Sub: Blacklisting/debarment of M/s ICN (India) Pvt. Ltd., D-470-471, Basement,

Palam Extn., Sector-7, Dwarka, New Delhi-110077, for a period of 01 year -
reg.

Reference is invited to BSF's proposal on the subject cited above.

2. M/s ICN (India) Pvt. Ltd., D-470-471, Basement, Palam Extn., Sector-7, Dwarka,
New Delhi-110077 was selected for setting up and printing of question paper, printing of
OMR answer sheets, waterproof packing of question paper, evaluation of OMR answer
sheets and descriptive paper and preparation of result of the written exam of various posts
in BSF for a period of two years 2022-23 and 2023-24 vide BSF's Tender (Supply Order)
No. P-4/615/PC/BSF/2022-947/951-54 dated 02.03.2023.

3. BSF, vide their ibid proposal, submitted that the firm (M/s ICN (India) Pvt. Ltd)
breached the terms and conditions of tender and disclosed false information with
reference to Clause 17(b) while submitting the bid documents in the following terms 'T h a t
we have not been blacklisted by any Central Ministry/ Department, State Govt, PSUs or
Bank etc", although the said firm had been blacklisted by National Fertilizers Limited (NFL)
and Central Selection Board of Constable (CSBC) Patna, Bihar.

4. After considering all the facts & circumstances of the case, the firm M/S ICN
(India) Pvt. Ltd., D-470-471, Basement, Palam Extn., Sector-7, Dwarka, New
Delhi-110077 is hereby blacklisted/debarred from all outside business of Ministry of
Home Affairs and its all subordinates Departments for a period of 01 year from the date of
issue of this OM as per the provisions contained in Ministry of Finance (Procurement
D iv isio n 's guidelines dated 02/11/2021 on debarment of firms from bidding.
