Committee: Disarmament and International Security Committee
Topic: Disarmament Efforts with Reference to The Tigray Region, Ethiopia,
as a Threat to Global Disarmament

Signatories: United States of America, People’s Republic of South Korea, Malaysia and
the Sultanate of Oman

The General Assembly,

Observing the need for demilitarization in Ethiopia, specifically Tigray, to create a secure
environment for political negotiations and elections, and the importance of international efforts
to promote security sector reform,

Guided by the principles of democracy, as enshrined in the Charter of the United Nations, which
include the right of all peoples to choose their government through free and fair elections,

Affirming the African Charter on Democracy, Elections, and Governance,


which calls for adherence to democratic principles,

Deeply regretting the events taken place in November 2020, leading to the Tigray War, which
lead to mass displacement and a socio-economic crisis,

Aware of the devastating conflict that has ravaged the Tigray region of Ethiopia since November
2020,

1. Calls upon the deployment of North Atlantic Treaty Organisation (NATO) Peacekeeping
Forces to the region of Tigray:
a. To mainly monitor the security situation and human rights conditions in
the conflict-affected areas;
b. Decides to provide the Forces with weapons and ammunition, armored
vehicles, artillery, air support, and intelligence and surveillance capabilities;

2. Calls for the following process:


a. Firstly, a completely ceasefire in Tigray, including:
i. Withdrawal of Eritrean Forces from Tigray;
ii. Handover of Heavy Weapons by Tigrayan forces;
b. Secondly, a complete disarmament under the Disarmament,
Demobilization and Reintegration (DDR) framework of Tigray;
c. Making Tigray as a Special Administrative Region (SAR) of Ethiopia:
i. Separate Elections will be held in Tigray, to elect the Governor of
Tigray, which will be the highest governmental position, but Ethiopian
Electoral Laws will be followed;
ii. Ethiopia will only socially and economically administer Tigray;s
d. Lastly, all of this will happen under the supervision of the Peacekeeping
Forces:
i. Complete monitoring will happen;
ii. It will take immediate action if any suspicious activity is detected;

3. Accepts the establishment of following election process in Ethiopia:


a. Calls upon all elections in Ethiopia to happen;
b. Calls upon following amendments to the Electoral Law of Ethiopia:
i. Comprehensive and inclusive voter registration process to happen,
ensuring the participation of all eligible Ethiopian citizens including IDPs, Legal
Refugees, Women, Religious and Ethnic Minorities;
ii. The first round of Presidential Elections should just be implementation of
the eligibility criteria;
iii. The second round will be the voting part of the elections;
iv. In case no one wins by simple majority or higher in second round, a third
round of elections will be held between the 2 most-voted Presidential Candidates
in 2nd round;
v. Calls for the establishment of an Independent Electoral Commission (IEC)
with full independence and autonomy to oversee and administer the electoral
process, consisting of specially appointed representatives from the United Nations
(UN);

4. Recommends the following eligibility criteria for Presidential Candidates in Ethiopia:


a. Candidates for the office of President must:
i. Hold Ethiopian citizenship;
ii. Been citizens for a minimum of 14 years prior to the date of
candidacy;
iii. Must be at least 35 years old at the time of filing their candidacy;
b. Thorough checking must happen in the 1st round of the President
Elections;

