MEMORANDUM FOR STUDENTS ATTENDING BASIC LEADER COURSE (BLC)

SUBJECT: Welcome Letter

1. Congratulations, in accordance with The Army Training Requirements and Resources System
(ATRRS), you have been selected to attend The Army School System (TASS) Noncommissioned
Officer Professional Development System (NCOPDS) for the Basic Leader Course (600-BLC).
This course will be offered at HQs 201st Regiment (MF), Fort Allen Training Site (FATS), Juana
Diaz Puerto Rico.

2. I am sure that your attendance to this course will be both challenging and enjoyable. You will
be tasked to perform in various leadership roles, which will provide you the opportunity to put into
practice the newly acquired skills.

3. Report to Fort Allen, Juana Diaz to Dome building 231, at 0800 in Army Physical Fitness
Uniform (APFU) on reporting date for in processing.

4. If you cannot report by 0800 on the course reporting date because you live in the Continental
United States or US Virgin Islands, notify us before the course reporting date. We do not offer
shuttle bus transportation from or to the San Juan Airport. Soldiers arriving after 2400 hours on
the course reporting date will not be enrolled.

5. NCOA commandants will arrange for students that look unhealthy or unfit for meeting BLC
standards or deem them to be a potential health risk to be seen at the post DA Medical Center or
Troop Medical Clinic for medical clearance. If medical clearance is denied then student will be
denied enrollment.

6. When any discrepancies exist between this welcome packet and the current 600-BLC Course
Management Plan (CMP) and or Program of Instruction (POI) the CMP/POI will take precedence.

7. All students should consult the Welcome letter for their particular Class Number for more
detailed and specific information.

CHAPTER 1
GENERAL INFORMATION

1-1. Purpose:
This guide outlines applicable policies and procedures for students reporting the
Noncommissioned Officers Academy (NCOA). All students will read this guide. Students
are responsible for complying with its contents prior to attending, but not later than 24 hours
of arrival at the NCO Academy. Failure to comply with the policies or procedures contained
herein could result in an early release from the course.

1-2. Course Objectives:


The BLC focuses on six NCO Common Core Competencies. These competencies are
Readiness, Leadership, Training Management, Communications, Operations, and Program
Management. BLC is designed to build basic leader and trainer skills needed to lead a team
size element, while providing the foundation for further development along the PME learning
continuum. Soldier lethality spans all fundamentals: shooting, moving and communicating,
protecting, sustaining and training. The Basic Leader Course fully supports the Army’s
missions of lethality by developing smart, thoughtful, and innovative trainers who can
communicate effectively, lead and protect their Soldiers, and sustain their equipment.

1-3. Course Length and Structure:


The BLC is a 22-academic-day course consisting of 169 academic hours. The course
includes 30 lessons designed around the four Army Learning Areas (ALAs), the 14 General
Learning Outcomes (GLOs), and the six NCO Common Core Competencies of Readiness,
Leadership, Training Management, Communications, Operations, and Program
Management. Instruction at the BLC is accomplished with the Army Experiential Learning
Model (ELM) methodology. Lessons are facilitated in a small group setting with a
collaborative approach, which allows the Soldiers to discover information and then apply it
to new and ambiguous situations. Lessons include critical and creative thinking activities
and exercises, which aid in learning. Facilitators assess the Soldiers’ leadership ability and
potential through observing discussions and interactions.

1-4. Course Prerequisites:

a. IAW AR 350-1, Structured Self Development I (SSDI) is the current prerequisite to


attend the Basic Leader Course (BLC). Distributed Leader Course I (DLC-I) is also a
prerequisite in lieu of SSDI.

b. Noncommissioned officer backlog. Within the guidelines of Select Train Educate and
Promote (STEP) (AR 350-1, Section V) is defined as Soldiers with 37 or more
months’ time in grade who have been promoted without completing/graduating the
Professional Military Education (PME) course in the Noncommissioned Officer
Professional Development System (NCOPDS) required for their grade level. Soldiers
on the legacy backlog are afforded one opportunity to attend their requisite NCO
PME course. These Soldiers are not otherwise eligible for further promotion
consideration unless they meet all of the training and educational requirements for
their current rank. (Ref: AR 350-1, paragraph 3-19f)

c. Attendance is on a priority basis. Soldiers who qualify for BLC are placed on an
Order of Merit List (OML) by the unit commander as follows:

(1) First Priority. Soldiers promoted to SGT with a deferred education


requirement, NCOs not previously afforded an opportunity to attend.

(2) Second Priority. SPC/CPL promotable. These Soldiers are prioritized within
this category as follows:

(a) For Regular Army/COMPO 1. SPC/CPL promotable in MOS(s) which


would have had additional promotions if more promotable SPC/CPL
had been available and identified as shortage MOS by monthly HRC
Promotion Cut-Off memorandum.
(b) SPC/CPL promotable who have met the cut-off score.
(c) SPC/CPL promotable in other MOS serving in an authorized NCO
position based on the highest number of promotion points.
(d) All other SPC/CPL promotable on a recommended list based on the
highest number of promotion points.

(3) Third Priority. SPC/CPL in leadership positions. In order to fill all BLC training
seats, non- promotable SPC/CPL with demonstrated leadership potential may
attend BLC only when all higher OML categories are exhausted.

d. Additional requirements. Soldiers must:

(1) Meet height and weight standards IAW AR 600-9. Soldiers are allowed one re-
screening. The re-screening will be administered no earlier than seven days
after the initial height/weight assessment). Failure of initial height and weight
screening will result in a counseling and removed from all academic honors. If
a student passes the re-screening, the highest rating they may receive on the
1009A for Presence and Comprehensive Fitness is a MET STANDARDS.
(2) Be eligible for reenlistment and have an attendance recommendation from
their immediate commander.
(3) Have no suspension of favorable personnel actions (flags) or pending flags.
(4) Arrive fully capable of performing supporting individual tasks and tasks
required at the previous lower level course, e.g., basic training, SMCT Skill
Level 1, SSDI/DLC I.
(5) Pre-execution Check List (PEC), Post Reservation Check List (PRCL), and
complete NCOA packing list.

