0.0 Description

This manual is for NSDGA Disaster Risk Reduction and Management procedure and implementing guidelines
as to where, when, why, what and how it will be executed. The content of this manual will specifically explain
what the school will do in cases of disaster, disaster relief and business continuity. This also includes what the
school can give back to the community and its stakeholders in cases of Fire, Earthquakes, pandemic and/or war.

1.0 Objective
The purpose of the NSDGA Disaster Risk Reduction and Management Manual is to cater to the maintenance
of the quality of education the school has to offer and if not possible to minimize any untoward damages the
school may receive from disasters and emergencies that could possibly hinder the achievement of the NSDGA
MISSION AND VISION.

2.0 Policy
It is the policy of the school to ensure the safety of its students and its staff, as such the staff, be it teaching or
non-teaching, and students shall abide by the policies, implementing rules and regulations, process and
procedure, and requirement to establish, promote and execute the disaster risk reduction and management for
the school.

3.0 Scope
The NSDGA Disaster Risk Reduction and Management Manual shall guide all Nuestra Señora de Guia
Academy of Marikina, Inc. officers, teachers, personnel and students involved in educating, information
dissemination, planning, execute and evaluating the process, policies and guidelines established by the school.
This will also provide guidance to teachers, students and other staff on process of using initiating the Disaster
Risk Reduction and Management procedures and its requirements to fulfill the Goal set by the government.
This will also include suggested sources for equipment and materials, as well as directions on how to implement
and execute the processes involve.

4.0 Definition

a. Disaster. A sudden, calamitous event that seriously disrupts the functioning of a community or society and
causes human, material, and economic or environmental losses that exceed the community's or society's
ability to cope using its own resources. Though often caused by nature, disasters can have human origins
b. Disaster Risk Reduction. Reduce the damage caused by natural hazards like earthquakes, floods, droughts
and cyclones, through an ethic of prevention.
c. Incident Management. It is a term describing the activities of an organization to identify, analyze, and
correct hazards to prevent a future re-occurrence.
d. Incident Management System. It refers to the combination of equipment, personnel, procedures and
communications that work together in an emergency to react, understand and respond.
e. Command Post. It refers to a place/location at which the commander of a unit in the field receives orders
and exercises command.
f. Manual. It refers to a book of instructions, especially for operating a machine or learning a subject. Also
known as a handbook.
g. Tools. They are devices that can be used to achieve a task, but are not consumed in the process.
h. Equipment. It refers to a set of tools or other objects commonly used to achieve a particular objective.

6.0 Responsibilities

Responsible or accountable for the completion of or adherence to the document including controlled provisions
if any. The specific name(s) of responsible people should not be mentioned in this section rather use generic
terms such as the position of the individual responsible for a certain task.

a. School Admin.
1. Responsible for ensuring that the policies and guidelines established in this manual are strictly
followed by all employees, personnel and students under their supervision.
2. School Admin shall be responsible for the establishment of Disaster Risk Reduction procedures and
the policy updates therein
3. Shall be responsible in assigning the necessary head and/or contact person for the chain of
command.
4. Shall create the organization structure needed for the policy, procedure and/or protocol execution
and updates.
5. Shall be responsible for procurement of equipment, tools, paraphernalia and other related
material that will be used in the process
6. Shall be responsible in maintaining the information network and information management for the
student and school staff.
7. Shall review the policies, procedures and/or protocols in the manual for Disaster Risk Reduction
and Management with the involvement of a safety officer and medical officer every 3 years.
b. SDRRM Officer.
1. SDRRM officer is responsible for the planning, organizing, leadership and control of the procedure.
2. Shall be responsible for student education regarding the matter of Disaster Risk Reduction
Response.
3. Shall be responsible in the handling of information, alerts and notifications of all kinds relating to
Disaster Risk Reduction Response.
4. Shall be responsible in assessing the risk present in school that will be spearheaded by the students
of NSDGA.
5. Shall be responsible for emergency medical responses and evacuation of students in times of
disaster.
6. Shall be responsible in establishing proper channels of communication and linking the
communication of the field commander during Mass casualty incident, disaster, emergencies and
the likes.
c. Teacher.
1. Shall be responsible for relaying the educational goal and objectives of SDRRM to the students.
2. Shall be the manpower needed in times of emergency, disasters, war and other scenarios which
will be detrimental to the lives of all NSDGA community.
d. Students.
1. Are expected to abide to the rules, regulation, policies and/or procedures of SDRRM.

