1.0 INTRODUCTION

GAIL (India) Limited, is India's flagship Natural Gas company, integrating all aspects of
the Natural Gas value chain and its related services. In a rapidly changing scenario, GAIL is
spearheading the move to a new era of clean fuel industrialization, creating a quadrilateral
of green energy corridors that connect major consumption centre in India with major Gas
Fields, LNG terminals and other cross border gas sourcing points. GAIL is also expanding
its business to become a player in the International Market. M/s. GAIL (India) Limited
envisages to strengthen local gas grid network in various parts of India.

VCS Quality Services Private Limited has been appointed as Engineering Consultant by
GAIL for the project “Expert Services Design, Adequacy and Engineering Solution for
CCTV surveillance system at Gail Bhawan-Belapur and its Pipeline SV Stations”.

1.1 BRIEF PROJECT DESCRIPTION


Gail (India) Limited is planned to replace the existing IP-based CCTV system with the
latest technology IP-based CCTV surveillance system to monitor gas pipeline stations and
associate’s facilities effectively. The existing shall be replace with new system at Gail
Bhawan building, CBD Belapur, Navi Mumbai and 17 Nos. of SV Stations & few
Terminals in the region of Mumbai, detail of site locations and required quantity with type
of CCTV camera is given in Annexure-1.

GAIL has its dedicated OFC based SDH Telecom network along Pipeline network and the
required bandwidth on optimized basis for complete CCTV system shall be provided
through this network.

The envisaged CCTV system shall in minimum include IP based CCTV Cameras, its
Management Servers/NVR, Storage, Application Software like: Video Management &
Analytics Software, Client machine with High-Resolution Monitor, Network components
(Ethernet Switch,), networking cables/connectors etc. The specifications of all CCTV items
are given at Annexure-1.

The existing CCTV equipment’s installed at locations will be bought back and taken away
by the Contractor and should quote accordingly.

At SV/IP/RT stations, GAIL will provide 24V DC UPS supply at single point each. On-site
Warranty shall be provided for 05 years. Penalty as per SLA will be applicable during 05
years of warranty period.

2.0 DEFINITION
Where used in this document, the following terms shall have the meanings indicated below, unless
clearly indicated by the context to this order:

3.0 DOCUMENT PRECEDENCE

It shall be the responsibility of the Manufacturer / Vendor to inform the Purchaser of any
errors, ambiguities, inconsistencies, discrepancies or conflict of information that may be
found to exist in any document, specification or drawing submitted by the Purchaser. In
case of conflict, the order of precedence shall be as follows:

• Material requisition (MR);

• Scope of Work (SOW)

• Technical Specification & Data sheets;

• Standard Specifications;

• Other Documents & Drawings;

• International & National Codes & Standards;

As a general rule in the event of any discrepancy between technical matter and local
laws / regulations (and documents above listed) the most stringent shall be applied.
Manufacturer / Vendor shall notify Purchaser of any apparent conflicts between MR,
specifications, related datasheets, any code and standards and any other specifications
noted herein. (Resolution and/ or interpretation precedence shall be obtained from
Purchaser in writing before proceeding with the design/ manufacturer or completion of
services.)

4.0 SCOPE OF WORK

The Contractors scope of work defined in this document shall include but not be limited to
the following:
Site Survey, project management, system design, detailed engineering,
manufacture/procurement and supply of all related goods and providing all related
services including design/engineering, installation, testing, integration, commissioning,
test run, documentation, warranty, training, etc. complete in all respect for
implementation of new IP-based CCTV systems in GAIL Bhawan Building and SV
stations along the Pipeline Network. The detailed scope of work & supply shall include
but not limited to the following:

4.1 SITE SURVEY, SYSTEM DESIGN AND ENGINEERING


The Contractor shall be fully responsible for detailed design/engineering of the supplied
CCTV systems (the envisaged CCTV system includes the CCTV cameras, its
management servers, storage, application software like video management software,
client machine with high-resolution (led) monitor, network components (L2 & L3
Ethernet switches), networking cables/connectors etc. as a minimum). Under design &
engineering, the Contractor shall consider required configuration of CCTV system,
integration with existing IT/telecom network to meet the complete functionality of the
system as defined in technical specifications & requirement of tender document as a
minimum for design & engineering of the system, the Contractor shall take up the site
survey activity.

The Equipment/System design, In the form FDS (Functional Design Specifications), has
to be Approved by VCS and GAIL before actual manufacturing/supply of the equipment.
The FDS shall include details BoQ, design basis for each & every components of the
system, technical brochures / literature for all systems / subsystems under supply,
integration plan, detailed space & power requirement, rack diagram, system availability
calculations, recording calculations at different fps, resolution requirement etc. as a
minimum. FDS shall include the approx. bandwidth requirement calculations for fetching
data from CCTV cameras of SV to CCR.

