COVID-19 SOP for Subcontractor as of June 17,2022

1. INTRODUCTION
Coronavirus Disease 2019 (COVID-19) is a respiratory disease caused by the SARS-CoV-2
virus. This guidance is intended for planning and management for COVID-19 cases in
Manyar Smelter Project. The procedures are following the Minister of Health Republic
Indonesia.

2. PURPOSES
In current situation the COVID-19 is not over yet and we need to keep monitoring and taking
protective measure in our daily lives and ensure all employees within Manyar Smelter Project
including subcontractors and their visitors are familiar with the requirements and standards
in prevention and management of COVID-19 Cases in the Manyar Smelter Project (MSP).

3. OBJECTIVES
 Ensuring all subcontractors comply with the COVID-19 Health Protocol procedures to
maintain safe works practices.
 This procedure outlines the prevention, screening, management, and reporting for
COVID-19.
 Facilitate the screening activities of Covid-19 following approved and agreed with
procedures
 Management of COVID-19 cases including and not limited to Screening, Contact
Tracing, Quarantine, Isolation and Return to Work assessment.

4. SCOPE
This procedure applies at Manyar Smelter Project Area and all individuals working in support
of the Project in the context of prevention and management of COVID-19 cases.

6. DEFINITIONS:
Epidemic It refers to an increase (often sudden) in the usual prevalence of cases
of a disease, above what is normally expected in that population within
a geographic area.
Endemic Describes a disease that is present permanently in a region or
population
Pandemic It is a global disease outbreak over several countries or continents that
spreads easily and rapidly from person to person, usually affecting a
large number of people. A pandemic may or may not cause severe
illness.
Suspect Case Suspect case is a person who meets one of the following criteria
a. People who meet one of the clinical criteria.
1) Acute fever and cough; or
2) At least 3 of the following symptoms: fever, cough, weakness
headache, muscle aches, sore throat, runny nose/stuffy nose,
shortness of breath, anorexia/nausea/vomiting, diarrhea, or loss
of consciousness; or
3) Patients with severe ARI (Acute Respiratory Infection) with a
history of fever/fever (> 37,3 ℃) and cough that occurred in the
last 10 days, and require hospitalization; or
4) Acute anosmia (loss of smell) with no other identifiable cause;
or
5) Acute ageusia (loss of taste) with no other identifiable cause.
b. A person who has a history of contact with a
probable/confirmed case of COVID-19/COVlD-19 cluster and
meets the clinical criteria in point a.
c. A person with a positive Rapid Diagnostic Test Antigen
(RDT-Ag) following the use of RDT-Ag In the criteria for regions A
and B, and has no symptoms and is not a close contact (Use of RDT-
Ag follows applicable regulations).
Probable Case Probable cases are suspected cases that died with a convincing clinical
picture of COVID-19 and had one of the following criteria
a. No laboratory examination of Nucleic Acid Amplification Test
(NAAT) or RDT-A was carried out; or
b. The results of the NAAT/RDT-Ag laboratory examination do not
meet the criteria for confirmed or non-COVID-19 cases
(discarded)
Confirmed Case "Confirmed Case" means a person who meets one of the following
criteria:
a. A person with a positive NAAT laboratory test.
b. Meet the criteria for suspected cases or close contacts and the
results of the RDT-Ag examination are positive in the area according
to the use of RDT-Ag in the criteria for regions B and C.
c. A person with a positive RDT-Ag test result is following the
use of RDTA in the C re ion criteria
Closed Contact The criteria of close contact are:
 Personnel who conducts face to face contact with confirmed case
within 1 meter for 15 minutes or more
 Personnel who conducts direct physical contact with the confirmed
case (handshake, touching, etc.)
 Personnel who give direct treatment to the confirmed case without
using proper PPE
 Other situation that indicates contact based on local risk
assessment released by local epidemiology investigation.
Contact Tracing Closed contact tracing
 The contact period with the symptom (symptomatic) confirmed
case, is calculated from 2 days before symptoms occur to 14 days
after symptoms occur (or until cases are isolated)
 The contact period for asymptomatic confirmed cases is calculated
from 2 days before swab collection with a positive result until 14
days after or until the case is isolated
Quarantine Quarantine is an effort to separate someone who has been exposed to
COVID-19 (either from a history of contact or a history of traveling to
areas where community transmission has occurred) even though they
have not shown any symptoms or are in the incubation period to reduce
the risk of transmission
Isolation Isolation is an effort to separate someone who is sick who needs
COVID-
19 treatment or someone who has confirmed COVID-19, from a healthy
person to reduce the risk of transmission.
PPE Personal Protective Equipment
▪ General worker:
 Surgical mask or
 N95/KN95
▪ Screeners and medical responders.
 N95 mask
 Face shield or googles
 Coverall/Gown
 Disposable Hand Gloves
 Disposable Head Cap
Employees with COVID-19 symptoms and or closed contact on-site
should be tested for Rapid Antigen at the medical facilities. The
personnel should go to MSP Clinic to perform the test.