2. Shall abide by the chain of command and follow it without any questions for the organized safety
of all.

7.0 Guidelines

The following are the guidelines and policies for the school Disaster and Risk Reduction Management:

Responsibilities:
 Preparedness
o Spearhead the implementation of prevention, mitigation and preparedness
o activities;
o Ensure that safety and preparedness checklist is posted in conspicuous places
o of the school;
o Maintain, update and post emergency hotline numbers;
o Maintain and update the directory
o of school personnel;
o Engage parents and the community in conducting safety and preparedness activities;
o Ensure that students and school personnel receive proper orientation on the hazards and
risks within the school and community;
o Prepare and post evacuation plans and safety signages among all school building
premises;
o Oversee the conduct of student-led risk assessment;
o Identify evacuation areas within the school facility;
o Ensure the safekeeping of school records (i.e., inventory, personnel records);
o Ensure that children with special needs, including learners in early grades are properly
secured and situated to facilitate their prioritization during evacuation;
o Maintain sufficient amount of drinking water and first-aid supplies
o Keep functional radio, flashlights, emergency lights and batteries
 Response
o Ensure that all school personnel and learners are informed of the emergency situation;
o Serve as building marshals and check if all classrooms have been cleared during
evacuation;
o Coordinate with concerned government offices on any needed assistance for
emergencies;
o Ensure that all advisers have accounted all their students during evacuation;
o Remind all advisers to conduct a psychological first-aid session
o Facilitate debriefing session for all personnel and specially teachers
o Coordinate with the Guidance counselor for the correct debriefing session and
appropriately trained personnel
o Prepare the school for possible use as evacuation center;
o Establish temporary learning spaces, if necessary;
o Facilitate the immediate resumption of classes;
o Provide immediate medical support, if necessary and within the school’s capacity to do
so;
o Assist the school head in collecting Rapid Assessment on Damages Report (RADAR) 1 and
2 data; and
o Communicate the needs to external stakeholder.
 Execution of Brigada eskwela or equivalent procedure (DM 41, s 2015)
o Create and annual school maintenance week thus engaging the stakeholders as necessary
emphasizing school preparedness to disasters and school safety
o The following may serve as guidelines for school safety and preparedness guide:

 Safe Learning Facilities:


1. Facilitate the assessment of school electrical system to make necessary repairs
and/or upgrades to prevent fire incidents
2. Repair minor classroom damages such as, broken windows, doors, blackboards,
roofs, etc.
3. Install appropriate and available fire suppression equipment or resource such
as fire extinguishers, water source and other indigenous materials
4. Make sure that corridors and pathways are unobstructed and that all sharp,
protruding objects which may cause harm to students are removed
5. Clean and clear drainage to prevent clogging, cover drainage and canals to
provide necessary warnings.
6. Cordon off and post safety signage for on-going construction, unfinished,
damaged and condemned buildings.
7. Secure cabinets and drawers and ensure that heavy objects are below head
level.
8. Post safety measures in laboratories and workshops.
9. Prune trees to avoid entanglements
 School Disaster Management
1. Post a directory of emergency contact numbers of relevant government
agencies and offices, in various areas of the school, establish early warning
mechanisms and inform all students and personnel on this.
2. Equip school with first-aid kits, flashlights megaphones, and other necessary
supplies that may be needed in times of emergencies, ensure that these items
can be easily located and accessed.
3. Identify alternative sources and/or maintain supply of drinking water within the
school.
4. Ensure that students, teachers, and personnel have identification cards with
relevant information.
5. Create database of student and their family contact details.
6. Secure vital school records and store in safe locations.
7. Coordinate with barangay officials on pedestrian safety for students.
8. Document accidents experienced by students and personnel within the school
to improve prevention and mitigation measures.
9. Prepare an evacuation/exit plan and directional signages on every floor of the
building.
10. Identify evacuation areas and classrooms that can be used as temporary
shelters during disasters and emergencies.
 Records and safe keeping
1. Identification of storage area for safe keeping:
o School records
o Teaching manuals
o Computers
o Etc.
2. The location that is chosen should be free or minimizes damages from:
o Flooding
o Fire
o Water sprinklers
o Location least likely to received damages from debris or getting crushed
 Early warning systems
1. Establishment of mechanisms to inform students and personnel on hazards
and emergencies.