In this regard, with the bid, the Contractor shall furnish the detailed schematic diagram of
the offered solution, clearly specifying / depicting various functional modules and their
inter- connections setup.

(a) Minimum CCTV System Requirement but not limited to the following

CCTV Camera System shall be consisting of fully wired server Rack, network
components (L2 & L3 Ethernet switches with layer-3 multicasting including IGMP
Snooping and IGMP Querier), CCTV server/client work stations as defined including
software & licenses and Network Added storage (NAS) of minimum storage for at least
90 days backup data of all cameras in Gail Bhawan Server Room shall be considered
during detail design/engineering. CCTV work station shall be provided with Keyboards
(wireless), Mouse (wireless) along with necessary equipment’s like Ethernet switches,
Converter, Gateways, Cables and other necessary accessories required for complete the
work as per tender specifications.
CCTV Camera System shall be worked in Server/Client configuration mode and shall be
supplied with all the required software including the Antivirus in Server and Client machine

i.e. Video Management system, Communication license for Server/Client machine, NAS
Storage configuration and communication access, Client/Server Application with required
license, latest Window Server and other integration application for communicating and data
storage of Site NVR, IP CCTV camera etc. at CCTV Camera System server machine. All
the required software’s shall be licensed for lifetime and fully functional. All the licenses
shall be in the name of ‘GAIL INDIA LIMITED’. Any software and Antivirus updation
required from time to time during the contract period shall be in the scope of the vendor
without any additional cost to GAIL.

Contractor shall consider the PTZ Camera (Weather Proof), Fixed Type Camera (Weather
Proof), Fixed Dome Camera (Indoor) along with the required Micro SD card local storage
of video and communication cables and mounting accessories etc. as per the Schedule of
Rate (SOR) and Technical Specification of the tender. All the CCTV Camera shall be BIS
Certified with housing accessories, Inbuilt IR and mounting arrangement

All the CCTV Camera shall be powered from 10/100/1000 Mbps PoE switches, AC/DC
Power Supply module/converters shall be provided as per requirement at each station. All
cables for CCTV Camera of suitable length as per site requirement shall be provided by
Contractor.

The recording of CCTV cameras of SV stations shall be stored in each respective CCTV
camera as well as CCTV NVR system and NAS Storage Server in Gail Bhawan server
room. For storage at camera level, the CCTV camera shall have removable memory card.
The capacity of the card shall be designed to store minimum 3 days of data on FIFO
manner and this storage shall be synchronized with CCTV NAS server. GAIL will make
no additional payment for the SD cards as its cost is deemed included in the SOR for the
Cameras.

All the CCTV System Shall be connected to the Existing GAIL Network/Panel/Servers
system.

4.2 PROCUREMENT & SUPPLY OF CCTV SYSTEM


Contractor scope of work for procurement and supply of CCTV system items shall
include, but not limited to the following:

Contractor shall procure and supply all the materials required for permanent installation &
commissioning of CCTV system items in sequence and at appropriate time. All
equipment, materials, components etc. shall be for the intended service, with high
reliability and proven track record. For items which are not covered in the Vendor List,

Contractor shall obtain Company’s prior approval for the Vendor. Necessary details i.e.
Data Sheets & Specifications for the items in the contractor’s scope of supply shall be
provided with the Bid Documents.

Supply, handling transportation, Storage, installation and commissioning of the supplied


equipment at the sites including packing shall of the equipment to protect from impact,
vibration, static charge, rough handling, rain, dust, damp, insects, rodents etc. and all
other items required for installation and commissioning of the systems/equipment
including the following:

• Transportation of system/equipment and all other components from locations of


manufacturing to the locations of installation.

• Storage during transit, transit insurance & storage/ warehousing as required till the
readiness of owner’s sites.

• Statutory clearances including clearances of customs, excise, octroi, entry tax and
others, as required for all the supplied items.
• Stores management including receipt, warehousing, preserving the material in good
condition, issue of material to construction site, reconciling / handing over surplus
material to Company for Company supplied items at Company’s storage yard.

Contractor shall immediately report to the Company of all changes which will affect
material quality, and recommend any necessary corrective actions to be taken;

4.3 CONSTRUCTION METHOLOGY AND QUALITY ASSURANCE PLAN


This shall include but not limited to preparation of detailed quality assurance plan, quality
control parameters for equipment manufacturing and implementation of the systems,
preparation of implementation methodology covering schedule of supply, installation,
testing and commissioning.

