Substructure Acceleration: Additional Team no.

Background of Submission

1. Baseline Schedule
The contractual baseline schedule planned completion, for the substructure subcontract
scope of work is 23 months. An average productivity of 4.35% is required with 4 teams executing
simultaneously at different work fronts for Balagtas, Guiguinto, Malolos GBA and in Malolos Old
Station to complete the works. Substructure execution commences on the completion of Bored piling
works for each scheduled pier/substructure.

2. Mobilization of Team 5
Execution of the subcontract: On 16 March 2020 until 31 May 2020, NSCR project was
suspended by the government due to COVID-19 pandemic. Upon partial resumption in June 2020,
substructure works were limited to cleaning of rebars, safekeeping of materials and equipment
preparatory to the full works resumption. At this point, the project milestones dependent on the the
substructure completion, in full or in part, were compromised.

Meetings between SMCC & SCIC: From June 2020, NSCR was allowed to resume works
subject to government imposed restrictions ans protocols amid the COVID 19 pandemic. During the
gradual works resumption and re-mobilization of resources, SMCC and SCIC held series of meetings
and discussions requiring SCIC to provide an additional substructure working team (team no. 5) to
counter the effects of COVID -19 pandemic that severely impacted the continuity and progress of
subcontract works. Manpower and equipment are provided on 1 August 2020 aligned to SMCC
provided revised schedule.

20200820 August 20,2020 1. SMCC informed SCIC about the sent e-mail regarding
the required number of machines needed. SMCC
requested SCIC to mobilize additional tools and machines.

3. September 1, 2021 Updated Schedule


SMCC issued an updated and revised schedule in September 1,2021 reflecting the starting
dates of the piers/substructures construction (inclusive of the variation order quantities). Derivation of
substructure subcontract including variation using the contractual baseline cycle time and
productivity, and following the sequence of piling works, completion of the substructure subcontract
falls on May 16,2023, deploying 5 working teams. The revised schedule required an average monthly
productivity of 2.75%

3.1 Variation Order


SMCC issued a variation order for the construction of piers at PR5 59-60 Bocaue Area. The
additional substructure works resulted to changes in the sequence of works. The mobilization of Team
No.5 will ensure and sustain the required productivity rates for the timely completion of the works.
The variation order pier construction schedule is listed below.

4. As-Built Schedule (Plan vs Actual)


Based on the comparative schedule showing SMCC’s issued Sept 1 2021 revised schedule, the
actual completion of Substructure works was March 27,2023, therefore, the substructure subcontract
completed 50 days ahead on time against plan/schedule with an actual monthly productivity of 3.10%
vs plan of 2.75%, thereby demonstrating an acceleration of the substructure works scope attributable
to the mobilization of additional team no 5 resources.

Pursuant to Sub clause 17.4 of the Subcontract Agreement the Subcontractor is entitled to
claim for acceleration.

We submit herewith the total cost incurred relative to the provision of the additional team no.
5 as part of the acceleration claim.
