This standard replaces GB 18401-2003 "National Basic Safety Technical
Specifications for Textile Products". Compared with GB 18401-2003, the main
technical content changes of this standard are as follows:
 Add "household use" to the scope. Delete "use" and "unless otherwise
agreed between the supply and demand parties";
 Added one reference standard GB/T 23344 to Chapter 2:
 The age of infants and young children is changed from 24 months to 36
months;
 The product classification of 4.1 is changed from the A, B and C class
codes to the direct description of the classification in text;
 The pH value of category B in Table 1 is modified from 4.0~7.5 to
4.0~8.5;
 The products in footnotes a and b of Table 1 are clearly “non-final
products”;
 Footnote b of Table 1 adds “Natural color and bleached products are not
required; traditional hand-colored products such as tie-dye and batik are
not required; the color fastness to saliva is only assessed for infant textile
products.
 Footnote C of Table 1 increases the limit value of carcinogenic aromatic
amines to 120 mg/kg;
 5.2 Added "curtains and other hanging decorative products are not
assessed and require sweat stains"
 5.3 Added “Products are marked with one category per piece”, and the
80 cm in this note was changed to 100 cm;
 Deleted the detection limit in 6.8;
 Incorporate the contents of Note 7.4 into the provisions;
 Appendix A adds A. 11.A. 12 and A.13, and A.9 is modified to "cloth

This standard only sets out requirements for the basic safety performance of
textile products, and other requirements shall be implemented in accordance with
corresponding standards.
Appendix C of this standard is a normative appendix, and Appendix A, Appendix
B and Appendix D are informative appendices.

National basic safety technical specifications for textile products

1. Scope
This standard specifies the basic safety technical requirements, test methods,
inspection rules, implementation and supervision of textile products. Other
requirements for textile products shall be implemented in accordance with relevant
standards.
This standard applies to clothing, decorative and household textile products
produced and sold in my country. Export products can be executed in accordance
with the provisions of the contract.
Note: The products listed in Appendix A do not fall within the scope of this
standard, unless otherwise specified by the state.
2. Normative reference documents
The provisions in the following documents become provisions of this standard
through reference in this standard. For dated referenced documents, all subsequent
amendments (excluding corrigenda) or revisions do not apply to this standard.
However, parties to an agreement based on this standard are encouraged to study
whether the latest versions of these documents can be used. . For undated
referenced documents, the latest edition applies to this standard.

3. Terms and Definitions


The following terms and definitions apply to this standard.
3.1
Textile productstextile products
Products made from natural fibers and chemical fibers as the main raw materials
through spinning, weaving, dyeing and other processing processes or sewing,
compounding and other processes, such as yarns, fabrics and their finished
products.
3.2
Basic safety technical requirements general safety specification
The most basic requirements to ensure that textile products are harmless to human
health.
3.3
Textile products for infants
Textile products worn or used by infants and young children aged 36 months and
under.
3.4
products with direct contact to skin
A fabric where most of the area of the product is in direct contact with human skin
when worn or used.
3.5
textile products without direct contact to skin

When worn or used, the product does not come into direct contact with human
skin, or only a small area of the product is in direct contact with human skin..

4. Product categories
4.1.Products are divided into the following 3 types according to end use :
 Textile products for infants and young children;
 Textile products that come into direct contact with skin;
 Textile products that do not come into direct contact with the skin.
Appendix B gives typical examples of 3 types of products.
4.2.Products that require reprocessing by users before they can be used (for
example, fabrics, yarns) are classified according to their end use.

5. requirements
5.1 The basic safety technical requirements for textile products are divided into
Category A , Category B and Category C according to the degree of index
requirements , see Table 1

a. For non-final products that must undergo wet treatment in subsequent
processing, the pH value can be relaxed to between 4.0 ~ 10.5 .
b. There are no requirements for non-final products, natural colors and bleached
products that need to be washed and faded; there are no requirements for
traditional hand-colored products such as tie-dye and batik; they are resistant to

spitting Liquid color fastness is only assessed on infant and young child textile
products.
c. The list of carcinogenic aromatic amines is shown in Appendix C. The limit value
is ≤ 20 mg/kg .

5.2 Textile products for infants and young children should meet the requirements
of Category A , products that directly contact the skin should at least meet
the requirements of Category B , and products that do not directly contact
the skin should at least meet the requirements of Category C. The color
fastness to perspiration of hanging decorative products such as curtains is
not assessed.
5.3 Textile products for infants and young children must be marked with the
words "infant and young children products" on the instructions for use. Other
products should indicate on the instructions for use the category of basic
safety technical requirements they comply with (for example , Class A , Class
B or Class C ). Products are labeled with a category by piece.
Note: Products generally suitable for infants and young children with a height of
100 cm and below can be used as infant textile products.

