The company also would like to add all legally available area on the northern side of
lot A2 (please see area A3 shown in Figure 1 with blue shade parallelogram). This
addition will be achieved by using the cut material from areas A1 and A2 to fill
behind a retaining wall that will be constructed off Aqaba Rear truck road and
establish a new road that will connect the new lot (A3) and the neighboring lot
leased to Sayegh Group company. This proposed road should have an acceptable
slope to allow safe traffic to and out of the new lots of ABCCO and Sayegh. Figure 1
shows expansion lots A1, A2, and A3 key dimensions, and high voltage cables/tower
location. For reference purposes, area survey AutoCAD files are attached (one has
calculated cut & fill volumes based on Sayegh group lot level and the other base on
ABCCO’s current site level).
As it’s known, the new lot has two major challenging factors; the first is the high
voltage cables and tower (please refer to the AutoCAD file for specific location and
direction). The second, is the fact that water lines are present in the A2 and probably
A3 areas. Some of these lines are older ones while a newer line was established
during the construction of the new water tank north of the old water tank (water
tanks locations are shown in the AutoCAD file). The sky view shown in figure 2 shows
the site location with both water tanks (old & new).
The expansion project design should address these factors, i.e. any construction near
or around the high voltage cables/tower should be according to all applicable
restriction and codes. Also, water lines need to be rerouted so that they will run
outside the new site area to allow future maintenance work without the need to get
into the site.
For ease of construction, operation and safety, areas A1, A2, and A3 will be at a
suitable elevation, keeping in mind that the neighboring Sayegh level is 6 meters
above the current site level. Traffic from lot A1 towards A2/A3 requires an inner road
with acceptable slope below 8-10%, and to maximize the usable construction area
between A1 and A2, its suggested to have this road adjacent to the lot north/east
new site edge as suggested in the green line shown in figure 1. The road curve shape
can be changed as required for best truck movement even if it mean extending the
curve or changing it to a line outside the current boundaries of lots A1/A2.
The Project:
This facility will be designed, built and operated in accordance with all applicable
international codes and local requirements for such facilities including but not
limited to:
- Applicable American Petroleum Institute (API) codes
- National Fire Protection Association (NFPA) codes
- Other related Jordanian codes & requirements (ASEZA, CDD, ADC…)
The scope of work will include determining the maximum building area that can be
used to build additional storage capacity to store Gasoline, Diesel fuel, Jet fuel and
any similar white products. Also, it is desired to have the tanks in A1 lot suitable to
store Naphtha, HFO, and similar products. This requires proper tank insulation,
mixers, heating system, heated lines and other needs. This work includes the
following:
1. Studying the supplied survey files and check its accuracy, then calculate the cut/fill
areas and estimate volumes, suggest final available area and based on the most
suitable design level (Sayegh new lot or current ABCCo’s lot level or any other
suitable level), design a road that connects the A3/A2 and Sayegh adjacent lot to
Aqaba trucks rear road including the required retaining wall with the maximum A3
area that can be added to the leased A1 and A2 lots.
2. Based on the work in item 1 above, design the road that will be connecting A1 to
A2. This road will allow two-way truck movements with proper and safe slope.
3. Outline the maximum available lot that can be used for the project taking into
consideration the challenging factors (Electrical and Water lines) within or adjacent
to the site described in the Introduction part of this document.
