident. CAVASOS stated the video was no longer saved on the system, and she even sent the video system to
a forensic data recovery specialist to try and retrieve the video, with no success. I then asked CAVASOS to
provide me with the names and contact information of the employees working on the evening of November 16,
2023, and that I would provide my contact information to her. I thanked CAVASOS for her help and ended the
conversation.

After speaking with CAVASOS, I spoke with Mr. Powell and conducted a brief interview. He stated he was
working the night of the incident and remembered the situation. Mr. Powell stated he remembered SHOLAR
drinking and being present at EDWARD TEACH BREWING with a group of friends. I asked about the alleged
assault, to which Mr. Powell stated there was no assault, but he remembered SHOLAR screaming, yelling, and
kicking Ms. Grant out of the premises. Mr. Powell also stated SHOLAR was loudly swearing/cussing at Ms.
Grant during the incident. Mr. Powell thought the whole situation was blown out of proportion on social media.

While speaking with Mr. Powell and CAVASOS, SAC Wilkerson and S/A Weaver conducted an inspection of
the premises. While inspecting the brewing area, agents found evidence of brewing, sales, and delivery of
EDWARD TEACH PRODUCTS. As of the date of this inspection, EDWARD TEACH BREWING’S Brewery
Permit (Permit No. 00259544BM) was canceled on 2/23/23. This violates Manufacture, sale, etc., forbidden
except as expressly authorized; NCGS 18B-102. (See Photo Attachment 3- Sales and Delivery Logs).

We concluded our inspection and investigation at EDWARD TEACH BREWING at approximately 5:45 p.m.
and conducted no further efforts on this date.

On Tuesday, January 16, 2024, I texted and called CAVASOS on her provided number of .I
requested the names and contact information of all staff working the night of November 16th, 2023. I requested
CAVASOS email the information to me, but I never received a reply from CAVASOS on this date.

Later, on this same date, at approximately 4:30 p.m., I received a voicemail from Attorney Thomas Varnum,
phone number . He left a voicemail advising he is representing EDWARD TEACH BREWING
and CAVASOS. I understood from the voicemail to mean I was not to contact CAVASOS directly, thus
delaying my investigation into the incident and being in violation of 14B NCAC 15B .0210 COOPERATION
WITH LAW ENFORCEMENT OFFICERS.

On Wednesday, January 17, 2024, I spoke with Mr. Varnum via phone. I attempted to coordinate with him to
aid in my investigation and requested contact information for the staff working the night of the incident. Mr.
Varnum advised he would try and facilitate that for me. I also advised Mr. Varnum that EDWARD TEACH
BREWING does not hold active Brewery Permits through the NC ABCC, and they needed to cease all alcohol
production until they rectify the permitting issue.

Later in the day, I received an email from Mr. Varnum stating he was working on scheduling phone interviews
with the bartenders working the night of November 16, 2023, and he would like to be part of the calls. Mr.
Varnum also provided screenshots of social media messages from Christine Sprow, who is a possible witness to
the incident.

On Friday, January 19, 2024, at approximately 12:30 p.m., I attempted to conduct a phone interview with Mr.
Joshua Basnight, who was identified as a witness to the incident by the victims, Ms. Norris, and Ms. Paige. I left
a voicemail requesting a callback. I never received a call back from Mr. Basnight, and Ms. Norris previously

advised Mr. Basnight might be hesitant to give a statement out of fear of retaliation from SHOLAR and
EDWARD TEACH BREWING.

Also, as of Friday, January 19, 2024, at 1:00 p.m. I had not been able to interview the staff working the night of
the incident, thus causing a delay in my investigation.

Also, on this date and time, I attempted to contact Ms. Sprow and conduct a phone interview. I left a voicemail
requesting a callback, and at approximately 1:30 p.m., Ms. Sprow returned my call and agreed to a phone
interview. (See attached Interview with Christine Sprow).

