Chapter I

INTRODUCTION

This chapter presents a description of the background of the study, the

objectives, the theoretical and conceptual framework, the scope and delimitation, the

significance of the study, and the definition of terms.

Background of the Study

Technical communication is the method of producing and sharing concepts and

data in organizations which has innumerable types of communication such as letters,

emails, instructions, status reports, project proposals, websites, and blogs are all part of

technical writing (Nyaypati 2024). The goal of technical communication is to create

easily comprehensible information for a target specific audience.

However, the technical writing, which is a subset of technical communication

(TC), strives for clarity, accuracy, conciseness, and coherence, so that the intended

audience can consume documentation easily and fast (Ferri-Benedetti, 2019). Technical

writing is important in the workplace for several reasons, such as, it guarantees open

lines of communication between staff members, divisions, and groups.

Technical writing skills are the qualities and competencies that enable these

writers to efficiently create and disseminate reports, recommendations, articles, and

other types of documentation. By offering reliable, well documented information that

coworkers, clients, and customers can rely on technical writing helps to establish

credibility and professionalism in the workplace (Parker, 2023). Meanwhile, in the field

of local government in the Philippines, having a skill in technical writing is crucial

especially to those people who are working with the communication outputs of the

officials.

One of the organizations that needs technical writing skills is the Sangguniang

Kabataan (youth council) or community council that represents youth in each barangay

in the country. It is stated the Sangguniang Kabataan (SK) officials is a smallest council

in the Philippines that serves youth and provide different platform for young individuals

to participate in local governance and advocate the needs and interests of the youth in

their communities (Boncalo et al; 2022). Sangguniang Kabataan council serve as a

training ground for future leaders in enhancing their involvement in governance.

Sangguniang Kabataan, and Katipunan ng Kabataan (KK) was formed through the

Local Government Code of 1991 (Republic Act 7160). This is made up of barangay

chairman who will be the one to serve as the presiding officer together with the

Sangguniang Kabataan chairman and its seven members along with its secretary and

treasurer who are the one that will be in charge to their communication outputs and

manage their finances.

SK is responsible for promoting youth development, starting member activities,

organizing fundraising events, and reporting back to the barangay council (Magbanua,

A.P). However, beyond these duties and responsibilities that they need to fulfill are

shown to be not to fully implemented yet. It is stated that although SK officials have

done an excellent job carrying out their mandated obligations, there is definitely room

for improvement. The necessity for alternative engagement strategies, the development

of technical skills specifically their technical writing skills, and ongoing performance

review and improvement are the main obstacles that SK officials confront when it comes

to their leadership abilities. Some studies said that the Department of the Interior and

Local Government (DILG) in particular should study the legal provisions and assess the

SK officials’ performance by looking at their reports or its communication outputs

(Ramos, 2023). On the other hand this study focus on SK secretarys produced

communication outputs, researchers identified the respondents in Municipality of Naval

According to the study, Sangguniang Kabataan were weak according to UNICEF

(2007) this raise interest to the researchers to question if do really SK officials can

provide a proper and effective communication since they are weak in other factors due

to their in effectivity, study conclude that some SK officials do not engage in community

development (National Youth Commission, 2017). SK officials are the youth council

responsible for addressing the concerns and needs of younger constituents, they must

be good in writing and making formal letters for programs, projects and services to the

young Filipino people in barangay, the Sangguniang Kabataan exemplify as role models

in their community that leads to the zeal of the other people to contribute to the

development of the barangay and the Municipality of Naval.

According to the Philippine Statistics Authority, the Municipality of Naval has a

land of 108.24 square kilometers (41.79 sq mi) constituting of 20.19% of the 536.01-

square-kilometre-(206.95 sq mi) total area of Biliran, making it the largest municipality in

the province, it is politically subdivided into 26 barangay, each barangay has 8 SK

officials including SK Chairman and it council members, over all estimated 203 SK

officials in Municipality of Naval Biliran (Laude-Conception, Tancinco; 2016).

