The FedNow Interface via FedLine Solutions User Guide provides operational details on how to operate
the FedNow interface. The draft user guide will change from time to time as the FedNow interface
continues to evolve.

1.0 Contents Overview


The FedNow interface is a web-based authenticated tool for use by financial institutions (FIs) and Service
Providers to manage their FedNow interface Authorized Connection Profile and Participant Profile to
change settings and access reports. Access to the FedNow interface is determined by role (Supervisor,
Manager, Technical or Read Only) and permissions (FI enabling Edit, Read Only or no access to their
Participant Profile).

The Authorized Connection Profile section of this guide provides information on viewing the Connection
Party, downloading the Client Channel Definition Table (CCDT) file, viewing the public key, adding an
initial public key, and ACP sign-off.

The Participant Profile section of this guide provides information about generating reports, and viewing
and editing the Participant Profile, Participant settings, Participant connections and Participant sign-off.

For detailed information about FedNow Service functionality, refer to the FedNow Service Operating
Procedures and the FedNow Service Technical Specifications.

2.0 General Information

SUBSCRIBER OVERVIEW
Access to the FedNow interface requires subscribers to have a FedLine security token, a passphrase, and
a User ID and password. New FedLine subscribers will receive a FedLine security token and User ID from
their End User Authorization Contact (EUAC). A token passphrase and temporary password are provided
to the subscriber by the Federal Reserve Bank, along with detailed login instructions. Existing FedLine
Advantage® subscribers will continue using their existing token.

ACCESSING THE FEDNOW INTERFACE


1. Insert your FedLine security token into a USB port on your PC. A light on the token will illuminate
to indicate that the token is working.
2. Double-click the FedLine Advantage icon on your desktop.

3. Follow the prompts to select your certificate, enter your token passphrase, and enter your
FedLine Advantage User ID and password.
4. On the Access FedLine Advantage page that appears in your browser, click the Access Test
Environment button.

5. Once logged into FedLine Advantage, click the FedNow DIT tab.

6. The FedNow Home page is displayed.

APPLICATION HEADER
This area of the screen is view-only for all Roles. The Application Header includes:
• Environment - Displays the current environment the subscriber is logged into. This example
shows “Prod” for the Production Environment. “CT” would indicate the Customer Testing
environment.
• Help displays available resources if the subscriber requires assistance with the FedNow
application.

• Profile displays the profile of the logged in subscriber as well as provides the ability to log
out of the FedNow application.

3.0 View Authorized Connection Party Profile


Role Required: Supervisor, Manager, Read Only or Technical User

Display the Authorized Connection Party Profile (ACP) by following the steps below.

1. In the navigation panel on the left side of the screen, click the Profile option and see the Profile
Details screen. A Service Provider or FI can view its settings, connections and profile by clicking
the headers.

The following information can be viewed at the top of the Profile Details screen.

• Current Profile Status: Displays the status of the Authorized Connection Party Profile, as
follows.
• Inactive: The status assigned when the ACP is created. The profile can be viewed in the
FedNow interface and various profile settings can be configured depending on the role
assigned to the subscriber.
• Pending Activation: The status of an ACP that is inactive but has an effective date set by
the FRB Services Support Center on which the profile will be activated. The profile can
be viewed in the FedNow interface and various profile settings can be configured
depending on the role assigned to the subscriber.
• Active: The status of an ACP that is active in the FedNow Service. The profile can be
viewed in the FedNow interface and various profile settings can be configured
depending on the role assigned to the subscriber.
• Pending Deactivation: The status of an ACP that is active but has an effective date set by
the FRB Services Support Center on which the profile will be deactivated. The profile can
be viewed in the FedNow interface and various profile settings can be configured
depending on the role assigned to the subscriber.
• Suspended: The subscriber cannot access the ACP or any of the mapped Participant
Profiles via the FedNow interface.
• Signed On/Signed Off: Indicates whether the ACP is signed on or signed off of the FedNow
Service. If the ACP is signed off, a Participant Profile using the connection is unable to receive
pacs.008 and pacs.004 messages.
• Profile Type: Displays the profile type (ACP).
• Profile RTN/ETI: Displays the ACP’s RTN/ETI.

