Phase 1: Pre-Construction

Module 1: Project Initiation

Module 5: Procurement of Contractors/Concessionaires/AE/IE/SC

- Preparation of bid documents for contractors/concessionaires

- Bid invitation and evaluation process

- Issuance of LoA and agreement signing with selected contractors/concessionaires

- Onboarding of consultants like Authority Engineer (AE), Independent Engineer (IE),


Safety Consultant (SC)

- LoA issuance and agreement signing with AE/IE/SC

Module 6: Permits & Clearances

- Tracking and monitoring of various permits like RUB/ROB GAD, forest clearance,
wildlife clearance, and other approvals

Phase 2: Construction

Module 1: Appointed Date

- Joint memorandum for handing over of land/Right of Way (RoW)

- Financial closure for PPP projects

- Issuance of Appointed Date for commencing construction activities


Module 2: Design and Drawing

- Safety audit of the project

- Submission, revision, and approval of design and drawings

- Submission and approval of work program, manpower deployment plan, equipment


deployment plan, and construction methodology

Module 3: Construction Progress

- Monitoring of land handover progress

- Tracking of utility shifting work

- Monitoring of physical and financial progress

- Identification and resolution of critical issues

- Preparation and updating of strip charts (chainage-wise progress)

- Reporting of daily work progress by AE/IE

Module 4: Quality and Safety

- Submission and approval of Quality Assurance Plan

- Issuance and closure of Non-Conformance Reports (NCRs)

- Composition of Conciliation Committees of Independent Experts (CCIEs)

Module 3: Arbitration

- Constitution of Arbitral Tribunal

Interconnections between Modules:

1. The project initiation (Module 1) and land acquisition (Module 3) modules are
interconnected as the land acquisition process starts after the project is initiated and the
alignment is finalized.

2. The DPR (Module 2) is the foundation for all subsequent modules, as it provides
detailed information about the project, including alignment, design, and feasibility
assessment.

3. The appraisals and approvals (Module 4) are based on the DPR and are required
before proceeding with the procurement of contractors/concessionaires (Module 5).

4. The procurement of contractors/concessionaires (Module 5) is followed by the


construction phase (Phase 2), which includes modules related to design, construction
progress, quality and safety, contractual issues, monitoring and reporting, and
commissioning.

5. The construction phase (Phase 2) is interconnected with the finance modules


(Payment to Consultants, Payment to Contractors/Concessionaires/O&M Agency, Other
Payments, Performance Bank Guarantees Management, and Final Bills Settlement) as
payments are made for various activities during this phase.

6. The construction phase (Phase 2) is also interconnected with the legal modules (DRB,
Conciliation, and Arbitration) as disputes may arise during this phase and need to be
resolved through these mechanisms.
7. The operation and maintenance phase (Phase 3) follows the construction phase and
includes modules related to handover from construction, highway O&M, road safety, toll
operations (for PPP projects), highway rating, monitoring and reporting, and handover
from O&M.

8. The finance and legal modules are also relevant during the operation and
maintenance phase (Phase 3) for payments and dispute resolution.

Overall, the modules are interconnected and follow a logical sequence, starting from
project initiation, followed by planning and approvals, procurement, construction,
operation and maintenance, and finally, handover. The finance and legal modules are
cross-cutting and applicable throughout the project lifecycle.
