Scope of Work: Engagement of ICVGD Lead NGOs in VGD Enrolment

The 6 lead NGOs of ICVGD 2nd phase project, appointed by WFP, will support the VGD
enrolment process in respective upazilas that are mentioned in the respective agreements
between the partners and WFP. The support will encompass the following areas:

Support Area 1: Awareness Raising on VGD Enrolment Process


Lead NGOs will support raising awareness on the reformed enrolment process that will come
into effect for 2021-2022 cycle.

1. CAMPAIGN
a. Video clip: With support from WFP, a video clip is being developed to promote self-
application by beneficiaries.
i. Lead NGOs shall ensure the video clip is being aired through local cable
networks. In doing so, they should convince UNO by approaching through
the UWAO.
ii. If possible, district VGD committee should be communicated to issue a
circular for all the upazilas to circulate the video in local cable networks.
b. Leaflet: A leaflet has been prepared that contains key messages regarding VGD
enrolment. NGOs can support UWAOs in disseminating the leaflet. One possible way
to distribute it in the root level could be through Tothyo Apa.
c. Others: NGOs shall explore alternate modalities to disseminate the key messages
regarding VGD enrolment (i.e. NID requirement, own phone number, application
points: UDC, Tothyo apa, 333).

2. ORIENTATION OF KEY STAKEHOLDERS


a. Upazila Committee Meeting: UWAOs will be organizing meeting of the Upazila VGD
Committee and Union committee to discuss the enrolment process of VGD
beneficiaries.
I. Lead NGOs shall coordinate with UWAO and participate in these meetings.
They shall provide an orientation on the improved enrolment process to the
participating stakeholders. NGOs shall focus on the key messages regarding
VGD enrolment.
b. Orientation of Tothyo apa/UDC Entrepreneurs: NGOs shall identify the respective
Tothyo Apa staffs and UDC entrepreneurs of an upazila and arrange to orient them
on the application process.
I. Orientation of Tothyo apa staffs or UDC entrepreneurs can be done in the
upazila or union meeting if they participate there. NGOs shall try to ensure
that at least Tothyo apa staffs are present in the Upazila meetings and UNO
gives them a direct instruction to support VGD enrolment.

II. NGOs can explore if these staffs/entrepreneurs can be oriented via online.
Support Area 2: Support to Ensure Timely VGD Enrolment

Apart from raising awareness on the enrolment process, lead NGOs shall provide support to
their caliber to the respective UWAOs for ensuring completion of VGD enrolment in a Upazila in
time. Their support will mainly focus on:

1. ENROLMENT
a. Monitoring Applications Submission Status: Lead NGOs shall have access in the VGD
MIS and monitor the application status from time to time. Based on the monitoring,
they shall submit report to UWAO and Upazila VGD committee.
b. Support to Stakeholders in Using the MIS: A good rapport should be built with
stakeholders who will be using the VGD MIS regularly (Union committee, UDC
entrepreneurs, Tothyo apa staffs, UWAO, upazila committee). Lead NGO staffs should
establish themselves as the first point of contact in case any stakeholder faces issues
regarding use of VGD MIS.
c. Follow-up with and Support to Union Committee for Timely Submission: Lead NGO
staffs should regularly follow-up with the union committee to ensure they submit the
applications in time to the upazila VGD committee.
i. It is also critical to ensure all these applications are uploaded in the VGD MIS
by the Union committee. NGO staffs shall support union committees in this
regard. UDC entrepreneurs should be engaged in this process of data
digitization.
2. VERIFICATION
a. Random Household Verification: In consultation with the UWAO, the lead NGO staff
shall prepare a random verification plan and provide necessary support to verify the
applicants’ information through household visits.
b. Engage Female Ward Member: An effective verification modality could engage
respective female ward members. Lead NGO staffs shall facilitate the engagement of
female ward members in applicant verification. Necessary consultation with UNO and
UWAO can be made in thi regard.

Support Area 3: Final Approval

1. EXPEDITE THE FINAL SELECTION AND APPROVAL PROCESS


a. Preparation of Primary List of Beneficiaries: Lead NGOs shall provide necessary support
to UWAO in preparing the primarily selected list of beneficiaries.
b. Verification of the Primary List: As already mentioned, NGOS staffs shall provide
necessary support in random verification of applications.
c. Approval by UNO: Support UWAO in revising the primary list based on verification
results and submit it to UNO, head of Upazila VGD Committee, for approval.
d. Public Display of the List at Union: The approved list needs to be publicly displayed at
Union. Necessary follow-up should be made with union committee in this regard. In
consultation with UWAO and UNO, a Phone Number should be mentioned in this list to
lodge any complaints regarding the list.