(a) Active Component (AC) Soldiers must bring an automated TASS Unit
Pre-execution Checklist (PEC), TRADOC Form 350-18-2-R-E with
them. This form is available for download from the TRADOC website:
http://adminpubs.tradoc.army.mil/forms.html.
(b) Soldiers have 72 hours to provide all required missing documents and
NCOA packing list items. Soldiers who fail to provide required missing
documents and/or items within the established timeline will be
disenrolled and returned to their unit.
(c) Common Access Card (CAC): All Soldiers attending BLC are required
to have CAC.
(d) Student qualifications in meeting prerequisite tasks are an individual
and unit commander’s responsibility. Upon arrival, Soldiers must
possess the capability of performing supporting individual Skill Level 1
tasks.

1-5. Enrollment Requirements:

a. Soldiers with medical profiles due to an operational deployment will be permitted by


their immediate commander to attend appropriate courses (to include PME) within
the guidelines of their profile. Soldiers must arrive at the aforementioned course of
instruction with a copy of their current profile and memorandum signed by their
commander stating the profile has been continuous and is a result of injuries
sustained due to an operational deployment.

b. Soldiers with temporary profiles preventing full participation in a course that are not a
result of operational deployment, will be removed or deferred from school attendance
consideration by their immediate commander, until the temporary profile is removed
or the student can complete all course graduation requirements.

c. Soldiers with a permanent designator of “2” in the physical profile must include a
copy of DA Form 3349 (Physical Profile) as part of the course application. They will
be eligible to attend courses (to include PME) and train within the limits of their
profile, provided they can meet course graduation requirements. Soldiers with a
permanent designator of “3” or “4” in their physical profile must include a copy of DA
Form 3349, and the results of their MOS Administrative Retention Review as part of
the course application.

d. Soldiers who have been before a MOS Administrative Retention Review and retained
in their MOS or reclassified into another MOS are eligible to attend appropriate
courses (to include PME) and train within the limits of their physical profile (DA Form
3349). Commandants will not disenroll or deny enrollment of Soldiers into the course
based on physical limiting conditions on their physical profile, IAW MOS
Administrative Retention Review adjudication.

e. Pregnant Soldiers: Soldiers who are pregnant prior to the course may not attend BLC
until medically cleared. A Soldier who is diagnosed as pregnant while attending BLC
may continue, provided written documentation from the doctor states she can
participate in all course physical requirements. Soldiers medically dis-enrolled for
pregnancy after enrollment are eligible to return to the course when medically
cleared.

f. NCOAs will deny enrollment to Soldiers failing to meet any one of the above
prerequisites. NCOA commandants will not supplement these mandatory enrollment
requirements.

2-6. Reporting and In-processing:


Before you report for institutional training you must ensure that you’re Readiness NCO /
Commander has prepared your student packet, and that you bring it with you on the
course’s reporting date. This student packet consists of required pre-enrollment
documentation, which is required in order to be enrolled into the course.

a. Reserve component (RC) Soldiers must report with the Post Reservation Checklist
(PRCL), which took effect in April 2011, for U.S. Army Reserve and Army National
Guard Soldiers. The PRCL must be completed by the Soldier's unit two days prior
the report date. If the PRCL is not completed, the Soldier's reservation will be
canceled. Due to the use of the PRCL, Reserve component (RC) Soldiers attending
BLC at an RC NCOA will not need a TRADOC Form 350-18-2-R- E, PEC, as the
information has already been verified through the PRCL.

b. Orders. You will not report or travel for institutional training courses (IDT, ADT, or AT)
without proper orders. Ensure to bring at least five copies of your orders with you. For
DTS Orders (DA Form 1610) it must have an authorization number. Ensure that you
receive orders at least 30 days prior to the course reporting date IAW TRADOC Reg.
350-18, para 3-19 and state that it is to attend Basic Leader Course.

c. DA Form 3349 (Profile) and Military Medical Review Board (MMRB) Results. (If
Applicable) Soldiers with permanent profiles bearing a numerical designator “2”, “3”
or ”4” under any of the areas covered under the acronym PULHES must bring a copy
of DA Form 3349 (see enclosure 3) and paragraph 3 for details. This Form must be
completed IAW AR 40-501.

d. Structured Self-Development Level 1 (SSD-1) or Distributed Leader Course I (DLC-I)


certification of completion. Must have been completed prior to the start date of the
course.

e. One copy of DA Form 705 (Administered 60 days prior to the course). DA Form 705
must be completed correctly and include height and weight screening.

f. DA Form 5500/5501. Must provide two copies of DA Form 5500 / 5501 or height and
weight certification memo if applicable.

g. Military Medical Review Board Results (MMRB) / MOS Administrative Retention


Review (MAR2) (If Applicable)

h. Periodic Health Assessment (PHA). PHA or medical examination must be valid


within the past 12 months.

1-7. Course Graduation Criteria and Requirements:


There are six graded performance assessments that contribute to the overall student GPA
and six mandatory Non-GPA assessments. Students who fail to achieve a 70% GPA by
failing any assessment will participate in a reassessment. Students must achieve a 70% or
higher on the following performance assessments to receive a “GO” rating:

1-8. Course Physical Requirements:

a. Students must be able to participate in all course physical requirements during


the course. Student unable to meet physical requirements will return to their
unit or proceed to their PCS unit, and may, if eligible, be enrolled in a later
course.

