The Impact of Major Policy Changes in DepEd

The Department of Education (DepEd) in the Philippines has undergone several major

policy changes over the years in an effort to improve the education system. These changes

have aimed to enhance educational access improve the quality of education and promote

equity among students. However it is crucial to evaluate whether these policies have indeed

led to positive outcomes or if they have resulted in unintended negative consequences.

One major policy change in DepEd was the implementation of the K-12 program

which aimed to enhance the quality of education by adding two additional years to the basic

education cycle. Proponents of the K-12 program argued that it would better prepare students

for higher education and the workforce. However critics raised concerns about the additional

financial burden on parents and the lack of adequate facilities and teachers to support the

program.

The impact of the K-12 program on educational access has been a topic of debate.

While the program has increased the number of years students spend in school some argue

that it has also led to a decrease in enrollment rates particularly among marginalized

communities. According to a study by Garcia (2018) the K-12 program has resulted in a

decrease in the number of students transitioning from junior high school to senior high school

particularly in rural areas where schools are scarce.

Moreover the implementation of the K-12 program has also raised concerns about the

quality of education. A study by Santos (2017) found that the program has strained the

resources of schools leading to overcrowded classrooms and a shortage of qualified teachers.

This has had a negative impact on the learning outcomes of students particularly in subjects

like science and mathematics.

In addition to the K-12 program DepEd has also implemented policies aimed at

promoting equity among students. For example the Pantawid Pamilyang Pilipino Program

(4Ps) provides financial assistance to poor families to ensure that their children have access to

education. However critics argue that the program has created a culture of dependency among

beneficiaries and has not effectively addressed the root causes of poverty.

Overall the impact of major policy changes in DepEd is mixed. While some policies

have led to positive outcomes such as increased educational access and enhanced quality of

education others have resulted in unintended negative consequences. It is essential for DepEd

to continuously evaluate and adjust its policies to ensure that they are effectively meeting the

needs of all students.