It is important to provide an overview of the Sangguniang Kabataan (SK) in Naval

to emphasize the importance of SK role in community development and the significance

of good writing skills in local governance and community engagement. In performing job

duties, writing skills are although basic skills but very important, these skills proved to

have a positive and significant impact to SK’s performance in barangay. Sangguniang

Kabataan participation in governance has important role in nation-building, this is an

engagement under the power of state which the purpose is to provide youth a good

governance.

Sangguniang Kabataan Secretary are the one who is responsible in managing

and making the reports and other communication outputs of the SK officials. Challenges

faced by the secretarial profession nowadays are the poor skills in technical writing

skills used in different fields, and so many others on hand. The researchers will be

focusing on the technical writing skills of the SK secretary in the Municipality of Naval in

a way of assessing their communication outputs. According to Gorospe 2018, he

pointed that the requirements for aspiring youth politicians would be measured by their

writing skills, leadership and management, their constituents would at the very least,

have lesser headaches in choosing the best among the worst. In the municipality of

Naval in the province of Biliran, there are 26 barangays where these appointive

positions as SK secretaries are deployed.

For these reasons, the researcher was prompted to look into the present

documents produced by SK secretary and challenges encountered by the SK

secretaries in communicating to the community using the researchers objective no. 2

the SK existing output. This study will help the researcher identify the level of technical

writing skills of SK secretaries or should be equipped more and prepare them to

become skillful enough to meet the demands of its people. Producing communication

outputs or documents professionally will be an advantage of a good communication

between the community and the SK officials.

Objectives of the Study

This study aims to assess the technical writing skills of SK secretary, the capacity

and ability to adjust their technical writing skills as a secretary in each barangay here in

the Municipality of Naval, Biliran.

Specifically, to look into the following:

1. Determine the demographic profile of the respondents in terms

of:

1.1 Sex;

1.2 Age;

1.3 Academic Program; and

1.4 Location.

2. Analyze the existing communication outputs of the Sangguniang

Kabataan in terms of:

2.1 Communication Letter;

2.2 Resolution;

2.3 Reports; and

2.4 social media Posting.

3. Explore the challenges of technical writing skills among

Sangguniang Kabataan secretaries; and

4. Design an intervention plan based on the outcome of the study.

The study corresponds on the following theories as its leading foundation right

through its steps:

Theoretical Framework

Document Analysis of Glen A. Bowen. The concept of Reciprocal Determinism

illustrates how personal factors, environmental elements, and behavior consistently

engage with and impact one another, as depicted in the accompanying figure.

Document analysis is a systematic procedure for reviewing or evaluating documents—

both printed and electronic (computer-based and Internet-transmitted) material. Like

other analytical methods in qualitative research, document analysis requires that data

be examined and interpreted in order to elicit meaning, gain understanding, and develop

empirical knowledge (Corbin & Strauss, 2008; see also Rapley, 2007). Documents

contain text (words) and images that have been recorded without a researcher’s

intervention. Document analysis is suitable to this study because this will help the

process of reviewing documents both printed and electronic in a methodical manner.

The document analysis does involves examining and interpreting data to uncover

meaning, gain understanding, and come to a conclusion.

Importance of the Study

The result of the study provides knowledge and benefits in the following areas:

SK Secretaries. By assessing their writing skills among SK officials, the study

aims to understand the specific skills needed for effective community development.

Understanding the current skills can help identify areas for improvement, fostering

better interaction within the community.

The significance of the study lies in its potential to contribute to the creation of more

effective programs and initiatives, fostering improved communication and community

development for both present and future scenarios.

Sangguniang Kabataan Officials. Insights into future skills need enable the

development of targeted programs. This approach ensures that SK are equipped with

the necessary skills to build and develop the community effectively.

Ultimately, the study’s significance lies in its potential to contribute to the creation of

more effective programs and formal letters, fostering improved in writing skills and

community development for both present and future scenarios.

Academe. This study will provide them awareness by the findings of this study.

This can also assist in providing information to current and to the new SK officials in the

future.

Future Researchers. This study will serve as a reference for future researchers

whose study is about the Sangguniang Kabataan and how well their writing skills are for

the development of the community.

Definition of Terms

Technical Writing skills. Refers to the attributes and skills that allow technical

writer effectively produce and release reports, manuals, proposals, articles, and other

kinds of paperwork.