1-10. Duty Uniform:


The duty uniform for the BLC is the Operational Camouflage Pattern (OCP) with Patrol
Cap. Uniform and grooming standards will be enforced per AR 670-1. A complete Army
Physical Fitness Uniform (APFU) will be required IAW the NCOA training schedule.

1-11. Privately Owned Vehicles (POV):


Students are allowed to bring their POVs to the Basic Leader Course. During in processing,
BLC Small Group Leaders will counsel students on the designated areas. Students will park
only in the designated parking areas while attending the course. POVs must meet post and
state safety inspection and installation registration requirements.

1-12. Cell Phones:


Students may bring personal cell phones; however, they can only be used on the students'
evening personal time and/or in the designated break areas. Cell phones may be carried and
used as necessary when directed by NCOA leadership. At No Time Are Cell Phones
Allowed During Any Assessment.

1-13. Student Pay:


The parent unit has the responsibility for all pay issues. Should you fail to receive your pay on
payday, notify your sponsor and/or parent unit for assistance.

1-14. Finance:
a. Students are recommended to activate and bring their government credit card for
unexpected travel expenses.
b. A certificate of attendance will be issued to ARNG Soldiers and Soldiers from USAR
will have their orders signed, so pay can be processed at his/her parent unit.
c. Be sure to bring sufficient funds for the training period since a request for partial pay
cannot be processed at this institution.
d. Students should bring $50.00 dollars cash for incidentals.
1-15. Religious Services:
The Fort Allen area doesn’t have religious services available, but can be arrange if request
beforehand.
1-16. Valuables:
You are reminded that the safekeeping of valuables is a personal responsibility. It is
recommended that high dollar personal valuables not be brought to the Academy.

1-17. Prohibited Items:


a. Pocket knives over 3” blades. (Multi-tools such as Gerber’s or Leatherman tools are
authorized).
b. Personal weapons.
c. Alcoholic Beverages.
d. Alkaloids.
e. Pornographic Material.

1-18. Medical and Treatment:
Students needing to go on sick call will report to their FACILITATOR, or NCOA Staff Duty
NCO (SDNCO) to receive a sick call slip. Students will be taken to a civilian hospital for
Emergency treatment. Sick call slips will be returned to the FACILITATOR immediately upon
returning from sick call. The uniform for sick call is the duty uniform.
1-19. Laundry:
Laundry rooms are located in Buildings room bathrooms. Washers and dryers are provided
for students free of charge. Only liquid detergent will be used. Do not bring powder
detergent. Powder detergents will clog and damage the machines. The washers and dryers
will be cleaned daily and do not leave clothing in unused machines.
1-20. Offices:
All NCOA offices are OFF LIMITS to students except when directed to report by the NCOA
Leadership.
1-21. Visitation:
Unit chain of command and sponsors are highly encouraged to visit students. Prior
authorization from the Chief of Training (COT) or Deputy Commandant must be obtained 48
hours prior to the actual visit. During the APFT, sponsors and chain of commands can attend
this event as a spectator only.
1-22. Billeting / Meals:
Billeting / Meals will be provided by this institution at no cost.
a. Students will be accommodated, four Soldiers per room.
b. Students (AGR or ADOS) will be required to have their orders to state
“Government meals are provided and directed at no cost to the Soldier”.
Meal Charges are: Breakfast: $6.50, Lunch: $7.50, Dinner: $7.50.

CHAPTER 2
STUDENT ADMINISTRATION

2-1. Standards Of Conduct:

a. Students will conduct themselves in the manner expected of an NCO. This includes
demonstrating law abiding personal conduct and behavior, both on and off duty.
The NCOA Commandant may release students from the course for any conduct
or behavior that violates any local, state, or federal law, or for any conduct or
behavior that violates any Department of Defense (DOD), Army, or local policy. This
includes, but is not limited to substantiate cases of violation of the honor code (oral
or written, sworn or unsworn), cheating, plagiarism, and improper relationships, for
example: (senior-subordinate or student-cadre). The following are examples of
leadership deficiencies, but are not all inclusive:

(1) Conduct unbecoming of a Soldier


(2) Violation of integrity
(3) Loss of military bearing: this includes vulgar language or gestures, or any
other type of communication that is disrespectful or unbecoming.
(4) Sexual Harassment or EO noncompliance
(5) Failure to comply with current regulations or policies
(6) Haircut/Shave
(7) Failure to Follow Instructions
(8) Disrespect to Cadre
(9) Disrespect to Student Chain of Command
(10) Failure to supervise, communicate or pass information
(11) Hands in pockets
(12) Use of Profanity
(13) Provoking Speeches or Gestures
(14) Lack of Motivation
b. Additional standards of conduct that you must maintain are:
(1) Gambling in any form is not authorized.
(2) No member of the opposite sex may visit a room within the billets unless in
the chain of command, and on official business.
(3) No alcoholic beverages are authorized while assigned to the Basic Leader
Course.
(4) No tobacco products may be used in any building, but may be used in
designated areas.
(5) Students are restricted to the Academy/Regiment area unless otherwise
directed by their Senior Small Group Leader (SFACILITATOR) or
Commandant.
(6) Pocket sized radios, CD players or mp3 players are the only audible
equipment authorized. They will only be used when in the barracks during
personal time with headphones. Larger radios are not authorized.
(7) Students will maintain their areas clean at all times.
2-2. Height/Weight Standards:
Soldiers flagged for weight control failure will not be selected, scheduled, or attend
institutional training. Once Soldiers meet standards, they will be considered eligible for
military schools and institutional training courses. Soldiers attending military schools
and institutional training courses which require preparation of a DA form 1059 (service
school academic evaluation report) will be administered the height/weight screening as a
mandatory course requirement. All students will be administered the initial height/weight
on day one of the course.

