a. This involves providing the NSGTs recognition and take their views and opinions into consideration while formulating an action plan for them 2. Transparent Criteria a. Each NSGT should be based on criteria set and for its removal from list it has to achieve self-governance which would be evaluated under the framework 3. Establishing of oversight body a. This body shall monitor all UNs actions over the NSGTs. We can even utilise the Trusteeship Council for this and make all NSGTs trust territory 4. Responsibility of Colonial Powers a. The powers and responsibility of the colonial powers will be clearly defined under the framework b. The colonial powers will be bound to these until the NSGT achieves self-governance 5. Periodic Review a. Our actions and the framework itself would be monitored at a span of 3-4 years b. These reviews will be submitted in the form of report to the General Assembly 4 to discuss and bring changes in actions towards NSGTs as suggested in the report 6. Protection of Human Rights a. All citizens of the NSGTs shall be protected from breach of human rights and for implementing this we can create UN force which shall be placed in each NSGT like MINURSO and seek to protect human rights 7. Support Mechanism a. During and after the Decolonization process, NSGTs shall get support in form of advices, monetary aid, institution setting up etc by members of the UN b. This shall be done by creating a Decolonizing Fund which shall seek monetary aid from UN members. The aid shall be taken more from administrative powers than non-administrative powers 8. Integration Mechanism a. All UN organisations will accept NSGTs as observers members of the organisations if the NSGTs apply to join b. Non-UN organisations shall be encouraged to make NSGTs as observer states in matters relative to NSGTs 9. Awareness Campaign a. UN shall continue with its releases on Decolonization such as Objective Justice and UN members shall be encouraged to create awareness among their population through mass media such as radio, television etc 10.Post-Decolonization Monitoring a. Once NSGT has achieved self-governance, for a span of 15 years they shall be monitored to check whether they are able to sustain, require assistance etc b. This monitoring report shall be submitted to the General Assembly 4 and its discussion remains at the disposal of the General Assembly
