The increase in international trade has made effective communication essential.

IMO Maritime Safety Committee has dealt with the language problem by creating the Standard Marine
Navigational Vocabulary.
10. What final solution has been devised to solve the communication problem at sea?
The final solution has been creating the Standard Marine Communication Phrases.
11. What do you think about the use of the Standard Phrases?
I think that it's a good idea to make communication easier.
They are much needed to avoid more accidents like the one that happened with 2 Boeings 747 several
years ago. A misunderstanding in communication led to a collision between 2 full passenger
airplanes/aeroplanes resulting in the death of 583 people.
They are a good solution when it comes to making communication universal, although through this
medium pronunciation might still be a barrier to overcome.
I think Standard Phrases make communication faster and safer.
I think that it is very useful because it is an equal language for all nationalities and also makes an efficient
communication in risky situations.
I think that it is very useful because it is a way for everyone to communicate no matter what language
they speak.
It seems to me a good system for safety in navigation.

Answer, in response to a question.

Purpose and Procedure:
This vocabulary has been compiled: To assist in the greater safety of navigation and of the conduct of
ships: to standardize the language used in communication for navigation at sea in port approaches, in
waterways and harbours.
Although the vocabulary is not intended to replace normal Radio-telephone practice as set out in the ITU
(International Telecommunication Union) Regulations, it is expected that by constant use the phrases and
terms will become those normally accepted among seamen. If possible, use the phrases in the vocabulary
rather than some other phrase that has a similar meaning, but perhaps not quite the same meaning.
Remember, where safety is involved meanings must be precise, since a misunderstanding could cost lives.
Example A:
You may proceed (at … hours). Arctic Thunder is supposed to proceed at 1400 hours.
“You may proceed at 1400 hours.”

3- Dots “…” Indicate that the relevant information is to be filled in where the dots occur. This is a
more difficult convention to deal with, since the speaker must insert original information of his own choice
where the dots occur. This information should always be precise and should exactly follow the meaning of the
rest of the item.

1- IMPERATIVES.
There are clear rules that must be followed when orders are being given or questioned. Sentences must
begin with one of the following:
Example A:
Arctic Thunder. This is Coast Guard Radio. Instruction. Heave up anchor. Over.
Arctic Thunder. This is Coast Guard Radio. Instruction. Increase speed. Over.
Each of these items is an order and gives Arctic Thunder no choice in her action. She must do as the
order states. Such order would be given by a Pilotage Authority.
Example B:
Again each of these items is an order to Arctic Thunder (or helicopter) that she must not do something.
There is no choice of action for Arctic Thunder (or helicopter).
Example C:
Arctic Thunder has a faulty windlass. She receives an order from the Pilotage Authority.
Example D:
Arctic Thunder is steaming on one boiler only. She receives an order from the Pilotage Authority.

The Standard Vocabulary lists 10 standard verbs in the Indicative, Negative and Interrogative senses.

Interrogative). If this is impossible, you should use a form that follows the verb form as closely as

B- RESPONSES
Although easily understood by a native speaker, these words can be easily misunderstood by a
non-native speaker.
The advent of ‘C.B.’ (Citizens’s Band two-way) Radio in the United States has produced a ‘new
generation’ of radio slang, which is becoming common particularly on the U.S. coast. The use of this, or any
other non-standard language, is “wrong”.

or warning is sent to more than one vessel)

These phrases may be used either during the initial contact between ship and shore, or during the
conversation. They fulfil a variety of functions.

I BEARING
1- Bearing
The 360 degree notation of bearings is used, except in the case of relative bearings which may be given
as a bearing on either bow. True bearings (i.e., commencing the 360 degree notation at true north) are used
except where otherwise stated.
Bearing may, however, be given either from the mark in question, or from own vessel

The vessel Nonsuch is in VHF contact with Utopia. The radar has broken down on Nonsuch. Nonsuch
wishes to know the range and bearing of the fairway buoy at Newharbour.

The form of the message depends on the ‘start point’ from which the bearing and distance are taken. In
some cases this ‘start point’ is the place or vessel named after the word from.
Always when quoting a position, a vessel must give bearing and distance from a point, as mentioned in
Section G. Therefore to avoid confusion, it is best to use this method whenever possible.
2- Relative bearing
When two ships are first establishing contact the following type of message is common:
“Vessel 30 degrees on my port bow. This is vessel Utopia. How do you read me?”
Vessel zero three zero degrees on my port bow, zero three zero degrees on my port bow, zero three zero
degrees on my port bow. This is vessel Utopia, Utopia, Utopia. Over.
Utopia, Utopia, Utopia. This is Euphoria, Euphoria, Euphoria. Over.
Euphoria. This is Utopia. Question. How do you read me? Over.
Utopia. This is Euphoria. Answer. I read you good with signal strength five. Over.
This is an example of a relative bearing, that is, a bearing which is referred to the ship’s head and not to
north.
Utopia. This is Pilot Station. Information. The pilot boat is zero four zero degrees on your starboard bow.