3. Information dissemination platform maybe used according to accessibility and
common usage:

5. Public address system and strategically placed speakers may be used
6. Alternative facilities may be explored by the SDRRM team to increase flexibility
and adaptability of early warning strategies for the school.

Personnel

1. The personnel that shall be appointed to the position shall follow a strict selection process:
i. The personnel shall be nominated to the position shall undergo deliberation for appointment
ii. The nomination and deliberation of the appointment shall be done by the Personnel Selection
Board which are listed below:
1. President
2. Executive Vice-President
3. Vice President of Operations
4. Principal
5. Human Resources
iii. The personnel shall be appointed once he/she receives at least an average grade of 75% from the
PSB.
iv. The criteria for selection shall be created and shall be given points accordingly with the following
criteria and percentage of grade:
1. Relevant Skills and Trainings for the position = 25%
2. Relevant Experience for the position = 25%
3. Character = 15%
4. Leadership qualities = 35%
v. Once the deliberations have been completed the following grades shall be attached to the letter
of appointment signed by the appointed individual and the PSB and shall then be forwarded to
the human resources to include this on their 201 files.
vi. A copy of a letter of appointment shall be granted to the individuals
vii. An appropriate remuneration shall be given to the individuals based on their position and
additional responsibilities deemed by the VP of operations and approved by the President or
Executive Vice President.
2. The following are the positions, requirements and their responsibilities as SDRRM Team:
i. SDRRM CHAIRPERSON

a. Overseeing the whole process and execution of the DISASTER RISK


REDUCTION AND MANAGEMENT PROCESS
b. Communication with Local Government agencies specially Marikina 161 and
DRRRMO
ii. COMMUNICATIONS OFFICER
Shall be responsible for:
a. Establishing communication line for:
a. Personnel
b. Responders
c. SDRRM Team
d. LGUs
b. Establishing chain of command channels for emergency cases
c. Relaying orders and monitoring the progress of the situation
iii. INFORMATION OFFICER
Shall be responsible for:
a. Establishing warning systems
b. Establishing student information channels
c. Monitoring of the hazards and possible risks as advised by official
announcements by the government
d. Checking and credible information to be disseminated
e. Evaluating student knowledge about local hazards and School DRRRM
protocols
f. Checking and maintaining educational materials for DRRRM
g. Coordination with DRRR subject teacher for updating materials and
procedure for student
iv. PLANNING AND STRATEGIC OFFICER
Shall be responsible for:
a. Creation of Evacuation plan
b. Placement of safe areas and coordination with LGUs for city wide
evacuation locations
c. Placement of Paging systems, fire extinguishers and other handy hazard
control materials in strategic location inside the school
d. Developing SIP which involves DRRRM
v. SAFETY OFFICER
Shall be responsible for:
a. Assessing Hazards, Risk, Vulnerabilities
b. Evaluating and assessing Fire alarm systems and fire sprinklers
c. Assessment and evaluation of electrical lines and the building resilience
d. Security and head count monitoring and locations of student and school
personnel during emergency procedures
e. Appointing security details from selected student and school personnel
during emergency scenarios to maintain public order
vi. MEDICAL OFFICER
Shall be responsible for:
a. Availability of rescue materials, tools and equipment
b. First-aid, trauma, jump kits and extrication materials
c. Shall spearhead rescue operations and emergency medical treatment
during emergency scenarios
d. Training and appointing Emergency medical responders and rescuers
during the school year