One Height and Weight screening re-test is allowed and will be administered no earlier
than 7 days. Soldiers who subsequently fail to meet height and weight standards will be
removed from the course and the DA Form 1059 (Service School Academic Evaluation
Report) will be annotated in block 11D “Failure to Achieve Course Standards.” IAW AR
350-1.
2-3. Physical Fitness Standards:
Students must be able to meet Army Physical Fitness Test standards outlined in FM
7-22 Holistic Health and Fitness Training, Appendix A. Students will not be
administered an initial APFT. Soldiers must have a DD form 705 from the unit to meet
physical fitness standards. Physical Readiness Training will be conducted on a daily
basis.
NOTE: Army Directive 2020-06 (Army Combat Fitness Test) dated 12 June 2020,
directs that “A passing score on the last record APFT remains valid until 31
March 2022 for any purpose requiring a passing APFT or score, including, but not
limited to, professional military education, functional courses, or operational
course credit consideration.” The directive further states that “No adverse
administrative actions (such as flags, separation, denial of appointment/
commissioning, derogatory/referred evaluation reports, and Order of Merit List
Standings) will be taken against a Soldier based on failing the ACFT until further
guidance is published by the ASA (M&RA).
2-4. Fraternization And Harassment:
a. Fraternization: Acts of sexual intercourse, sexual intimacy, or other physical
touching of a romantic or sexual nature, or public displays of affection
among/between students and/or staff members of the same or opposite sex on or
off post, during or after duty hours; Any other acts of association by or between staff
members and students whether on or off post, during or after duty hours, which
pursuant to Article 134, UCMJ are prejudicial to good order or discipline or tend to
bring discredit to the NCOA and the NCO CORPS.
b. Harassment: Harassment of individuals based on their sex, race, color of skin, age,
disability, national origin, religion, or creed is a violation of the Civil rights Act of
1964. Harassment violates the fundamental policy to provide equal opportunity and
equal treatment to personnel. Military personnel have a grave responsibility under
the policies of the Department of Army and Air Force, the Federal Code of Ethics
and the Civil Rights Act for maintaining high standards of honesty, integrity,
impartiality and conduct to assure proper performance of the government business
and the maintenance of public interest. Personal conduct that violates these policies
or standards will not be tolerated.
2-5. Student Assignment:
During in processing, you will be assigned to a classroom and receive a “Student
Number.” It is very important that you place your student number, rank, and name on all
correspondence while assigned to the Fort Allen NCOA BLC. Unless otherwise directed,
place this information in the top right corner when filling out documents. Students will
rotate classrooms throughout the phases of the course, but will maintain their original
roster number.
2-6. Uniform and Equipment:
You are required to have certain items of clothing and equipment in your possession
while at the Academy (see BLC universal packing list). Students requiring prescription
eyewear must have their military issued glasses. An inventory will be conducted during
your in processing to determine accountability and serviceability. The uniform for each
day is indicated on the training schedule. Civilian clothes are allowed only when
specifically authorized by the Commandant.
2-7. Training Schedule:
A copy of the training schedule in every classroom knowledge management board and is
available for viewing on the Academy BLC blackboard.

2-8. Formations:
a. Students will march in formation to and from all training.
b. Facilitators are in charge of any marching element moving outside of the Academy
grounds.
c. Senior Facilitator and Facilitator’s are responsible for the overall movement each
training day.
d. If a student is late to any formation (including any scheduled training event), he/she
will receive adverse developmental counseling and Corrective Action. If a student
receives three adverse counseling’s for the same action, he/she will be considered
for dismissal.

2-9. Classroom Procedures:


Classroom norms will be established by the facilitator at the beginning of the course. A
classroom leader will be appointed for each classroom and be responsible for greeting
all visitors in accordance with facilitator instructions. While the emphasis of the
classroom conduct is to foster the best learning environment possible, students are
expected to maintain their professionalism and military bearing at all times. Classrooms
will be maintained in a high state of organization, cleanliness, and repair. Cursing,
smoking, eating, and drinking in the classroom is prohibited except for specific items
approved by the facilitator. End of day procedures will be adhered to everyday as
instructed by the facilitator.
2-10. Safety:
a. Safe training and training safety are not synonymous. Safe training is achieved by
integrating safety in the planning, development, and conduct of training (ADP/ADRP
7-0). Leaders must commit to accomplishing the mission without unnecessarily
jeopardizing lives and equipment. Leaders must recognize unsafe behavior while
making prudent risk decisions and developing operational processes to minimize
hazards. Force protection must be an integral part of mission accomplishment by
including risk assessment and risk management in the decision making process.
Risk assessment/management eliminates unnecessary risk, minimizes fratricide,
and avoids accidental injury to Soldiers and damage to equipment. Force protection
responsibilities continue around the clock, both on and off duty.
2-11. Barracks:
All students will reside in the NCOA barracks until graduation or other periods as
directed by the Academy Commandant. Your facilitator’s will explain specific standards
for barracks maintenance and hygiene. Soldiers will be responsible for cleaning rooms
prior to the next formation or at the time specified by the facilitators.
a. Special Instructions:
(1) All inspectable areas such as rooms and common areas will be prepared for
inspection prior to first formation daily.
(2) Brooms, mops, and cleaning materials will be kept in appropriate areas.
(3) Soldiers of opposite gender will not visit each other in barracks rooms unless it is
official NCOA business conducted by the chain of command.
(4) Lights will be turned off when barracks are unoccupied. Student leaders will
inform subordinates of the time and place of any evening details to be performed.
(5) Fire extinguishers will not be removed or tampered with.
(6) Unless changing in your assigned room, a complete and appropriate uniform will
always be worn.
(7) Students will not leave the Academy area during duty hours for any reason
unless authorized specifically by the facilitator.
(8) Students will observe all proper customs and courtesies at all times. Whenever a
Soldier of lesser rank is addressing a senior, that Soldier will assume the position of
parade rest (if addressing an enlisted senior) or attention (if addressing an officer).