7. PROCEDURE

SCREENING FOR VISITORS, NEW HIRE EMPLOYEES & CONTRACTORS, AND
EMPLOYEES WHO RETURN FROM R&R
1 The member of subcontractors and its visitor who will Subcontractors
mobilize or entering the site are required to have complete
Covid-19 Vaccine certificate for 1st and 2nd shot as
minimum and Booster vaccine is highly recommended.

Personnel who already received 2nd or 3rd vaccines are not


mandatory to provide antigen/PCR test for Covid-19.

All personnel should inform their vaccination record in the


Site Visit Form and Induction Form.

Visitors / employees who had symptoms and closed


contact before entering the site should perform Rapid
Antigen Testing prior enter the site

Indonesia Travel Restrictions


All international travelers (foreign national) who will enter
the territory of the Republic of Indonesia shall follow the
latest regulations for Covid-19 in Indonesia, country of
departure and transit country.
2 The on-site medical facility will ensure appropriate
signage is in place at the testing facility to direct the flow
of individuals for COVID-19 testing and ensure the safe
and effective flow.
Results of the Antigen testing will be recorded and
reported to MSP Authorized Person.
3 Daily Covid-19 screening at the entrance will be carried Medic Team/ HSE &
out by Security
Officer 1 — conduct temperature check on the forehead
Officer 2 — documenting the temperature check result;
direct the employee and visitor to apply hand sanitizer; put
a sticker on the collar/shoulder's shirt.
4 All employees & visitors should wear surgical mask for Subcontractor
minimum requirement or N95/KN95 for
1. Indoor activity
2. Could not maintain 1 meter distancing
3. Personnel who have high risk / comorbid
4. Have respiratory symptoms
Physical distancing must be implemented during the
screening process and in all common areas.
Wearing mask in outdoor activities is not mandatory, but
still recommended if the personnel could not maintain the
distance or there is a risk.
5 For daily temperature screening, the following will apply: Medic Team/ HSE &
a. Body temperature is < 37.3 ℃, Security/Subcontracors
▪ If there are no Covid-19 flu-like symptoms are
declared, then individuals can start to work
immediately
▪ Sticker passed to individuals to wear and the
person could continue to work.
b. Body temperature is > 37.3 ℃ (with or without
flu/cough/cold symptoms)
▪ Ask employee or visitor to wait at the shady area
for 10 minutes for further observations and repeat
the body temperature test.
▪ If the temperature is still after observations, the
Individual is not allowed to enter the site location
they will be advised to go to the primary health
care/hospital/family GP or other medical facilities
for further examination or test.
▪ The personnel should report to their supervisor.
The result should be reported by the employee to
the company representative .
6 As an interim measure, the sticker system will be used. HSE & Security
 White: screened on odd date /Subcontractors
 Green: screened on even date
This system will constantly be reviewed by HSE & Security
Department
HEALTH PROTOCOL DURING WORK IN THE WORKPLACE
Ensure banner “Will be performed for screening COVID- Subcontractors
19” at the entrance

If there is a personnel who has sign and/or symptoms of Subcontractors


COVID-19, the personnel has to 1) report the status to
each company’s SHES and 2) stay accommodation until
further directions arrived (each company reports to CII’s
SHES and CII will report to PTFI SHES and get the
instruction from International SOS)

7 All personnel must wear a surgical mask (minimum) or Subcontractors


N95/KN95 mask (depend on preferences) that covers the
nose and mouth and is secured under the chin for indoor
activities, could not maintain 1 meter distancing, high risk
or comorbid and have respiratory symptoms.
8 Hand soap & water will be available at strategic locations Subcontractors
and hand sanitizers will be available at the entrances of
offices.

9 Sanitization/disinfection of all offices, common spaces, MSP & Contractor


light vehicles, and heavy equipment is highly
recommended. Disinfect office common facilities such as
door handle, push button on daily basis by disinfecting
wipes and instruct cleaning staff to wear mask and gloves.

10 Number of employees and visitor in the workplace will be MSP & Contractor
following PPKM Level or Local COVID-19 Task Force
regulations.
To be reviewed regularly.
11 Infection control, good hygiene practices, COVID-19 MSP & Contractor
mitigation measures to be promoted

12 Social distancing to be maintained at the site: MSP & Contractor


 No physical contact (handshake, hug, etc.)
 Keep the distance at least 1 (one) meter
13 All participants offline meeting must wear masks and keep MSP & Contractor
social distancing. Use hand sanitizer and keep the
meetings as short as possible.
14 Probable and confirmed cases both symptomatic MSP & Contractor
(symptomatic) or asymptomatic (asymptomatic) have to
perform isolation.

