PREFACE
During my internship I gained practical knowledge on how the human resource
division of an organization operates and coordinates its activities to ensure
smooth functioning of the organization at all levels by ensuring right numbers
of people are available at the right time to do the right job. Not only that I have
also gained insight into the work culture of the organization and observed how
Bharat Electronics ltd.handles its employees with value and empowerment to
ensure they are motivated to give their best to the organization.The report
starts with an organization’s profile giving its background, mission, vision, its
products and services,manufacturing Units then there is HUMAN RESOURCE
section where all the work of hr is mention where I learned many things like
guest house booking,Salary making of employees and many more. The next
section is comprises the project,I.e Employee Engagement and Satisfaction
Survey Where questionnaire was designed and got filled by the employees
after analyses the recommendation and conclusion was made.

INTRODUCTION
Bharat Electronics Limited (BEL) is an Indian Government-
owned aerospace and defence electronics company. It primarily manufactures
advanced electronic products for ground and aerospace applications. BEL is
one of nine PSUs under the Ministry of Defence of India. It has been
granted Navratna status by the Government of India.Bharat Electronics
Limited was founded in Bangalore, Karnataka, India in 1954.Starting with the
manufacture of a few communication equipment in 1956, BEL started
manufacturing receiving valves in 1961, germanium semiconductors in 1962,
and radio transmitters for AIR in 1964 with help from the Soviet Union.BEL is
now serving Non Defence equipment too and serving to various government
institutes and outside India. BEL and various units which are build various
regions are producing different products but with same goals.one of them is
BEL,Panchkula unit where I worked for 2 months and observed the work
culture,rules ,regulations and hard work of the employees and departments
working here. BEL, Panchkula not only serves good products to their but also
ensure the maintenance ,facilities and rewards to employees working there.
BEL’s HR department is one of the main department who makes sure about
the manpower supply and their welfare, medical facilities, Canteen
faculties,Pension facilities etc. HR DEPARTMENT conducts various events and
activities too to celebrate each day and to aware the employees about the
importance of events and built their interest in the organization like Blood
donation camp was conducted in BEL,Panchkula on blood donor day where
employees participated and become the part of donation camp.Employee
Engagement and Satisfaction Survey is also conducted which is conducted
every year to know about employees satisfaction and requirements and then
necessary action are use to be taken to fulfil those requirements.Hence
questionnaire was created and filled by employees of each department and
then after analyzes the employee engagement and satisfaction Report was
prepared.

ABOUT COMPANY

History
In 1954, in a newly independent India, the need was out most to develop indigenous
industry. The dream of a self-reliant India gave birth to many Public Sector Undertakings.
Bharat Electronics Limited (BEL) was one such dream, which has come a long way since then
with the far-sighted vision of its pioneers, the dedication and hard work of its employees,
support and faith of its customers and the Government of India. The Governments clarion
call for Make in India resonates with what BEL has been successfully doing for over 6
decades.

From humble beginnings in 1954, when BEL was set up in association with CSF, France (now,
Thales), to manufacture basic communication equipment, BEL now produces a wide range
of state-of-the-art equipment in fields such as defense Communication, Radars, Naval
Systems, C4I Systems, Weapon Systems, Homeland Security, Telecom & Broadcast Systems,
Electronic Warfare, Tank Electronics, Electro Optics, Professional Electronic Components
and Solar Photovoltaic Systems, BEL also provides turnkey system solutions. Civilian
products from BEL include Electronic Voting Machines, Tablet PC, solar-powered traffic
signal systems and Access Control Systems.

Starting from a single Unit in Jallahali, Bangalore, BEL has established its presence across the
country by setting up eight other Units in Ghaziabad, Pune, Machilipatnam, Panchkula,
Kotdwara, Navi Mumbai, Chennai and Hyderabad. Each Unit has a specific product mix and
customer focus. BEL has also set up a wide network of offices and service centers
countrywide as well as two overseas offices at New York and Singapore.

BEL was established to meet the specialized electronic equipment requirements of the
Indian Defence Services. While this continues to be its prime focus, the Company has a
significant presence in the civilian market, too. BEL exports some of its products and services
to a number of countries as well.