On Monday, January 22, 2024, at 3:00 p.m., I conducted a phone interview with Logan Chaucer ( ),
which was facilitated and monitored by Thomas Varnum, attorney for EDWARD TEACH. (See attached
Interview with Logan Chaucer).

As a result of my interviews with Mr. Powell, Ms. Sprow, and Mr. Chaucer, I found some inconsistencies in
their accounts of the incident. For example, Mr. Powell stated that SHOLAR was drinking during the night of
the incident, but Ms. Sprow and Mr. Chaucer were adamant that he was not. I also noted, and found it odd, that
Mr. Chaucer and Ms. Sprow made it a point to emphasize that SHOLAR was not performing services in any
way, and he didn’t “do anything wrong.”

No further efforts or significant actions.

As a result of my investigation, and in addition to the violations committed the night of November 16, 2023 by
SHOLAR, I determined that CAVASOS committed the following criminal and regulatory violations, but I did
not seek criminal charges against CAVASOS:

On Tuesday, January 23, 2024, I swore out a Warrant for Arrest for SHOLAR in front of Magistrate Ryan for
the following charges:

• Conduct on Licensed Premise; NCGS 18B-1005(A)(2). TO WIT: Disorderly Conduct


• Conduct on Licensed Premise; NCGS 18B-1005(A)(3). TO WIT: Assault on Female and
Communicating Threats
• Conduct on Licensed Premise; NCGS 18B-1005(B). TO WIT: Failure to Supervise

On Wednesday, January 24, 2024, at 11:45 a.m., I left a voicemail from Attorney Thomas Varnum thanking
him for his help. I also requested Mr. Varnum facilitate an interview with SHOLAR. I never received a call

back from Mr. Varnum but received an email from him at 4:19 PM. Mr. Varnum advised he is representing
SHOLAR and would “make inquiries about a possible interview” with SHOLAR.

As of the end of the business day, on Friday, January 26, 2024, I had not heard back from Attorney Varnum
regarding my previous request.

On Saturday, January 27, 2024, I received a short video captured during the incident with SHOLAR on
November 16, 2023, from the victim, Ms. Norris. In the twenty-two-second video clip, SHOLAR can be seen
wearing a light-colored button-up shirt, and hat, and holding what appears to be a malt beverage with the
EDWARD TEACH BREWING diamond-shaped logo on the glass. SHOLAR is seen hovering over Ms. Grant
and Ms. Norris, and they can be heard calling for “Noah.” SHOLAR can be heard yelling “THIS IS MY
PLACE,” and “GET OUT GET OUT GET OUT,” all while holding the beer. Ms. Grant and Ms. Norris then
walk away, and SHOLAR appears to follow them while shouting “ENTITLED BITCH.” Also, in the video clip,
a handful of patrons can be seen in the background, standing still, and watching the incident take place. The
video clip ends with a very loud scream, which is cut off by the video ending. (See included DVD-RW with Jeff
Jeffington Video Clip).

After receiving the video clip, I attempted to locate “Jeff Jeffington,” which is a social media profile, with no
success. Additionally, I had previously been advised by the victims that witnesses of the incident were afraid to
come forward due to fear of SHOLAR.

As of Wednesday, January 31, 2024, at 10:00 a.m., I had not received an email or a call back from Mr. Varnum
regarding a possible interview or statement from SHOLAR. I called Mr. Varnum’s office on this date and was
unable to reach him. I left Mr. Varnum a voicemail advising a violation report would be submitted to the North
Carolina ABC Commission for the violations, and requested Mr. Varnum advise his client, SHOLAR and
CAVASOS.

At 10:45 a.m., Mr. Varnum called me back and I explained the violation report and criminal charges against
SHOLAR to him. Mr. Varnum seemed shocked my investigation resulted in a violation report and criminal
charges and stated he had spoken with multiple people regarding the incident. Mr. Varnum stated he could
provide the affidavits of the witnesses for EDWARD TEACH BREWING, which I replied I would forward
them to the NC ABCC to be included with the violation report. I then requested Mr. Varnum notify SHOLAR
and CAVASOS a violation report would be submitted, and I also offered a Being a Responsible Seller (BARS)
program.