These are also quoted relative to ship’s head, but a 360º notation is used. The ship’s head is the ‘start
point’ and the bearing is rotated in a clockwise direction.
Example:
The ship is heading 050 degrees,
relative bearing is 200 degrees,
actual bearing is 250 degrees.

J DISTANCES
Should be expressed in nautical miles and in cables. If this is not possible, then in kilometres or metres,
the units always being stated. (1 nautical mile = 1852 metres; 1 cable = one tenth of a nautical mile =
185.2 metres.)

“Your position is 230 degrees, 10 miles from Newharbour Pilot Station.”
Alternative: “Your position is 230 degrees 16 point 6 kilometres from Newharbour Pilot Station.”

K HEIGHTS
Nearly all countries in the world use metres for all heights (except in U.S.A.). Therefore, heights should
be quoted in metres. Units should always be stated as failure to do this could lead to serious accidents.
Examples:
Port Control. This is Utopia. Information. My height is two five metres. Over.
Alternative A: Port Control. This is Utopia. Information. My height is eight two feet. Over.
Alternative B: Port Control. This is Utopia. Information. My height is two five metres, repeat, two five
metres. My height is eight two feet, repeat, eight two feet. Over.
Note: In a country which is accustomed to quoting heights in feet (U.S.A. for example), it is especially
dangerous to quote heights in metres and not state units used. This could mean that a ship will hit an
overhead object.
L DEPTHS
Most countries use metres for charted depths and metres for ship draughts. Many charts are still in use
that are constructed showing depths in fathoms (six feet) and countries where such charts are in use may
quote draughts in feet (U.S.A.) Units should always be stated as failure to do this could lead to serious
accidents.

Depth: Height in metres from the uppermost continuous deck to the vessel’s bottom.
Freeboard: Height in metres from water level to the uppermost continuous deck, on most vessels. This is
essential information for the safety of the vessel, and also for pilots and port officials wishing to board. If
the freeboard is too high, it may be difficult, dangerous or impossible to board the vessel from launch.
Other means, such as a helicopter, will then have to be employed.
Draught: Maximum depth from water line to the vessel’s bottom, expressed in metres. It is the limiting
factor for size of vessel that can be berthed, in most harbours. It is normally given for salt water of
specific gravity 1.025.
Air Draught / Air Draft: Height in metres from water level to the highest point of the vessel. This is
essential information for safe passage under bridges, and also for loading at installations such as container
terminals, bulk loading conveyors, etc.
Height: Height in metres from the highest point of the vessel to the vessel’s bottom.
Underbridge clearance: Distance in metres from the highest point of the vessel to the bridge.
Underkeel Clearance: Depth remaining under a vessel’s bottom. Particularly for large vessels, in shallow
water, this is essential information because of “squat”.
In some busy channels squat can reduce under-keel clearance from a safe amount to zero. Therefore
captains will wish to know what their under-keel clearance will be, and adjust their speed accordingly,
before proceeding into shallow water.
Squat: It is the change in trim when proceeding in shallow water at more than 5 knots. It increases the
draught. The ship can be trimmed by the head or by the stern. She is not on even keel. El barco puede

“Underway” is not the same as “making way”. “Making way” means the vessel is actually moving through
the water either under her own power or with the help of tugs. Thus a vessel steaming at 12 knots is
“making way”. A vessel which is miles from land and stopped, but not at anchor, is “underway” but not
“making way”. If a vessel is steaming at 5 knots against a 5 knot current, she is “making way” because
speed is measured relative to the water, and not to the land.

To be aground: “… This is Gargantua. I am aground...” A vessel is aground when her draught exceeds
the depth of water over solid bottom. This happens by accident. A vessel is only aground when it is not
possible for her to move. If a vessel can push her way through the mud on the sea-bed, then she is not
aground.
To beach: To stop a vessel voluntarily on a beach or a sand bank to avoid a collision or sinking.
To run aground: The action that leads to be aground.
Grounding position: The place where a vessel is aground.
Cable: “… 1-8-0 degrees, one cable from Fish Haven…” One tenth (1/10) of a nautical mile.
Navigation is Closed: No ships can move in the area.
Upstream: In the inland direction, i.e. away from the river mouth = inward(s) = inbound = ingoing.
Downstream: In the seaward direction, i.e. towards the river mouth = outward(s) = outbound =
outgoing.