GAIL shall carry out Factory Acceptance Test (FAT) for the offered system/equipment.
Contractor shall make necessary arrangement for the testing of the same in presence of
Owner’s representatives before the dispatch of materials to the sites. Subsequently,
Contractor shall take up the installation and commissioning of the equipment / system at
site.
Upon successful completion of installation of the equipment’s / systems at site, Site
Acceptance Tests (SAT) shall be undertaken. SAT plan shall be proposed by Contractor

and approved by Engineer-in-charge. After successful completion of SAT of all CCTV


systems & associates equipment’s/items, Test run shall be conducted.

For FAT, SAT & Test Run, Contractor shall also adhere to the instructions as specified
under “Inspection & Testing Guidelines” mentioned below.

• INSPECTIONS AND TESTING GUIDELINES:

TEST PLAN & REPORT


For all types of inspection & testing under FAT, SAT & Test Run Contractor shall
prepare and submit test Procedures & Plans to GAIL for their approval before the
commence the work.
The Test reports shall be prepared & submitted for each equipment/ item and the system
by the Contractor. The report shall contain the following information as a minimum:
• Unit/Equipment under Test
• Test conducted.
• Test procedures.
• Test results.
• Remarks & comparison of tests results with the anticipated test result as given in test
plans and reasons for deviations if any.

(GAIL/Representative), reserve the right to inspect and test each equipment at


manufacturing / supplier premises and at site during the installation & commissioning of
the system. The inspection and testing shall include components, sub-assemblies,
produced units for verifying and testing their guaranteed performance & specifications.

Contractor shall inform the owner, at least 7 days in advance of the date at which the
system would be ready for Inspection & Testing. All relevant documents and manuals
shall be submitted to GAIL before the time.

Contractor shall arrange sufficient manpower of required skill and material for
implementation of the IP-based CCTV system & all associated items at site. All technical
personnel assigned by the Contractor shall be fully conversant with the system
specifications and requirements. They shall have the specific capability to make the
system operative efficiently and shall also have capability to incorporate any minor
modifications/ suggestions put forward by the owner.

Till GAIL accepts the system, a log of each and every failure of components shall be
maintained. It shall give the date and time of failure, description of failed component,

circuit, module, component, effect of failure of component on the system/ equipment,


cause of failure, date and time of repair, mean time to repair etc.

Methodology to be followed during FAT, Installation, SAT, Test Run and Commissioning
shall include but not limited to the following:

FACTORY ACCEPTANCE TESTING (FAT)

The Contractor on his own exactly in line with FAT shall conduct pre-factory acceptance
testing and test reports for the same shall be forwarded to Owner/Engineer before start of
FAT.

Factory acceptance tests shall be carried out after review and approval of FAT
procedure/documents as per tender requirements and review of Pre-Factory acceptance
results & shall be conducted at the manufacturing/Contractor’s facilities from where the
respective equipment’s/subsystems are offered.

The factory acceptance testing shall be conducted in the presence of the representative
Owner/Representative. The tests shall be carried out on all systems/items including those
supplied by Sub-Contractors and factory acceptance certificates shall be issued.

Functional testing covering the features & functions of CCTV systems along-with its
associated items.

The FAT document shall be prepared covering all hardware, software and system
functionalities including system expansion requirements specified in the contract. For
testing the functionalities and performance of each test FAT documents shall cover
following aspects as a minimum:

a) Visual inspection to ensure correct and proper, workmanship/labelling/marking etc.


b) System failover and redundancy aspects (checking of hot-standby functions for
camera servers, switches etc.)
c) Testing of storage (NAS) capacity, edge storage, etc.
d) Checking of displays, graphics and reports.
e) Testing of user authorization/privileges and passwords.
f) Data base and alarms management.
g) Testing of recording at various frame rates and resolution, compression & recording
retrieval.
h) IR Functionality testing.
i) Remote Management of cameras with Joystick and mouse.

j) Testing Functions of VMS.

4.3.1 INSTALLATION, TESTING AND COMMISSIONING


INSTALLATION

After successful completion of factory acceptance testing (FAT), CCTV system and all
associated items shall be sent to sites for installation. Any item without factory
acceptance certificates shall not be acceptable at site.

In case of SV/IP/terminals GAIL shall provide 24V DC UPS power at single point. It
shall be the responsibility of the contractor to distribute the power from this point to
the entire system. Any converters required for the supplied equipment’s shall be in the
scope of the vendor. The cable including CAT-6 Cable/ /DUCT/Power Cable/Any
other cable in the shaft/perimeter/basement/other areas shall be supplied and laid by
the contractor.

