SUBJECT: RUSSIAN RESPONSE TO SENATE DECISION

In the immediate aftermath of this Senate’s actions regarding A Bill to C.A.P.T.C.H.A.

(Create a Procedure to Combat Hacker Attacks), the group of hackers responsible for the 2020

hackings have threatened to expose the classified secrets of the US Government, American

businesses, and the financial and personal information of at least 100 million American citizens.

While the Russian government has denied any culpability for such threats, the threats have been

credibly traced by the Central Intelligence Agency to “Fancy Bear” and “Cozy Bear,” the two

hacking groups under the oversight of the GRU, Russia’s intelligence service. The hackers have

made the following demands in exchange for not exposing the aforementioned information:

1. Nullify the results of the 2020 presidential election, and inaugurate President Trump for a

second term in office;

2. Withdraw all American troops from Central and Eastern Europe, and the Middle East;

3. Remove all sanctions on Russia and Russian officials, and allow American businesses

free rein to conduct business in Russia.

Simultaneously, multiple developments have occurred. The Pentagon has lost contact with

American forces and command structures in Central and Eastern Europe and the Middle East.

USCENTCOM and USEUCOM databases are offline, as is the White House-Kremlin hotline.
Panic has erupted across the nation as Americans grow increasingly frightened of their

personal and financial information, including Social Security numbers and bank routing numbers

being compromised. It is feared that the American people will begin to withdraw their money

from the banks if this threat persists. A depression unprecedented in scale is possible: the Dow

has dropped by 2400.18 points, and the Dollar has fallen 16.2% against the Euro, Yen, Pound

Sterling, and Renminbi. In response to the economic panic, the Federal Reserve has lowered

interest rates into negative territory, and the FDIC is preparing to seize local and regional banks

to protect Americans’ deposits. Riots have broken out in several cities, with supporters of the

President taking to the streets and people raiding groceries and wholesale stores, oftentimes

violently. Governors of all 50 states have mobilized their National Guards.

In response to Russia’s demands, the Department of Defense has urged this Congress to

pass legislation containing either offensive ​or ​defensive strategies. Senators will advocate for

one​ of the two pieces of legislation introduced, keeping in mind the demands Russia has made to

the United States. It is crucial Congress makes a calculated decision to protect the fate of this

nation.
A Bill to J.O.R.D.A.N (Justifiably Oppose Russia’s
Devilish Aggression with Nuance)
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1​. A. The United States shall indefinitely push back the Presidential

Inauguration.

B. Sanctions on Russian military officials shall be temporarily lifted.

C. The United States shall call upon an emergency session of NATO.

D. The United States shall take steps towards strengthening our power

grid against cyber-attacks.

E. Should Russia continue to commit aggressive and hostile actions

against the United States, American intelligence shall publicly release the

identities and locations of all known Russian secret assets worldwide.

SECTION 2​. A. Steps towards strengthening our power grid include investments in

stronger security systems and consulting with the Department of Energy

to create a plan to make them less vulnerable to cyber-attacks.

SECTION 3​. The Department of Defense, Treasury Department, State Department,

and Department of Energy shall be responsible for the implementation of

this legislation.

SECTION 4. This legislation shall go into effect immediately upon passage.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to L.E.B.R.O.N (Limit Enemy Belligerence
through Responses Offensive in Nature)
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1​. A. The United States shall bolster sanctions on Russia and Russian

officials.

B. The United States Air Force shall conduct patrols and overt operations

off of the Russian coast.

C. The Fifth Fleet shall be mobilized. The Seventh Fleet shall conduct

patrols near Russian waters.

D. The State Department shall recall the U.S. ambassador to Russia.

SECTION 2​. A. Sanctions shall include economic sanctions and targeted sanctions

against Russia’s military officials and agencies.

B. Overt operations will be at the jurisdiction of the Department

Defense.

SECTION 3​. The Department of Defense, the Treasury Department, and the State

Department shall be in charge of implementation.

SECTION 4. This legislation shall go into effect immediately upon passage.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