4. Based on all of the above, and based on ABCCO’s BOD decision, the project should
be designed in two phases (IF POSSIBLE AND DOABLE). Phase one of the project will
include constructing the maximum possible storage capacity (current estimates
showed that A1 can accommodate two-thirty-five-meter diameter for each tanks
with a proposed 18-meter height). This could result in almost 34000 m3 storage
capacity (for the two tanks). These tanks will be connected to the current site
loading system on a temporal base and will later be connected to the new loading
area which will be constructed at a later stage. These tanks will utilize either the
existing 4x6 inch lines connecting the current site to the Jetty. However, this will
have to change to new lines of 12-inch diameter (minimum) which will be connected
to the new oil jetty (UMLTCO) if and when it happens or to be connected to the
current oil jetty.
5. Another proposal to be considered includes demolishing the current C-Tanks and
add the arear that is currently occupied by these tanks to A1 lot and study the
impact of the enhancement and extra storage capacity over what has been
described in point 4 above. This option has the advantage of utilizing the current
pump pit, and utilizing the current 4x6 inch sea-going lines that are already present
in this area.
6. Phase two of the project will be constructed on the remaining available areas. It is
estimated that the entire storage capacity of the two phases will be 140000 m3.
7. The entire project should accommodate for the following:
a. New electrical transformer to serve the new site along with a main switch before
the main electrical room
b. Proper-size receiving station with adequate slop tank. This slop tank will be
connected to the site slop tanks near the loading area
c. Loading area with 12-14 loading arms, this will also have all required flow
management rooms (SMDB, MCC, PLC,)
d. Loading arms will be connected with the required pumps, skids, computers.. (Skids
drain lines will be connected to the site slop tanks)
e. Loading area should have all safety underground trenches and underground tanks
to collect any spilled cargo
f. Loading Area should have adequate space to include a minimum of three slop
tanks with 50-75 m3 storage capacity each with a proper dyke.
g. Operators rooms (for shift engineer, and operation team); this includes office and
rest rooms, changing room, lounge room, prayer room, control room and any other
needed rooms
h. Site should be served with two weighbridges; one near inlet before loading, the
other near exit.
i. Site firefighting system should include a water tank, applicable foam tank, with
proper size-pumps for both as per applicable codes and CDD requirements
j. Site should be served with water, air, nitrogen piping network
k. All tanks in both phase one and two should have the flexibility to be connected to
the current loading area and an extra pipeline that can be used for cargo move
between the current and new tanks if needed
l. The entire site should have a build-wall with a minimum height of 1.75 meters
ical security gates
n. Sea-going lines should be properly sized to avoid exceeding pipe maximum
allowed flow speed and maximum vessel unloading
o. It is preferable to have Aluminum Dom roofs for all tanks
p. Tanks should have all needed instrumentation to allow best flow management
system requirements
q. Site should have CCTV, system with proper display in both the current and new
sites
r. Site will be lighted with explosion proof towers and the same is said about the
loading, pumping dyke, receiving station, etc..
s. All tanks should have proper concrete foundation, mounting bolts per applicable
codes, ground system (separate for each tank). The instrumentation ground system
will be separate from the tanks ground system
8. Any unspecified parameter can be clarified and documented during the design
work progress
9. It is expected to have a complete table showing quantity estimate and cost based
on current market. Cost estimates should be detailed and summarized in a table
format like the one shown below:

Introduction
“ABCCO” is considering an expansion to its storage capacity and had acquired the
adjacent lot which is composed of the following segments:
1. Lot A1 with 9580 m2 area
2. Lot A2 with 31208 m2 area (See Figure 1 & 2 below)
“ABCCO” is also planning to add all legally available area on the northern side of

The existing topography of the areas is severe with high mounds and
deep valleys in A2 reaching 30 meters above surrounding areas. There
are also steep slopes in all areas making the new site extension
challenging. To the East of A1 and A2 is existing main electrical grid
lines with 1 tower adjacent and east of A2. The tower is situated on
existing terrain approx. 30 meters above the existing ABCCO site
elevation.

4. Area A3 shall be accessed via new road from existing main back
road to the north-east. The road will also provide access to the
Sayegh undeveloped site to the west of Area A2. A dedicated
14-meter right-of-way road will be to the north of Area A3 for
this purpose and for truck access and entrance to Area A3.
5. Trucks will enter from the North West corner of Area A3 to exit
to the north-east corner of Area A3 with other bypass trucks
coming from Area A1/A2.

Conclusion
In order to fulfill the guidelines for each area of construction for usage and
operation, earth moving cut and fill on site shall undoubtedly happen. Area A1
was confined with its southern and western property lines which is the main
access road and existing ABCCO site respectively. For ensuring a smooth
transition between both sites and the front road, we could not exceed certain
elevations and road slopes. The cut in this area can be relocated to the valley
on the southern sides of the road.
The north-east part of Area A1 is left undeveloped not only due to the high-
power lines but also for creating a cut slope without intruding deeper under the
power lines. As the internal road loops to the west from the service building,
there is a gradual 3.5% slope down to the existing road of ABCCO (which will be
widened) to accommodate the truck traffic from unloading (as an option).
But as the internal road loops from the service road, access to Area A2 was
provided with a steep climb of 7.5% to reach an elevation as high as possible
near the high-power line tower (located to the east of Area A2). Never-the-less,
a high retaining wall or 2 lesser height retaining walls will need to be provided
along the property line across from the tower. The retaining wall height will
vary along this road until suitable 2:1 cut slope can be achieved.
Area A2 internal road network is smooth and gradual for all other roads than
that of the eastern loop road. The high points in the site is in the central
east/west road which split storm water rainfall to the north and south. Low
points in the northern and southern loop roads will divert the storm water
through either the truck loading Area A3 or existing site road network for
ABCCO.

The high mound cut from Area A2 shall be relocated to valleys in Areas A2 and
to extend Area A3 at the approximate levels shown. No retaining walls are
foreseen between Area A2 and Sayegh graded property to the west of Area A2.
Area A3 will share similar levels from Area A2 for and assist in reducing offsite
excavated material by filling in Area A3 and providing smooth access to the main
back road via the new road.
The Concept Site Plans and Sections show the final layout which fulfills all the set
guidelines for an excellent operation and storage facility.

SURVEY 2020 PROCEDURE
Original Survey
Original Survey provided by Client dated 04/02/2015 by Chief Surveyor Husam Hosni
The survey included the ABCCO expansion areas A1 and A2 with the following data:
o Boundary Survey of A1 and A2.
o Topography for areas A1 and A2 inclusive of adjacent Sayegh property to the west
and up to the ramp going to Aqaba City and the ramp going to the back road.
o Cut & Fill sections and table for an assumed level of 37.5
Updated Survey
Confirm and verify the existing survey of 2015 using the following method:

Add topography for NEW areas.
o Extend topography from north of Area A2 to the west for possible road access to site.
o Stake out on site the suggested reclaim area of 45 meters to the north of Area A2 for truck loading to see it physically on site.
The 45 meters was preliminary at time of site survey. Final concept extends slightly further than 45 meters and road access is
suggested to be to the main back road.
o Re-survey the road in front of the existing ABCCO site and obtain new points of the existing service road inside the site and
parallel to the outside road.

D1.1- ABBCO Conceptual Design
1. INTRODUCTION
General
ABBCO intend to expand its existing storage Depot in AQABA. The new expansion shall be
constructed in the an area spreading over about 47000 m2; and located 10 km from south Aqaba
City, with an elevation of approximately 20 m – 40 above sea level.
ABBCO terminal has been planned to receive Gasoline, Diesel, Fuel Oil and LPG products from
marine tankers by the existing Sub-manifold system for ancillary operations, and duly store and
dispatch to the users/customers by the same Sub-manifold system to the road tankers or/and
ships. In addition LPG can be also received from a pipeline through the aforementioned existing
Petroleum Jetty.
Objective
The new extension at Aqaba Storage depot will be designed with the following capacities:
The total nominal capacity of the storage depot shall be 153,000 m3 of liquid hydrocarbons
products and 6 000 m3 LPG for both land lots of A1 & A2 that makes the total storage area for
both lots 40,766 m2. Lot A3 is devoted to the loading activity through 12 loading arms. The
following table showed the storage tanks general information.

Document Objective
The intent of this document is to define the ‘Basic data’ that shall be used for the design of the
facilities. And detailed under the Tank Farm part of the document of ABCCO, in addition a
complete package for the conceptual design assessment of the oil storage industry in
Aqaba South Beach, Final Draft in accordance to the many meetings held in Amman during
December 2019 will be submitted.

detailed capacity of storage; unloading and loading facilities.

2. Project Description
The storage ABBCO terminal facilities in Aqaba need to be constructed to provide a facility with
flexible and functional operational capabilities.
Proposed facilities
The proposed Tank Farm shall include the Storage tanks for the different products defined,
namely (Fuel Oil, Gasoline, Diesel and LPG), with fully functional unloading and loading
facilities, and complete with all associated utilities, services and buildings.