(9) Pocket sized radios, CD players or MP3 players are the only audible equipment
authorized. They will only be used when inside the barracks during personal time
with headphones. Larger radios are not authorized.
(10) No tobacco use in individual barracks rooms or common areas. Tobacco
products will only be used in designated areas; this includes smokeless tobacco
(dip).
(11) No Alcohol is permitted in the Barracks or on NCOA property.
(12) When room is unoccupied, all equipment and personal items will be put away
and locked in wall lockers; furthermore, the room itself will be locked.
2-12. Crime Prevention:
Crime prevention is the responsibility of all personnel assigned to the Academy.
individuals are responsible for providing adequate locks for their wall lockers and duffel
bags and must keep them locked when not in use. Individuals should not bring high
dollar items. In the event of a break-in or theft, the individual suffering the loss should
immediately report the loss to the SDNCO or other Cadre member and give all the
details pertaining to the loss. Military Police are not notified without permission from the
BLC COT, Deputy Commandant or Commandant except in cases of extreme
emergency.

CHAPTER 3
STUDENT ORGANIZATION

3-1. NCO SUPPORT CHANNEL:


A student NCO Support Channel is designated and rotated periodically, allowing
each student the opportunity to be assessed in a leadership positions. The student
leaders are responsible for the actions of the students in their squad. Student leaders
exercise normal authority and responsibilities in the execution of their appointed
command functions. Students will cooperate and obey the orders of those appointed
above them. Failure to cooperate with or disobeying directives from the student NCO
Support Channel may result in adverse actions such as dismissal from the course or
adverse comments entered on the student’s Academic Evaluation Report.

3-2. Responsibilities:
The Facilitators are responsible for the overall administration, billeting, safety,
messing and processing of all students. In addition, Facilitators have the
responsibility of conducting squad training and rendering assessments of the
students to include making on the spot corrections and counseling. General student
leadership responsibilities include:

a. Attending all classes with their assigned small group.
b. Organizing the student company for formation.
c. Giving and receiving accurate accountability reports and accountability of students.
d. Disseminating information down to the members of each team ensuring subordinate
leaders are kept informed at all times.
e. Movement when directed by the training schedule.
f. Maintaining areas of responsibility to include barracks, classrooms, and
outside/common areas.
g. Reporting violations of instructions or policies to the facilitator's NCO Support
Channel as soon as possible.
h. Briefing the new student leader when leadership positions change.

3-3. Student First Sergeant:


Students selected for this responsibility are chosen based upon their academic
standing, initiative, motivation, and professionalism. In addition to the responsibilities
listed above, other responsibilities include:

a. Responsible for the police and orderliness of the Academy area as a whole.
b. Having 100% accountability of platoon member at all times.
c. Other responsibilities as directed by the facilitator NCO Support Channel.

3-4. Student Platoon Sergeant:


The same selection criteria as prescribed for the student first sergeant apply to the
student platoon sergeant. Student platoon sergeants are assigned by the senior
facilitators. In addition to the duties listed under 3-3, other responsibilities include:

a. Ensuring platoon members are awake at first call and preparing for formation.
b. Having 100% accountability of platoon members at all times.
c. Performing additional duties as directed by the facilitator NCO Support Channel.

3-5. Student Squad/Team Leader Duties:


All students must ensure that tasks are accomplished according to standards and
strictly adhere to instructions from the student leadership. Students performing
assignments in leadership positions must ensure that they are familiar with the duties
required of the position to which they are assigned. Full cooperation of students is
required at all times. Disobedience or failure to respond to orders issued by a student
leader could result in a disciplinary release from the course. The students in
leadership positions must bring any disobedience or noncompliance situation to the
attention of the facilitator NCO Support Channel. Squad Leader/Team Leader
positions are assigned and assessed by the facilitator. Responsibilities include:

a. Keeping the student NCO Support Channel informed of squad/team members who
need help with problems.
b. Checking each member of the squad/team at first call to ensure that they are awake
and preparing for first formation.
c. Checking the squad/team at all formations to ensure that all members are present
and in the proper uniform.
d. Having 100% accountability of squad/team members at all times.
e. Performing additional duties as directed by the facilitator NCO Support Channel.

CHAPTER 4
ACADEMY STANDARDS

4-1. Standards:
The NCOA is dedicated to the principle of leading by example.

a. Military Courtesy: Students will maintain the highest standards of military courtesy
while at the Academy. Appropriate greetings and courtesies of visiting officers and
NCOs will be observed. One important exception is when classes are in progress.
Under no circumstances will a class be disrupted for the purpose of courtesy. The
priority of training takes precedence at the Academy and visitors will understand.
b. Personal Appearance: You are required to attain and maintain a high standard of
appearance at all times. Strict adherence to standards outlined in AR 670-1. There
are no exceptions.
c. Honor Code: Honor is the guiding principle of every endeavor involving the
profession of the Army. Integrity is a basic attribute demanded of every
Noncommissioned Officer. This personal quality requires, among other things, that
“Your work must be your own.” Performance assessments are given throughout the
course. Each individual student prepares presentations. This work is assessed based
on individual effort. Each student’s work will be entirely original in every manner. The
copying of another student’s work violates the intent of the Honor Code. Students are
encouraged to work together, utilizing the team concept; however, the final result will
be original. The honor system does not cease with academic honor and integrity. It
also applies to the observance and adherence to rules, regulations, and policies. To
knowingly violate a rule, regulation or policy whether or not this violation is
discovered, is a discredit to your word of honor. It is your responsibility as a student
and as an NCO to report violations of rules, regulations, and policies immediately to
the chain of command. Failure to do so is a violation of the Honor Code, and any
violation of the Honor Code is grounds for dismissal.