SK Secretary. Refers to the person in charge of overseeing and producing reports

and other communication outputs for SK authorities.

Sangguniang Kabataan (SK). Is a youth council in the Philippines that represents

the youth sector in the local government unit. It aims to promote the welfare and

development of the youth in their respective communities. Its goal is to advance the

growth and well-being of young people in the local communities.

Scope and Delimitation

The primary focus of this study is to assess the technical writing skills of the

Sangguniang Kabataan secretaries in the Municipality of Naval in the year of 2023 who

took part of each position after the election happened last October 29. This research will

examine the secretary’s communication outputs. This study will focus on analyzing each

communication outputs and explore their challenges they’re facing and how the SK

secretaries create it in terms of producing the outputs such as resolution, reports and

etc.

Review of Related Literature

Different aspects categorized the Review of Related Literature. The profile of

respondents, the level of their skills in technical writing, the ability and capacity to create

letters formally and effectively, and the factors that affects their skills in terms of

technical writing.

Socio-demographic profile

The first objective is the demographic profile of the respondents of the study.

According to study of Cal et al, (2023) most the elected SK officials does belong the age

bracket of 22-25 years old. SK officials have more female than male in terms of the

gender. Babruto et al, (2007) found that gender, regardless of its majority, had no

influence on the transactional and transformative conduct of leaders. They also noted

that most of SK officials are unmarried, college-educated who need to dedicate

sufficient time and attention to effectively fulfill their duties and obligations, including

attending regular and special meetings.

There are 26 barangays in Naval, Biliran and each barangay has 8 Sangguniang

Kabataan Officials (SK) including SK Chairman and SK Kagawad with total of 208 SK

Officials in Municipality of Naval Biliran. Under Comelec Resolution of 10798, aspiring

applicants of SK position must be a Filipino citizen and at least 6 months residents at

the place or in the barangay also 18 of age but not more than 24 years old come

Election Day. As an aspiring SK they must possess knowledge, they must be

responsible, and should put the community first before their self-interest. Must know

how to create letters or papers and at least high school or college and should be good

in making communication letters or must be at least has knowledge.

Communication Outputs of Sangguniang Kabataan

The second objective is the communication outputs of the SK officials.

According to Bautista (2010), many critics describe the SK as futile and useless

because the officials are merely after the benefits and honoraria and do not really serve

the youth. True enough, many SK chapters are only depending on the local officials,

also SK secretary does depend on barangay secretary in terms of making documents,

the barangay secretary are the one who provide templates for the documents for SK

secretary, these makes the SK very dependable and not proficient and lack of

experience in technical writing skills.

The 1991 Local Government Code (LGC) stresses the democratization of

power as mode of decentralization. As a political unit in the Philippines, the

Sangguniang Kabataan serves as the primary planning and implementing unit of

government policies, plans, programs, projects, and activities in the community. Each

SK official is composed of a SK chairman, seven (7) Sangguniang Kabataan members,

a Barangay Secretary, and a Barangay Treasurer. SK has both positive and negative

images on its official its function was not practiced to its fullest. SK was seen to be

weak, particularly in producing documents like letters, reports, and resolutions

(UNIFEC, 2007; DILG, 2007). These gives researchers a hole to formulate questions if

do really SK officials in Naval can write communication outputs well.

Challenges of Technical Writing Skills among Sangguniang Kabataan Secretaries

The third objective is exploring the challenges of Sangguniang Kabataan

secretaries in terms of their technical writing skills. According to the study of Conception

and Tancinco, (2016), the state recognizes the vital role of the youth in nation-building

and shall promote and protect their physical, moral, spiritual, intellectual and social well-

being. It shall inculcate in the youth patriotism and nationalism and courage their

involvement in public and civic affairs. Based on the study or Arnold (2008), he asserted

those observation of existing programs and showed that the most successful began with

youth that was outstanding and motivated to be active in communicating and reaching

their young constituents to participate in all activities in the barangay.

The selected barangay in the Municipality of Naval Biliran showed the results of

the performance of SK officials in connection to their mandated powers and functions,

they concluded that there were more projects of youth leaders (SK Officials) were

implemented than the programs and related youth activities (Conception and Tancinco

2016). On the other hand, in Vigan City’s SK Officials received a high rating in terms of

duty completion by their citizens and barangay chairman in local governance and

community development and their responsibilities and impact because of strong

communication and high transparency among SK officials and its young constituents.