Facilities Description
Fuel oil, Clean Products storage tanks shall be vertical steel tanks with dome roof (Carbon
Steel or Aluminum) and internal floating roof to minimize vapor emissions.
Separate nozzles are provided for loading line (inlet), unloading line (outlet) and Pump minimum
flow inlet. The bottom plate shall be designed with sloping towards a pit for water draw off.
In addition to the inlet, outlet and pump minimum flow headers, a dedicated transfer
header is to be provided for inter - tank transfer of products and product mixers.
3. PRODUCT MOVEMENT
Product movement to the terminal (receipt) shall be through Manifold Station. Additional
functionality of the Facilities shall have the capability to load part of the stored capacity of
‘Clean’ products by Tank Truck.
Products Loading
The loading of the products to the Tank Farm shall be through Manifold Station (~. 1000 m from
the border of the terminal). The receipt of the products shall be via the pumps installed on the
ship tanker, and shall flow through the aforementioned Manifold Station to the terminal
tankage. At the terminal a manifold system shall be installed to switch the product to the
relevant tanks set by DCS. The flow rate will depend on the capacity of the pumps on the ship
but maximum controlled flow of 3 000m3 per hour (3 pipelines of 12 inches dia. which can carry

Tank Truck Loading
The total number of truck loading bays are 12 (2 for LPG loading and 10 for other products with
loading duration of 45 min per truck), with the capacity of 1.333 truck per hour each loading bay.
Technical maximum products loading per day for 10 bays and for two working shifts is:
1.333 (truck per hr.) x 12 (actual working hours) x 10 (bays) = 160 road trucks.
Each loading line is provided with a flow control and Metering system package. The package
includes a filter, air eliminator and an independent flow control system for each Tanker loading
line.
The flow control system consists of flow meter, temperature measurement, and flow control
valve, filter, batch controller and any other Instruments and accessories to meet the project
requirements. The type of flow meter (turbine meter, PD meter, Coriolis flow meter) shall be
based on relevant service measurement.
PD meters are proposed for all flow measurement. Facility to enter the flow rate and batch
quantity in each batch controller shall be provided. Provision to down load the flow rate and
batch quantity from DCS system shall also be possible. The Batch controller shall accept the
measurement inputs from the flow meters and shall issue commands to the control valve to
ensure accurate batch delivery. It shall also accept the close and open limit switch inputs from
control valve(s) if provided. The control valve shall perform the flow rate control and shall close
once the batch quantity has been transferred.
In addition the Batch controller will receive truck grounding, loading arm coupling limit switch
and overfill protection permissive for operation. Batch controller will have facility to receive
external hardwired ESD signal and close the control valve should an emergency situation need
activation.

Ship Loading
The loading of the products to the Ships will be through Pump Station to the Manifold Station
(~. 1000 m from the border of the terminal). The capacity of the Pump Station is designed for
flow rate of 3 000 m3 per hour per product in case of performing and operating the whole of the
foreseen extension.
In case of dividing the project into two or more stages then for stage I which nominated for Lot
A1, then two pies of 10 inches in size will be run over the existing four 6 inches lines.
Two booster centrifugal pumps are required to be installed next to the existing booting station.
Pump Station
The pump station will form the central function to control and manipulate all products to
be stored at the facility, and shall consist of the following:
Blending
The blending system is designed to provide In Line blending by Ratio set by DCS to every tank for

Hydrocarbon drains from piping, Pumps, Filters and other equipment shall be routed to an
underground drain header which flows by gravity to the Drain Storage Drum. The recovered
hydrocarbons shall be transferred to the Slop Tank using Closed Drain Pump System (one

installed + one warehouse as a standby).
The Air Compressors shall be sized to meet the Instrument air demands of the facility, Consisting
of air for Dryer regeneration and the Service air requirement of the facility. The facilities shall
consist of the following:
2 x 100% Air compressors (one in operation + one standby), inlet filter, silencer, inter
coolers, separators, after-coolers, with all accessories and controls to supply oil free and dust
free air to the Instrument Dryer Package.
Wet Air Surge drum
2 x 100 % air Dryer package (one in operation + one standby) to supply instrument air
with dew point of - 20°C at 7 Bar. Pressure.