4-2. Reassessments:

a. Reassessments are necessary when Soldiers/students fail an assessment. Soldiers


are strongly encouraged to conduct their own collaborative study sessions, if not
mandated to do so.
b. Reassessments will occur anytime a student fails an assessment for the first time
except for the 1009A – Assessing Attributes and Competencies. Soldiers who fail any
reassessment will be recommended for dismissal. The NCOA Deputy Commandant
is the dismissal authority and the commandant is the appellate authority for all
dismissals. Facilitators will conduct the reassessment after necessary
retraining/study hall. Any reassessment should be accomplished outside of the
course hours to preclude the student missing any scheduled classes. The following
restrictions listed below must be imposed:
(1) Height/Weight failure: Soldiers are allowed one re-screening. The re-screening
will be administered no earlier than seven days after the initial height/weight
assessment). Failure of initial height and weight screening will result in a
counseling and removed from all academic honors. If a student passes the re-
screening, the highest rating they may receive on the 1009A for Presence and
Comprehensive Fitness is a MET STANDARDS.

(2) ACFT failure: Soldiers are allowed one retest. The retest will be administered
no earlier than seven days after the initial ACFT assessment.
(3) Soldiers who meet academic course requirements, but fail to meet the ACFT
and/or height and weight standards will be dismissed from the course.

c. Soldiers are allowed no more than two reassessment during their enrollment in the
BLC; additional reassessment are not authorized. Soldiers who require and pass a
reassessment will receive the minimum passing score of 70% for that event and will
automatically be removed from class honors consideration. The highest final grade
for an assignment a student can obtain on a reassessment is 70% (regardless of the
scored obtained). If a student fails the reassessment or requires more than two
reassessments, they will be recommended for dismissal from BLC.

4-3. Inspections:
Military inspections are required to ensure adherence to standards and overall
preparedness. BLC cadre and Learner leaders will conduct in-ranks, classroom, standby,
and barracks (for safety and general cleanliness only) inspections –announced and
unannounced. Students will be properly prepared for inspections at all times while attending
the course.

4-4. Formations:
Formations are conducted IAW TC 3-21.5 and occur at designated or unannounced times.
Attendance is mandatory and only the facilitator can authorize an absence. Under normal
conditions, students will march at the position of attention. When uneven surface conditions
exist, formations are marched at “At Ease” or “Route Step.” Horseplay or unprofessional
conduct will not be tolerated under any circumstance.

4-5. Student Counseling:
Students will receive at a minimum the following counseling’s while attending BLC:

a. Initial Counseling. (reception and integration) The facilitator should determine


whether or not a Soldier has any personal problems or outside distracters that would
interfere with the course completion.
b. Performance Oriented Counseling. Adverse or other event oriented counseling is
only given if the situation warrants.
c. Comprehensive End-Of-Course-Developmental Counseling.
d. Developmental Action Plan (DAP): The facilitator will consolidate and analyze
student performance assessments near the end of the course and provide students
documented feedback in the form of a Developmental Action Plan. The DAP will
identify the student's strengths, weaknesses, and developmental needs.

e. Spot Report: A type of counseling. It is an “on the spot” counseling used to conduct
immediate written counseling for both positive and negative events. Facilitators may
issue positive spot reports or conduct adverse counseling as warranted within 72
hours of the infraction. Students with negative counseling or adverse spot reports are
not eligible for achievement awards or graduation honors.

4-6. Pass Privileges:


Passes are NOT granted during attendance at the NCOA. During training holidays/federal
holidays, students may be granted Commandant’s Time. It is the responsibility of the
student to report to their unit and complete all necessary paperwork to initiate and/or be
granted a pass prior to the holiday weekend. In the event of a serious incident taking place
due to failure to follow proper protocol, the student’s chain of command will be notified, and
they may be recommended for dismissal from the Basic Leader Course. If there are any
questions concerning pass privileges for scheduled holidays do not hesitate to ask your
facilitator.

4-7. Leaves:
Individuals departing on emergency leave will receive an administrative release. The
student’s parent organization is responsible for preparing and processing the leave request.

4-8. Meals:
Facilitator will release students for meals IAW the BLC training schedule. At no time, will
students be allowed to leave the installation during the duty hours to pick-up or consume
their meals.

4-9. Service School Academic Evaluation Report (DA Form 1059):


The Academic Evaluation Report (AER) is designed to portray the accomplishment and the
leadership potential that an individual demonstrates while attending the NCOA. The
Academy prepares the AER immediately prior to graduation or in conjunction with dismissal.
The student must ensure that they have a copy of the AER in possession prior to departing
the Academy area. It is the student's responsibility to ensure all personal data is correct on
the AER prior to leaving the Academy area.

a. Commandant’s List (Limited to 20% of classroom enrollment). To be considered for
the top 20%, a student must pass all initial assessments; receive a cumulative
attributes and competencies score of 480 or higher of a possible 600 points final
rating from the 1009A; pass U.S. Army fitness requirements during the course; and
receive no negative counseling. This percentage includes the distinguished honor
graduate and honor graduate.
b. Superior Academic Achievement (Limited to 21%-40% of class enrollment).
Student must pass all initial assessments; receive a cumulative attributes and
competencies score of 480 or higher of a possible 600 points final rating from the
1009A; pass U.S. Army fitness requirements during the course; and receive no
negative counseling to be eligible for consideration of top 21% to 40% of class
enrollment.
c. Achieved Course Standards. Student must pass each assessment with a 70%;
receive a cumulative attributes and competencies score of 420 or higher of a
possible 600 points final rating from the 1009A; and pass U.S. Army fitness
requirements during the course.
d. Failed to Achieve Course Standards. Students who received any “Did Not Meet
Standards” assessment within PART II, blocks f through k may only be assessed as
a “Failed to Achieve Course Standards” or “Achieved Course Standards” within
PART III, Overall Academic Achievement section of the AER DA Form 1059. If the
student fails to meet course requirements as identified in the course grading plan, the
reviewing official will place an “X” in the “Failed to Achieve Course standards” box.