BEL has been laying great emphasis on Research and Development right from the early
years. It has also been able to successfully partner as production agency with many DRDO
labs. From a meagre turnover of Rs.2 lakh in 1956-57, BEL has grown manifold to record a
turnover of Rs.7510 crores (provisional) in 2015-16.

BEL is not only a successful business story but also an organization which cares for people
and society. Even before the term Corporate Social Responsibility gained currency, BEL has
undertaken innumerable CSR activities and continues to do them with a lot of passion and
commitment. BEL has set up educational institutions, including a special school for the
mentally challenged. It has also set up hospitals, fine arts clubs and sports facilities. These
and other welfare initiatives ensure a good quality of life for employees and their
dependents. Some of these facilities also serve the local community. BEL is currently
concentrating on promoting education, sanitation, health care, rural development,
employment and enhancing vocational skills, while ensuring environmental sustainability.

'Clean and green' is true of every Unit of BEL. Concern for the environment is visible in the
profuse greenery in all the Units. Afforestation, effluent treatment, used water recycling,
generation and use of bio gas, rainwater harvesting, green buildings, setting up and using
wind energy and solar energy power plants, to name a few, are some of the activities in this
direction.

1) COMMUNICATION PRODUCTS-: Military communication systems and
equipment used by navies include-:

BEL is engaged in supplying VHF Radio.LVP 285 is a VHF Handheld Radio with in-built High
Grade Digital Secrecy. The Radio Set is State of the Art design, compact and light weight.
Interface is provided for Hand set / Headgear and Crypto key loading.The operator interface
is user friendly with minimum number of controls. The Radio Set is provided with various
types of antennae for use in different types of Terrains, Ranges and Roles. The Radio Set has
in-built Mic and Speaker.

Ground radar (cf. airborne radar system) is a radar positioned on the ground and used
for air defense (e.g., ground-controlled interception), command guidance (e.g., ground-
directed bombing), air traffic control (i.e., radar control), instrument landing

1) E-GOVERNANCE SYSTEMS-:

ELECTRONIC VOTING machine is the standard means of conducting elections


using Electronic Voting Machines (EVMs) in India.The system was developed and
tested by the state-owned Electronics Corporation of India and Bharat Electronics in
the 1990s. They were introduced in Indian elections between 1998 and 2001, in a
phased manner. Prior to the introduction of electronic voting, India used paper
ballots and manual counting. The Election Commission developed EVMs with voter-

verified paper audit trail (VVPAT) system between 2012 and 2013. The system was
tried on a pilot basis in the 2014 Indian general election.

2) HOMELAND SECURITY-
From border and facility protection, secure network communication to emergency
response, we offer a range of solutions to accurately and swiftly detect, locate and
target threats to public safety. Our solutions include real-time situational awareness,
24/7 surveillance, 360º coverage, and active and passive sensors.

3) JAMMERS-
A mobile phone Jammers or blocker is a device which deliberately transmits signals on the
same radio frequencies as mobile phones, disrupting the communication between the
phone and the cell-phone base station, effectively disabling mobile phones within the range
of the Jammers, preventing them from receiving signals and from transmitting them.
Jammers can be used in practically any location, but are found primarily in places where a
phone call would be particularly disruptive because silence is expected, such as
entertainment venues.Because they disrupt the operations of legitimate mobile phone
services, the use of such blocking devices is illegal in many jurisdictions, especially without a
licence. When operational, such devices also block access to emergency services.

BEL has a total of nine manufacturing complexes spread through the nation with Bangalore
being the biggest of them. The details about the different manufacturing units of BEL along
with their product specialties are as follows:-

In 1954 with a factory of JALLAHALI, Bharat Electronics ltd. grew into nine units, spread all
over India. The locations & products of the units are given below:-

1) BANGLURU:

This is also called BG complex. Jallahali unit which is the mother unit is now a
part of the BG complex. This is the biggest unit with approx. 10,000 employees
working here. Among the products here the important ones are:
Communication equipment
Air & Doordarshan equipment like mobile van for live telecast
Radar-mobile, different range of semi conductor devices like ICs.
ISRO’s requirements are met at space electronics department at Bangalore. Satellite
launch vehicle was also manufactured here.