e. Shall monitor all medical related treatment and assist responders and
rescuers as needed
Earthquake/Fire /Violence Drills
 Earthquake / Fire
1. A letter of request and intent to perform a fire/earthquake drill shall be sent to BFP and
DRRRMO
2. The request shall then be accepted and a specified date shall be given for the fire drill
3. Additional information seminar, educational trainings shall be done by the BFP
representative prior to the agreed date
4. The management shall then prepare the school for the agreed date by doing:
 Re-echo of what to do in cases of fire
 All materials and signage be updated
 Inform stakeholders about the drill
 Parents
 Students
 Barangay
 PNP
 Other government offices related to the drill
5. Prepare SDRRRM Team for their responsibilities and how to manage their deployment
6. SDRRRM Team shall create a scenario for the drill and may show first aid treatment skills
and rescue skills as necessary
7. The Scenario shall follow the violence scenario procedure
8. SDRRRM Team may call for additional manpower from the school governing
organizations as needed:
 Student Council
 Red Cross Youth
 NSDGA Guardian Corps
 Other clubs and student organizations
9. SDRRRM Team shall be responsible for executing the following
 Monitoring head counts
 Student Reunification protocol
 Search and Rescue (best of ability)
 Emergency Medical Treatment
 Supply gathering and distribution
 Evacuation movement
 2nd level evacuation (as the needs arise)
 Reporting of the total information to BFP
 School Damage, risk, Hazard Assessment and Report
 Documentation of the activity
 Evaluation of the activities and the DRRRM protocols/procedures
 Violence
1. A letter of request and intent to perform a fire/earthquake drill shall be sent to BFP,
DRRRMO and PNP
2. The request shall then be accepted and a specified date shall be given for the fire drill
3. Additional information seminar, educational trainings shall be done by the PNP,
DRRRMO representative prior to the agreed date

 Evaluation of the activities and the DRRRM protocols/procedures
EMERGENCY SCENARIOS:
 Earthquake / Fire
1. Alarm or shake trigger shall be heard, if the alarm was not triggered immediately
perform step 2
2. Execute drop, cover and Hold (earthquake) or cover mouth, drop and crawl (Fire) as
necessary
3. SDRRRM Team shall immediately perform Evacuation procedures all students and
personnel as soon as the shaking stops and/or once fire is detected in an orderly and
calm manner proceed to step 4, 5, 6, 7, 8 simultaneously then step 9
4. Call emergency number, assist disabled and visitors, take GO-supplies, mark doors
5. Medical officer shall get all necessary medical tools, jump, trauma and first-aid kits and
go to the allocated area where medical treatment can be performed and prepare for
incoming patients and shall perform triage as necessary
6. Communication officer shall immediately establish chain of commands and SDRRRM
Chairperson shall immediately be the field or site commander that monitors the
progress of the procedures
7. Information officer shall be responsible for calling emergency numbers and assist the
LGUs and NGOs for information needed as Necessary and procure/gather basic needs to
sustain life
8. Safety Officer and Planning and strategic Officer shall be responsible for security, safety
evacuation procedures and head count and reports to the Field Commander
9. The medical officer will coordinate with the field commander for total headcount for
each class and their location and assess for the following situation:
 Incomplete head count

 If there are missing people the medical officer shall organize a rescue
team with a teacher as a team leader and school governing bodies
and/or organizations as members
 The medical officer shall then coordinate with the safety officer and
Planning and Strategic officer for their assessment to the building
and/or the scenario
 Once the scene has been declared safe the Rescue team shall
immediately perform search and rescue and extrication the best of
their abilities
 Once the person has been located, treated (if immediate treatment is
needed) shall be reported to the safety officer and/or Planning and
Strategic Officer for the head count and shall be immediately placed in
the medical area for further checks
 Medical Officer shall deem which is priority for next level of care for
the incoming ambulances and shall be the dispatch and logistics
officer for the injured or people that needs medical care
 The procedure shall repeat until all persons are accounted for
 Complete headcount
 The medical officer shall continue checking for people with injuries,
psychological support and biological needs and coordinate with the
information officer for those needing food, water and clothes
 Medical officer shall coordinate properly with incoming ambulances
and shall act as dispatch and logistics officer for those with medical
needs.
10. Another assessment shall be performed by both safety officer and Planning and
strategic officer on the school grounds;
 if the grounds are not safe then evacuation to next location shall be executed
 if the ground is safe but is not ready for use, student reunification procedure
shall be initiated and the information officer shall spearhead contacting
parents/guardians for student pick-up.
 If the school is safe and ready for use, the safety officer shall relay information
to the principal, VP of operations, President and Executive Vice President to
confirm next level of action.
11. Once all is clear Clean up procedure shall be initiated accordingly
 Violence
1. A Gunshot or violence around the school perimeter is detected immediate lockdown
procedure shall take place
2. The alarm shall be ringing and all access to the school shall be closed immediately
3. SDRRRM Team shall immediately secure the location and safety of the students and
shall enforce the drop cover and hide actions
4. Medial officer shall be immediately be inside the clinic ready to take in patients until
further notice from the SDRRRM team
5. The Communication officer shall establish chain of commands and links to each SDRRRM
Team for updates
6. Information officer shall immediately contact LGUs or agencies that handle violence

