Public Procurement (ACT 663 AS AMENDED)
The Public Procurement Act is the law that governs the provision of public procurement in the
country. The government in procurement of goods and services must adhere to or be guided by the
Public Procurement Act 614 of 2003 as amended in 2016 Act 914 of the Republic of Ghana. The
Public Procurement Act requires that, the intention to procure works either through International
Competitive Tendering (ICT) or National Competitive Tendering (NCT) must be in accordance
with Section 47 of PPA Act 663 of 2003 (as amended Act 914 of 2016) to notify and achieve
maximum competition from bidders and as serve as a fair means for all eligible bidders to bid.
Public Procurement is the process by which organizations acquire goods, works and services using
public funds. It includes planning, inviting offers, awarding contracts and managing contracts, thus
serve as a reference for activities undertaking by consultancy services from the tendering stage to
the award of contracts, project management etc.
The Act to be comply by public institutions in the process of acquiring goods and services for
public projects. In construction, it plays a crucial role in ensuring transparency, fairness, and
accountability in the procurement process.
During my internship at Asib Limited although, I did not get to participate in the bidding process
for a public construction project. This involved adhering to the Public Procurement Act's
guidelines, preparing tender documents, and evaluating bids to select a contractor but per my
observations and questions i put forward to the Quantity surveyor on site, I can now say that I have
i fair idea about the practical steps they went through during the tendering process of the renovation
of KNUST swimming pool.
Below are some practical steps for in the bidding process.
Invitation to Tenders
An invitation to tender will put in the local graphics papers for contractors registered by PPA to
bid for projects. The procurement entity will prepared the tender document and to various
contractors at a price to recover the amout incure in the preparatuon of the document.

Submission of Tenders
After the invitation is put out, tenderers will be instructed to submit and deposited their tender
documents together with any relevant attachments to a Tender Box at a specified location and time.

Opening of Tenders
The opening of tender will folllow after the necessary communication has been made to all
contractors on the location and time. The representative of the entity tender committee has to serve
as the chairman during the tender opening and representatives of various contractors of supervisor,
site engineers, and quantity surveyors has to also be presentas well as the client the representative.
The tender box has to be checked to see if it is locked and not tempered with. It will then be opened
and various tender documents removed and opened in front of the tenderers. Each will be checked
to see if the following certificates were available and was up to date: Ministry of Works and

4
Housing, Labour, SSNIT, Public Procurement Authority, Company Registration and Tender
Security. The Tender Form was checked if it was signed and stamped as well as each page in the
Bill of Quantities. Each contractor’s estimate is read out and recorded by the Quantity Surveyor
who opened the tender document. Representatives will be asked if they had any questions and or
complains; and for that if they are satisfied with the tendering process.

Examination of Tenders
The submitted tender documents after the tender opening will sent to the procurement unit/entity
tender committee for evaluation to proceed. checks must be done to ensure all the submissions and
attachments by Tenderers were analyzed and confirmed. During this stage, extensions on the Bill
of Quantities attached to the tender documents submitted by tenderers will also be done. By
checking for arithmetic errors by multiplying the quantity by the rate to get the amount. Checks
must also be done to each amount for respective description against the Summary and General
Summary, Preliminary Items inclusive. The Errors identified will then be corrected with pencil
and when done with the extensions, and the initials will be written below the final figure.

Pre-qualification Examination
At these stage by checking each contractors names, addresses, nationality, read-out tender prices,
tender security and all the required qualification information (Company’s registration, Ministry of
Water Resources, Works & Housing, Tax clearance, Labour, and SNNIT certificates) are
rescreened. Even at time checks are conducted at the Registrar Generals Website to confirm the
certificate of registration receipt to know whether they are current. This will be tabulated and
remarks will written below it. The contractors who did not satisfy the required information as
specified in the Invitation to tenderers’ documents become substantially non-responsive. In all
tenderers survived the Preliminary Examination and will be declared responsive for further
evaluation”. Those pages will be photocopied and put on file as evidence.

