Attachments Are for information to be submitted by the applicant in the format


provided in this PQ Document.

Applicant Means any Contractor, seeking pre-qualification based on its own


capabilities, experience and resources to fulfil contractual
obligations in case of Award of Contract as per section-2

Application Means the two originals of the Prequalification Document completed


in all respects and duly signed and stamped by Applicant’s
authorized person in sealed envelopes.

Company Means Kuwait Oil Company (K.S.C.), a company registered in the


State of Kuwait and its legal successors and assignees.

Contractor Means the person, firm or company identified as such in the


Contract Agreement and includes its successors and permitted
assignees.
HSE Means Health, Safety & Environment.

HSEMS Means Health, Safety & Environment Management System

Works Means the category(s) of works the Applicant is applying to be


prequalified for as per Appendix 1 to this invitation.

1. INTRODUCTION
1.1 Kuwait Oil Company (K.S.C.), hereinafter referred to as the “Company”, is a
government owned company responsible for exploration and production of Kuwait's
crude oil resources from its oil fields, and for the export of that crude oil through its
marine terminals.

1.2 The Company intends to carry out wireline logging & perforation (l & p) services
by international service providers seeking to prequalify International Contractors
hereinafter referred to as the “Applicants” with proven capabilities and experience in
the required Services/Works detailed as detailed below:
The Company operations require the services of International Wireline Logging &
Perforation (L & P) service providers capable of carrying out operation at both rig and
rigless well-sites for all type of well profiles (such as vertical, deviated, horizontal,
multilateral etc.) and in various surface and subsurface environmental conditions in
Kuwait. International service providers shall have the capability to provide basic and
advanced Wireline Logging & Perforation, Data processing & Interpretation Services
including personnel, material, equipment and technology

Accordingly, the Company is contemplating to pre-qualify International service


providers (Applicants) with proven capabilities and invites interested candidates to
apply for pre-qualification as detailed in this document.

For the purpose of this pre-qualification, of International contractors six (6) regions are
devised to evaluate the geographical spread of operations of the applicants:

1) North & South America.


2) North & Western Europe
3) East & South Europe including CIS countries & Russia.
4) Africa excluding MENA region.
5) Asia & Oceania excluding MENA region.
6) MENA Region (Bahrain, Egypt, Iran, Iraq, Jordan, Kuwait, Lebanon, Yemen,
UAE, Libya, Morocco, Oman, Qatar, Saudi Arabia, Syria, Sudan, Tunisia &
Algeria).

Except for MENA region, all other regions listed above are defined as per United

“For the purpose of this document, an International L&P service company is defined as a
company that currently provides L&P services in minimum three (3) regions including
regions 1 & 2 mentioned above”.

1.3 The result of this prequalification exercise will be the development of a new list of
Contractors, to whom Requests for Proposals (RFPs) for the required services will be
issued by the Company.

1.4 All applicants are required to submit their applications in proper order with clear
identification, as described in this application. Having failed to submit the documents
in the manner requested, such application will not be considered for evaluation.

1.5 Applicants are advised to note that:


i) This prequalification application is not an invitation to tender for above services.
ii) Completion and submission of this application shall not be construed as
Company’s acceptance of the applicant’s business entity as a Contractor for
providing the aforementioned services.
iii) The Company shall treat all the information provided by the applicant as strictly
confidential.
iv) The Company reserves the right to request additional information or
documentation regarding applicant’s responses to this application.
v) The applicant shall respond to the Company’s clarifications within the stipulated
time. Otherwise, the Company reserves the right to reject the application based
on lack of commitment by the applicant to the response time.
1.6 The Company reserves the right to perform an audit to verify any of the responses or
submittals, which shall include site visit to applicant’s facilities and offices, at the
Company’s discretion. The applicant shall permit such access to the Company to
satisfy itself fully about the applicant’s submission, or any part thereof. Such visits
shall be carried out during office hours and advance notice would be given to the
applicants.