2) GHAZIABAD:
Ghaziabad unit is the second unit which was set up in 1974 and approx. 2500
employees are working here. Radars and some communication equipment are
manufactured here. Main products are:

3) PUNE:
To diversify lither one more branch was added in 1979 and this was established
in Pune. In this branch around 700-800 employees are working. The Products
profile includes:

 X-ray tubes

4) MACHILIPATNAM:
There was one Andhra scientific company, which was a sick unit. This was taken
over by BEL & is called ASCO unit in 1983. The products include:
 Optical & optoelectronic equipment like binoculars, microscopes

5) NAVI MUMBAI :
This is an industrial place near Mumbai. This unit makes:
 Glass shells for black & white TV picture tubes
 Shelters for Electronic Equipment
 Train Actuated Warning System
 Electronic Equipment Assembly

6) PANCHKULA:
Panchkula were proposed simultaneously by the Government in 1985.It was
proposed to set up one unit each in Haryana & Uttar Pradesh. But the place in UP
for setting up a BEL unit could not be decided while that Haryana was decided &
hence this unit started earlier. This unit manufactures only tactical
communication equipment like:

7) KOTDWARA:
THIS is a unit in Garhwali district of Uttaranchal. This Unit manufactures radio
relay, multiplex equipment’s & exchanged etc.

8) CHENNAI:
The eight unit of BEL was established in Chennai. This unit manufactures:
 Tank related electronic equipment
 Optical fire control systems

9) HYDERABAD:
This is another unit of BEL which manufactures electronic warfare equipment’s.
This is established in Hyderabad.

Various Departments of BEL are as follow:

1. D&E Development and Engineering


This is a division which is further divided into departments. They are:

 D&E (Development & Engineering) -- It is to design the project, make the


modifications to prepare the design and related documents.
 DOE CRYPTO -- It is for designing of secure communication.
 TIC (Technical Information Centre) --- TIC is a library for designing purpose.
 DRA OFFICE – It is the Drawing office.
 STDS (Standards) --- These are the standards for Drafting, Design manure,
Quality Standards.

2. MFG Manufacturing

 WA (WORK ASSEMBLY) - There are different types of work assembly


I.e. PCB assembly, Module assembly, Final assembly.

 WF (WORK FABRICATION) - It is the department for the mechanical
work.
 AMF (ADVANCED MANUFACTURED FACILITIES) - Advanced machines
are used in the manufacturing of the projects as SMT (Surface mounted
Technology), it is an automatic system to mount the item on the PCB.
 PPC (PRODUCTION, PLANNING AND CONTROL) - In this the work is
planned.
3. MKTG/PA

 MKTG ( Marketing Division)


 Sales - It is to prepare ESO equipment source order.
 FGS (FINISH GOODS STORE) - After finishing the project it is sent to
FGS for final packing.
 TL (Technical Literature) - It is the booklet with the project having
instructions.
 PR (PUBLIC REALTIONS) - It is the relation with the customers.
 TESTING --- Products are tested by different tests.
 C TEST (CIPHER TEST) – It is done after sale services.

4. MM (MATERIAL MANAGEMENT)

 It is the management of the material.


 PUR(PURCHASE DEPARTMENT)—This department purchase the materials.

 HS (HOLDING STORE) - It has different bins that holds items after inspection.

It is the department for providing the services to company. Services are water supply,
transport, horticulture.

 PERSON. (PERSONNEL) – In this department the recruitment of employees is


done.
 ESTD (ESTABLISHMENT) – It is to use manpower in different areas.
 MEDICAL – Medical facilities are also available.

 FINANCE – Department for the sanction of money.


 BUDGET – It is made for one year.

9. IS / MS (INFORMATION SYSTEM)

 MRP – All Production Related work related to stores, purchase etc.


 PAYROLL – Related to Salary.

 FINANACE – Concerned with ledgers, Subsidiary Ledgers, General Ledger etc.

