Committee: Disarmament and International Security Committee
Topic: Disarmament Efforts with Reference to The Tigray Region, Ethiopia,
as a Threat to Global Disarmament
Signatories: United States of America, People’s Republic of South Korea, Malaysia and
the Sultanate of Oman
Observing the need for demilitarization in Ethiopia, specifically Tigray, to create a secure
environment for political negotiations and elections, and the importance of international efforts
to promote security sector reform,
Guided by the principles of democracy, as enshrined in the Charter of the United Nations, which
include the right of all peoples to choose their government through free and fair elections,
Deeply regretting the events taken place in November 2020, leading to the Tigray War, which
lead to mass displacement and a socio-economic crisis,
Aware of the devastating conflict that has ravaged the Tigray region of Ethiopia since November
2020,
1. Calls upon the deployment of North Atlantic Treaty Organisation (NATO) Peacekeeping
Forces to the region of Tigray:
a. To mainly monitor the security situation and human rights conditions in
the conflict-affected areas;
b. Decides to provide the Forces with weapons and ammunition, armored
vehicles, artillery, air support, and intelligence and surveillance capabilities;
6. Proclaims the establishment of an Anti-Terrorist Task Force, under the supervision of the
NATO and the AU:
a. Responsible for combating terrorist organizations within Eastern Africa:
b. Military force will consist of the following countries:
i. United States;
ii. Germany;
iii. South Korea;
iv. Oman;
c. Reports to be sent to the African Union monthly;
d. Which will implement the IDP framework:
i. I - Intercultural and interfaith dialogues - Urges the promotion of
intercultural and interfaith dialogues to address underlying socio-cultural
factors contributing to extremism and radicalization;
ii. D - Development of Community Outreach and Engagement
Initiatives - Calls for the development of community outreach and
engagement initiatives to build trust between local communities and
security forces, fostering a cooperative environment against terrorism;
iii. P - Programs for Disarmament - Calls upon the establishment of
programs for the disarmament and demobilization of former combatants,
offering them alternatives to join the fight against terrorism;
7. Welcomes the MOM framework to solve the Displacement caused by the Tigray War:
a. Monetary Fund - Creation of a monetary fund in collaboration with the
United States and other volunteering countries to allocate funds for the refugees
returning to Tigray;
b. Operation Housing Authority - Creation of Alaska Housing Authority,
which will organize settlement to people returning to Tigray, overlooked by the
United States of America;
c. M - Mass Humanitarian Corridors - Requests the Secretary-General to
establish Humanitarian Corridors, in cooperation with UN High Commissioner
for Refugees, from all regions of Ethiopia to Tigray and vice-versa;
8. Solemnly affirms the JOB framework, to help with the Economic Situation of Ethiopia:
a. Joint International Fund – Calls upon the creation of an International
Fund, overlooked and financed by United States, to create job opportunities for
the people of Ethiopia;
b. Operation Infrastructure Development – Establishment of a regulatory
body, by United States of America, responsible for developing infrastructure in
Ethiopia up to international standards;
c. Basic Health Facilities - Basic Health facilities to be provided by the
government of United States and World Health Organisation, including the setting
up of basic healthcare units and health camps in remote areas of Ethiopia;
9. Approves the establishment of the Ethiopian Oversight Commission (EOC), which will
include dedicated panel of experts, which will be established under NATO, to monitor and
implement this resolution, specifically the disarmament process, completely, and will work
upon the DDD framework:
a. D - Deployment of a Body to Ethiopia - Which will send a body
immediately to Ethiopia, specifically Tigray, to monitor the implementation of
this resolution and will stay there till this resolution, and the Pretoria Agreement,
is fully implemented;
b. D - Dedicated Investigations - Which will hold an investigation in
Ethiopia, specifically Tigray, every year to ensure this resolution doesn’t get
violated:
i. These will go on till the Pretoria Agreement and this resolution is
fully implemented;
ii. The staff holding these investigations will completely change
every year;
c. D - Detecting Violations - If violations of the Pretoria Agreement or this
resolution are suspected, the body will investigate, gather evidence, and then refer
the case to the International Court of Justice (ICJ), if evidence is found;
10. Urges all States to remove their sanctions from Ethiopia after full implementation of this
resolution.