GAIL shall provide space for CCTV servers, CCTV clients, CCTV cameras & other
associated items. GAIL shall also provide single point 24V DC UPS supply at
SV/IP/terminals and single point 230V AC UPS supply at GAIL Bhawan, Belapur
Office from which supply & laying of armoured power cable shall be in the scope of
vendor. Supply & installation of MCB, Power distribution board, Power extension board
and distribution from PDB to individual equipment such as switch and monitor is in the
scope of vendor. If any other voltage levels are required, then all necessary conversions
shall be in the scope of Vendor. Supply and installation of LAN cable for extending
LAN connection to CCTV camera, CCTV Client, Switch & associated systems is in the
scope of vendor. All types of power cable termination and earth cable termination shall
be carried out using copper lugs.

Design, Engineering, Supply, Installation and Testing of complete cabling system


comprising of, FRPVC Armoured Ethernet cables (minimum CAT 6), FRLS armoured
any other cable as required complete in all respect as per the specifications, drawings
etc. Armoured Ethernet cables shall be provided for the complete requirement
including the cable requirement inside control room.

All construction/Installation works shall be carried out as per “Approved for


Construction/Installation” drawings, procedures, specifications and applicable codes
and standards. Any changes at site shall need prior approval from the Company
followed by subsequent revision of relevant drawings upon approval.

Fabrication of all small structural components as per approved drawings shall be in


contractor scope.

All associated civil, structural, electrical works shall be performed in accordance with
relevant specifications, drawings and requirements.

Installation of Server rack, Client Workstation, including mounting of display on wall or


table top as decided by GAIL will be the scope of vendor. All civil works such as
digging, laying & routing cables through false flooring/ceiling between various systems
& equipment’s, providing & laying perforated trays/conduits etc. for laying cables,
Installation of Pole for camera along with its earthing, restoration work of false
flooring/ceiling, minor restoration work of wall including painting etc. are in the scope
of vendor. Supply of construction material will be the scope of the vendor. No payment
other than SOR will be done by GAIL.

Provide, maintain and operate all temporary facilities required for the construction
related works and remove after completion of work.

For all type of soil including hard rock and backfilling of the trench. The trench for
laying should be 45 cm wide and 90 Centimetre in depth.
In case, the cable is required to be laid in the areas that are covered with the Pebble
blocks or PCC, removal and re- fixing of the pebble blocks and breaking and restoration
of PCC will be the scope of the vendor. In this case the payment will be done as per
running meter of Excavation (SOR item no ----) only. In area of PCC and pebble blocks
the depth of the trench will be decided by EIC.
Excavation will be done manually only. Special tools if required for excavation to the
required depth can only be used with prior approval from GAIL and feasibility. The
scope of special tools and tackles will be the scope of the vendor. Excavation by Earth
Movers like JCB is not permitted.
In case utilities are already laid on the route under excavation, in such case minimum
depth will be as decided by EIC.

Receiving and taking-over Company supplied free issue items from designated
warehouse, loading, transportation, unloading, handling, and stacking of items at
Contractor’s worksite(s)/ workshop till the materials are installed in permanent
installation.

Mobilizing and providing all equipment’s, manpower (skilled and unskilled),


consumables and other resources etc. as required for the execution of complete work.

Before taking up the installation of CCTV system & associated items, the same shall
be checked for completeness as per the specifications of the same as required.
Installation shall be carried out in accordance with the installation manuals and
approved installation drawings in the best workmanship.

Contractor shall provide suitable numbers of manpower of required skills & technical
expertise at his own cost for completing the work within the stipulated time frame.

Contractor shall bring all installation tools, accessories, special tools, spares parts etc.
at his own cost as required for the successful completion of the job. Contractor shall
include all installation materials required for proper installation of the CCTV systems
& associated items. These shall include but not be limited to, all connectors, inter-bay
and inter equipment cables, power supply cables and connectors, power distribution
boxes, anchoring bolts, nuts, screws, washers, main distribution frames, junction boxes
etc.

The installation of equipment’s shall be done as to present neat and clean appearance
in accordance with approved installation document drawings. All inter bay, power
supply and other cables shall be routed through cable trays. No cable shall be visible.
All through wall openings, trenches etc. shall be properly sealed to prevent the entry of
rodents, insects and foreign materials.

System programming of the new IP CCTV cameras, CCTV Management/camera


Server, Storage along with its software/hardware & all other associated items as per
GAIL’s requirement shall also be taken up during installation.