Technical and Financial Responsiveness

further assessment of contractors who passed the preliminary examination and will subjected to
Commercial and Technical Responsiveness. That’s by assessing their key personnel with their
resume, equipment holdings, experience on works of similar nature and size, details work
programme, method statement and financial statements for the past five years. In all, “ responsive
tenderers will qualify for next process”. Remarks will then be written below it..

Ranking Tenderers from Builders’ Work:

Furthermore, promoted responsive tenders will go under detailed examination. The tender prices
will be checked for errors, “all errors that will be found will be corrected accordingly”. The
Provisional sums, Prime cost sums, Dayworks (if provisional), Contingencies and Discount
(provided by the contractors) will then be deducted from the corrected Tender Prices to allow a
proper comparison of the Tender Prices for the Builders’ Works in relation to the Consultants’
Cost-assessment. After the rank, the Lowest Responsive Tenderer before post qualification
evaluation will then qualified for the last stage of the examination.

5
Post Qualification:
Moreover, the promoted tenders will be subjected to further examination on their Annual Volume
of Constructional Work, Experience, Equipment Holding, Personnel Capability, Financial
Capability, and Litigation Information for the proposed project. The contractors will finally be
ranked according to the least evaluated tender for the award of contract.

6
Interim Valuation and Preparation of Claims
During my internship period, I had the opportunity to work on valuations and claims. I work with
the projects quantity surveyor in preparing a valuation for payment for a contractor by measuring
the works executed and claimed for payment. We measured the works. I computed the works into
various items in the bill of quantities and grouped them according to their classification (previous,
current, total) and compares to the work items in the contract. In terms of changes in scope
/additional works or supply of other/additional materials, I obtain the work variations through
measurements, compute the items into bill of quantities, sent to the consultant/client for approval,
and then request for payment. For supply of additional materials, the invoices of the items bought
are used to prepare request for other/additional materials for payment. The contractor submits his
claims and valued works with corresponding rates from the contract document signed with a cover
letter stating his intent to the consultant for payment. I further had the opportunity to prepare
computation for interest on delay on Interim Payment Certificate.
Again we did this when contractors submit their invitation for payment, we went to the site and
value the works done prepare payment certificates referring to the original bill of quantities. The
rates remain unchangeable but the quantities in the bill are being compared with the site
measurements. The summation of the valuation of work done is carried for the preparation of
certificate for payment.

7
Consultancy Services
Consultancy services, often referred to as consulting services, are professional services provided
by experts or consulting firms to individuals, organizations, or businesses to help them solve
specific problems, make informed decisions, improve productivity, or achieve their goals.
Consultants are usually individuals, with training and experience who provide their knowledge in
various fields to assist clients in making important strategic and operational decisions. I had
opportunities to represent my company on site meetings for multiple projects where we explore on
the progresses of work level of executed and possible changes made and request for service of the
Office. Report of one of our site meetings is attached to appendix

8
Cash Flow Forecasts
During my internship period, I was informed that the Office do not prepare Cash Flow Forecast
but the Finance Department does for the Institution. I was abreast that contractors normally do
cash flow analysis thereby, I was taken through on how to prepare cash flow forecast. Again, I
was told that is why they request contractors to submit their line of credit incase funds are not
flowing from the consultant, the contractors themselves can fund the project. Funds are arranged
between the consultant/client and contractor where they allocate to be issued or distributed on
monthly bases for the development of the project. It helps the contractor to claim for delays in
payment likewise the consultant to the contractor on late in delivery. Cash flow is a term frequently
used to explain how a firm earns income (cash inflows) and how the firm expends its income (cash
out flows). From the perspectives of both owner and contractor, managing cash flow is vital to a
successful project.