2. Click the Connections tab of the Profile Details screen to display the following fields.

Connections:
• Connection Party ID: The RTN/ETI of the Authorized Connection Party.
• Action: The user can click ‘View’ to see the connection party details, including the
Connection Point and queues.
Active Participant Public Key(s):
• Name: The name of the public key.
• Expiration: The expiration date for the associated Participant public key.
• Action: The ‘Add Key’ button is visible to add a public key if no active public keys are
available.
• Action: The user can click ‘View’ to display the Public Key screen. If the user has more
than one public key, a ‘View’ is displayed for each key.

3. Click the Profile Status tab of the Profile Details screen to Sign Off an ACP.
a. Click the Sign Off Profile button and the following is displayed.

b. Click Sign Off and the ACP will display Signed Off at the top left of the screen.

NOTE: A subscriber cannot sign on a profile via the FedNow interface, it must be done
via ISO Message.

3.1 View Connection Party

Role Required: Supervisor, Manager, Read Only or Technical User

View the Connection Party by completing the following steps.

1. In the Connections tab of the Profile Details screen, click View in the Action field.

The Connection Points area on the left side of the screen displays the Connection Point Name and
Connection Point ID for the Connection Party selected on the Profile Details screen. A green dot next to
the Connection Point Name indicates it is connected and a red dot indicates it is not connected.

The Endpoints For [Connection Point Name] - From FedNow section of the screen lists the endpoints
from the FedNow Service for the Connection Point selected in the left panel. These are the queues
through which messages are sent to the Connection Party. The following information is provided for
each endpoint.

• Name: The name of the endpoint (queue).


• Type: The type of endpoint (MQ).
• Message Category: The message category values are: CT = Credit Transfer, LMT = Liquidity
Management Transfer, NV = Nonvalue, PING = Ping, ADM = Admin, AR= Activity Reports, CN =
Correspondent Notifications.
• RTN(s): (Optional field) The Participant RTNs intended to use the endpoint/queue.

The Endpoints For [Connection Point Name] – To FedNow section of the screen lists the endpoints to the
FedNow Service. These are the queues through which messages are sent to the FedNow Service from
the Connection Party. The following information is provided.

• Name: The name of the endpoint.


• Type: The type of endpoint (MQ).
• Reply To Endpoint: Indicates the queue the FedNow Service uses to send a reply to the endpoint
displayed in this field.

3.2 Download CCDT File

Role Required: Supervisor or Technical User

The Client Configuration Definition Table (CCDT) is required by Participants to set up their MQ client
configuration. There is one CCDT file per Connection Point. Download the CCDT file by following the
steps below.

1. From the View Connection Party screen, click the > (see green circle above) to the right of the
Connection Point Name in the Connection Points section of the screen to download the CCDT file.
2. The View Connection Point panel opens on the right of the screen. The panel displays the
Connection Point Name, the Connection Point Status and the Download CCDT File button.
3. Click the Download CCDT File button to launch a download of the file. The file is available in JSON
format.
4. Download the CCDT file for each Connection Point associated with the Connection Party shown on
the left side of the View Connection Party screen by repeating the above steps.

3.3 Add Initial Public Key

Role Required: Supervisor, Manager or Technical User

Add the initial public key; includes the first key after all other keys have expired or been revoked.

Add a public key by following the steps below.

1. From the Profile Details screen, click the Add Key button in the Active Participant Public Key(s)
section of the screen.

See the Add Public Key screen. The Target RTN and the Connection Party ID for which the initial
public key will be added shows in the top right corner of the screen.

2. Enter information about the public key on this screen, as follows.


• Key Name: Enter the name of the public key.
• Expiration Date (optional): Enter the date you want the public key to expire. If the field is left
blank, the key will automatically expire after 364 days.
• Key: Enter the technical name of the key.
• Key ID: Enter the identifier for the public key.

