1. SCOPE AND PURPOSE

The scope of this procedure describes the emergency preparedness philosophy for defined emergency
situations should they occur on APEX Premises, operations.
This document and the procedures are an integral part of the HSE Management System.

The purpose of this procedure describes the philosophy to develop procedures to cover defined
emergency situations such as: alert, danger limitation, rescue, evacuation, and normalization.

4. OPERATIVE PROCEDURES
4.1 RESPONSIBILITIES
4.1.1 HSE MANAGER

The HSE Manager has complete responsibility and authority for the safety, pollution prevention, and the
safe and efficient operation. Therefore, he has responsibility to ensure Emergency Preparedness
Procedures are in place and are effective for defined emergency situations and meet the requirements of
this procedure.

4.2 REQUIREMENTS

4.2.1 EMERGENCY PREPAREDNESS PHILOSOPHY

Activities at work site have certain elements of risks: these may be technical malfunctions, human errors
or external influences that can cause emergency or hazardous situations. It is important to establish and
maintain Emergency Preparedness Procedures and an effective emergency preparedness organisation l
thus ensuring quick response to deal effectively and efficiently should situations occur.

4.2.2 PROCEDURES

Emergency Procedures are designed to provide pre-established response, which can be implemented
with a minimum of delay and flexible enough to apply to the worldwide operations.
They do not and cannot give detailed instructions for every conceivable emergency situation. However,
the response and duties can be applied to any situation.
Therefore, in meeting the philosophy, procedures shall be developed for defined Emergency or
Hazardous Situations covering:
 Alert
 Damage limitation
 Rescue
 Evacuation
 Normalisation

4.2.2.1 Alert Requirements:


 How emergency situations are discovered or detected
 How is notification given to personnel on-site?
 How APEX Management personnel are notified of the Site line manager decision
 How the HSE Department is informed of the Site line manager decision.

4.2.2.2 Damage Limitation Requirements:

 Have Emergency Response Teams to deal with emergency situations.


 Have a system for receiving notification of extreme weather conditions.
 Have available equipment for dealing with emergency situations
 Have efforts to control the emergency, which do not introduce unacceptable risks.

4.2.2.3 Rescue Requirements:


 Render assistance to injured person(s) shall be initiated as soon as possible.
 It must be possible to start lifesaving first-aid within 3 minutes of notification.
 Doctor contact must be possible within 5 minutes.
 Have adequate equipment available to enable lifesaving first-aid to be carried out by qualified
personnel.

4.2.2.4 Evacuation

Requirements:
 There must be an evacuation plan.
 It must be possible to secure equipment, power tools.
 It must be possible to evacuate all non-essential personnel to a safe area during an emergency
situation.

4.2.2.5 Normalisation
Requirements:
 Any person who cannot be given satisfactory medical treatment on the site shall as soon as
conditions permit be transported by the fastest and safest means for treatment.
 An investigation shall take place as soon as conditions permit.
 Notification to the appropriate authorities shall take place as soon as conditions permit.

4.2.3 Training
In meeting the requirements all personnel shall:

 Receive training in their respective emergency duties


 Receive Site training through regular drills and exercises simulating defined emergency situations

4.3 RECORDS

Records shall be maintained of exercises in accordance with Safety Management System.