Isolation period
A. Asymptomatic case:
5 days isolation with no exit test required and return to
work on day 6 with below step should be implemented:
 Individual should wear N95/KN95.
 No eating in a public area until day 10,
 Return to the regular procedure on day 11.

B. Mild Symptoms case:


5 days isolation and return to work on day 6 if free of fever
for last 24 hours (not antipyretic and improved symptoms
(telemonitor by a doctor) with below step should be
implemented:
 Individual should wear N95/KN 95.
 No eating in a public area until day 10.
 Return to the regular procedure on day 11.

If, post isolation rapid antigen test is needed AP approval


is required.
When the cases are managed by the government medical
facility then the personnel should follow the regulations
advised by the government.
15 Self Isolation is applicable for the confirmed case without MSP & Contractor
symptoms (asymptomatic) and mild symptoms. Patients
with self-isolation should be under local primary health
care or other facilities as advised by the company
representative.
16 Close Contact cases with complete vaccination will be MSP & Contractor
following:
 No work restrictions
 Wear N95 or KN95
 No eating in Public Area for 10 days
 Return to the regular procedure on day 11
HEALTH PROTOCOL DURING WORK FROM HOME
17 In determining the number of employees who work from MSP & Contractor
home, it is based on the head project with the management
approval by considering the below:
 Vaccination status
 Health condition (comorbid)
 Age
 Type of work (essential or non-essential)
 Continuity of duty mitigation
18 Ensure the employee can be contacted and communicated MSP & Contractor
during work from home
19 Stay at home and limit contact with others MSP & Contractor

20 All personnel who lives at home (not in a controlled place) MSP & Contractor
are encouraged to stay alert, especially if their family
member had been traveled to the affected area of Covid-
19 and they must perform a health check especially if there
are any symptoms of Covid-19.
21 In the case of a found family member of the employee MSP & Contractor
who lives at home (not in a controlled place) is confirmed
positive COVID-19 case, they must inform to Safety
Reps. or Medical
Team of each Company (if any), and Individuals should
follow closed contact case.
EVACUATION PHASE
22 Transportation of the patient infected to the health MSP & Contractor &
facilities: Medical Team

Ambulance Transport:

 Driver cabin must be separated/isolated from the


patient cabin
 Vehicle's air conditioning must be turned off & the
window must be opened to optimize the air circulation
considering the weather situation. If not applicable,
Air Conditioning can be turned on using "non-
circulate" mode
 Hand hygiene's protocol must be applied
 Patients must N95 (if tolerated). Cough etiquette
must be applied
 The patient should be placed at the rear cabin seat
stretcher, or similar equipment that is adjusted with
the patient’s condition
 If the patient is escorted by medics, Medical personnel
should sit down at the driver's cabin if the patient is
stable. Medical personnel should not be placed within
1 meter of the patient infected as possible when
accompanying the patient at the rear ambulance
cabin.
 Medical personnel and driver must use PPE
completely (N95 mask, google/face shield, head cap,
and hand gloves) during contact with the patient, All
PPE can only be taken off after has been disinfected
and the ambulance has been sterilized
 Disinfect the isolation room and/or ambulance using
a disinfectant liquid of alcohol 70% and rags, and it
must be conducted by trained personnel and must use
PPE completely
 Ensure the discharge and disposal of PPE which have
been used is following the procedure after the
ambulance/transportation has been disinfected.
OBSERVATION AND TREATMENT PHASE
23 The employee who is suspected or tested positive Rapid Medical Team & HSE
Antigen required further examination by a Primary Health Dept.
Care physician or medical team on-site to decide further
management based on patient condition.

The employees might need a referral to Primary Health


Care or Hospital the medical team will provide the referral
letter.

Asymptomatic and mild symptoms are required self-


isolation.
24 The patient who conducts self-isolation at home should Medical Team & HSE
report 24 to a local public primary health care facility Dept.
(Puskesmas) and company COVID-19 Steering
Committee.
25 The PCR confirmatory test will be arranged by Puskesmas Medical Team & HSE
or 25 self-arranged by the patient's company if needed. Dept.
26 Puskesmas will record and monitor the patient's condition Medical Team & HSE
until the patient has completed the self-isolation period. Dept.

Duration of self-isolation: please follow the isolation


regulation advised.
27 Primary Health Care or appointed physician will evaluate Medical Team & HSE
the patient’s health condition as government regulation Dept.
and give a discharge letter or finished isolation letter.
RETURN TO WORK PHASE
28 The patient can return to work if: Medical Team & HSE
 Employee has completed the mandatory self-isolation Dept.
period or has obtained the discharge letter by treating
doctor from the hospital.
 Met the procedures for return to work at points 14 and
16.
29 Primary Health Care or hospital physician will conduct the Medical Team & HSE
final health screening to the patient at the site confirming Dept.
the patient has no symptoms.
30 The medical team submit the report of patient fit to work Medical Team & HSE
status 30 to the MSP Authorized Person. Dept.