3. Press the Add button to create the public key. No additional changes can be made once the key has
been submitted.

When the initial public key has been submitted, a message shows the key is pending FRB approval.
When the key receives FRB approval, the key is displayed on the Profile Details screen and on the
Public Key screen.

NOTE: Users cannot use the FedNow interface to add more public keys after the initial public key.
Additional keys must be added via MQ messaging.

3.4 View Participant Public Key Details

Role Required: Supervisor, Manager, Read Only or Technical User

View the Participant public key details by following the steps below.

1. In the Active Participant Public Keys section of the Profile Details screen, click View in the Action
field. (If the user has more than one public key, ‘View’ is displayed for each key.)

The Public Key screen is displayed.

The following fields are displayed:


• Creation Date: The date the public key was created.
• Expiration Date: The date the key expires.
• Name: The name of the public key.
• Target RTN: The RTN for the profile with which the key is associated.

• Status: The status of the key (i.e., Pending, Active, Revoked or Expired).
• Actions: Clicking the ‘View’ link displays additional details about the key.

2. In the Actions field on the Public Key screen, click the View for the applicable public key. See the
View Public Key screen.

The following fields are displayed on the View Public Key screen.
• Name: Name of the public key.
• Status: Status of the public key (e.g., Active, Revoked or Expired).
• Creation Date: Displays the creation date.
• Connection Party ID: The identifier for the Connection Party with which the key is associated.
• Expiration Date: The date the public key expires.
• Target RTN: The RTN for the profile with which the public key is associated.
• Key: The key value.
• Key ID: A unique identifier for the key.
• Action: Revoke, ability to revoke the public key.

4.0 Select a Participant Profile

Role Required: Supervisor, Manager, Read Only or Technical User

Select a Participant Profile by following the steps below.

1. In the navigation panel on the left side of the screen, click the Participants option. See the
Participant’s screen.

This screen lists active Participants managed by the Authorized Connection Party (ACP) that have
also been granted access for the ACP to view or edit their Participant Profiles. Deactivated profiles
are not shown. The following fields are shown on the screen.
• Name: The name of the FI.
• RTN: The RTN of the FI.
• Status: The status of the Participant Profile.
• Action: This field contains a link to view the associated Participant Profile. If the profile has a
status of ‘Suspended,’ the link is not displayed for the associated Participant and the ACP is
unable to view the Participant’s Profile.
2. (Optional) Enter a Name or RTN in the Participant filter field. The filter moves the items that match
the number entered to the top of the list.

3. Click View in the Action field for the applicable Participant. See the Participant Profile for the
selected Participant on the Profile Details screen.

NOTE: The message “You are currently viewing Participant X” is displayed at the top of the screen as
a reminder that the ACP is viewing the Participant Profile of the selected FI.

The following information is displayed in the top area of the Profile Details screen.
• Current Profile Status: Displays the status of the Participant Profile, as follows.
• Inactive: The status assigned when the Participant Profile is created. The profile can be
viewed in the FedNow interface and various profile settings can be configured
depending on the role assigned to the subscriber.
• Pending Activation: The status of a Participant Profile that is inactive but has an effective
date set by the FRB Services Support Center on which the profile will be activated. The
profile can be viewed in the FedNow interface and various profile settings can be
configured depending on the role assigned to the subscriber.
• Active: The status of a Participant Profile that is active in the FedNow Service. The
profile can be viewed in the FedNow interface and various profile settings can be
configured depending on the role assigned to the subscriber.
• Pending Deactivation: The status assigned to a Participant Profile that is active but has
an effective date set by the FRB Services Support Center on which the profile will be
deactivated. The profile can be viewed in the FedNow interface and various profile
settings can be configured depending on the role assigned to the subscriber.
• Suspended: The subscriber cannot view the FedNow interface or process messages.
• Signed On/Off: The FedNow profile can receive instant payments (pacs.004 and pacs.008).
• Profile Type: The profile type (e.g., Participant).
• Bank Name: The FI name for the profile being viewed.
• Profile RTN/ETI: The Participant’s Routing Transit Number (RTN).

The following actions can be completed from the Profile Details screen.

