1. PURPOSE OF THE DOCUMENT.

The purpose of this document is to clearly set the proceedings as well as the rules relating
to the evacuation of the WÄRTSILÄ employee(s) during its(their) entire stay in Barinas,
Venezuela. The present document is one of the instruments of the application of the general
security policy that WÄRTSILÄ wished to apply for its employee(s) within the framework of
the Barinas Project.

The AMARANTE protection means will be 100% efficient only if the instructions presented
hereinafter are fully implemented, dealt with in a centralized and strictly confidential
manner, updated when necessary and if the following instructions are fully known and
implemented by everybody (both the AMARANTE Team and the WÄRTSILÄ employee).

3. INTRODUCTION.

The analysis of the risk must always be adapted to the threat level being raised, and adapted
to the unstable situation of the country.
The current main threats are that could trigger an evacuation are the following: invasion of
the site with intimidation attempts, aggression of the workers, attempt of kidnapping,
violent demonstrations in the Barinas area.
We did set up a series of evacuation procedures in order to provide a rapid answer to an
urgent/critical situation that could be endangering the physical security of the WÄRTSILÄ
employee(s), triggering such evacuation as a consequence.

5. PROTECTION MEASURES AND APPROPRIATE RESPONSE WHEN NECESSARY.

a. The appropriate responses to the different type of threats requiring an


evacuation are the following:

In case of troubles occurring inside or near the COMINSI Project Site, an


immediate escape by vehicle towards the hotel in Barinas using the already
recognized Itinerary 1 or Itinerary 2.
In case of troubles occurring in the city of Barinas and/or near the hotel in
Barinas: securing the WÄRTSILÄ employee(s) inside the hotel before any
intervention of external elements or an immediate escape if the situation makes
it impossible to remain in Barinas, to an area located outside of Barinas (the
hereunder mentioned hotel).
The planned provisional evacuation point is located in a hotel in the city of Santa
Bárbara, half way between the cities of Barinas and Cucuta, Colombia
(approximately 140 kilometers from Barinas). Such hotel is the Charleston Hotel
(Carrera 5, entre calles 9 y 10, Santa Bárbara; phone: +58.278.22.21.936).

b. The means and personnel implemented by AMARANTE that are always


available for the WÄRTSILÄ employee(s) are the following:

Two 4x4 type vehicles used in order to transport the WÄRTSILÄ employee(s) as
well as their drivers.
The Security Officer himself, who must be aware of the exact positioning of the
WÄRTSILÄ employee(s) and of the AMARANTE personnel dedicated to the
Project.
The Security Officer is leading the AMARANTE personnel dedicated to the
WÄRTSILÄ Project and is responsible for the follow-up of its personnel and for
the state of the available AMARANTE devices and vehicles.

c. The AMARANTE Security Officer will be always up to date when it comes to


the existing and available itineraries, meeting points, hotels to be used, etc. In
case an evacuation is necessary, the AMARANTE Security Officer will act
quickly in order to evacuate using the available evacuation itinerary.

6. SECURITY-RELATED INSTRUCTIONS.

The AMARANTE vehicles must always be parked in the right direction, adapted to
required evacuation and should never be obstructed.
The evacuation might be starting through an oral or radio signal.

The AMARANTE personnel will proceed with the evacuation of the WÄRTSILÄ
employee(s) with the authorization of the AMARANTE Security Officer and the
authorization of the AMARANTE LATIN AMERICA Operations Director, always in
connection with the WÄRTSILÄ Corporate Security Director.
Before any evacuation, the Security Officer will perform a security briefing with the
AMARANTE personnel and the WÄRTSILÄ employee(s). All the AMARANTE personnel
must be always aware of the security instructions for these type of situations.
Place of rallying outside of Barinas: to be defined according to the situation (the above-
mentioned hotel normally).

