RE: Local Budget Management Restrictions

New Hanover County Schools’ analysis of General Fund cash and current spending levels indicate that
additional local expenditure restrictions are necessary to ensure a balanced budget next fiscal year. To
that end, the Financial and Business Services division started implementing the following measures
effective April 5, 2024, for the remainder of fiscal year 2023-2024. Such diligence is necessary to ensure
that New Hanover County Schools will have adequate funds available for the next fiscal year.

1. No reimbursement for out of county travel or in-county travel unless for staff positions that are split between
schools and require use of personal vehicle, student travel for fieldtrips previously approved, bank deposits
and athletics.

2. Staff development not already obligated should be cancelled for the remainder of the fiscal year.

3. There will be no purchase of goods (such as supplies and equipment) if not already obligated with a
purchase order, unless due to safety and security expenses and/or approved by the Chief Financial Officer
and Superintendent.

4. No new service contracts unless required due to safety and security and/or approved by the Chief Financial
Officer and Superintendent.

Exceptions must be approved by the Chief Financial Officer and the Superintendent using the local emergency
request form. Our challenge is great and we are confident that you and your staff can be relied on to help us through
these most difficult times. Please forward this memo to any other staff that need this information.