10. QM (QUALITY MANAGEMENT)

 ISO (INTERNATIONAL STANDARDS ORGANIZATION) – It is to sell our products


in the international market.
 6 SIGMA – It is the statistical Technique for maintaining Quality.
 TES (TEST EQUIPMENT AND SUPPORT) – Calibration or measuring of
instruments.
 IGI (INCOMIMG GOODS INSPECTION)
 QCC (QUALITY CONTROL CIRCLE) – In this department there is a group of
employees who discuss the problems, find out its solution and present it to
manager.

SUB DEPARTMENTS
1) PRODUCTION/MANUFACTURING

 WORK ASSEMBLY-: This is one of the department of production


division. The assembly of different components takes place here to
make a complete product. Many accessories related to the products
are also manufacture here. In this department all the components are
mounted on PCB’s.
 AMF (Advanced Manufacturing Facilities)-: AMF are used in
the manufacturing of the projects as SMT, it is an automatic system to
mount the item on the PCB.
 WORK FABRICATION-: IT is for the department of new machinery.
 PRODUCTION PLANNING AND CONTROL:-This department is
the most important section among others present because it forms
the backbone. Right from the beginning till the end of production of a
particular set, the responsibility lies in the hands of this section, it
mainly performs three function namely Scheduling, Launching and
Control

 Quality MANAGEMENT: - This department ensures the quality
and required features in the product and analyse and changes or
development needed in the product.
 TESTING:-Testing and Inspection is done in every stage of PCB
namely at Module stage, Sub assembly, final stage.

R&D (RESEARCH AND DEVELOPMENT)


Research and Development is a key focus area at BEL. Research &
Development activities started in 1958 and have been contributing steadily to
the growth of BEL's business and self-reliance in the field of defence
electronics and other chosen areas of professional electronics.

BEL's R&D Policy is to enhance the company's preeminence in defence


electronics and other chosen fields and products through Research &
Development. Major R&D objectives of BEL is development of new products
built with cutting-edge technology modules to meet customer requirements
ensuring that the developed products are state-of-the-art, competitive and of
the highest quality.

BEL has a three-tier R&D:


 The first tier being the Development and Engineering Divisions at the Unit / Strategic
Business Unit level, whose role is to generate new business by developing new
products and obtaining customer acceptance, provide product lifecycle support and
upgrades, and develop processes and components as necessary;
 The second tier is the Central Development and Engineering Division which supports
the Unit D&E Divisions with the supply of specialized technology modules.
 The third tier is the Central Research Laboratories (CRL) at Bangalore and Delhi,
whose role is to work on critical areas of technology and develop enabling
technology modules.

EMPLOYEES AND THEIR WAGE GROUPS

In BEL, Panchkula there are 414 employees working those are divided in to two
categories:
 EXECUTIVES
 NON –EXECUTIVES
The Employees of the certain categories are assigned different wage group or we can
say different grades are given with different roles and responsibilities.
The wage groups assigned to the employees are :

The following table shows the category and grades are assigned to the employees.
Employees having wage group from E2 TO E8 and T1 to T5 falls under executive and
wage group from W4 TO W10 fall under Non-Executives. With different wage groups
their roles, responsibility, facilities given to the employees are also different.

For the Promotion from one grade to another the employees have to qualify the
Promotion Test Round and Interview Round and then promoted to the next grade.
For Example Employee working on grade W8 will be promoted to grade W9 after
Qualifying the Promotion test and Interview round, similarly from W9 to W10. After
Grade W10 the Employee comes under executive category with grade E1 and hence
get promoted to E7 AND E8. But some times after grade W10 the employees are
given grade from T1 to T5 Where his/her position will be similar to E1 to E8 but
their roles, responsibilities and facilities are quiet different.

HR POLICIES

HR policies in BEL are carefully evolved to ensure retention of competent human


resources and develop high commitment and a sense of belonging to the Company.
HR policies are formulated based on the Environmental changes, Business
requirements, Ministry guidelines, End user feedback Periodic review, Management
decision, etc. These policies are issued in the form of Office Orders / Memos /
Circulars and are uploaded on a real time basis on the Company’s intranet for ease of
access to all employees.
Various policies have been introduced which seek to enhance innovation, functional
aptitude and teamwork of our employees. These initiatives include Presentation of
Professional Papers, Sponsorship of Executives for M.Tech program at DIAT (Pune).