4-10. Study Hall:


Students who need additional assistance are encouraged to attend study hall at the times
listed on the training schedule to prepare for the next day of training. No one is excused
from this study hall without the approval of the Commandant.

a. The Commandant directs that only those students who fall in the categories listed
below attend a one-hour mandatory study hall as annotated on the training schedule:

(1) Students who fail an assessment for the first time.


(2) Students whose academic average falls below 76 %.
(3) When Facilitators have determined a student has poor study habits or is having
difficulty retaining information.
(4) Students who are not adequately preparing themselves for the next day’s training
as identified by their facilitator.

4-11. Attendance:
Disciplinary elimination will result from any unauthorized absences after being late for
formation two times. Attendance at all classes is mandatory. Soldiers cannot miss any
graduation requirements. Students missing class must make the material up on their own
prior to graduation, if the Commandant feels you cannot make up the time you may be
considered for release from the course. Attendance at training events is mandatory for all
students. Any student who has an official or medical appointment, quarters, or any
emergency that causes him to miss four or more academic hours (special circumstances
will be considered on a case-by-case basis by the Commandant) of programmed instruction
will be considered for release from the course. All training is critical and time does not
permit the student to recover before moving on to next subject.

4-12. Complaints and Grievances:
Students should address complaints and grievances to their facilitators, senior facilitator or
the Chief of Training (COT) at any time. Every effort will be made to resolve issues at the
lowest level possible. The Commandant’s Open Door Policy applies to all students enrolled
in the course. Should a student’s concerns not be resolved while utilizing the NCO Academy
facilitator chain of command, they may request to speak with the Commandant. No student
will be denied the right to speak with the Commandant IAW his Open Door Policy, nor there
any repercussions for such a request.

CHAPTER 5
ACADEMIC AND PERFORMANCE HONORS

5-1. Academic Performance and Honors:

a. Commandant’s List: This list will not exceed 20% of the class enrollment. If the
student passes all initial assessments; receives a cumulative attributes and
competencies average of 480 or higher on the 1009A; passes the U.S. Army fitness
requirements during the course; and receives no negative counseling; they are
eligible to receive this honor.
b. Distinguished Leadership Award: There is only one Distinguished Leadership
Award recipient. Eligible nominees must appear before a board. The board will
designate the leadership award to the nominee who receives the board's highest
evaluation. The nominee must meet the following prerequisites:

(1) Must be eligible for the commandant’s list


(2) Selected by their peers with final recommendation by the facilitator.
(3) Received no adverse developmental counseling.

c. Distinguished Honor Graduate: This graduate is the student who demonstrated


superior academic achievement through the “Whole Soldier” concept. This graduate
must meet the following prerequisites:

(1) Must be eligible for the Commandant’s List


(2) Have highest overall academic grade point average (GPA)
(3) Have no adverse developmental counseling

d. Honor Graduate: This graduate is the student who demonstrated superior academic
achievement through the “Whole Soldier” concept. This graduate must meet the
following prerequisites:
(1) Must be eligible for the Commandant’s List
(2) Have the second highest overall academic grade point average (GPA)
(3) Have no adverse developmental counseling

a. SHARP Essay Award: This recognition is awarded to the Soldier with the best essay
within the class addressing sexual harassment/assault response and prevention from
within the army and making recommendations on how leaders at the SGT level can
implement potential solutions.

b. Top Warrior Fitness Award: The Top Warrior Fitness Award is given to the Soldier
who achieves the highest score on the army combat fitness test within the class.
This graduate must meet the following prerequisites:

(1) Highest score points on each event.


(2) Received no adverse developmental counseling throughout the course.

NOTE: In the event of a tie, the Commandant will establish a board or a competitive
exercise as a tiebreaker for these honors.

5-2. Dismissals:

a. Students may be considered for dismissal from courses for the following reasons:

(1) Personal conduct is such that continuance in the course is not appropriate (for
example, if a student violates regulations, policies, or established discipline
standards). No formal adjudication of guilt by a military or civilian court or by a
commander under UCMJ, Art. 15 is necessary to support dismissal under this
paragraph.
(2) Negative attitude or lack of motivation, either of which is prejudicial to the
interests of other students in the class.
(3) Academic deficiency demonstrated by failure to meet course standards or lack
of academic progress that makes it unlikely that the student can successfully
meet the standards established for graduation.
(4) Illness or injury (as determined by a physician), or added physical profile
limitation.
(5) Compassionate reasons.
(6) Students enrolled as a military member retiring or leaving the military and not
continuing in a federal civilian capacity.

b. Students being considered for dismissal must have been counseled by the chain of
command, with an opportunity to correct deficiencies, prior to consideration for
dismissal. Counseling sessions will be documented and signed by all counselors and
acknowledged by the student. All counseling forms will be maintained with the
student’s records.
c. Dismissals for misconduct, lack of motivation, academic deficiency, or failure to
maintain physical readiness or body composition standards will be recorded on the
individual’s DA Form 1059, if applicable, in accordance with AR 623–3. Foreign
student dismissals will be handled in accordance with AR 12–15.