• Reports: Displays and generates reports for the selected Participant Profile. This tab is selected
by default when the user displays the Profile Details screen.
• Participation Types: Displays the Participation Type for the selected profile. Users can view and,
if authorized, manage the Credit Transfer maximum transaction amount, Liquidity Management
Transfer maximum transaction amount, and reserved receiver FI response time.
• Settings: Displays the Participant settings for daily reports and correspondent notifications.
Users can view and, if authorized, manage the settings.
• Connections: Displays the connections for the Participant and the permissions the Participant
has granted to each Connection Party.
• Profile Status: Displays a screen used to sign off the FedNow interface if the user is authorized
to do so and is currently signed on to the FedNow Service.

4.1 Reports

The FedNow interface can be used to generate the following reports.

1. RTN Reports
• Account Balance Report
• Adhoc Query

• Account Totals
• Account Details
• Account Totals Intraday
• Correspondent Totals
• Correspondent Details
• Correspondent Totals Intraday

4.2 Participation Types (Credit Transfer and/or Liquidity Management Transfer)

Role Required: Supervisor, Manager, Read Only or Technical User

View the Participant Profile by following the steps below.

1. Select the Participation Types tab on the Profile Details screen. The Participation Type enabled for
the Participant is displayed. Available Participation Types are:
• Credit Transfer and Liquidity Management Transfer
• Credit Transfer

NOTE: Change the Participation Type preferences by contacting the FRB Services Support Center
(1-833-FRS-SVCS (377-7827)).

An example Participant Profile with a Participation Type of Credit Transfer and Liquidity
Management Transfer is displayed.

Credit Transfer
• Credit Transfer: Indicates whether credit transfer functionality is enabled or disabled for the
Participant Profile.
• Type: Indicates whether the Participant Profile has Credit Transfer Send/Receive capability or
Receive Only capability.
• Maximum Transaction Amount: The maximum transaction value limit for credit transfers. A
user with editing privileges can increase or decrease the limit if it does not exceed the
network limit.
• Reserved Receiver FI Response Time: The time guaranteed to be allotted by the FedNow
Service for a Receiver FI to respond to a customer credit transfer or payment return. A user
with editing privileges can decrease the response time (minimum of 1 second).
• Receive Request for Payment – Indicates whether this option is enabled or disabled.

Liquidity Management Transfer


• Liquidity Management Transfer: Indicates whether liquidity management transfer
functionality is enabled or disabled for the Participant Profile.
• Type: Indicates whether the Participant has Liquidity Management Transfer Send/Receive
capability or Receive Only capability.

• Maximum Transaction Amount: The maximum transaction value limit for liquidity
management transfers. A user with editing privileges can increase or decrease the limit if it
does not exceed the network limit.

4.3 Edit Participant Profile (Credit Transfer and/or Liquidity Management Transfer)

Role Required: Supervisor or Manager

Edit the Participant Profile details by completing the following steps.

1. From the Participation Types tab, click the Edit Details button on the Profile Details screen.

The Edit Participation Details screen is displayed. The screen on the left is displayed for a Participant
Profile with a Participation Type of Credit Transfer and Liquidity Management Transfer. The screen
on the right is displayed for a Participant Profile with a Participation Type of Credit Transfer only.

Edit the following information on this screen, as needed.

Credit Transfer
a) Maximum Transaction Amount: Select one of the following.
1. Choose the Network Default option button to select the network limit for credit
transfers.
2. Choose the Other Amount option button and then enter a full dollar amount that does
not exceed the network limit in the Other Amount field below it.
3. Click the Submit button to save your changes.

b) Reserved Receiver FI Response Time: By default, the Receiver FI has five seconds to respond.
Alternatively, the user can click the dropdown arrow on the right side of the field and select a
value from one to five seconds to change the number of seconds allowed for the response time.

Liquidity Management Transfer


a) Maximum Transaction Amount: Select one of the following.
1. Choose the Network Default option button to select the network limit for liquidity
management transfers.
2. Choose the Other Amount option button and then enter a full dollar amount that does
not exceed the network limit in the Other Amount field below it.