2. GUIDELINES FOR PREQUALIFICATION

2.1 The applicant is capable of, and is prepared to take full responsibility for executing the
required services to the full satisfaction of the Company.

2.2 The applicant has a current workload, which demonstrates that the applicant is now
active in the same field of the required services and that this workload is consistent
with its current resources, manpower and financial standing, and that additional work
of the magnitude being considered by the Company would not overstretch the
applicant’s capability.

2.3 Applicant must be an International service company, providing Wireline Logging &
Perforation (L&P) Services using suitable conveyance methods. Applicant must have the
necessary expertise, personnel and equipment for rendering requisite L&P services to the
Company.

2.4 An applicant must, currently, have enough resources (equipment, manpower and
financial) for carrying out requisite services and must be able to acquire the same to
accommodate any additional workload contemplated by the Company in future.

2.5 The Applicant’s key operational personnel, mainly the Operation Managers, Field
Service Managers, Business Development Managers, Petro physicists and Field Engineers,
Maintenance Engineers and Data Processing & Interpretation and all other concerned
personnel should have adequate relevant qualifications and experience.

2.6 Applicants’ field personnel to be engaged in well-site operation shall be physically fit for
exposure to extreme weather conditions of Kuwait.

2.7 The Applicants shall facilitate the visit of Company personnel to their L&P operations
bases ( if required by the company). Furthermore, the company may at its option, conduct
well-site visits to witness on-going L&P operation(s) carried out by the applicant.

3. INSTRUCTIONS TO APPLICANTS

3.1 The applicant must pay the required fee as specified in item 4 herein, complete all
parts of the application by answering all the questions listed therein, and provide the
information in English. All questions must be answered in strict compliance with the
instructions given in the prequalification questionnaire, segregated and arranged in
order by sections. Failure to comply shall result in the rejection of application. If any
part of the questionnaire is not applicable, specific answer must be made by
mentioning “Not Applicable” or “NIL”, with a valid reason.

3.2 Incomplete applications will be rejected. Answers to questions and information


supplied must be accurate and unambiguous. Additional pages may be attached if
additional space is needed to reply to the questions. Any additional information that
the applicant wishes to offer shall be clearly separated from specific responses. The
applicant shall not include company reports or other handouts of an advertising nature
unless they contain relevant and specific information requested in the application.

3.3 Where supporting documentation is required to be provided, such documentation must


be clearly marked with the question to which it relates to. All submitted attachments
and file names must be labeled to correspond with the question number.

3.4 The applicant must adhere to the form and layout of the prequalification application,
and shall not make any amendments to the application except where required to
respond.

3.6 The Company reserves the right to reject the application for prequalification should the
response be found to be erroneous or in other way incorrect or of the form “to be
submitted later”.

4. FEES

4.1 The applicant must pay a non-refundable fee of KWD 100/- or USD 350/- and submit
the proof of payment with the application.

4.2 The applicant shall deposit the fee to the relevant Company’s bank account as follows:

4.3 The applicant shall bear all bank fees and charges.

5. ELIGIBILITY TO APPLY

5.1 Only established companies that are single corporate bodies may apply for
prequalification. Applications from agents shall be rejected. “Applicant” shall mean a
business entity seeking prequalification based on its own capabilities, experience and
resources to fulfil contractual obligations in case of award of contract.

5.2 The applicant must apply on its own behalf only. In order to assess the applicant’s
capability, the information provided in the questionnaire must be true and pertain
solely to applicant.

5.3 If the applicant is a wholly owned subsidiary company or part of a group of


companies, then the application shall be submitted by the entity to whom a contract
will be awarded and who shall perform the works or services.

5.4 Prequalification shall be granted to the applicant only, and shall not extend to its parent
or sister or subsidiary companies. Consequently, participation in future tenders shall be
accepted only from the approved applicant, and not from any parent or sister or
subsidiary companies or any representative entity.