7. Information officer shall immediately notify the principal, VP of operations, President


and Executive Vice President of the scenario and wait for any commands and coordinate
with SDRRRM Chairperson
8. Safety Officer and Planning and Strategic Officer shall assess the current situations and
report it to the SDRRRM Chairperson
9. Information officer shall continue to monitor news from the LGUs or agencies involve
and wait for the all-clear notice
10. Safety officer and Planning and Strategic officer shall then re-assess the perimeter of the
school and if there are extensive damages and risk of dangers shall then recommend to
the SDRRRM Chairperson to initiate the student reunification procedure. If no risk was
assessed information shall be relayed to SDRRRM Chairperson, Principal, VP of
operations, President and Executive Vice President for further instructions

 Flooding/Typhoon
During school operating hours
1. Once typhoon has been confirmed to hit the area of the school, the communication
officer shall immediately establish a working communication channel and chain of
command for SDRRRM Team
2. Safety officer and Planning and Strategic Officer shall assess the situation around the
perimeter of the school
3. The information officer shall monitor the water level of the Marikina River and report it
every increase and how fast the increase of the water level of the Marikina River.
4. Medical officer shall be responsible for jump, trauma and first-aid kits to be used readily
when necessary
5. Once flooding is imminent, the safety officer, Planning, and Strategic Officer shall
coordinate with SDRRRM Chairperson, Principal, President and Executive Vice President
for suspension of classes.
6. If a decision was not made on the nick of time the evacuation procedure given by the
LGUs shall be prioritized
7. Once evacuation is imminent the safety officer, Planning and Strategic Officer and
medical officer shall lead the evacuation to the designated evacuation centers by the
LGUs
8. The information and communication officer shall be in charge of coordinating with the
site director and keep the SDRRRM Team, Principal, President, VP of Operations,
Executive Vice President in Loop for necessary needs of the students and personnel
9. Discharge procedure of the evacuation center shall be followed and confirmation of
parent or guardian pick-up shall still apply (student reunification procedure)
10. Once the scenario is over the Safety Officer and Planning and Strategic Officer shall
assess the damage in the school and report back to SDRRRM Chairperson
11. Communication and Information officer shall assess the student readiness and situation
first and relay all information to the SDRRRM Chairperson
12. The medical Officer shall initiate the Psychosocial First Aid (PFA) for all those involved
and inside the evacuation center
13. SDRRRM Chairperson shall coordinate with the school board for appropriate action.
14. Clean up procedure shall be initiated immediately once orders have been given
15. Documentation shall be done during the scenario with consideration to safety and
privacy

Non-operating Hours or declared suspended


1. The Communication Officer and Information Officer shall monitor the current scenario
and shall inform all SDRRRM Team of it.