Newharbour Radio said: “channel sixteen” but the correct Standard form is “channel one-six”,
although you should be able to recognize variants when you hear them.
IMO recommends that if there is an emergency, then all other uses of channel 16 must stop.
Before calling on channel 16 you should make a careful check that no Mayday emergency exists. Many
lives have been lost because of outside interference. Remember, when there is an emergency, only
broadcasts connected with the emergency (no others). VHF procedure at sea should always be:
1. Keep a listening watch at all times on channel 16.
3. Before transmitting on channel 16, make sure that there is no Mayday, Securite or other priority
message in progress.
4. Use channel 16 to establish contact only and then change to another frequency at once. You will
otherwise be certain to interfere with a message more urgent than your own. Never chat on
channel 16 - it is dangerous and costs lives.
In some countries, continuous misuse of channel 16 will result in the withdrawal of the ship’s
broadcast licence.

Mayday Relay: A ship’s distress signal rebroadcast by another ship or shore radio station. When a ship or
shore radio station receives a Mayday signal from a vessel in distress, she may rebroadcast it as a Mayday
Relay. This is often necessary as the original transmission may be weak or maybe on a radio frequency
that is not in common use for distress signals. A shore radio station will have the power to warn all vessels
in the vicinity of the existence of the mayday situation. The radio station may be a Coast Radio Station,
normally dealing with commercial traffic or it may be a Coastguard Station operating as part of the Search
and Rescue organization of the country.

Correction: Having given incorrect information, use the procedure for correcting erroneous information.

Standard Marine Communication Phrases: IMO English.
Search and Rescue (S.A.R.): “Take command of Search and Rescue operations”. In crowded waters it is
possible that more than one ship may arrive at the mayday position and it is best if one of them acts as
the command vessel at the position concerned. For example, if a large naval ship with generous
equipment, a large tanker and a small coaster arrive at a Mayday position together, the S.A.R. radio
station will designate one as the command ship. In the above example the naval ship will probably be
chosen by virtue of her communications, equipment and medical facilities. In many cases she would carry
her own helicopter which would be of great assistance in the rescue.
Rocket: “Is it safe to fire a rocket?” The rocket referred to is of the line-throwing type, which is dangerous
to use in the presence of any flammable liquid or gas on the target vessel.
Make a Lee: Bring the vessel beam on to the wind and sea, to protect the vessel in distress from the
wind.

Put the windlass in gear = engage the windlass = clutch the windlass.
Weighing Anchor: to weigh anchor means to pick up the anchor until it is clear of the bottom. The
anchor is then described as being ‘aweigh’ and the vessel is able to move off her anchoring position. ‘My
anchor is aweigh’, although not an IMO term, this is in very common use. The IMO equivalent is “My
anchor is clear of the bottom”.
Shorten Cable: “Shorten your cable to three shackles.” This means that you must heave up anchor un l
you have three shackles remaining in the water. It is an order given by a pilot station immediately before a
pilot boards the vessel to take her from her waiting anchorage into harbour. ≠ slack away.
Slip Anchor: “I have slipped my anchor in position … .” Deliberately break the anchor chain by
disconnecting a shackle, or by letting go all the cable. This may be done in an emergency, such as when a
ship is drifting through a crowded anchorage, and threatens your ship. You may slip anchor in order to
avoid a collision.
Dredging Anchor: If a vessel is dredging anchor, it is deliberately moving along the sea bottom
Dragging Anchor: If a vessel is dragging anchor, the anchor is moving over the sea bottom involuntarily
because it is no longer preventing the movement of the vessel.
Foul Anchor: “My anchor is foul.”

Separation Zone or Line (SMCP): A zone or line separating traffic proceeding in one direction from
traffic proceeding in another direction. A separation zone may also be used to separate a traffic lane from
the adjacent/inshore traffic zone.

It is often possible for a coast station, acting on radar information, or a ship, to warn another vessel that
she is steaming into danger.
Some warnings concern a single object, such as a mine, which is a danger to shipping and would be
broadcasted to all ships.
Other more general warnings may concern a weather condition.
Channel 16 is designated as a calling, listening and safety frequency, and should not, therefore, be used
for messages of a routine or protracted nature. One of the other frequencies should be used instead. A
coast station broadcast must, therefore, begin on channel 16:

The receiving vessels would consequently have to switch to channel 2-3 in order to hear the broadcast.
IALA:
IALA is chiefly known for its buoyage system. As early as 1976, there were more than 30 dissimilar
buoyage systems in use throughout the world. To avoid confusion and help create safe navigation to
mariners of different regions IALA has created a worldwide buoyage system.
To minimize the number of changes to existing systems and to meet conflicting requirements IALA decided
to create a system divided into two regions. The region followed is dependent on geographical location:
Region A: Europe, Australia, New Zealand, Africa, the Gulf and some Asian countries.
Region B: North, Central & South America, Japan, North & South Korea and the Philippines.
The different types of marks used in the pilotage of vessels at sea are easily distinguished by their
shape, colour, topmark by day and the colour and rhythm of the light by night. The five types of marks
