Is the declaration in Article II, Section II, of our Philippine Constitution really
necessary?

The 1987 Philippine Constitution is the fundamental law of the land that
consisting of structure, policies, roles, and duties of state’s government. It plays a
significant part in a country’s existence to be progressive as well as safe place for its
citizens. In line with this, laws protect the humanitarian and state’s general safety,
ensuring rights against abused by other people, by organization, and by the government
itself. Without laws being implemented, society would be chaotic where people would
abuse their power and rights on whatever they wanted to do.

As stated in 1987 Philippine Constitution on Article II Declaration of Principles


and State Policies under Section II that “The Philippines renounces war as an
instrument of national policy, adopts the generally accepted principles of international
law as part of the law of the land and adheres to the policy of peace, equality, justice,
freedom, cooperation, and amity with all nations.” It is crucial aspect of the law that
serves as a necessary guiding principle for the government and the Filipino people.

The declaration in the constitution serves as a message to the international


arena about the country’s commitment to peace and diplomacy. There are existing
geopolitical tensions and conflicts among states, thus affirming the renunciation of war
as a national policy sets the Philippines apart as a proponent for the result of peaceful
coexistence and cooperation. It serves as a constitutional safeguard against militaristic
and aggressive foreign policies. Moreover, it contributes to the global efforts to prevent
armed conflicts and hostile relations and at the same time for the promotion of
international stability.

The statement regarding the renunciation of war as instrument of national policy


reflects to Philippines’ commitment to resolving conflicts through peaceful means and
diplomatic channels, rather than resorting to military aggression. It also gives
recognition of the significance of international legal norms and standards in regulating
its conduct internationally. Thus, it promotes human rights, inclusivity, and fairness
interaction.
In conclusion, the declaration in Article II, Section II of the 1987 Philippine
Constitution is necessary on upholding rule of law, shaping the country’s foreign policy
and promoting peace and harmony. This provision should be upheld and respected as a
fundamental guiding principle in the conduct of the nation’s international affairs.
