FIRE PROTECTION INSTALLATION REPORT ON PROPOSED BUILDING FOR
SERVYAIR INDUSTRIAL AND MEDICAL GASES PLANT AT TEMA HEAVY
INDUSTRIAL AREA IN THE GREATER ACCRA REGION

1.0 INTRODUCTION

1.1 Good management of fire safety is essential to ensure that fires are unlikely to
occur; that if they do occur, they are likely to be detected and controlled quickly,
effectively and safely; or if they occur and grow, everyone in the premises is able
to escape to a total safety easily and quickly.

1.2 It is based upon this that a request was made from the management of the
above-mentioned premises that a Fire Engineering Drawing and Fire Installation
Report was prepared for review by the Ghana National Fire Service in partial
fulfilment of LI 1724 [Fire Precaution (premises) Regulations, 2003].

1.3 This report seeks to outline the location of the facility, the development on the
premises, water and hydrant situation in the area, and traffic control to the
premises, firefighting/safety controls to mitigate the hazards.

2.0 LOCATION

The building is located at Tema Heavy Industrial Area in the Greater Accra
Region.

3.0 CONSTRUCTION

The building will is structurally constructed with sandcrete blocks, concrete,


reinforced beams and columns. The ceiling work will be of acoustics fire resistant
materials.

Good compartmentation will be provided to check the spread of fire and smoke
to escape routes for sufficient length of time to allow for evacuation.

The building will be secondary construction classified as class ‘B’ structure which
will include both combustible and non-combustible materials.

The floor of the building will be made of non-slip porcelain floor tires and the
walls painted with emulsion paint.

Stairwells will be of fire resisting construction conforming to the National Building


Regulations LI 1630.
The building will conform to the National Building Regulations (LI 1630).
Find attached Fire Plan for the facilities.

4.0 TRAFFIC CONTROL

Access to the building will be by the road in front of the premises. Traffic
condition in the area is normal. Management will also employ security guards to
regulate vehicles into and out of the premises.

5.0 ELECTRICITY SUPPLY

5.1 There is electricity supply to the area and this will be upgraded to meet power
requirements for all electrical and electronic gadgets that will be installed.

5.2 Earth wires will be taken care of in the electrical installations on the premises.

5.3 There will be a standby generator installed on the premises to augment power
supply to the premises when there are power outages.

5.4 Electrical services on the premises will be installed and maintained in accordance
with the IEE wiring regulation.

5.5 Competent Electrical Engineer will be engaged to do all the electrical works on
the project.

6.0 WATER SUPPLY SITUATION IN THE AREA

6.1 The premises will take its water supply from Ghana Water Company Limited
mains. Flow of water in the area is normal.

6.2 In addition, the tenant will have overhead water storage tank of about 1,000
litres capacity in the premises. It will be ensured that the storage tank is filled
with water at all times.

7.0 VENTILATION AND AIR CONDITIONING SYSTEMS

Air conditioning systems in the premises will conform to international standard


and code of practice and will be installed in accordance with the manufacture’s
specifications.

8.0 POSSIBLE FIRE HAZARDS WITHIN THE PROPERTY

Possible sources of fire outbreak within the premises may result from any of the
following: -
- By means of general electrical faults, etc.
- By unwarranted fire activity within the building, etc.
- By means of arson to sabotage the investment.

N: B These possible sources of ignition may occur either in an occupied or


unoccupied room.

Other possible sources of fire outbreak may be by the following: -

- Poorhouse keeping, such as accumulation of waste papers, flammable


waste, etc on the premises or in the building.
- Old or faulty electrical appliances in building.
- Poor usage of portable water heater or teakettles in the building.
- Refusal to remove plugs of electrical appliances when not in use.

9.0 DESCRIPTION OF INSTALLATION

9.1 Research into fire outbreaks in Churches, Worship Areas, etc. has shown among
other factors that it is due to lack of early fire detection systems in these places.
Against the risk and the possible sources of fire outbreak stated above, the client
has agreed to put in place the following.

i) Smoke Detectors
ii) Sounders
iii) Call points
iv) Emergency Lights

9.2 SMOKE DETECTORS

Smoke detectors are better suited for the protection of areas where carbon-
based materials is predominant.

9.3 MANUAL CALL POINTS

Manual call points will be employed in the system to provide an override for
initiating the alarm in the most unlikely event that all the automatic detectors in
a particular zone fail to register a fire incident.

Manual call points also provide the unique opportunity for human beings to first
trigger the fire alarm system should they happen to first sight a fire outbreak
which may happen in certain circumstances such as fires involving flammable
gases or liquids (PG gas or kerosene or petrol).

Manual call points to be employed will comply with the requirements of BS. 5839
part 2 of 1988.
9.4 FIRE ALARM SOUNDERS

Electronic fire alarm sounders will be installed in the system at position as shown
on the fire engineering drawing.

Their operation shall be initiated by a fire alarm control and indicating panel on
the receipt of the appropriate signal from field devices such as automatic
detectors and manual call points. They may also be operated directly from the
control panel by the use of the evacuate push button in an emergency.

These electronic sounders shall attenuate sound of not less than 105 decibels
[dBs] @ 1 Metre and loud enough to be heard in any part of the premises.

9.5 EMERGENCY LIGHTING

Emergency lighting will be provided in the building to facilitate evacuation in an


emergency when there is power outage from the National grid.

10.0 FIRE EXTINGUISHERS

Fire extinguishers conforming to BS 5423 will be installed and maintained in


accordance with BS 5306 part 3 on the premises. The weights and types of the
extinguishers will be as follows: -
a) 3kg Carbon Dioxide
b) 6kg Dry Chemical Powder

See attached fire plan for the locations and quantities.

11.0 OTHER PROVISIONS

11.1 MEANS OF ESCAPE, FIRE NOTICES AND EXIT SIGNS

i) The escape routes will be arranged and located in such as a way to allow
occupants in the building evacuate the premises smoothly and safely.

ii) Travel distance from any part of the building to a comparative safety does
not exceed 30 meters.

iii) General fire notices conforming to BS 5499 Part 1 will be provided within
the premises.
ii) The notices will instruct workers and clients’ actions to take when there is
an emergency in the premises.

12.0 COMMUNICATION WITH GNFS

Telephone facility will be provided in the Information Room to enable Staff


contact the Fire Service on 192 or 999 in an emergency. Provision will be made
for security guards on duty at night to use the telephone facility in contacting the
Fire service in emergency situation.

12.1 ASSEMBLY POINT

The car park area will also double as the assembly point on the premises and
designated as “Assembly Point”.

12.2 TRAINING AND FIRE DRILLS

Periodic training of staff and security officers by a Competent Fire Safety Officer
in the management of fires using portable fire extinguishers is essential,
especially in the application and choice of the types to be employed in specific
conditions and times. The training will allow for regular testing of the facility to
ensure that they contain active extinguishing medium for putting out fires that
may occur. Through regular fire drills personnel will be conversant with the roles
they will be expected to play in case of fire outbreaks or any other emergency.

13.0 CONCLUSION

The fire prevention / protection issues outlined above will in sum achieve the
following: -
- Save lives and prevent injuries
- Fast and systematic response
- Contain and minimize damage to property
- Quick return to normalcy
- An environmentally friendly fire / protection system.
13.1 We therefore recommend that the client be considered for the issue of a Fire
Permit.