A detailed time schedule for the activities to be undertaken shall be submitted by


contractor to Owner/Engineer to enable their representatives to be associated with the
job.
Pre-Commissioning

Upon completion of the installation/erection and integration of CCTV Systems &


Associated items, they shall be jointly inspected by contractor & GAIL’s
representatives before start-up operations are undertaken. The correctness and
completeness of the installation and integration as per manufacturer's manual &
approved installation documents shall be gauged leading to pre-commissioning
activities at site.

The Contractor shall carryout necessary system provisioning/configuration for making


new CCTV systems operational as per requirement.

SITE ACCEPTANCE TEST (SAT)

On completion of Pre-commissioning, site acceptance testing shall be conducted on the


system as per approved SAT procedures and its constituents by the Contractor under
the presence of Owner/Engineer.

The tests shall include, but not be limited to the following:

• Checks for proper installation as per the approved installation drawings for all the
system of the CCTV System/associated items.
• Checks for proper integration of CCTV systems/associated items with IT systems
as per the approved integration drawings.
• Functional testing covering the features & functions of CCTV systems along- with
its associated items to meet the requirements
• Testing of supplied Spares modules / cards
• Any other test not included in SAT document but relevant for site operation

TEST RUN

Upon conclusion of the site acceptance testing (SAT), the Contractor shall keep the
CCTV system and associated system/equipment commissioned for minimum 15 days
for “Test Run”. If during the “Test run”, any defect / fault is noted in the system, the
Contractor shall identify & rectify the same and provide the report, history of the fault
to GAIL.

Ideally, during the “Test run”, no shutdown of the system due to failure of any module
should happen. If the system fails to come up to the guaranteed performance, the
contractor, within a period of seven (7) days shall take any corrective measures &
resubmit the system for another “Test run”. Again, if the system fails to reach the
guaranteed performance after the second test run, the Owner shall be free to take any
action as he deems fit against the contractor and to bring the system to the guaranteed
performance with the help of a third party at the expense of the contractor.

COMMISSIONNING

The CCTV system(s) and associated system/equipment shall be considered to be


commissioned and taken over, only after successful completion of Test Run. GAIL

will not make any additional charges for commissioning of the system. However, the
takeover by owner shall not be delayed for non-completion of minor works and such
jobs which may not affect the desired CCTV operation/function, and such works/ jobs
shall be completed by the Contractor in accordance with the plan / schedule, which has
been approved by the Engineer–In–charge. The date of successful completion of Test
run shall be treated as the ‘Completion Date’ for such purpose as application of
contractual provisions such as ‘Price reduction schedule for delayed completion’ etc.

4.4 BUY BACK


The Contractor shall quote considering mandatory buy back of the items (after the
completion of Test Run of entire CCTV system) that are dismantled during the project.

The old material shall be handed over to the CCTV Vendor on ‘as is where is basis’ The
vendor is required is required to take away such materials out of GAIL immediately
after handing over to them. The vendor will be entirely responsible for taking away and
transportation of these items from respective site of GAIL. GAIL shall not be
responsible for payment of taxes, duties, levies or any other expenses. The vendor shall
also be responsible for obtaining statutory approval if any required for taking these
items out of GAIL premises/country. If required, GAIL will issue necessary declaration
as per request of the successful Contractor as per record available.

Kindly note that hard disks associated with any of the equipment are not part of the buy-
back material.

Ground Rent

After successful commissioning of the supplied system, vendor shall initiate the process
of picking up the buy-back material after receiving the intimation for the same from the
EIC. The vendor has to pick-up the buy-back material within 02 months from the date of
intimation from the EIC.
In case material is not picked up after two months, Ground rent of Rs. 100 per day per
location will be applicable, maximum up-to 2% of the total contract value. This amount
shall be recovered from the retention amount or the CPBG.

In case of disposal of the bought back items, same shall be carried out through
authorized E-waste Management Company and vendor needs to submit certificate of the
same after disposal.

4.6 WARRANTY
The system shall be guaranteed to give specified performance for a period of 60 months
from the date of acceptance of the system by the owner. This warranty shall survive
inspection of goods and acceptance of the system.

The details of services to be provided under warranty shall include but not limited to the
following for all supplied items under this project and all the cost for these supports are
in the scope of Contractor.

The system shall be guaranteed to give specified performance of 99.99% for a period of
60 months (Five years) from the date of acceptance of the system by the owner as per
the terms & condition of contract. This warranty shall survive inspection of goods and
acceptance of the system.

All materials will be considered in custody of contractor with applicable conditions of


warranty till successful completion of trial run/ acceptance of system by owner /
handing over of the complete system to the Client. After the completion of trial run/
acceptance of system by owner / handing over of the complete system to the Client,
Main warranty of the System (for 60 months) shall start.

