1. Purpose
The Client sent a letter on February 15 requesting the laying construction contractor to submit a
pre-, mid- and post-rainy season construction plan
1. Pre rainy season
2. Rainy season
3. Post rainy season
To strengthen the control of construction, PMC concluded this scheme according to the L4 plan.

2. Scope
Construction of lines, terminals and HDD in CDPL.

3. Definitions
 Project means Transportation of Oil Through Pipeline from Chattogram to Dhaka (CDPL),
Bangladesh.
 The Client means Head Quarter, 24 Engineer Construction Brigade, Zia Colony, Dhaka
Cantonment, Dhaka-1206
 PMC means China Petroleum LONGWAY Engineering Project Management Co., Ltd.,
 Detailed Design Consultant means ASOI JV in Association with MECON Ltd.
 Contractors means all contractors for this project.
 Level 4 means the level 4 plan submitted to the owners for approval in December 2021

4. Responsibilities
4.1 The Client
 Approve the implementation scheme, specific completion targets and quantities of work.
 Establish reward and penalty policies for each contractor's completion results.
4.2 PMC
 Arrange the work quantities of each contractor according to the L4 plan on a monthly basis
for the Client's review and approval and then notify the contractors.

 Collect the data on the completion progress of each contractor according to the plan issued
by the Client; analyze and confirm the actual progress; provide early warning and
information to the Client for decision making.
 Propose suggestions for adoption by the Client and Contractors based on the comparison
and analysis.
4.3 Contractors
 Organize personnel, equipment and materials to complete relevant work on time according
to the L4 plan issued by PMC and the Client.
 Report progress data on time.
 Make adjustments timely when deviations are observed in the schedule to ensure that the
construction will be completed according to the plan.
 Formulate corresponding catch-up measures immediately when receiving any progress
warning issued by PMC, and allocate relevant resources to ensure that the deviation will be
gradually reduced until it disappears.
 The contractor should provide sufficient management personnel, construction technicians,
and construction personnel for all professional areas.
 Ensure the construction quality, HSE, etc. meet the design specification requirements
during construction.

L4 plan is the minimum requirement for ensuring the completion of project on time. All
contractors are requested to compare the plan with the contract period. Enough extra time has
already been given regarding the related terms on the basis of the contract period. If the
contractor is unable to complete all the construction in accordance with L4 plan, it means the
contractor fails to complete the construction as required by the contract.

6.0 Pre- Mid- Post- rainy season scheme


6.1 General requirements and principles
As of February 28, 2022, the construction of the main processes for most of the laying
contractors is lagged behind the L4 plan and the construction plan prepared by each contractor;
the progress of HDD and terminal is seriously lagged behind the L4 plan.
The Client and PMC has set the construction targets for pre-, mid- and post-rainy season
according to the Client's requirement, combining with L4 plan and the actual construction
progress on site; the following targets are not set to extend the contract period or postpone the
project completion date, but to set the minimum requirements based on the actual progress of
each contractor at present. All the contractors must formulate practical catch-up measures,
including plans for the allocation of personnel, equipment, materials, etc., and how to accelerate
the construction progress to eliminate the delay.
Since there is no guaranteed date for the start and end of the rainy season in Bangladesh, the
assumption is that the rainy season starts from June 1, 2022 to September 30, 2022. This
assumption is for the purpose of subsequent arrangements and related calculations only, not
artificially specifying the time of the rainy season, so each contractor must make decisions and
prepare various countermeasures in advance according to the weather conditions in
Bangladesh during previous years.
6.2 Mainline
Since the L4 plan focuses on the completion date of the main processes, the monthly
completion quantity and accumulative completion quantity thus calculated do not take into
account the impact of rainfall on construction, so the related planned completion quantity is for
reference only.
In the actual construction, the construction progress will be seriously affected during the rainy
season, and the work efficiency will be significantly reduced while the cost will be significantly
increased; therefore, before the rainy season, all laying contractors have to complete most of
the line construction, including welding, coating, trenching and backfilling, etc.
In the remaining time before rainy season, most sections’ construction should be planned to
speed up the construction progress. At present, each contractor should focus on completing the
low-lying terrain, which is easily to be soaked by rain or influenced by rainfall to ensure that
most of the line construction is completed before rainy season.

 SV Terminal
1. Civil construction for all SVs such as Boundary Wall, drainage facilities, equipment
foundations, foundations of building, foundations backfilling, etc. should be completed before
rainy season.
2. The construction of the main body of the building and roofing of all SVs must be completed
before rainy season.
3. Wall masonry and renovation of the interior building can be carried out during rainy season.
4. Under the precondition that rain protection measures are taken, install the pipes and
equipment in time during the rainy season. The construction of all majors should be completed
at the end of September.
5. If it is the fact that the road and site hardening cannot be done due to the rainy season, then
it should be completed in October.

 HDD
All HDD construction should be completed on schedule according to the level 4 plan, reminding
all contractors to start HDD construction as soon as possible, and strive to complete HDD
construction before the rainy season.
 Crossing
All crossing constructions should be completed at the same time as the main line backfilling
construction. All contractors are requested to sort out the crossing constructions within their
respective scopes to ensure that the crossing constructions are carried out as soon as possible
to avoid the rainy season affecting the construction, resulting in increased construction costs
and impact on the construction period.
6.3Terminal Contractors
1. All contractors shall complete the civil construction such as wall, drainage facilities,
equipment foundation, building foundation, foundations backfilling, etc. before the rainy season
to avoid the negative influence from rainy season.
2. All contractors shall complete the construction of the main body of the building and seal the
roof before the rainy season.
3. Interior wall masonry, renovation, etc. can be carried out during the rainy season.
4. Under the precondition that rain protection measures are taken, install the pipes and
equipment in time. The construction of all majors should be completed at the end of September.
5. If it is the fact that the road and site hardening cannot be done due to the rainy season, then
it should be completed in October.
6.4 HDD Contractors
1. All contractors should arrange HDD construction reasonably according to L4 plan to ensure
the corresponding construction can be completed on schedule.
2. Since the overall progress of each contractor is currently lagging behind the construction
plan, each contractor should prepare for the rainy season construction in advance; or adopt the
method of parallel operation to increase construction resources to ensure the completion of
HDD construction as planned.