Leave Management:
Leave is earned by duty. Leave cannot be claimed as a matter of right, and leave
admissible under the service rule of Bharat Electronics Ltd. may be granted by the
Managing Director or his authorized person, who may refuse leave, grant leave for a
shorter period than applied for, revoke leave of any description and recall an
employee before the expiry of the leave. One Officer is looking after the leave matter
of employees and keeping leave records.

WELFARE DEPARTMENT -:
Welfare department is the department that ensures about the welfare of BEL and its
employees. Welfare department perform various functions like -:
 Canteen Facilities – Welfare department ensures that tea, snacks, lunch,
dinner etc. facility would be provided to employees and their quality and
hygiene is also ensured by welfare department.
 CRECHES- under Labour Law it is stated that if more than 15 employees are
women then the creches facility would be provided. Hence CRECHES
maintenance and their requirement are assured by welfare department.
 Medical Facilities - Medical Facilities are provided to the employees, for
that Every month some amount of their salary is deducted and that
contributes in medicines and all other facilities.
 Events and Sports- To Remain the employees encouraged and interested
HR department use to conduct various events and sports activities like On
Blood Donation day blood donation Camp was Organized to motivate the
employees to contribute their efforts and life to the society and then yoga
day was celebrated by conduction yoga shiver for the employees.

HRD (Human Resource Development) Department


HRD Department is the department which ensures the training and
development of the new employees and existing employees.
This Department identify the trainee needs and conduct training programme
and it also ensures that Partnership/Apprentices Act 1961 is followed.

bilingual. Official Language Department Ensures implementation of official

 Region A- Region A where 100% work is done in Hindi only.
 Region B- Region B where 90% work is done in Hindi and 10% is done

employee engagement, researchers and reviewers do not use the same elements and

Employee Engagement and satisfaction survey is done by BEL every year to analyse the
position and working of employees in the organization.Every Year a report is prepared by
the organization and necessary actions are taken to overcome the gaps and needs.In April
2021 BEL’s Engagement survey was done by outsource company I.e EY. According to the EY
report BEL’s Compensations and benefits to employees ,leadership and health and safety
conditions were highly ranked and work life balance and career growth was ranked least by
the employees.In 2022 the survey was done by BEL itself and the report states that
compensation benefits and leadership is high in rank and work life balance and career
growth is least in rank.So to analyse any improvement this survey report is prepared.

OBJECTIVE

The Objective of this project is to analyse the employees engagement and satisfaction. After
analyzing last year reports, to measure the improvement in career growth and work life
balance of employees in BEL this survey is conducted. Also to know about the requirements
of employees in BEL this survey is conducted.

RESEARCH METHODOLOGY

NATURE OF DATA
The Data related to the Research are the Structured Data and Primary data . This Data is
collected after analyzing past reports, creating Questionnaire and filled up by employees.

SAMPLING TECHNIQUE
The Structured data is collected through Probability Sampling where questionnaire get filled
by Convenience Sampling and 100 respondents of each category,department and wage
groups are selected to get the survey.

SAMPLE SIZE
From Population of 414 Employees, 100 Respondents were selected of each department,
wage group, age, length of service and gender.

INTERPRETATION:
After analyzing previous years reports the questionnaire containing 53 questions was
prepared and got them filled from 100 respondents of each age group, wage group, length
of service and department.The data of responses were entered in excel sheet and analyses
was made.After analyzing the data this 2023 survey states that Benefits, Pay,

Bharat Electronics ltd is a great organization serving our defence forces


defence products for many years,there different units are working on
different products in different regions.BEL Panchkula is also a huge unit
where the work is being done in rules and regulations and with various
benefits and policies to their employees.After observing and analyzing
here it concludes that work life balance, career growth are need to be
ensured and vending machines in the departments are also need to be