Fire Water Supply
Sea Water shall be supplied from existing pipeline leading at the edge of the terminal. Water will
be stored in a Tank common for Firewater and Service Water.
Total firewater demand for Tank farm facilities will be estimated during the detail design
phase. The tank shall be designed with a capacity sufficient for 4 hours fire water demand.
A sewer system shall consist of Oily water effluent and uncontaminated water/ storm (rain)
water. Oil sewer from dyke and other potentially contaminated areas shall be collected in
Collection pits and flow by gravity to the Waste Water Treatment Unit.
Valves are provided at outlet of the Collection Pit/ Lift Station to divert the effluent to either
the oily water sewer or the clean water sewer. Rainwater from dyke and potentially
contaminated areas has to be fed to Retention Pond and. Corrugated Plate Interceptor (CPI
Separator), collection pit and Pump for skimmed Oil, Holding basin, Floatation Unit and Filters.
Non-contaminated water and Rainwater will flow to drainage by gravity. The retention pond
shall be designed for 30 minutes retention time as a safe guard against the maximum flow rate
among the streams entering the Pond.

Hot oil system
Hot oil is used as heating medium for the following: Fuel Oil storage
tank heating. The system shall consist of following:
-Expansion vessel
-Circulation Pump (one working + one standby)
-Fired Heaters complete with combustion air supply fan, fuel oil Burner, flue gas stack (one
working + one standby)
-Hot oil drain vessel for use during maintenance with make-up Pump for refilling Fuel oil Day

Mixers
Multiple mixing units are to be used in a single tank to limite power capacity of swivel types of
propellers. The system shall consist of following:

Fires and Gas Detection
F&G detectors shall be provided in all key areas that present a significant fire or gas hazard (as
shall be defined by the HAZOP), and they shall be selected and located to maximize the speed
and reliability of response. Due consideration shall be given to local environmental conditions
such as sandstorms, rain, dust and fog.

5. MECHANICAL /PACKAGES
This section identifies the basic philosophy used for the Mechanical Equipment
Design for the facilities proposed under the Project.
Sizing of the equipment shall be based on Design pressures & temperatures, Process sizing
calculations, environmental effects, effects from all operational conditions, including typical
transient conditions associated with start-up, shutdown, change-over, settle-out, blow-down and
slugging flow etc. The Interface of equipment shall be based on Instrumentation, Electrical,
Piping and Structural Designs mentioned in the respective datasheets and specifications.

General Design Criteria for Pumps, Gasoline vapor recovery package
Equipment of proven design and performance only shall be considered. Apart from
parameter specified in process design basis, the criteria specified in relevant API
Codes Project Specification and Datasheet shall be followed.
Pressure Vessels
All vessels shall be designed as per ASME Sec VIII Div. 1 or AD- Merkblatt 2000, DIN
18800 for LPG vessels. Material of construction for vessels shall be as per ASME Sec
II and vessel shall be inspected as per relevant sections of ASME Sec V.
The welding for pressure vessels shall be as per ASME Sec IX.
Atmospheric Tanks
The applicable code of construction for atmospheric tanks shall be as per API 650.
The welding for Atmospheric tanks shall be as per ASME Sec IX.
Fire conditions shall not be considered in establishing the design temperature of the vessel.
Type of tanks
All tanks are above-ground, steel, cylindrical, simple bottom, external floating roof
(for Gasoline), Fixed roof type (for fuel oil and clean products) and provided with accessories
– Stairways, platforms, walkways handrails, nozzles, manholes and heating.

