C. PROJECT DESCRIPTION
1. EXECUTIVE SUMMARY

Seeking to providing poorer and severe drought affected local people within Arua suburbs,
with sustainable sources of clean drinking water that could reduce their vulnerable to diseases

as well as it will help them to save little cash they have and utilize it for reducing extreme 5
poverty they are facing. Climate change coupled with prolonged drought and poverty has
negatively impacted much on local population especially women and children in the suburbs of
Arua district such as Olivu, Dadamu, Oreko etc.; where underground water levels dropped
drastically in these few couple of years across the district leading to severe water shortages
especially in suburbs of Arua town such as Olivu, Dadamu, Oreko, Jiako, Wandi, and Muni
villages.

Lack of abundant water for both domestic uses has exposed the women and children in Olivu
village to more suffering than ever, forcing women to search for drinking water along dried up
brooks and dried up swallow wells far from homes leading to poor health of children and
mothers in the village. There is not only enough water for domestic use but also for irrigating
family gardens that could have provided the families with balanced diet from use of green
vegetable rather than relying on only dishes of beans every day.

Drought has also paralyzed the Municipal water supply from which women could have
benefitted.

The project aims at availing clean and safe drinking water, to the local population in the Olivu
village and reduce incidence of water and poor sanitation related illnesses in the village.

2. ORGANISATION PROFILE

Olivu Women Association for Development (OWAFD) is one of the Ugandan registered
Community-Based not-for-profit non-governmental organization founded in February 2017,
focusing on women economic empowerment, literacy and leadership development, water
sanitation and health, women human rights, peace building at grassroots and District level in
Arua District, Uganda and its mission is–

“To economically empower our poor rural vulnerable women in Olivu Village and develop
their leadership skills for advancing their rights and development”

The organization envisaged “A Society where every woman in Arua district lives in peace,
dignity and good family life.’’

Our thematic areas or focus areas are:

4. BACKGROUND INFORMATION/PROJECT JUSTIFICATION

Uganda experienced a series of violent conflicts since its independence, with each

overthrow of the first President Edward Mutesa in 1966 by Milton Obote. Thereafter,
Obote was deposed by General Idi Amin, in 1971, who was in turn removed from power in
1979 by pro-Obote rebel group supported by Tanzanian Army.

The Obote regime was toppled for the second time in 1985, by Tito Okello. This period was
turbulent, with unstable political systems which resulted in nine changes in government of
which four were military regimes. All these resulted in bloodshed with widespread of
human rights violations and a lot of economic destruction. Following contested election
results in 1980, the National Resistance Movement (NRM) headed by Yoweri Museveni
came to power in 1986 after five years of struggle. Thus started the setting up of a
functioning state and promotion of development agenda that improved the economic,
social and political situation in the Country.

The government nevertheless continued to face several armed opposition groups, some
from previous regimes. In the last two decades, the government used multi-track peace
strategy of political, security and socio-economic development that led to the resolution of
the conflicts in Teso, Rwenzori and West Nile.

The root causes of the conflicts was because of historical and political disparities including
poor representation, marginalization from central institutions, regional divide between
North and South divisive colonial policies, corruption of leadership, imbalances in public

investments, and fiscal transfers underdevelopment. The few mentioned summarized 5
issues contributed to underdevelopment in West Nile. Therefore the association’s
intervention is to complement for services that could have been delivered to their
community by the government.

5. PROJECT GOAL AND OBJECTIVES


a. PROJECT GOAL

Mobilize US$35,113 for providing poorer and severe drought affected 3,511 households in Arua
district with sustainable sources where they could get access to clean drinking water by
December 2018.

b. PROJECT SPECIFIC OBJECTIVES

a. To drill five boreholes for providing 3,511 poorer and severe droughts
affected households in Arua with sustainable affordable sources of clean
and safe drinking water in five suburbs of Arua District in eleven months
time.
b. To improve water supply level of ten dried up shallow wells in Olivu,
Dadamu, Oreko etc.; to supplement water supply for animals, by end of
December 2019.