If there are locations of students that has been confirmed to be flooded and needing
rescue, the information and Communication Officer shall be contacting the Medical
Officer and SDRRRM Chairperson for LGUs and NGOs rescue operations with
appropriate details:
a. Name
b. Contact number
c. Number of people
i. Elderly
ii. Adult
iii. Pediatric
iv. Injured/disabled
d. Location and landmark
3. Safety and Planning and Strategic Officer shall assess the damages in the school
4. Information and Communication officer shall gather information on the student’s
status and must coordinate with the SDRRRM Chairperson for those who are affected
5. Donation Drive may now then be initiated by any of SDRRRM Team
6. Information and Communication Officer shall then inform all interested parties for the
donation
7. Packing of goods and distribution of goods shall be done by the teachers and
personnel available and not affected
8. Distribution procedure shall be performed by the Safety Officer and Planning and
Strategic Officer.
9. Documentation shall be done for the activities in consideration to safety and privacy
 Other Hazards
1. Once an early warning has been given the Safety Officer and Planning and Strategic
Officer shall immediately assess the situation
2. Information Officer shall collect all necessary information of the situation
3. Communication office shall immediately establish communication and chain of
command with SDRRRM Team
4. Once official announcement from the government has been identified evacuation or
lockdown procedure may be invoked
5. Medical officer shall prepare the jump, trauma and first-aid kits and coordinate with the
information and communication officers for provisions needed for the students and
personnel
6. Safety Officer and Planning and Strategic Officer shall re-assess the scenario and if the
needed to evacuate or go to the next area of evacuation is needed shall immediately
recommend to the SDRRRM Chairperson and subsequently execute the plan as
necessary
7. For emergency student release the student reunification procedure shall be invoked
8. Documentation shall be done during this scenario with considerations to safety and
privacy
9. If the scene has been cleared and resumption of class not possible proceed with student
reunification procedure
10. Safety Officer and Planning and Strategic Officer shall assess the damage in the school
and report all details and recommendations to SDRRRM Chairperson
11. SDRRRM Chairperson shall coordinate with the Principal, VP of operations, President,
Executive Vice President for further actions
12. Clean up procedure shall be invoked as needed
EVACUATION PROCEDURE

Student-Family Reunification Protocol

The students are discharged or emergency discharged from the care of the school the following
procedure shall be done:
1. Confirm details of the student
i. Name
ii. Address
iii. Parent/guardian
iv. Emergency contact person
v. Emergency contact person number
vi. Adviser
2. Information and communication officers shall coordinate with the student’s adviser to contact
their parent and/or guardian
3. Once contact is successful the student shall wait for pick-up and the parent and/or guardian shall
bring their valid I.D. for identification and documentation
4. If contact is not successful the student shall remain with the school’s responsibility and shall be
transported to their home once the scene has been cleared

School Clean Up
Once the assessment of the Safety Officer and Planning and Strategic Officer deemed the school for
cleaning the following procedure shall apply
1. Order from the Board shall be given to the all personnel
2. All necessary tools for cleaning shall be provided by the school
3. Cleaning should be completed within the duration of the suspension as declared either by the
government or the Board
4. Documentation shall be done in consideration of the safety and privacy of the people

Establishment of Temporary Learning Spaces and Use of Schools as Evacuation Centers


1. Safety Officer and Planning and Strategic Officer assess the need to shift locations and the Board agrees
to use the school as evacuation center
2. The Safety Officer and Planning and Strategic Officer shall design the security and safety protocols for the
evacuees
3. The information and communication Officers shall establish all documentations needed and procedure
for admission, discharge and request for goods
4. The medical officer shall standby for any treatment that could be provided by the school
5. SDRRRM Chairperson shall monitor all and shall be the director of the evacuation center
6. SDRRRM Chairperson shall coordinate with the LGUs and NGOs as needed
7. Documentation shall be done in consideration to the privacy and safety of the people

Resumption of Classes
1. Safety Officer and Planning and Strategic Officer shall assess the building and forward the
recommendation to the Board
2. The board shall confirm all details in accordance to the government’s declaration of the resumption of
classes
3. The school shall be maintained and cleaned accordingly or as needed every after emergency
Provision of Psychosocial Support
1. The Medical officer together with the guidance counselor shall assess for the needs of debriefing
2. Psychological first aid or Psychosocial support shall be immediately given once the safety and security of
the personnel and students have been confirmed
3. The Debriefing shall be executed only be trained professionals and medical professionals related to the
field
4. A re-assessment shall be done once the students are able to return to school for further monitoring

Monitor, evaluate, and report interventions before, during, and after a disaster
1. Monitoring and recording of the situation shall be done and given to the SDRRRM Chairperson
2. All interventions, actions and plan shall be recorded by each SDRRRM Team officers in accordance with
their function
3. A debriefing session that involves the actions and interventions taken shall be done immediately after
the emergency or disaster
4. The evaluation of the procedure shall be done every 3 years to maintain up to date information and
procedure
8.0 Records

 Any document or evidence that contains information or result of activities performed (if applicable).
 Documents and information shall be coordinated with DRRRMO or with the LGUs and involved government
agencies as needed
 Documentation shall abide by the safety protocols established by the school and the government with
consideration to the DATA PRIVACY ACT OF 2012