5.5 The Company may consider the evaluation of experiences/credentials pertaining to


applicant’s parent company or subsidiaries/sisters (whereby percentage of ownership
in relation with applicant shall be considered as a wholly owned) for the assessment of
the applicant’s capability, to cover part of the prequalification conditions and
requirements.
i) In such case, the applicant shall submit valid supporting documents to prove the
relationship and percentage of ownership with such company(s) and the
applicant entity itself as applicable.
ii) The applicant entity itself shall provide the evidence that it has previous
experience and credentials in the same or related field of the prequalification
scope of works.
iii) The submitted credentials can be accepted for one applicant only, in each
prequalification; i.e.: the parent / subsidiary / sister company shall not apply for
the same prequalification using the same credentials.

5.6 The Company reserves the right to request further information in respect of applicant’s
parent, sister, or subsidiary companies should it be deemed necessary for evaluation
purposes.

5.7 Only the applications for pre-qualification without conditional clauses will be
considered. (Applicant not meeting PQ requirements now, but will meet the
requirement if awarded contract etc.)

5.8 Only the applicants with complete range of wireline logging & perforation services
will be considered. (e.g., only perforating companies, only open hole logging
companies, only data interpretation & consulting companies or only fishing companies
etc.,)

5.9 Applicant company should have International experience of minimum 5 years each, in
atleast two (2) regions (other than the home region) in addition to minimum 10 years of
experience for the requisite L&P services in its home Region as specified in the Introduction,
Clause A; 1.2 above. Only the applications meeting the above criteria will be considered.

5.10 Only the applicants who offer “On-Call” OR “As and when required” type of contracts
will be considered.

5.11 By submitting an application for pre-qualification for offering L&P services to the
Company, the Applicant permits the Company to: -

a) Take any steps which the Company deems necessary to audit or verify the
information contained in its application and;

b) Visit the Applicants’ offices and facilities irrespective of their location with prior
notification.

5.12 Only the applications accepting visit of the Company personnel to their facilities
shall be considered.

6. EVALUATION PROCESS

6.1 The prequalification application shall be evaluated as follows:


i) Commercial Evaluation
ii) Technical Evaluation
iii) Financial Evaluation
iv) HSE Evaluation
6.2 The applicant must be accepted under all above areas in order to be considered
approved/qualified for the related works or services. Rejection under any one of the
above areas shall lead to rejection of the applicant.

6.3 During evaluation, clarification rounds may be conducted, in order to clarify or request
any missing documents or information. The applicant shall respond to any clarification
within the period specified through the clarification facsimile/e-mail; failure to respond
in a timely manner shall lead to rejection of the application. If required, the Company
may call for a meeting with the applicant to the Company’s premises for further
clarification or to request a presentation to be conducted by the applicant.

6.4 In the event of any evidence documents required under the PQ exercise which
considered as a Confidential type of documents or governed by confidentiality
agreement with third party, such documents can be verified and shown through a face
to face meeting/review session.

6.5 At the Company’s request, the applicant shall permit Company representatives to visit
the applicant’s offices and facilities wherever they may be located.

7. GENERAL

7.1 The Company will retain all document submitted by the applicant for its record.

7.2 The Company is under no obligation to prequalify any applicant or to give reasons
either for prequalifying or disqualifying any applicant, nor is the Company obligated to
include any prequalified applicant on the list of approved bidders for any other
particular project or contract.

8. DISCLAIMER

The Applicant is aware and agrees that documents (being in soft copy) submitted for the
subject PQ for the Company’s consideration shall become the sole property of the Company
and shall be retained in the Company’s custody. Any protest or reservation on the final
results shall be within a maximum of One (1) month from the date the results been
announced. Failure to comply therewith, the Applicant thereafter shall have no right to serve
any reservation or protest to the Company and the Company shall have absolute right to
dispose and get rid of such documents.