Stack, Ducts and Breeching: Stack shall be designed in accordance with API 560.
Material of Construction
Selection of materials for all equipment shall be based on type and level of stresses,
temperatures, corrosive and erosive conditions, consequences and possibilities of failure
associated with installation, operation and maintenance. The materials selected shall be suitable
for the process fluid and have adequate properties of strength and ductility. Materials selected
for equipment, internals and skid and critical to the integrity and safety of the facility shall
have good welding properties for manufacture and installation.
6. PLANT LAYOUT
While developing the plant layout for lots A!, A2 and A3, requirements including minimum
spacing between various pieces of equipment shall confirm to international standards, the
Refining Safety Code (Part 3 of the Institute of Petroleum, Model Code of Safe Practice in the
Petroleum Industry), supplemented with guidelines from relevant API and NFPA codes.
Unless specified otherwise, latest edition of the above Codes and Standards shall be used.
The Tank Farm process piping shall be as per the P&IDs. The piping detailed engineering / design
shall be in accordance with the specified Codes and Standards as approved by the company and
good engineering practices. This shall include all aspects of material selection, design
calculations / analyses and piping arrangements / routing and supporting considering future
maintenance and operations.
Piping shall be routed such that the optimum piping layout is achieved in terms of process
requirement, flexibility to allow for thermal expansion and contraction, economics, ergonomics,
operation, inspection and maintenance.
Having considered these factors, the number of flanges, fittings, valves and welds are to be
minimized. All piping entering and leaving a plot area or processing unit shall be grouped
together as far as
feasible. All piping shall be anchored at the plot limit and shall be agreed with Client.
All components requiring regular operation or maintenance especially Relief valves, ESD valves,
Motor Operated Valves, control valves shall be located where they can be operated / serviced
conveniently, to the best layout as far as possible. Permanent access shall be provided to such
components if they are located out of reach. The relevant access shall take into account the
movement of the piping and the possible movement of the equipment and/or structures to
which the piping is connected or by which it is supported.
Piping expansion loops in pipe racks and tracks shall be raised in elevation to stay clear of adjacent
piping, with the exception of flare headers and "no pocket" lines.
Where block valves are used in branch lines at top of headers, they shall preferably be located in
the horizontal run so that the lines will drain both ways. Flushing connections shall be as close as
possible to the block valves in process lines. The flushing outlet in horizontal lines shall be
installed at the bottom.
For the following services, the branch lines shall be taken from the top of the header: Flare,
steam, plant air, instrument air, fuel gas, nitrogen, water lines 1" and smaller. Also, process
vapour lines with possible liquid entrainment shall be taken from top of the main header.
Small bore connections (1" and smaller) on piping subject to vibration, either induced by the
process or at rotating equipment, shall be reinforced with gussets.
Sample connections should preferably be taken from vertical lines; where this is not possible
they should be taken from the side of horizontal lines.
Piping through walls or floors shall run through a sleeve or hole of sufficient size to facilitate
installation of prefabricated piping and allow for insulation (if applicable). Sealing (fireproof as
need be basis) shall be applied as appropriate.
Piping carrying hydrocarbons / hazardous chemicals shall be in continuous lengths with weld
joints. The use of flange joints shall be kept to a minimum. However, flange joints shall be
provided wherever they are required for commissioning operation, maintenance and for
matching of on-line components like flanged valves, control valves and where process
conditions dictate, or permit ease of removal and replacement of lines where corrosion, erosion
or plugging is anticipated.
All lines shall be routed in such a way so that bottom of pipes (BOP) is at the same elevation,
wherever possible. Piping in banks shall be assigned specific elevations for routing in the north-
south and east-west directions.
Line pockets shall be avoided for blow down and relief valve discharge lines, compressor
suction lines and lines containing solids.
Process/operation drain shall be connected to open/closed drain systems as required
by P&IDs. Vents shall be routed to safe locations.
Instrument take off shall be as per the P&IDs for legends and symbols. All instrument air
connections shall be from the top of the header.
7. INSTRUMENTATION
Instrumentation and Control system will be designed as required by P&IDs for control,
monitoring and safeguarding of Tank Farm facilities and associated equipment in accordance
with BPGIC and International Codes & Standards.
The Tank Farm will be monitored and controlled from central Main Control Room (MCR) of the
control building. The Integrated Control and Safety System (ICSS) will be a distributed system
that will comprise Distributed Control System (DCS), Emergency Shutdown (ESD) System and
Fire & Gas (F&G) System. All the systems shall be fully integrated to provide a single interface
for the monitoring, control and safeguarding of the facility from MCR.
The primary objective in the design of the ICSS and package control system is to provide high