No further actions or efforts.

INTERVIEW WITH PAIGE GRANT

On Wednesday, January 10, 2024, at approximately 2:00 p.m., I interviewed with the victim, Paige Grant. As a
result of my interview with Ms. Grant, I learned the following:

Ms. Grant was present at EDWARD TEACH BREWING on November 16th, 2023, in support of Asia Norris’
live performance. Ms. Grant was sitting at a table in front of the stage, and in direct view and eyeshot of Ms.
Norris. Ms. Grant stated everything was fine, until a large man (the permittee SHOLAR) approached Ms. Norris
on stage, grabbed her around the shoulders, and “hip-checked her,” causing Ms. Norris to lose balance. Ms.
Grant remembered SHOLAR had a beer in his hand during this interaction. Ms. Grant described this physical
contact as a “drunk, physical, advance.”

Ms. Grant went to intervene and that is when SHOLAR turned his attention to Ms. Grant, began yelling at her,
and aggressively moved towards her. Ms. Grant stated SHOLAR yelled “THIS IS MY PLACE!” and continued
to pursue her, so Ms. Grant began blocking SHOLAR with chairs as she feared an imminent assault. SHOLAR
then started grabbing the chairs and “flinging” them aside, which at one point, caught Ms. Grant’s finger
causing injury. Ms. Grant stated SHOLAR continued to yell and use profanity and was so close to her face that
she could feel saliva landing on her face. Ms. Grant stated SHOLAR then returned to a group of friends where
he started laughing, mocking Ms. Grant, and yelling “WOKE LESBIAN!”

Ms. Grant stated SHOLAR had a beer in his hand during this entire incident and remembered seeing him
consuming a beer while behind the bar. Ms. Grant also stated no other employees assisted or intervened during
the incident and no one called 9-1-1. Ms. Grant also stated she believed SHOLAR was under the influence of
“something, alcohol.” I then asked Ms. Grant about other staff members, to which she stated a large, white
male, with a muscular physique, “Noah,” later identified as Noah Powell (DOB ) was working
behind the bar during the incident but failed to intervene. Ms. Grant also advised there was a second bartender,
a skinny, white male, with shaggy hair, who also failed to intervene. Ms. Grant advised there was a patron in the
upstairs area, Joshua Basnight “Stew,” who observed the incident, and texted Ms. Norris after the incident.

I then concluded the interview with Ms. Grant.

INTERVIEW WITH ASIA NORRIS

On Wednesday, January 10, 2024, at approximately 2:45 p.m., I interviewed Asia Norris, the victim. As a result
of my interview, I learned the following:

Ms. Norris stated she was present at EDWARD TEACH BREWING at approximately 6:30 p.m. to perform live
music. Ms. Norris has performed at EDWARD TEACH BREWING several times in the past but had never met
the permittee, SHOLAR, in person.

According to Ms. Norris, at approximately 7:15 p.m. on November 16th, 2023, she was in the middle of
performing live at EDWARD TEACH BREWING, when a “drunk man” approached her on stage and “body
checked her.” Ms. Norris later found out this man was the permittee, SHOLAR. Ms. Norris was startled and
shocked by SHOLAR’S actions and motioned for Ms. Grant to help her. This is when Ms. Grant began to
intervene with SHOLAR, and he turned his attention to Ms. Grant. Ms. Grant continued to try and intervene
with SHOLAR, and Ms. Norris remembers SHOLAR “hovering over her.” Ms. Norris stated that SHOLAR is
about 6’4” and “fit,” and thought SHOLAR was going to hit Ms. Grant. Ms. Norris remembers Ms. Grant using
a chair to block SHOLAR, which he grabbed and threw aside. While SHOLAR was focused on Ms. Grant, Ms.
Norris remembers a patron coming to her and keeping her from going over to Ms. Grant and SHOLAR. Ms.
Norris then reached out to “Noah,” a muscular bartender she had met before, who did nothing to help. Ms.
Norris then remembers SHOLAR screaming at Ms. Grant to “GET THE FUCK OUT!” Ms. Norris then asked
the bartenders why they were not doing anything, to which they stated “He’s the owner.” Ms. Norris then
remembers SHOLAR returning to a group of friends but kept yelling and screaming “GET THE FUCK OUT!”