The main warranty for the delayed commissioning & handing over of system not
attributed to contractor, so that the Main warranty (i.e. 60 months) is made available on
successful completion of trial run/ acceptance of system by owner / handing over of
system.

The Quarterly PM visits on all sites are to be executed under the warranty period. In
case of breakdown, vendor must align breakdown visit to the concerned site
immediately to minimise the downtime. Contractor must provide the PM reports and
breakdown reports (If any) each quarter.

4.6.1 ON-SITE SUPPORT

The Contractor shall provide on-site technical support all throughout the warranty
period of 60 months. For the same, Contractor’s engineers/personnel’s, who shall be
capable of trouble shooting and looking after the health of the system, shall be made

available along with required tool, tackles & maintenance spares at GAIL locations
whenever necessary to resolve the problem efficiently.

During the warranty, the Contractor shall use his own instrument, spares, manhour,
communication facilities, hardware, software, materials, transportation etc. for the
rectification of any problem.

1. Preventive maintenance:
 Periodic check on quarterly basis to ensure satisfactory performance of all CCTV
systems.
 Check all Cameras, Monitors and Keyboard operation in control room.
 Check display of all cameras in Monitor as well as in NVRs.
 Check for recording of cameras for the defined period and take back-up on
quarterly basis.

2. Predictive maintenance:
If required intimation will be given in one-day advance.
 Check system errors and alarms.
 Take corrective actions in case of abnormal alarm conditions.
 Making minor modifications & trouble shooting as and when required.

3. Breakdown maintenance:
 The Bidder shall report at the site immediately (within 24 hours) upon receiving
breakdown call from owner, in order to solve the reported problem and to maintain
the CCTV system healthy in all respects for normal operation.
 Following jobs are to be carried out in case of breakdown.
 Identification and rectification of faults in the system;
 Checking of entire system after rectification of faults;
 Handing over of system.
 Keeping system under observation for 3 days for final acceptance;
 Preparing the report for the break down after 3 days.
 Any reconfiguration / reloading of software is required for hardware and software
problem shall be covered.
 Any hardware failure of any of the equipment including but not limited to
cameras, NVR, servers, storage devices etc.
 Rectification of damaged CCTV related cabling and converters (within the
pipeline station/GAIL Bhawan building), including supply of cable and its
installation.

4. Repairing of faulty cards/components/equipment:

 The faulty item which shall be removed from the existing system for repairing
purpose shall be arranged to repair by the vendor. Repairing job shall be approved
by the EIC prior to initiate repair job.
 The vendor shall arrange immediate standby or temporary replacements so that the
CCTV System is restored to normalcy and footages are available for monitoring.
Repairing cost, Packing, forwarding and to & fro transportation shall be in the scope
of contractor.

4.6.2 DOCUMENTATION DELIVERY AND SOFTWARE UPDATION SERVICE


Under Documentation delivery service Contractor is required to provide engineering
practices and Technical Bulletins for updates at free of cost. All the latest software
updates for complete system are also required to be provided under warranty.

Any type of software up-gradation under warranty, being carried out by the OEM which
is necessarily to be incorporated in the supplied IP based CCTV System for
compatibility of the existing systems with future adds-on/ spare cards and facilities shall
be carried out by the OEM/supplier free of cost to GAIL . Any new camera
additions/integration in the VMS and Server shall be in the scope of the vendor, given
that the total number of cameras remain less than the total camera license.

After the Award of the Contract, Vendor must specify rates for per camera additional
VMS licenses. GAIL may buy any number of additional camera licenses during the
contract period at these quoted rates. Payment for these additional licenses will be made
by GAIL as per the number of camera licenses.
Any type of software up-gradation (including OS) required under entire contract period,
will be carried out by the Vendor, which is necessarily to be incorporated in the supplied
CCTV System for compatibility of the existing systems with future adds-on (new
cameras, Clients PCs, spare cards and facilities) shall be carried out by the OEM/supplier
without any additional cost to GAIL. At the end of warranty period, the vendor will give
certification from the VMS OEM that the software is updated to its latest release.
Antivirus of all the servers and Client PCs is to be updated regularly to the latest release
during the complete contract period. No additional payment in this regard will be paid by
GAIL. Charges are deemed inclusive in the SITC.

4.7 PROJECT MANAGEMENT


The Contractor shall provide project management services (PMS) to meet the quality
objectives and for the timely completion of the project successfully. The PMS shall
include but not limited to the following:

Carry out site survey for the project and submit the site organogram mentioning detailed
responsibilities and plan of execution including delivery schedule of all materials to be
used for the project.