9
Preparation of Interim Valuation and Payment Certificates
I realized during my internship period that Interim certificates provide a mechanism for making
payments to the contractor before the works are complete. When a letter of invitation from the
Contractor requesting for a joint measurement on site to be made between his Quantity Surveyor
and that of the Consultant is brought to the office, I was tasked with my colleaque internts on site
and measure works done. We measure all works executed on the site, and quantified for the
preparation of interim valuation and ultimately payment certificate at the office. we valued the
work in line with the bill of quantities in the contract given consideration to variations and extent
of work done up to date. In preparation, the value of interim certificates is the value of the work
completed, less any amounts already paid, less retention. Half of this retention is released on
certification of practical completion and the other half upon issue of the certificate of making
good defects. Therefore, it makes clear the amount of retention and the retention statement.

10
Measurement of works on site for valuation and Site Meeting
Site meetings and valuations of works are common due to the volume and number of works
under construction. My period on site enable me to engage in some valuation activities and site
meetings. When contractors submit their claims for payment, we were tasked to visit the site to
measure and value the works done in their claims against the measured works from the site. We
then come to the office and prepare payment certificate for the work done basing on our
measurements from the site. The contractor requested the Consultancy services on various stages
of work to know the progress of work on the project under construction. I had opportunities to
represent my company on the site meetings for multiple projects where we explore on the work
executed and possible changes to be made and request to the Office. Find attached a copy of the
minutes of a 3rd site meeting in appendix.

This report aims to provide a summary of the activities and observations made during each day of
the of the first week of my internship.
Day One: Measurement of Floor for Tiling and plastering
On the first day, I worked with an internship colleaque in measuring the floor area for tiling.
We used measuring tapes to ensure accurate measurements of the floor dimensions, since this is a
superficial item we measured it by first taking the length and width of the floor to be tiled which
aid us finding the areas to be tiled in other for us to be able to compute the amout of tiles reqired.
The measurements were recorded for further reference during the tiling process.
Plastering activities also went on this day, that’s plaster coats being applied to the side walls of the
pool which is going to serve as a base for the final finish which is going to be tiles.
Day Two: Plastering and Inspection Chamber Rodding
On the second day, I observed and assisted the workers in plastering activities.
Skilled craftsmen were applying plaster coats to the walls, ensuring a smooth and even finish.
Additionally, ispection chamber rodding work was carried out to secure and align the save
passsage of waste from the various washrooms into the septic tank. In this process opratives are
required to pour water in the in the inspection chamber while there is another oprative using the
ultimate tool for the process thus, the rodding eye in one inspection chamber through the other to
making sure that the rodding eye goes through easily without any difficult, this process also ensure
that all dirt that might be in the drainage pipes are cleared.
Some debris were also cleared on this day thus, flower pots and demolished.
Day Three: Measurement of electrical sockets, switches, fire points and data points.
The focus of the third day was measuring the electrical sockets, switches, fire points and data
points in the building. Working alongside the same internship colleaque, we measured the all
electrical sockets, switches, fire points and data points in the building and as usual this
measurement is done without any tools or equipment since they measured in terms numbers.
I also oberved some plasteringf activities on this day that’s when skilled trademen were applying
plaster coats to the walls, ensuring a smooth and even finish.

12
Day Four: Measurement for Painting and casting of concrete
On the fourth day, the site engineer assigned us to measure for the areas for painting.
We carefully measured the walls, and other surfaces that required painting using measuring tape in
other to be able to compute the area that requires painting.
Accurate measurements were crucial to estimate the paint quantities needed for the project.
We undertook this task while observing and monitoring some concrete casting on site which was
done by the trademen of the sub-contractor on site, this concrete were casted to the upper levels of
the pool pit.

Day Five: Measurement for Painting (Continued)

The fifth day involved further measurements for painting, continuing from the previous day's work.
We double-checked the measurements taken earlier to ensure accuracy.
These measurements would aid in determining the paint quantities and calculating the project's
cost.
In conclusion, the first week of my internship at the Asib Limited construction site at KNUST Pool
Side provided valuable insights into various construction activities. I actively participated in
measurements for tiling, electrical installations, and painting. Additionally, I observed and assisted
in plastering and drainage rodding work.
This internship experience enhanced my understanding of construction processes, the importance
of accurate measurements, and the coordination required among different trades. It also allowed
me to work closely with experienced professionals and gain practical knowledge in a real-world