Ms. Norris stated she was humiliated by this incident, and it was obvious to her that SHOLAR was intoxicated.
Ms. Norris also remembers seeing SHOLAR consuming alcohol while behind the bar that evening, but he
appeared “off-duty.” Ms. Norris also remembers SHOLAR’S friends encouraging him to “act like the owner.”

I then concluded my interview with Ms. Norris.

INTERVIEW WITH CHRISTINE SPROW

On Friday, January 19, 2024, at approximately 1:30 p.m., I conducted a phone interview with Christine Sprow
(DOB 05/08/1984). Ms. Sprow was identified as a customer of EDWARD TEACH BREWING and was present
on November 16, 2023, the night of the alleged assault.

During the interview, Ms. Sprow stated she was a patron of the bar on November 16, 2024, from approximately
6:30 p.m. to 7:30 p.m. She stated she owns property close to EDWARD TEACH BREWING and is a somewhat
regular customer. Ms. Sprow remembered SHOLAR’S interaction with Ms. Norris and Ms. Grant. Ms. Sprow
advised that SHOLAR was not drinking but did get into a verbal altercation with Ms. Grant. Ms. Sprow
remembers SHOLAR approaching Ms. Norris and trying to sing along with her when Ms. Grant stepped in. Ms.
Sprow then recalled Ms. Grant yelling and swearing at SHOLAR. Ms. Sprow stated much of the swearing came
from Ms. Grant, but she did remember SHOLAR using “choice’ words and telling Ms. Grant to “GET THE
FUCK OUT!” Ms. Sprow did not recall SHOLAR using any offensive homosexual terms or any slang terms.
Ms. Sprow did not recall seeing SHOLAR behind the bar or performing any services of any kind. In Ms.
Sprow’s opinion, this incident had been blown out of proportion, and she did not even feel it was necessary to
video the incident. When asked, Ms. Sprow stated she did not feel the police needed to respond. Ms. Sprow also
went on to state she did not feel as if SHOLAR violated any NC ABCC regulations and acted appropriately for
the circumstances.

I ended my phone interview at approximately 1:50 p.m.

INTERVIEW WITH LOGAN CHAUCER

On Monday, January 22, 2024, at 3:00 p.m., I conducted a phone interview with Logan Chaucer ( ),
which was facilitated and monitored by Thomas Varnum, attorney for EDWARD TEACH. Mr. Chaucer is a
bartender at EDWARD TEACH BREWING and has only worked there since October of last year. Mr. Chaucer
worked from approximately 6:00 p.m. to 7:30/8:00 p.m. on the night of the incident, November 16, 2023.

During my interview with Mr. Chaucer, I learned that SHOLAR was present on the night of the incident and
did, in fact, approach Ms. Norris while she was performing. Mr. Chaucer stated he thought SHOLAR’S actions
were “totally innocent.” Mr. Chaucer also remembers Ms. Grant positioning a chair in between herself and
SHOLAR, which SHOLAR kicked out of the way. Mr. Chaucer remembers SHOLAR yelling “THIS IS MY
BAR!” and “GET THE FUCK OUT!” Mr. Chaucer remembers Ms. Norris came to him and Mr. Powell and she
was visibly “scared.” Mr. Chaucer never remembers SHOLAR consuming any alcohol or working behind the
bar in any capacity. Mr. Chaucer did state that the incident caused many patrons to close out their tabs and
leave. Mr. Chaucer also stated that he thought SHOLAR could have handled himself in a “more composed
way.”

I then concluded the interview with Mr. Chaucer at approximately 3:30 p.m.
