THE CHALLENGE
Human trafficking is a serious crime and a gross violation of human rights.
It is very often linked to organized crime and is considered one of the most
profitable criminal activities worldwide. It is estimated that several
hundred thousand people are trafficked to or within the EU each year.

Trafficked or smuggled migrants come from all regions of the world, and
the primary transit routes go across the Mediterranean and through the
Balkans, Eastern Europe, and Turkey.

Authorities in a European country, concerned with this growing phenome-

non, were determined to address this issue.

THE WINDWARD SOLUTION

MARINT, Windward’s maritime intelligence solution, was deployed to
assist authorities in performing risk profiling of the behavior patterns and
characteristics of vessels involved in human trafficking in the Mediterra-
nean.

With MARINT, analysts took a specific ship they knew was engaged in
human trafficking, analyzed its past behavior and risk indicators, and
created a complex behavioral pattern that detected other potential
vessels in the network across the Mediterranean in real time – even
before they began loading their victims onboard.

Using MARINT, analysts were able to uncover the main transit points and
routes used in Central and Eastern Mediterranean areas and to identify
the rendezvous points used by the perpetrators behind and onboard the
vessels. What’s more, MARINT was able to detect the changes in the
smugglers’ modus operandi over time.

incoming vessels suspected of human trafficking, buying critical time to
prepare and take action, and keeping abreast of the smugglers’ changing
modus operandi.