Preparation and submission of project schedule mentioning vendor’s program for


delivery, installation, testing and Test Run of the entire CCTV system for GAIL
approval.

After the award of work, the Contractor shall submit the following documents for the
complete system for every installation site for review and approval within 15 days:
Equipment layout drawing.

• Installation drawings with overall dimensions and necessary free spaces.

• One set manual for each supplied equipment / system, consisting of


a) Detailed technical manual for each type of equipment. Installation Procedure
b) Commissioning Procedures
c) Operation Procedure
d) Troubleshooting & Maintenance Procedures.

• Original Software License of all supplied System & associated equipment. All the
documents submitted by the Contractor shall be published/ printed /in soft storage media
(like: CD) bearing part/release/version/ revision number of OEM. Photo copied, scanned
or any other form will not be acceptable. All the licenses shall be in the name of GAIL
INDIA LIMITED.
• On the completion of the project, Contractor shall provide As-Built Documents of the
system for each site.

4.8 TRAINING
Contractor shall conduct training programme for GAIL engineers on the supplied CCTV
surveillance system. Contractor shall also provide training to site engineers involved
during execution of job at sites to make them conversant with the CCTV systems. The

training required shall cover system configurations, functions, monitoring & controlling
aspects, features, operation & maintenance aspects as minimum.

There shall be at least one training course at Mumbai office when the system will be
made operational. It shall be explicitly understood that owner's personnel shall be fully
associated during engineering, installation, testing and commissioning activities and this
opportunity shall be taken by Vendor to impart on the job training.

Vendor shall provide comprehensive documentation, course materials, manuals,


literature etc. as required for proper training of owner's personnel at his own cost. After
the completion of the course, all such materials shall become the property of GAIL.

Training on Site
Training to GAIL personnel on day-to-day operation, maintenance, local & remote
monitoring, details of installed setup / configuration of equipment etc shall be provided
at site. Contractor shall train an agreed number of personnel of owner in all aspect of
CCTV System.

In addition to site training another technical training of 18 man-days on general


functioning of all the systems / sub-systems of the CCTV System, system fault diagnosis /
troubleshooting, upgradeability, add-on features and other relevant details shall be
provided at vendor’s/OEM premises. The boarding & lodging of owner's personnel shall
be in the scope of GAIL.

4.9 Facility Management Services (FMS)


Contractor shall provide Facility Management Services (FMS), immediately after
commissioning of entire CCTV surveillance system for a period of 5 years. Contractor
has to manage the operations of CCR at Gail Bhawan, Mumbai under FMS. The
operations shall be managed 24X7.

(a) The Contractor shall deploy qualified & trained personnel, (Monitoring Service
Personnel-MSP) for 24 hours monitoring of the installed CCTV systems.
(b) The Contractor shall provide at least one Monitoring Service Personnel (MSP) to
monitor and support of the installed systems on 24*7, 365 days a year basis at GAIL
New RGMC Building, Belapur.

(c) The person deployed should have minimum qualification such as Degree / Diploma
(three years) / BCA in Electronics / Computer Science/ E&T / IT from Govt. recognized
institutes.

(d) As these services are needed for 365 days a year at New RGMC Building, Belapur,
Navi Mumbai, thus, services as required shall be for 365 days a year basis, including
holidays. Contractor shall ensure sufficient backup resources of these engineers for
running the services throughout the year.

(e) Contractor shall conduct a detailed verification of the background of all deployed
manpower and depute them for GAIL assignment only after confirming their suitability
and certify accordingly before deployment of manpower. Contractor shall be held
responsible in case information submitted to GAIL was found incorrect. Also, this
verification & certification shall be done for all the manpower deployed in substitution /
replacement / temporary time gap arrangement etc. Contractor shall submit ‘Police
verification’ reports for all their deployed employees to the EIC

The CCTV operator will continuously monitor the CCTV system installed through
Central Control room and will immediately report to Engineer-In-Charge in case of any
abnormality. The CCTV operator will be responsible for day-to-day recording and
monitoring of installed/operating system as per the instruction of GAIL EIC/SIC. Call
logging, registration of complaints pertaining to system failures/ maintenances including
preventive maintenances shall be done by the CCTV operator at CCR Gail Bhawan,
Mumbai.

4.11 Service Level Agreement (SLA)


Contractor has to maintain the system for 5 years that includes five years warranty. The
SLAs are associated with penalty clause to have desired uptime and delivery of service
to GAIL. The CCTV system vendor shall maintain logs for each of the services
provided and provide necessary reports which will help in ascertaining the downtime
and calculation of penalty.