CHAPTER II
METHODOLOGY
This chapter displays a description of the research design, research locale,

research respondents, research instrument, data gathering procedure, data analysis,

and ethical considerations.

Research Design
The study applies a mixed method. A mixed method in which the researchers

combine the elements of qualitative and quantitative approaches and using the

Exploratory Sequential Design. The researchers will use a survey questionnaire or

quantitative data collection and interviews for qualitative data to be able to know the

demographic profile of the respondents and their capability and capacity as SK

secretaries when it comes to their technical writing skills.

This design is suitable to this study because using Exploratory Sequential Design

in the study about how well SK secretaries when it comes to writing communication

outputs in Naval Municipality will explain first the qualitative data and next is the

quantitative data. Surveys help find statistical trends writing skills, while interviews

provide a deep understanding and context. By using both, researchers can make sure

that their findings are accurate and complete. This way, the study becomes more

trustworthy and reliable. It also lets researchers deal with any limitations in each

method, making the understanding of SK secretaries’ writing skills in Naval Municipality

more detailed.

In addition, interviews for qualitative data collection can be used to identify

factors that affect their skills. After that, the researchers will have the overall

interpretation to the result.

Research Locale
The study will be conducted at the Municipality of Naval with 26 barangays

namely; Agpangi, Anislagan, Atipolo, Borac, Cabungaan, Calumpang, Capinahan,

Catmon, Caraycaray, Haguikhikan, Imelda, Larrazabal, Libertad, Libtong, Lico,

Lucsoon, Mabini, Padre Inocentes Garcia, Padre Sergio Eamiguel, Sabang, San Pablo,

Santissimo Rosario Poblacion, Santo Nino, Talustusam, Villa Caneja and Villa

Consuelo. The respondents are SK Secretaries in each barangay of the said

Municipality.

Research Participants and Sampling

The respondents of this study are the Sangguniang Kabataan Secretaries in the

Municipality of Naval. A total of 26 SK secretaries were identified as respondents of the

study. Respondents will be described according to the demographic profile, such as

age, sex, their current academic program and their location.

Purposive sampling emerges as the most fitting method in mixed method studies,

while conducting purposive sampling technique researchers code the data, assign

labels to relevant portions, focusing on communication skills aspects like written

communication. Researchers group similar codes into broader themes, allowing them to

naturally emerge from the data. Researchers also review and refine these themes,

ensuring accurate representation, and create a data chart to visualize connection to

regularly review and revise themes, seeking input to enhance validity. Researchers will

interpret the meaning of each theme in the context of communication skills, synthesizing

findings for a comprehensive understanding.

In addition, the researchers will gather printed and electronic materials in the

barangay like reports and communication letters to examine the SK secretary’s capacity

and professionality when it comes to making paper works or any electronic materials.

Also, the researchers will conduct an interview to the selected participants in the

Municipality of Naval and after the respondents answered the interview questions. The

researchers will analyze the data for interpretation.

Research Instrument

The researchers want to understand how well Sangguniang Kabataan Secretary

in Municipality of Naval in writing communication outputs. Researchers will take a step

first by creating an interview to explore different aspects of communication, 26 research

participants in each barangay in Municipality of Naval, this aims to help improve writing

skills of Sangguniang Kabataan Secretaries in Naval, making a positive impact on local

governance.

In the interview, researchers will explain why they were doing this and promise

to keep everything private, so people feel comfortable sharing their thoughts. The

researchers will get their sociodemographic profiles such as; age, gender, current

academic program, and their location or address. Researchers will also check how good

they are in writing communication outputs through collecting any printed and electronic

materials present in the barangay and together with the help of experts they will

examine the appropriateness and discover if does SK secretary in the barangay can

professionally write a formal letter. After examining the letters, researchers will re-write

the information through quantitative approach, making scales and tables inputting all the

data gathered in document analysis.

