• Credit Guarantee Fund Trust for Micro & Small Enterprises has achieved a significant
milestone of surpassing ₹1.50 lakh crore worth of guaranteed amount during current
Financial Year 2023-24.
o as against a figure of Rs. 1.04 lakh crore in 2022-23, increasing sharply by 50%.

1.21 Electoral Bond Scheme


Why in News?
• Supreme Court strikes down Electoral Bond Scheme calls it ‘unconstitutional’. Court said
that:
o Scheme violates right to information, can lead to quid pro quo.
o Scheme is violative of freedom of speech and expression under Article 19(1)(a) of
Constitution.
o Fundamental right to privacy includes citizens’ right to political privacy and
affiliation.
• SC orders SBI to refund amount not encashed yet to purchaser's account.
• Largest share of electoral bonds was sold in Mumbai, since inception. However, most of
bonds were encashed in Delhi during period.

• Launch: 2018
• Authorized Agency: State Bank of India
• Valid for 15 calendar days from date of issue and no payment shall be made to any payee
Political Party if Bond is deposited after expiry of validity period.
• Electoral Bond deposited by an eligible Political Party in its account credited on same day.
• May be purchased by a person who is a citizen of India or incorporated or established in
India.
• One can buy Bonds, either singly or jointly with other individuals.
• Only Political Parties registered under Section 29A of Representation of the People Act,
1951
o which secured not less than 1% of votes polled in last General Election to House of
People or Legislative Assembly of State, shall be eligible to receive Bond.
• An interest free bearer instrument, do not carry name of payee and can be bought for any
value, in multiples of ₹1,000, ₹10,000, ₹1 lakh, ₹10 lakh or ₹1 crore.

1.22 Scheme of sugar subsidy for Antyodya Anna Yojna (AAY) families
distributed through Public Distribution Scheme (PDS)
Why in News?

• Union Cabinet approved extension of scheme of sugar subsidy for Antyodya Anna Yojna
(AAY) families distributed through Public Distribution Scheme (PDS) for 2 more years i.e. 31
March 2026.

• Nodal Ministry: Ministry of Consumer Affairs, Food & Public Distribution
Key Features:
• Scheme facilitates access of sugar to poorest of poor and adds energy to their diet so
that their health improves.
• Central Government gives subsidy of ₹18.50 per kg per month of sugar to AAY families of
participating States.
• Government will continue giving subsidy to participating States for distribution of sugar to
AAY families through PDS at rate of 1 kg per family per month.
• States have responsibility to procure and distribute sugar.
• Approval is expected to extend benefits of more than ₹1850 crore during period of 15th
Finance Commission (2020-21 to 2025-26).
• Scheme is expected to benefit about 1.89 crores AAY families of country.

1.23 National Child Labour Project (NCLP) Scheme


Why in News?

• No Special Training Centres (STC) is functional under NCLP scheme.

• Launch: 1988
• Nodal Ministry: Ministry of Labour & Employment
• Aim: Rehabilitation of child labourers through District Project Societies under chairmanship
of District Magistrate
Key Features:
• Children in age group of 9-14 years are rescued / withdrawn from work and enrolled in
NCLP Special Training Centres (STCs)
o where they are provided with bridge education, vocational training, mid-day meal,
stipend, health care, etc. before being mainstreamed into formal education system.
• NCLP scheme has now been subsumed under Samagara Shiksha Abhiyan (SSA)
Scheme with effect from 01.04.2021.

Jal Jeevan Mission (JJM)-Har Ghar:
• Up to 2% of allocation to States/ UTs under JJM can be utilized for carrying out water
quality monitoring and surveillance activities.
• 0.5% of annual allocation is earmarked to States having Japanese Encephalitis-Acute
Encephalitis Syndrome affected districts.

Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS):


News 1:
• It is demand driven wage employment Scheme.
• To compensate Mahatma Gandhi NREGA workers against inflation, Ministry of Rural
Development revises wage rate every financial year based on change in Consumer
Price Index for Agricultural Labour (CPI-AL).
o wage rate is made applicable from 1st April of each financial year.
• Each State/UT can provide wage over and above wage rate notified by Central
Government.
News 2:
• Aadhaar Based Payment Bridge System (APBS) made mandatory since 1st January,
2024 (mixed route of wage payment {NACH and ABPS route} was extended till 31st
December 2023).
• In current financial year 2023-24 (as on 01.02.2024), a total 85.64 lakh job cards have
been deleted.
• As per NREGASoft, total job card deleted since April 2022 till date i.e 01.02.2024 is 311.19
lakh.

Sovereign Gold Bonds (SGBs) Scheme:


• SGB Scheme 2023-24 (Series IV) will open for subscription from 12th-16th February
2024 with Settlement date February 21, 2024.
o Issue price - ₹6,263 per gram

National Social Assistance Programme (NSAP):
• At present, 27 States/UTs disburse pensions on monthly basis, 3 States, namely,

non-periodic basis.

PM JANMAN (PM- Janjati Adivasi Nyaya Maha Abhiyan):

Fast Track Special Court Scheme:

World’s Largest Grain Storage Plan in Cooperative Sector:


• 11 godowns for grain storage in primary agricultural credit societies (PACS) spread across
11 states inaugurated.

godowns and other agri infrastructure.

Pradhan Mantri Kisan Samman Nidhi (PM-KISAN):


• Prime Minister of India released 16th instalment of scheme from Yavatmal in
Maharashtra.
• Scheme has benefitted more than 11 crore eligible farmer families with ₹3 lakh crores
disbursed till date.
o Of this, ₹1.75 lakh Crores was transferred to eligible farmers during COVID period
alone.
• At least 1 out of 4 beneficiaries is a woman farmer, besides more than 85% of small and
marginal farmers being beneficiaries.
• 90 lakh new beneficiaries added during Viksit Bharat Sankalp Yatra outreach campaign.
• Kisan-eMitra is now available in 10 languages i.e., English, Hindi, Odia, Tamil, Bangla,
Malayalam, Gujarati, Punjabi, Telugu and Marathi.
