Scope of Work
Design: The vendor must design the precision air conditioning system according to the landing
stations characteristics and layout and best experience. This design will be revised by Telconet
´s air conditioning professionals
Capacity Requirements: The precision air conditioning systema is to work continuously on a
800KVA thermal load generated by computing servers, detail the cooling capacity needed. The
heat will be approximately evenly distributed by every rack with a thermal load of every rack
of approximately 5KW.
The racks are to be lined up and separated by cold and hot aisles for Thermal containment.
Cold aisles will be isolated from hot aisles. Air Conditioning supplier is not in charge of the
construction of the thermal containment aisles.
System Specifications: The precision air conditioning systems should be a Direct Expansion
System. Air Handling Unit as well as Computer Room Air Conditioning (CRAC) Unit should be,
preferably, 480VAC/3-Phase system
Temperature and Humidity Control: Precise control levels required for temperature and
humidity to maintain optimal conditions for data center/landing station equipment. All this
controls must support Modbus TCP/IP
Redundancy: 2(N+1) redundancy to meet Tier IV standards must be accomplished
Energy Efficiency: Expectations for energy efficiency ratings (e.g., SEER, EER) to minimize
operational costs are: The expected EER/IEER should be over 14 for given location
Form Factor: Constraints on the physical size or configuration of the air conditioning units,
considering the data center/landing station layout.
Monitoring and Management: Integration with Data center/landing station Infrastructure
Management (DCIM) systems for real-time monitoring and management must be Modbus
TCP/IP based

3. Vendor Qualifications
Experience: Vendors with documented and prove experience with precision air conditioning
systems in Tier IV data center/landing stations/landing stations, particularly in tropical and
humid environments will be selected.
Certifications: The following certifications are mandatory:
 ISO 9001: Quality Management System
 ISO 14001: Environmental Management System
 ASHRAE 90.4-2019 (American Society of Heating, Refrigerating and Air-Conditioning
Engineers) Standards

The following certifications are recommended, the weight on the evaluation is as specified:
 ISO/IEC 27001: Information Security Management (+1 pt.)
 ISO 50001: Energy Management Systems (+2 pt)
 Uptime Institute Tier Certification (+5pt)
 LEED Certification (Leadership in Energy and Environmental Design) (+3 pt)

Support and Warranty: Post-installation support, maintenance services, and warranty terms
must be provided. Prices must be indicated as well as

4. Proposal Submission Guidelines

Proposal Format: Vendors should structure their proposals, including technical specifications,
project timelines, and cost estimates according to following layout:
 Vendor presentation
o Experience
o Latest 3 years Financials statements

 Annex. 1 Vendor´s references

 Annex 2 Equipment technical references

Submission Deadline: The submission deadline is xx.

Contact Information: Specify the primary contact person for questions and proposal
submissions. All communications should be done by email cc to aaccrfp.telconet.ec