6 Test methods
6.1 The determination of formaldehyde content shall be carried out in
accordance with GB/ T 2912.1 .
6.2 The determination of pH value shall be carried out in accordance with GB/T
7573 .
6.3 The determination of color fastness to water shall be carried out in
accordance with GB /T 5713 .
6.4 The determination of color fastness to acid and alkali perspiration is carried
out in accordance with GB/T 3922 .
6.5 The determination of color fastness to dry rubbing shall be carried out in
accordance with GB/T 3920 .
6.6 The determination of saliva color resistance shall be carried out in
accordance with GB/T 18886 .
6.7 Odor detection uses the olfactory method, and the operator should be a
trained and assessed professional.

After the sample is opened, the test for this item is carried out immediately. Testing
should be conducted in a clean environment without abnormal odor. Operator
washes double Wear gloves on the back of your hands, hold the sample close to
your nostrils with both hands , and smell the smell of the sample carefully . If you
detect a musty smell or a high-boiling range petroleum smell (such as If there is
one or more of the following (gasoline, kerosene smell), fishy smell, aromatic gas
smell , it will be judged as " having peculiar smell " , and the peculiar smell
category will be recorded. Otherwise, it will be judged as " none" Odor " .
Two people should conduct independent testing, and the consistent results
between the two people should be used as the sample testing results. If the test
results of two people are inconsistent, one more person will be tested. Test, and
finally the consistent result between the two people is used as the sample test
result.
6.8 The determination of decomposable carcinogenic aromatic amine dyes shall
be carried out in accordance with GB/T 17592 and GB/T 23344 .
Note: Generally, it is tested according to GB/T 17592 first . When aniline and/or 1,4
-phenylenediamine is detected, it is tested according to GB/T 23344 .

7 Inspection Rules

7.1 Randomly select representative samples according to variety and color from
each batch of products, and select one sample for each variety and color .

7.2 Cloth sampling should be at least 2 m from the end, and the sample size
should be the entire width with a length of not less than 0.5 m ; the number
of samples of clothing or other products Should meet test needs.

7.3 After the sample is taken, it should be sealed and placed and should not be
processed in any way. For the sampling methods of relevant tests, please
refer to the sampling instructions in Appendix D.

7.4 According to the product category comparison table 1 , if the test results of
the sample all meet the requirements of the corresponding category in table
1 ( containing 2 types and For products with the above components, each
component meets the requirements of the corresponding category in Table 1
) , then the basic safety performance of the sample is qualified, otherwise it
is unqualified. grid. Small components that weigh no more than 1% of the
entire product in products that are in direct contact with the skin and in
products that are not in direct contact with the skin are not assessed.

7.5 If all the samples taken are qualified, the basic safety performance of the
batch of products will be judged. If there are unqualified samples, the basic
safety performance of the batch of products will be judged. The product of
the variety or color represented by the sample is unqualified.

8 Implementation and supervision

8.1 According to the relevant provisions of the "Standardization Law of the


People's Republic of China " and the "Regulations on the Implementation of
the Standardization Law of the People's Republic of China", companies
engaged in the textile industry Units and individuals engaged in product
research, production , and operation must strictly implement this standard. "
Products that do not meet this standard are prohibited from production, sale,
and import."

8.2 In accordance with the relevant provisions of the "Standardization Law of the
People's Republic of China " and the "Regulations on the Implementation of
the Standardization Law of the People's Republic of China" , any unit and
Individuals have the right to report, appeal, and complain about violations of
these standards.

8.3 According to the relevant provisions of the "Product Quality Law of the
People's Republic of China ", the state implements supervision and inspection
of textile products with spot inspection as the main method.

8.4 Product certification and other work regarding the basic safety of textile
products shall be carried out in accordance with relevant national laws and
regulations.

9 Legal liability

Violations of this standard will be handled in accordance with the


Standardization Law of the People's Republic of China, the Product Quality Law of
the People's Republic of China and other relevant laws. Penalties stipulated in laws
and regulations .

Sampling Instructions

D.1 Sampling for color fastness testing


According to the corresponding test method regulations. For printed and yarn-dyed
products with large or irregular pattern cycles, each hue is tested separately, and
the lowest level is used as the test result.
D.2 Sampling for formaldehyde, pH and decomposable carcinogenic aromatic amine
dye tests

D.2.1 Products with color patterns:


 For a product with a regular pattern, sample according to the cycle, cut into
pieces and mixed as a sample.
 For a product with a large pattern cycle, take samples in proportion to the
ground and flower areas, cut them into pieces and mix them as a sample.

 For a product with an independent pattern, if the pattern area can meet the
needs of one sample, the pattern should be sampled separately; if the
pattern is too small to fit one sample, the sampling should include the
pattern, and it is not suitable to cut out multiple samples and combine them
into one sample. Sample.
 A smaller pattern detects only decomposable aromatic amines.
D.2.2 Multi-layer and composite products:
 One can manually layer daily products, sample them in layers, and measure
them separately;
 A product that cannot be layered by hand is sampled as a whole.
