HOW TO USE THIS COMPETENCY-BASED LEARNING MATERIAL


Welcome!

The unit of competency, Contribute to special event scene


Management is one of the competencies of EMERGENCY MEDICAL
SERVICES NCII, a course which comprises the knowledge, skills and attitudes
required for an EMERGENCY MEDICAL SERVICES NCII holder possess.

The module, Contribute to special event scene Management contains


training materials and activities related to identifying learner’s requirements,
preparing session plan, preparing instructional materials and organizing
learning and teaching activities for you to complete.

In this module, you are required to go through a series of learning


activities in order to complete each learning outcome. In each learning outcome
are Information sheets, Self-Checks, Operations Check and Task/Job Sheets.
Follow and perform the activities on your own. If you have questions, do not
hesitate to ask for assistance from you facilitator.

Remember to:

▪ Work through all the information and complete the activities in


each section.
▪ Read information sheet and complete the self-check. Suggested
references are included to supplement the materials provided in
this module.
▪ Most probably, your trainer will be your supervisor or manager, he
is there to support you and show you the correct way to do things.

and your confidence.
▪ Use the Self-Checks, Operation Sheet or Task sheet at the end of
each section to test your own progress. Use the Performance
Criteria Checklist or Procedural Checklist located after the sheets
to check your own Performance.
▪ When you feel confident that you have had sufficient practice, ask
your Trainer’s to evaluate you. The results of your assessment will
be recorded in you Progress Chart and Achievement Chart.

You must pass the Institutional Competency Evaluation for this


competency before moving to another competency. A Certificate of
Achievement will be awarded to you after passing the evaluation.

MODULE TITLE: Contributing to Emergency Scene


Management

MODULE DESCRIPTOR: This unit of competency involves attending the


scene of sporting or special events involving
large numbers of people or special risks, and
ensuring safety at the scene.

ASSESSMENT OF CRITERIA:

1. Planning stage of any event is participated and attended in


accordance with mass gathering guidelines stated in World Health
Organization (WHO).
2. Scene of event is assessed using all available information and first
hand observation.

3. Hazards (existing and potential) and the level of risk and accurately
identified utilizing current emergency risk management process. 4.
Emergency management plan is developed, or existing emergency
management plan is implemented in consultation with event
organizers.
5. Ambulance Staging is developed and implemented to underpin
ambulance operations and their role within the emergency
management plan.
6. Ambulance resources are deployed in accordance with the unified
management plan.
7. Ambulance resources are positioned to facilitate access and

procedures.
9. Ambulance is positioned strategically: a) to ensure safety for vehicle,
crew, patient, equipment, b) allow accessibility.
10. The Personnel are properly identified and personal protective
clothing and equipment is worn as required
11. Security of the scene for Emergency Medical Services (EMS) is
ensured by the Medical Commander in consultation with the event
Incident Commander or Security Commander.
12. Coordinate with Allied Services regarding mitigation of specific
hazards to enable patient treatment in hazard-free environment in line
with standard ambulance staging procedures in accordance with
established standards.
13. Actions are in accordance with current and existing established
standard.