3. Click the Submit button to save your changes.

4.4 View Participant Profile (Settlement Only)

Role Required: Supervisor, Manager, Read Only or Technical User

1. Select the Participation Types tab on the Profile Details screen. A Participant Profile with a
Participation Type of Settlement Only is displayed.

NOTE: The Correspondent Notification setting is displayed as On or Off. The setting is disabled by
default.

4.5 Edit Participant Profile (Settlement Only)

Role Required: Supervisor or Manager

Edit the Participant Profile details by completing the following steps.

1. From the Participation Types tab, click the Edit Details button on the Profile Details screen.

The Edit Participation Details screen is displayed.

2. Use the toggle to enable or disable the Correspondent Notification.


3. Click the Submit button to save your changes.

4.6 View Participant Settings

Role Required: Supervisor, Manager, Read Only or Technical User

View the Participant settings for daily reports and correspondent notification by completing the
following steps.

1. Select the Settings tab on the Profile Details screen and see the configurable settings.

The setting enables Participants to receive the following reports and notifications via ISO messaging
at the end of the day.

• Account Activity Totals Report (AATR): This report, sent to Participants by default at the
end of the cycle day, contains a summary of both value and nonvalue messages for the
Participant.
• Account Activity Details Report (AADR): This report, which is disabled by default, provides
detailed information on each transaction including value and nonvalue messages and is
sent at the end of the cycle day.
• Correspondent Notification: This setting, which is disabled by default, enables an FI acting
as a Correspondent to receive real-time notice of settled value payments from their
respondents via ISO messaging.

4.7 Edit Participant Settings

Role Required: Supervisor or Manager

Edit the Participant settings for daily reports and the correspondent notification by completing the
following steps.

2. Update correspondent notification and daily report settings, as needed.


• Correspondent Notification: Participants with a Customer Credit Transfer and/or a Liquidity
Management Transfer Participation Type can enable or disable correspondent notification
from this screen. The notifications are disabled by default.
• Daily Reports: Set preferences for receiving the Account Activity Totals Report or the Account
Activity Details Report at the end of the cycle day via MQ messaging.
3. Click the Close button to close this screen.

4.8 View Participant Connections

Role Required: Supervisor, Manager, Read Only or Technical User

View the connections for the Participant by completing the following steps.

1. Select the Connections tab on the Profile Details screen to view the Connection information.

• Connection Party Name: The Connection Party for this Participant. A Participant can have
multiple Connection Parties.
• RTN: The identifier for the associated Connection Party.
• Actions: Click Permissions to view the applicable Connection Party Permissions screen. This
screen displays the permissions the Participant has granted to the associated Connection
Party.

4.9 Sign Off Participant

Role Required: Supervisor or Manager

Sign off the currently selected Participant by completing the following steps.

1. Select the Profile Status tab on the Profile Details screen.


2. Click the Sign Off Profile button. The button is only visible if the Participant is currently signed on.

The FedNow interface can be used to generate the following reports.

• Account Balance
• Totals & Details
• Adhoc Query

5.1 Generate Account Balance Report

Role Required: Supervisor, Manager, Read Only or Technical User

The Account Balance Report can be generated from the left navigation panel or from the Participant
Profile.

1. From the left navigation panel, select the Reports option and select the Account Balance option.
OR
From the Participant Details screen, select the Reports tab and select the Account Balance Report.
The Account Balance Report screen is displayed.

NOTE: To request the Account Balance Report, the Origination permission must be enabled in the
user’s permissions list for the ACP to view the report. If the user does not have permission to view
the report, the link to the report is not displayed.

5.3 Adhoc Query Tool

Role Required: Supervisor, Manager, Read Only or Technical User

The Adhoc Query Tool is used to search and get details of messages, value and nonvalue Participants
sent or received within the current FedNow Service cycle day or up to seven prior cycle days. Messages
outside these days will not be displayed.