5. Affirms the ANEP framework, for electoral amendments in Ethiopia:


a. Anti-Corruption Body - Establishment of a specialized anti-corruption
body with a mandate to investigate and prosecute corruption cases involving
public officials, with full independence and adequate resources:
i. The body will hold investigations every four years to find any acts
of corruption, document cases, gather evidence for cases, bring them to the
Supreme Court, and will enforce heavy punishment on culprits;
ii. Under a collaboration of AU and NATO;
b. National Whistleblower Reporting Mechanism - Establishment of a
national whistleblower reporting mechanism, to facilitate the reporting of
corruption cases, which shall establish a Commission which shall work under
OIA framework:
i. Online Portal - Which will establish a user-friendly online portal,
which is easily accessible, the funds for which will be provided by the
government of the US, on the online portal, anyone can submit an
anonymous whistleblower report;
ii. Initial Assessment - Upon receiving a complaint, the Commission
shall conduct an assessment to determine the credibility and seriousness of
the allegations, and if found to be serious, evidence should be gathered
and compiled for and against the accusation;
iii. Action – All the evidence will then be put forward, and if enough
evidence is found, it should be taken to the Supreme Court possibly and
strict action should be taken;
c. Education Programs - Comprehensive voter education programs to inform
the public about their voting rights, electoral procedures, and the importance of
political participation:
i. 1 month before elections, on every TV in the nation, from 7-8pm, a
show will be played, which will have different episodes each today to
inform the public about their voting rights, importance of political
participation, and electoral procedures, these episodes shall also be
available on YouTube later;
ii. A workshop should be hold monthly in every university and
college nationwide to teach the students about their voting rights,
importance of political participation, and electoral procedures;
d. Prevention of Voter Suppression, Intimidation, or Discrimination -
Establishment of measures to prevent voter suppression, intimidation, or
discrimination, with a particular focus on vulnerable and marginalized
populations:
i. In each voting area, only 1 person taking the votes, appointed by
IEC, and 1 guard, also appointed by IEC, should be present, the guard will
bring in the voters one by one, and they will vote anonymously;
ii. A hotline should be established, in which you can submit
anonymous complaints about voter suppression, and those cases will be
investigated and brought forward to the Supreme Court, if needed;
e. Strict Penalties for Fraud - Establishment of stringent legal penalties for
electoral fraud and manipulation, with transparent and impartial investigations
into alleged violations;

6. Proclaims the establishment of an Anti-Terrorist Task Force, under the supervision of the
NATO and the AU:
a. Responsible for combating terrorist organizations within Eastern Africa:
b. Military force will consist of the following countries:
i. United States;
ii. Germany;
iii. South Korea;
iv. Oman;
c. Reports to be sent to the African Union monthly;
d. Which will implement the IDP framework:
i. I - Intercultural and interfaith dialogues - Urges the promotion of
intercultural and interfaith dialogues to address underlying socio-cultural
factors contributing to extremism and radicalization;
ii. D - Development of Community Outreach and Engagement
Initiatives - Calls for the development of community outreach and
engagement initiatives to build trust between local communities and
security forces, fostering a cooperative environment against terrorism;
iii. P - Programs for Disarmament - Calls upon the establishment of
programs for the disarmament and demobilization of former combatants,
offering them alternatives to join the fight against terrorism;

7. Welcomes the MOM framework to solve the Displacement caused by the Tigray War:
a. Monetary Fund - Creation of a monetary fund in collaboration with the
United States and other volunteering countries to allocate funds for the refugees
returning to Tigray;
b. Operation Housing Authority - Creation of Alaska Housing Authority,
which will organize settlement to people returning to Tigray, overlooked by the
United States of America;
c. M - Mass Humanitarian Corridors - Requests the Secretary-General to
establish Humanitarian Corridors, in cooperation with UN High Commissioner
for Refugees, from all regions of Ethiopia to Tigray and vice-versa;

8. Solemnly affirms the JOB framework, to help with the Economic Situation of Ethiopia:
a. Joint International Fund – Calls upon the creation of an International
Fund, overlooked and financed by United States, to create job opportunities for
the people of Ethiopia;
b. Operation Infrastructure Development – Establishment of a regulatory
body, by United States of America, responsible for developing infrastructure in
Ethiopia up to international standards;
c. Basic Health Facilities - Basic Health facilities to be provided by the
government of United States and World Health Organisation, including the setting
up of basic healthcare units and health camps in remote areas of Ethiopia;

9. Approves the establishment of the Ethiopian Oversight Commission (EOC), which will
include dedicated panel of experts, which will be established under NATO, to monitor and
implement this resolution, specifically the disarmament process, completely, and will work
upon the DDD framework:
a. D - Deployment of a Body to Ethiopia - Which will send a body
immediately to Ethiopia, specifically Tigray, to monitor the implementation of
this resolution and will stay there till this resolution, and the Pretoria Agreement,
is fully implemented;
b. D - Dedicated Investigations - Which will hold an investigation in
Ethiopia, specifically Tigray, every year to ensure this resolution doesn’t get
violated:
i. These will go on till the Pretoria Agreement and this resolution is
fully implemented;
ii. The staff holding these investigations will completely change
every year;
c. D - Detecting Violations - If violations of the Pretoria Agreement or this
resolution are suspected, the body will investigate, gather evidence, and then refer
the case to the International Court of Justice (ICJ), if evidence is found;

10. Urges all States to remove their sanctions from Ethiopia after full implementation of this
resolution.
