1. Who are the qualified learners for Voucher Program?


 All students who have recently finished junior high school are qualified for the
VP offered by DepEd in partnership with PEAC. Legal basis that supports the
VP are RA No. 10533 as well as DO No. 19, s. 2017. It was indicated that all
students coming from public junior high schools will be able to receive 100%
of the total amount offered by the VP, 80% of the total amount will be awarded
to students who were ESC grantees, and for those who wish to apply that are
neither from public JHS or ESC grantee they will be receiving 50% of the total
amount if they are to be approved.

2. How can a private junior high school become an ESC participating high school?
 A private JHS can apply to become an ESC participating high school through
following the given guidelines from DO No. 20, s.2017. Private JHS that
wishes to apply for this program needs to coordinate with PEAC and will be
advised to pass requirements there after a series of orientation and other
required details needs to be complied for certification.

3. A certain student graduated from his/her JHS is now ready for SHS. But his/her
grades are low or only passing grades. Is there a grade requirement for a student to
be able to be qualified for the SHS VP?
 As stated in DO No. 20, s. 2017 there is no grade requirement for students
that are granted by the Voucher Program as long as they were able to have
passing grades for all subject in the duration of their SHS. For students that
will receive a failing grade, their grant will be up for reconsideration for one
semester and if they were able to pass the subjects and did not receive any
failing grade anymore they may be allowed to continue as a grantee of the
VP.

4. Students coming from less privileged families gets discouraged in applying for
scholarships for the they have a stigma that you have to be smart to be able to
acquire one. What are the flexible scholarships offered by the Philippine government
that goes against this stigma?
 One example of a scholarship that fits this issue is the EduKar offered by the
General Santos City Local Government wherein there is no need for the
students to have high grades from high school and only needs to maintain
passing grade all throughout their years in tertiary level. Another example is
the STEP offered by the Local Government of Davao City wherein some of
the requirements are proof of residency of Davao City, a student that belongs
to a family with below-average income. Both of the scholarships mentioned
have similar grounds of just maintaining a passing grade.
5. How is ESC beneficial to private school teachers?
 Under RA 8545 and DO No. 20, s. 2017, one of the benefits of ESC program
by DepEd and PEAC is the Teacher’s Salary Program wherein it shows the
Government’s commitment to maintaining the viability of private education, in
recognition of the private education sector as a key partner in the delivery of
quality basic education.

6. Scholarship grants are common for incoming college freshmen, what are the
scholarships offered for basic education? Disregarding the free education offered by
public schools).

 ESC is one of the best examples for this for it allows students to acquire
private education through receiving a subsidy from the Philippine government.
Another is the Voucher Program for the incoming SHS students. There are
also private schools that offers free or subsidized education for pupils like
applying for Alternative Education wherein students will be able to acquire
private education in return of service to the institution they belong to.