reliability with minimum operating costs.
The Tank Farm control and monitoring will be carried out from the DCS. The DCS system will have
standalone integrity, with capability to continue its functions even when connection to the other
nodes of the system has been lost.
The shutdown function of Tank Farm facilities will be carried out by dedicated PLC based ESD system
and will be designed to ensure the safe isolation and shutdown of equipment under abnormal process
conditions as a result of, process upset, fire or gas detection or manual interaction failure of DCS.
Dedicated PLC based F&G system will be designed to automatically detect Tank Farm fire & gas
leak and initiate / start alarm, firefighting system / equipment to protect personnel and Tank
Farm facilities.
Both ESD and F&G system will be microprocessor based fail-safe redundant type PLC with
appropriate system architecture and approved by TUV for SIL-3 application.
All operator interface devices such as operator work stations, printers, F&G MIMIC panel, etc.
will be installed in MCR for operator to monitor and control the Tank Farm facilities.
One each operator work station will be installed at Supervisor room in control building,
Superintendent room in administration building and fire station, All these operator stations
will be installed for monitoring purposes only. There shall be no control functionality from
these stations.
Tank gauging system will be provided for tank inventory management function, including existing tanks,
and will be approved for custody transfer and inventory accuracy of products and supplied with software
to hold strapping tables, ASTM tables, API tables, etc.
The tank gauging system will be radar based digital communication system with a separate server
with tank management software installed. The tank gauging system will consist of tank level
gauge, multi point temperature measurement and pressure measurement for density
calculation, field control unit, server (PC) with monitor and all necessary software to meet the
project requirements. The instrument accuracy of the tank gauging system shall be equal to or
better than ± 0.8 mm max deviation over the entire measuring range.
Metering System
Fiscal metering System (FMS) will be provided for transfer from Tank Farm to Manifold Station.
Coriolis type of fiscal metering instrumentation will be proposed to provide reliable and
dependable tool for accounting purposes. Coriolis meter based Fiscal metering system will be
designed to comply with the requirements specified in API MPMS, specifically Chapter 5.6.
Redundant flow computers will be provided and interfaced with tank farm DCS using
communication link. The Fiscal Metering System will be designed as a skid mounted package.
Independent flow metering control system will be considered for each truck loading line.
PD meters are proposed for all flow measurement. Each flow control system will be complete
with the flow meter, pressure & temperature measurement, hydraulically operated flow control
valve, filter, batch controller, earth relay switch and any other Instruments and accessories to
meet the functional requirement. All devices shall be supplied by one vendor (example FMC) as
a one unit for each line. The batch controllers will communicate with the main control system
DCS, via multi drop communication link to transfer the data, command, alarm, etc. as required.
Batch controller will be interlocked with truck grounding, loading arm coupling limit switch and
overfill protection permissive safety control.
All MOV actuators installed in the Tank Farm will be ‘Smart type’ and capable of communicating
with master station installed in remote MER using two-wire communication link. This
communication link will be used to send the command to MOV and receive feedback signals from
MOV actuator. The master station will communicate with the DCS via a RS 485 redundant
communication link. The database of all the actuators will be created in the master station and
the data will be accessed using Modbus protocol or vendor proprietary communication by
continuously polling the field devices. The master control station will be supported by stand by
unit for total redundancy functionality.
Local / Unit Control Panel (LCP / UCP) for each set of package equipment, like Instrument Air
Compressors, Effluent Water Treatment Unit etc. will be provided by relevant vendor, as required
within the skid to facilitate local startup of each system. All the control logic of each package
system will be carried out by the dedicated PLC or vendor customized control system. The PLC
of each system shall be interfaced with plant DCS system via serial communication link from the
PLC if supplied with each system package. For all other package equipment the instruments will
be interfaced with DCS / ESD system via hard-wired connection.
8. ELECTRICAL and
COMMUNICATION

Electrical equipment specifications designed and suitable for distribution voltages defined below:
Concrete Reinforcement
Reinforcing steel bars shall be high yield deformed type bars per ASTM A 615,
Grade 60, with a specified characteristic strength of 420 MPa.
Structure Steel
Structural steel shall be BS EN 10025 Grade S275 JR, ASTM A36 and JIS G3101
SS400.
Architect
All buildings shall be architecturally designed in full compliance with this
specification. All designs shall be prepared to ensure that all buildings
have minimum impact on the environment. Use of asbestos is not
permitted.
All buildings shall provide functional ambiance and all materials and fittings
specified shall be robust, durable and suitable for the prevailing weather
conditions.
Tank Foundations
Dykes will be constructed regarding to the NFPA standard. Dykes will be made
from reinforced concrete.