1. From the left navigation panel, select the Reports option and select the Adhoc Query option.
OR
From the Participant Details screen, select the Reports tab and select the Adhoc Query.
2. In the Sender or Receiver RTN field, enter an RTN related to messages you are searching. The RTN
must be mapped to your ACP.

The results are displayed with the following columns:


• Sender RTN: The Sender FI’s RTN is displayed.
• Receiver RTN: The Receiver FI’s RTN is displayed.
• Amount: Indicates the dollar amount of the transaction. If the message is a nonvalue the
dollar amount indicates $0.00
• Message ID: Used to identify the message.
• Message Type: Indicates the type of message

• Sender Timestamp: Indicates the time the message was sent from the Sender FI.
• Action: Click the View link to see additional message details for a specific message and
download the XML.

3. Once the results are returned, the subscriber can either:


a. Click View to see additional details for the message.
b. Click the Download icon on the top right to download the list of results, up to 5,000
messages, into a CSV file.
c. Click the Filter to further refine the results
4. If clicked View, the drawer appears with the below additional details:

• Amount: Indicates the dollar amount of the transaction. If the message is nonvalue, the
dollar amount indicates $0.00.
• Message ID: Used to identify the message.
• Message Type: Indicates the type of message.
• Status: Displays if the message is completed or rejected.
• Reject Code: Indicates the code(s) why the message was rejected.
• Cycle Date: Indicates the settlement date for value messages or the date processed for
nonvalue messages.
• Sender Timestamp: Indicates the time the message was sent from the Sender FI.
• Completion Time: For value messages, indicates the time the FedNow Service settled the
transaction. For nonvalue messages, indicates the time the message was sent to the
Receiver FI.

From the drawer, Click the Download XML button to return the message excluding the Business
Application Header (BAH).

5. If clicked the Filter button on the top right to refine the search, the drawer appears with the below

• Status: Completed, rejected, etc.

6.0 Risk Management

The Risk Management area contains fraud mitigation features that allow Participants to implement
certain security controls such as using the negative list.

6.1 Upload a Negative List


Role Required: Supervisor or Manager

1. From the left navigation panel, select the Risk Management option and select the Negative List
option.
2. Enter the Administrative RTN and click View.
3. Click the Add Entries button, the following screen is displayed.

4. Click the Template button to download the .CSV template. Complete the .CSV template for
adding/deleting entry pairs to your institution’s negative list. Take note of the filename
parameters specified in the image above when naming your csv file. The following fields are in
the template:

A. Counter Party RTN: 9 digit RTN of the counter party


B. Account number: the account number at the counter party can be up to 34 ISO-20022
characters.
C. Send Restrict (required at least one Y (YES) if Adding an entry pair):
o Insert a Y (YES) to indicate messages sent to this entry pair should be rejected.
o Insert a N (NO) to indicate messages sent to this entry pair will not be rejected
based on the negative list.
D. Receive Restrict (required if Adding the entry pair):
o Insert a Y (YES) to indicate messages received from this entry pair should be
rejected.
o Insert a N (NO) to indicate messages received from this entry pair will not be
rejected based on the negative list.
E. Operation:
o Insert a A if this is an Addition to the negative list.
o Insert a D if this is a Deletion from the negative list.

NOTE: Click the Sample button to download a sample .CSV file.

5. Upload your institution’s negative list by dragging the csv file into the box indicated or click
Browse Files to select the .CSV file to upload. The following screen is displayed to confirm the
upload and show the filename selected.

b. Restrict Send: Number of entries that Restrict Send
c. Restrict Receive: Number of entries that Restrict Receive
d. Restrict Both: Number of entries that Restrict Both (Send and Receive)

6.2 Searching and Exporting the Negative List

1. From the left navigation panel, select the Risk Mitigation tab and select the Negative List
option.

5. If an exact match to the entry pair is found in the Negative List, a record is produced with the

• RTN: Displays the entered RTN.
• Account Number: Displays the entered Account Number.
• Restrict: Displays the transfer restriction applied to the entry pair.
• Created By: Displays the First and Last Name of the entry pair creator.
• Created Date: Displays the date the entry pair was added to the Negative List.