7. PARTICULAR PROCEDURES.

A convoy being blocked in the middle of a hostile environment (i.e. violent demonstration)
being the worst scenario, it is particularly important to know if the road is clean (empty or
unblocked) before triggering the evacuation of the WÄRTSILÄ employee’s. The goal is to
reach a safe place, away from any kind of threat.

As mentioned before, the AMARANTE personnel will proceed with the evacuation of the
WÄRTSILÄ employee(s) with the authorization of the AMARANTE Security Officer and the
authorization of the AMARANTE LATIN AMERICA Operations Director, always in connection
with the WÄRTSILÄ Corporate Security Director.

8. MEANS OF COMMUNICATION.

The AMARANTE radio network has an excellent quality and allows a direct connection
between the AMARANTE Security Officer and the AMARANTE Security Drivers in the Barinas
area.

Existing radio contact codes between the AMARANTE Security Officer and the AMARANTE
drivers:

AMARANTE Driver n°2: “Delta”.

9. ESCAPE MEANS.

Two AMARANTE 4x4 type vehicles are available for the protection of the WÄRTSILÄ
employees within the framework of the Barinas Project.

10. LAUNCHING AN ALERT.

Any of the AMARANTE Security Drivers witnessing any potential dangerous situation on one
of the selected itineraries (improvised check-point, spontaneous demonstration, or any non-
conform case) must send an alert by telephone or radio to the other members of the

AMARANTE Team, especially the AMARANTE Security Officer, giving an exact description of
the nature of the threat, the quantity, aspect and attitude of the persons onsite.

As a consequence, the AMARANTE Security Officer will take any necessary measure and will
contact the AMARANTE Operations in order to give him an immediate report on such non-
normal situation.

In case an alert occurs, the following must be done:

Alerting the AMARANTE Security Drivers through the radio network.


Alerting the AMARANTE Venezuela and Latin America headquarters through an
immediate phone call.
Alerting the local law enforcement agencies, only if necessary.
Immediate evacuation towards the intermediate drop point (planned hotel), if it is
possible.
Evacuation outside of the Venezuelan territory in case the general situation gets
worse.
Reassuring the WÄRTSILÄ employee(s) as well as the WÄRTSILÄ Corporate Security
Director in order to avoid panic.
Providing the AMARANTE Venezuela and Latin America headquarters with
comprehensive information updates on a permanent basis.

13. EVACUATION MODES.

An evacuation is possible through a mix of land and air itineraries. A land evacuation remains
the main option. Two 4x4 type vehicles are permanently available for the Barinas Project.
Once passing the border and entering in Colombia, the WÄRTSILÄ employee(s) will be taken
to a secured hotel. Once in Colombian territory, there are several airports available, such as
The airports of Santa Marta, Barranquilla or Bogota, allowing a return to the country of
origin of the WÄRTSILÄ employee(s).

14. LAND EVACUATION ROUTES.

Land Evacuation, Option A:

Barinas- Cúcuta, via Santa Barbara.


Distance: 381 kilometer
Normal travelling time: 6 hours approximately.
Distance between Barinas and Santa Barbara: 140 kilometers, 2 hours and 15
minutes approximately.

15. AIR EVACUATION ROUTES.

The main goal here for the WÄRTSILÄ employee(s) is to get back to their country of origin.
Several stopovers might be necessary. Different airports are available:

The evacuation measures presented hereabove will be a 100% efficient only if:

Such measures are fully implemented.


Such measures are dealt with in a strictly centralized and confidential manner.
Such measures are being updated on a regular basis and adapted to the present
situation (on the moment of the evacuation).
Any and all members of the AMARANTE Team as well as the WÄRTSILÄ employee(s)
are fully aware of the security proceedings that apply within the framework of an
evacuation, without exception permitted.

PLEASE NOTE THAT ANY DECISION OF EVACUATION, ONCE TRIGGERED, IS AN


IRREVERSIBLE PROCESS THAT CAN NO LONGER BE THE OBJECT OF A STEP BACKWARDS.