Penalty during Warranty


The Contractor has to operate and maintain entire CCTV surveillance system during
warranty period of 5 years. Contractor needs to take appropriate actions for resolution of
complaints. The allowed Resolution Time for resolving the different kind of problems is
as follows.
Calculation of system downtime: Whenever any equipment/system failure
occurs, the same shall be reported / logged with the vendor by GAIL through

phone/email. The fault reported / logged from 8PM to 7AM shall be


considered reported / logged at 7AM.
Not meeting the same will attract penalty as per the PENALTY CLAUSE mentioned in
this tender document. This penalty will be deducted from retention amount.

The PENALTY CLAUSE is as follows:


 If a camera/Switch/NVR/converter (of any type) at site, is not being displayed in the
respective Sites or is faulty, it should be rectified within 24 hours from the time fault
is reported. Failing to get the fault rectified within the prescribed time (24 hrs.), shall
attract a penalty of Rs. 1000/- per day per camera thereafter. Non-display of multiple
cameras due to common equipment failure (supplied by Contractor) will be treated as
downtime of multiple cameras.

 If any Client Work Station (including its monitor) becomes faulty it should be
rectified within 48 hours from the fault occurrence date and time. Failing to get the
fault rectified within the prescribed time (48 hrs.), shall attract a penalty of Rs. 2000/-
per day thereafter.

 If any failure occurs in CCTV server/NAS/switch at CCR, the same shall be rectified
within 24 hrs. from the fault occurrence date and time. Failing to get the fault rectified
within the prescribed time (24 hrs.), shall attract a penalty of Rs. 5000/- per day
thereafter.

a. Penalty calculation for the absence of Contractor’s operator

Contractor’s operator shall be considered absent from CCR in case the operator is
not present in CCR.

The penalty charges for absence shall be calculated as per following: -

For absence of Contractor’s operator, the penalty shall be Rs.100/- per hour of
absence and also FMS charges for the absentee period will not be paid. The penalty
shall be deducted from the FMS charges on monthly basis applicable at that time.

Non-display of CCTV camera at CCR on account of telecom system failure / OFC


cut and GAIL supplied UPS power shall not be considered as downtime for
downtime calculation.

5.0 NOTES TO CONTRACTOR

The specification covers the minimum requirements for the design, material,
manufacturing, inspection, testing, supply, shipment and delivery to site, installation,
SAT and trial run of CCTV systems specified in this document. The description and
requirements contained in this specification are concise by necessity and cannot include
all details. However, it is the responsibility of the Contractor to execute the job on scope
of work and as per SOR in accordance with the specifications and internationally
recognized good engineering practices for smooth, safe and successful operation of
CCTV system

Contractor shall facilitate activities in supply installation, testing and commissioning of


CCTV System scope of work as detailed below.

Contractor shall be responsible for complete activities involving all Sub-Contractors


including Instrument Sub-Contractor (as applicable) working under him for the
complete CCTV System works as part of his scope.

Scope of work shall be read in conjunction with the Schedule of Rates, design basis,
specifications, datasheets, drawings and other documents forming a part of the Contract
document. Wherever there is a contradiction between the above, stringent conditions
shall take precedence.

Contractor shall quote unit rates for all items covered in the “Schedule of Rates”
(SOR).

Contractor shall be responsible for co-ordination during installation, pre commissioning


and commissioning with Sub-Contractors for proper installation CCTV systems.

Contractor shall be responsible for installation and providing assistance for pre-
commissioning and commissioning of all the items.

Payments will be made on per visit basis as per SOR rate quoted by the Contractor and
will continue till hand over of the system.

The CONTRACTOR shall warrant that the software’s are in good working order, is free
of viruses, operates and performs properly on the hardware and network infrastructure.
During the warranty period the CONTRACTOR shall provide the following support for
the software at no extra cost to the company.

• Technical assistance or consultation in order to assist the Company in solving


problems encountered in the course of using the software.

incorporate solutions to all errors and/ or defects encountered in the use of the
software or improvements to the software introduced by the CONTRACTOR.

• Any additional support normally provided by the CONTRACTOR to his


customers during a warranty period.

• Also vendor to provide firmware upgrades and configurator software upgrade


free of cost to Gail within warranty/extended warranty period.

GAIL reserves the right to call the technically qualified bidders for POC (Proof
of Concept) to bring their CCTV Cameras and check the following parameters:

2. 30x optical Zoom
3. Web login through its IP address and checking the video /image quality of the
CCTV camera
4. Resolution

Successful Bidder may get following specifications of CCTV Cameras tested by


third party (NABL accredited/GOI -Government of India certified)
