FIRE PROTECTION INSTALLATION REPORT ON EXISTING
BUILDIND FOR ASANSIKA HOSTEL AT AYEDUASE NEWSITE IN THE
ASHANTI REGION

1.0 INTRODUCTION

1.1 Good management of fire safety is essential to ensure that fires are unlikely
to occur; that if they do occur, they are likely to be detected and controlled
quickly, effectively and safely; or if they occur and grow, everyone in the
premises is able to escape to a total safety easily and quickly.
1.2 It is based upon this that a request was made from the management of the
above-mentioned premise that a Fire Engineering Drawing and Fire
Installation Report was prepared for review by the Ghana National Fire
Service in partial fulfilment of LI 1724 [Fire Precaution (premises)
Regulations, 2003].

1.3 This report seeks to outline the location of the facility, the development on
the premises, water and hydrant situation in the area, and traffic control to
the premises, firefighting/safety controls to mitigate the hazards.

2.0 LOCATION
The Premise is located at Ayeduase Newsite in the Ashanti Region.

3.0 DEVELOPMENT
The building has been structurally constructed with sandcrete blocks,
concrete, reinforced beams and columns. The ceiling work is of acoustics
fire resistant materials.
Good compartmentation has been provided to check the spread of fire and
smoke to the escape routes for sufficient length of time to allow for
evacuation.
The building is of secondary construction classified as class ‘B’ structure
which will include both combustible and non-combustible materials.
The floor of the building has been made of non-slip porcelain floor tiles and
the walls painted with emulsion paint.
The building conforms to the National Building Regulations (LI 1630).

4.0 TRAFFIC CONTROL


Access to the premises is by road which stretches in front of the premises.
Traffic condition in the area is normal. Management has however employed
security guards to regulate cars into and out of the premises.
5.0 ELECTRICITY SUPPLY

5.1 There is electricity supply to the premise from the national grid and this has
been upgraded to meet requirements of all electrical and electronic gadgets.
5.2 Earth wires has been taken care of in the electrical installations.
5.3 Competent Electrical Engineer has been engaged to do all the electrical
works on the premises.
5.4 A standby generator has been installed to take over in case of any power
outage.

6.0 VENTILATION AND AIR CONDITIONING SYSTEMS


These systems conform to international standard and have an acceptable
code of practice and has been installed in accordance with the manufacture’s
specifications.

7.0 WATER SUPPLY SITUATION IN THE AREA


i) The premise takes its water supply from Ghana Water Company
Limited mains.
ii) Water storage tank is available for use at the premise.

8.0 POSSIBLE FIRE HAZARDS WITHIN THE PROPERTY


Possible sources of fire outbreaks within the premises may result from any
of the following: -
- By means of general electrical faults etc.
- By means of arson to sabotage the investment
- Poor housekeeping, such as accumulating of waste products,
flammable waste, etc.
- Old or faulty appliances.
- Overheating of electrical appliances.
- Refusal to remove plugs of electrical appliance or machines
when not in use.

9.0 MEANS OF ESCAPE


Doors and Emergency exits have been provided within the premise to enable
staff and patrons escape to a place of safety in an emergency situation.

10.0 FIRE SAFETY CONTROLS

FIRE EXTINGUISHERS
10.1 First aid firefighting equipment (extinguishers) have been installed on the
premises. They conform to British Standard (BS) 5423 and will be
maintained in accordance with BS 5306 part 3.
See attached fire plan for their location. Steps will be taken to safeguard the
situation where this equipment may be vandalized by staff/visitors.

DETECTION & WARNING SYSTEMS


10.2 Research into fire outbreaks in banks, offices, etc has shown among other
factors that it is due to lack of early fire detection system and poor fire
preventive practice. Against the risk and possible source of fire outbreaks in
the premises, the client will install electrically connected smoke detectors at
the premise.
10.3 The design, installation and maintenance of the smoke detector on the
premises will be in accordance with BS5446.

10.4 Sounders, Flasher and Call Points linked to an Addressable Fire Indicating
Panel has been installed on the premises (See attached Fire Plan for their
locations).

11.0 OTHER PROVISIONS

11.1 FIRE SIGNS AND NOTICES


i) Fire signs and general notices on the premises conform to BS 5499
Part 1.
ii) Adequate exit signs have been provided with directional arrows so as
to be clearly seen by occupants/visitors in case of an emergency.

11.2 ASSEMBLY POINT


The vast empty space within the premises will be used as the Ultimate
Assembly point in an emergency.

12.0 COMMUNICATION WITH GHANA NATIONAL FIRE SERVICE


Telephone facility has been provided on the premises to enable staff contact
the Fire Service on 192/ 112 in an emergency.

13.0 FIRE DRILLS


13.1 Lectures and fire drills shall be held with sufficient frequency to familiarize
staff / occupants with the drill procedure.
13.2 Responsibility for planning and conduct of drills shall be assigned to a
competent Fire Safety Officer qualified to exercise leadership.
14.0 CONCLUSION

14.1 The fire prevention / protection issues outlined above will in sum achieve the
following:

Save lives and prevent injuries


- Fast and systematic response
- Contain and minimize damage to property
- Quick return to normalcy
- An environmentally friendly fire / protection system.
14.2 We wish to state that this report has fulfilled about 80% of the requirements
demanded by your office in the checklist.
14.3 We therefore recommend that certificate is granted our client to continue
with operation.