Data Collection

Before the gathering data procedure, the researchers will send a letter of transmittal

to adviser of communication research subject, and the dean of the school of arts and

sciences, a separate letter of consent will be sent to municipality of Naval and barangay'

s office for permission and approval to conduct the study. The researchers will

coordinate with the barangay and SK officials to help with the conduct of the study and

the researchers will explain to the respondents the need of their information to the

study.

The researchers will conduct a survey through printed survey questionnaire. The

researchers will conduct observation and personal interviews. After collecting the

qualitative data, followed by the quantitative data, the researchers will proceed for

interpretation for both qualitative and quantitative data collection, and based the

conclusion and recommendation on the data gathered in the survey.

Information like phone number will be ask also for follow-up questions and

clarifications, but before that researcher will inform respondents about the study and will

ensure the privacy and confidentiality of the study and assured that the participant's

information is fully secured.

Treatment of Data (Statistical and Data Analysis)

Through a thorough investigation of the respondent’s sociodemographic profiles

as well as their level of proficiency writing formal documents in Municipality of Naval,

both qualitative and quantitative. By using descriptive statistics like scales and numbers

researchers will examine respondents overall technical writing skills and the challenges

the encounter. Enable to produce a frequency table the illustrate the technical writing

skills, the quantitative analysis involves converting raw data into scales and numbers.

Descriptive statistics will be used also to examine the quantitative data in order to

provide results based on the response of the participants. By using this technique, the

researchers will be able to compile systematic information of SK secretary’s level of

proficiency in writing formal documents in Municipality of Naval. This method will help

researchers visualize and comprehensively understand the important findings by turning

quantitative data into a clear result.

In the method of analyzing qualitative data, the study will be using thematic

analysis in terms of interview guide questions and in terms of their documents. This

analysis is a form of pattern recognition within the data, with emerging themes

becoming the categories for analysis (Fereday & Muir-Cochrane, 2006). The process

involves a careful, more focused re-reading and review of the data. This is suitable for

the study because it is usually applied to a set of texts, such as an interview or

transcripts. The researcher closely examines the data to identify common themes –

topics, ideas and patterns of meaning that come up repeatedly.

Data Scoring
This study will help identify the respondent’s ability in terms of their technical

writing skills, by using 5-point Likert rating scale. This will be used in the survey

questionnaire that incorporate measures in terms of the frequency, and the degree of

importance.

Ethical Considerations
The researchers considered the safety of the respondents. And the researchers

will inform the respondents regarding to this study and for being the part of this

research. Researchers guarantee the respondents of the study that the data collection

will be private and secured. There are no risks included in participating in this research.

All answers and responses to the data collection will be recorded anonymously.

This ethical consideration requires responsibility, assurance, respect, and

fairness among all parties involved in the study. The purpose of this value is to protect

the intellectual property rights of all the contributors. Liability towards the public by

protecting the selected respondents of this study is another ethical consideration.

Researcher’s Reflexivity

As the researchers, the research reflexivity is recognized as an important part

in terms of improving our studies and the better progress of this research as well. We

the researchers aims to assess the technical writing skills of the SK secretaries, and the

challenges they encounter on making their documents effective in communicating their

constituents in the Municipality of Naval. This reflective analysis delves into the process,

findings, and implication of the research endeavor.

Participating in this research endeavor will provide us with a deeper

understanding of the level of proficiency in making communication outputs of SK

secretaries highlighting the effectiveness of their made documents in communicating

their constituents. Additionally, the research process enabled us the researchers to

appreciate the role of interdisciplinary approaches in addressing real-world issues and

driving positive change at the grassroots level.

Use of Artificial Intelligence

Using AI benefits the researchers in many ways, researchers use AI as a guide

to their study, ChatGPT is most often used as a searching tool, a guide reference and

etc. As a seeker of information, we researchers admit that it is hard to find data in the

internet specially when we don’t have knowledge on specific part of the research, how

did the researchers use AI. We researchers use it to rephrase any paragraph which has

very difficult words, and turn it into a simple English also it is use it to search anything

that will help researchers to have idea about the topic. AI is very significant today, its

uses is inhabitable no limits unlike books, the researchers honestly reveal that they may

be depending on AI but never use it in in-appropriate way some sentences in our study

may be found AI generated and we researchers don’t deny it.