5-3. Appeals Process: Any student released from the course has a right to an appeal. An
appeal is a written request to the Commandant to reconsider his decision to release the
student from training. Other appeal information includes:

a. The training supervisor will notify the student in writing of the proposed action, the
basis for the action, the consequences of disenrollment, and the right to appeal. The
supervisor will advise the student that any appeal must be submitted within seven (7)
duty days after receipt of the written notification of the dismissal action.
b. The training supervisor will make a recommendation to the dismissal authority that
the student be dismissed from the course.

c. The written notification must advise the student of the right to appeal within seven (7)
duty days to the school commandant or commander.
d. The student will acknowledge by endorsement within two (2) duty days receipt of the
written notification of dismissal action. The endorsement must indicate whether or not
the student intends to appeal the dismissal action.
e. Appeals will be forwarded to the school commandant or commander who will refer
the proposed action and the appeal to the Office of the Staff Judge Advocate to
determine legal sufficiency of the dismissal decision. All appellate actions will
become part of the student’s case file. Commandants and commanders will make
their final decision on dismissals after considering the supporting Office of the Staff
Judge Advocate recommendation. In cases where an Office of the Staff Judge
Advocate is not available, the commandant or commander will forward appeals to the
commander who has General Court Martial Convening authority for review and final
decision; General Court Martial Convening Authorities will obtain a legal review
before final action.
f. Students who elect to appeal will remain actively enrolled in the course pending
disposition of their appeals. When the commandant and/or commander determines
that a student’s continued participation with the main student body is contrary to good
order, discipline or morale, the student will stay enrolled in the class and continue
course work separate from the main student body. In cases where the decision of the
appeal is delayed, students will participate in graduation ceremonies; however, the
DA Form 1059 will be withheld until final adjudication.

5-4. Returning to BLC after Being Released:


You are subject to your unit’s discretion as to when or if you will return to the Academy to
complete the course. This Academy does not control whether or not you return to training.
You will have to be reentered on your unit’s order of merit list and wait your turn. Soldiers
released as academic or disciplinary releases are removed from the promotion standing list
for failure of NCOPDS course (Ref AR 600-8-19). Those Soldiers have to be re-
recommended for promotion and return to the unit promotion board before being added to
the unit order of merit list. These Soldiers also must provide proof of retraining, verified by
their current unit commander, before reenrolling. Students released before graduation (for
any reason) are required to start from the beginning of the course when returning to training

5-5. Out Processing and Graduation:

a. Out-processing.

(1) Students will inventory and turn in their computers to their facilitator. Students will
be charged for all damaged or missing items. Students will receive their hand-receipt
after being cleared or receiving a statement of charges.
(2) Students will clean all Academy areas to standard prior to being released for the
graduation ceremony. This includes (but not limited to) barracks, classrooms,
latrines, laundry rooms, outside areas, and police call areas.

NOTE: Equipment drawn from the Academy supply room will be cleaned and returned to
the supply room prior to graduation, minus those items needed for graduation. Barracks,
classrooms, and common areas will be cleaned and inspected prior to departure for the
graduation ceremony.

b. Graduation: Upon satisfactory completion of the BLC, a graduation ceremony is held
to recognize those students who have successfully met all course requirements.
Upon graduation, each student receives their out process packet:

(1) Academic Evaluation Report (DA Form 1059)


(2) Certificate of Graduation
(3) Certificate of performance for ARNG or orders signed for USAR

NOTE: Graduation ceremony will be conducted on the last day of the course at 1100
(subject to change) at building 205. It is the student’s responsibility to notify their unit as to
the time and place of their graduation. Students should encourage family and friends to
arrive early as there are a limited number of seats. All students’ respective unit POC will be
responsible to coordinates the travel tickets after Graduation Ceremony.

5-6. Departure. Student's departure from this institution back to their destination will take
place at 1200 (subject to change) after the graduation ceremony.

5-7.Transportation: Transportation from Luis Munoz Marin International airport to the


academy is the Unit and student's responsibility. There is no shuttle bus from and to
Carolina Airport. Ensure your return plane ticket departure time is after 1700 on the last day
of the course. Taxi will normally charge $120 dollars to those Soldiers departing from Luis
Munoz Marin International airport. Soldiers departing the following day will have billeting
available at Fort Allen.

NOTE: The Hurricane Season covers the period of 1st June to 30th November each year.
Before you report to the Course take all preventive measures to ensure family members and
property is secured.

Request widest dissemination.

Please note: AR 40-501 has been revised Oct 02. The revision
changes procedures for signatures on the DA Form 3349 for P3/4
profiles. Last policy message stated that TPU/Traditional
Soldiers require a completed DA Form 3349 IAW AR 40-501. Under
the current policy, the DA Form 3349 only requires 2
signatures, one from the profiling officer, and one from the
approving authority (must be a Dr.). The Commander
is no longer required
to sign unless they disagree with the profile findings. The policy
does not supersede requirements from the Army Reserve or National
Guard Surgeon Generals or from AR 600-60 and NGR 40-501.

AGRs are still required to have a MMRB for a P3/P4 profile and are
required to have both documents for school enrollment.
TPU/Traditional Soldiers who have completed a MMRB are required to
have both documents for school enrollment.

1. SPC Peco Rodriguez, 000-58-6654, is schedule to attend BLC, which requires soldier to have
1 year remaining in current enlistment.

2. Soldier is eligible, and will be paid a retention bonus; thus, he may reenlist/extent not earlier
than 3 months before ETS as specified below.

3. AR 600-200, para 7-6(1) states that Soldiers eligible for bonuses who are required to extend or
immediately reenlist in order to attend courses may defer that action until they are within 3 months
before their currently scheduled ETS. This is an exception to the policy in NGR 351-1 and any
other regulation requiring the remaining service.
