RE- FORWARDING PROPOSAL FOR THE ESTABLISHMENT OF SOKOTO STATE

CEMETERY MANAGEMENT COMMITTEE

Sir,

As a follow up of the Islamic Organisations visit to Tudun wada cemetery in lined up

activities to mark the new Hijrah calendar 1440H celebration and advice to the state
government to form a committee to look after cemeteries across the state by the visit
Committee.

The Sokoto state Governor His Excellency, Rt. Honourable Aminu Waziri Tambuwal
CFR who was represented by the Head of Service, Sokoto state, Dr. Buhari Garba
Kware. in his speech at the launching of the Hijrah Calendar 1440H on Saturday 15 th
September, 2018 acknowledged the request and instantaneously asked the Permanent
Secretary Ministry for Religious Affairs, Sokoto state, Alh. Haruna Maishanu who
represented the Commissioner from the ministry to take the necessary action on the
matter.

We hope the present administration will be the one to first establish this important
committee in the state or have a director to man the affairs of cemeteries, it will be part
of its achievements and politically will attract more support from the society, particularly
religious groups by showing it’s concern in this area.

INTRODUCTION
Cemetery is the last home of everyone, Graveyards in Sokoto receive no much care
from government apart from allocation of lands to communities for the purpose and little
allowances for few workers in some cases. Government need to do more than that.

Cemeteries are left in the hand of people who have no resources and capacity to
manage them.

It requires proper care, coordination and management, and this can only be achieved
through establishing a strong committee that can be formed by the state government to
oversee and monitor the activities of burial grounds across the state under the
community services department of the Ministry for Religious Affairs or Sultanate council .
with the following term of references:

i. To obtain burial grounds at suitable places in the communities through

government, private organizations, communities and individual’s support
ii. To educate and mobilize Muslim communities on their responsibilities to cater for
burial grounds and providing security to the graveyards,
iii. To adequately supervise and monitor the cemetery activities and to ensure
opened graveyards by erosion, animals, etc are well covered through communal
efforts.
iv. To settle any conflict that may arise in acquiring land for the cemetery purposes
v. To ensure effective utilization of land in the cemeteries, through capacity building
training for workers in the yards to avoid unnecessary wastage of land.
vi. To provide sanitary materials and train cemetery staffs on proper and hygienic
handling of dead persons and burials
vii. To coordinate and encourage communal participation and support in providing
necessary working materials and tools and manning the affairs of the cemeteries.
viii. To work with media houses in educating the society in that regards
ix. To do any assignment and activities deem helpful to achieve the committees’
objective.
Coordination
Ministry for Religious Affairs, Sokoto state, under the community services department or
appoint a new director or office to oversee the affairs of the cemeteries,

Members to be drawn from relevant organizations in the state, each member
organization will have a vital role (direct or indirect) to play in the propose committee, the
membership can be reviewed if deemed necessary.

Sub-committees to be formed at each Local Government area and/or district level of at
least seven (7) members, which will do similar activities of that of the state level, each
district head to serve as the head of the committee in his area of jurisdiction.

Requirement:

Office accommodation (accessible to general public),Ministry for Religious Affairs,

Jama’atul Nasril Islam (JNI) or any suitable place.

i. One number of hilux van

ii. One ambulance
iii. Monthly budgetary allocation to the committee for its day to day running.

A bisa lura da yawaitar gine-gine ga kaburbura a maqabartinnen

hukuma musamman maqabartar Tudun wada Sokoto, jama’a na
qorahe-qorahe qwarai akan hakan, wannan ya janyo hankalina da in
rubuto ma wannan Majalisa mai albarka wannan koke.

Kamar yadda muka sani cewa gina a kabari abune da addinin

musulunci ya qi (karhanta) a mazhabar da mafi yawan musulmin
wannan vangare ke biya ta Imam Malik, duk abinda musulunci ya
karhanta to akwai dalillai da muhimmancin wannan hani, domin
kaucewa wasu matsaloli da ke iya tasowa.

A kwanakun baya, mun haxu maqabarta lokacin wata janaza da wasu

daga cikin manyan malaman wannan Jiha a maqabartar kuma na koka
musu akan wannan matsala, irin su Sarkin Malamai Mal. Yahaya M.
Voyi da Malam Bello nasa da Malam Bello Qofa da Malam Nura
Hausare da wasu jami’an gwamnati.

Abin lura anan, gini a kaburra a baya wasu mabiya addinai da ‘Yan
shi’a ne suke yin wannan, amma abin tsoro a halin yanzu har wasu
almajirai sun fara gini a kaburran iyalai da malamansu. Hakan ba

ga sauran jama’a. Ga hotuna da na xauko don shaida.

Ina roqon wannan Majalisa kasancewa wannan abin qi ne kuma

1. Qara neman shawarar malamai tare da duba maslaha da illolin

da cigaba da hakan zai iya janyowa na kaucewa karanatarwar
addininmu da yin alfahari da qarin cin fili da qarin taqalihi ga
iyali da kwaikwayon wasu addinai da sauransu.
2. Sanarwar hana gina a maqabartinnen hukuma ta kafafen yaxa
