SUBJECT: DEPLOYMENT OF EMERGENCY RESPONSE TEAMS FOR HOLY WEEK


(SEMANA SANTA) AND SUMMER VACATION (SUMVAC) OBSERVANCE

1. REFERENCES:
1.1 Proclamation No.90 amending Proclamation No. 42, S.2024, declaring the regular
Holidays and special (non-working) days for the year 2024;
1.2 National Disaster Risk Reduction and Management Operations Center (NDRRMOC)
Standard Operating Procedures and Guidelines,2016 Edition, Chapter 1, NDRRMOC Alert
System, pages 4-12;
1.3 Memorandum Order No. 16 “Raising of Provincial DRRMC Emergency Operations
Center (EOC) alert status to BLUE Alert in relation to the observance of the Semana Santa/
Summer Vacation (SumVac) 2024 dated March 26, 2024; and
1.4 Memorandum No. 03 S.2024 “Raising of Municipal DRRMC Emergency Operations
Center (EOC) alert status to BLUE Alert in relation to the observance of the Semana Santa/
Summer Vacation (SumVac) 2024 dated March 26, 2024.

2. In line with the recent issuances, the Rizal Kalinga Rescue Teams (RKRT) are hereby
deployed and instructed to be on high alert from March 26, 2024 at 8am, to March 31, 2024
at 5pm to provide assistance and support as needed. This includes but is not limited to:
2.1. Deployment Schedule and Area of Assignment: All emergency response teams are
strongly encouraged to adhere to the designated deployment areas and schedules outlined
in Annexes of this memo for optimal efficiency and coordination.

2.2 Duties and Responsibilities:


2.2.1. Conduct regular patrols and monitoring of high-risk areas such as dams, creeks,
resorts, pilgrimage sites, roads and other places of convergence during the Holy Week
observance.
2.2.2. Provide immediate response and assistance in case of emergencies including but
not limited to accidents, medical emergencies, fire incidents, and natural disasters.
2.2.3. Coordinate closely with the Municipal DRRMC Emergency Operations Center
(EOC) and other relevant agencies for information sharing and resource mobilization.
2.2.4. Ensure the safety and security of residents and visitors through proactive
measures and community engagement initiatives.
2.3. Reporting Mechanism: All emergency response teams shall submit daily activity
reports to the Municipal DRRMC Emergency Operations Center (EOC) regarding their
activities conducted, incidents responded to, challenges encountered, recommendations
for improvement, and any pertinent information for situational awareness and decision-
making.
2.4. Coordination and Communication: Maintain open lines of communication with the
Municipal DRRMC EOC, other emergency response units, and relevant stakeholders for
effective coordination and collaboration.
2.5. Adherence to Safety Protocols:
2.5.1. Adhere strictly to health and safety protocols, including wearing of personal
protective equipment (PPE) and practicing physical distancing, to prevent the spread of
COVID-19 and ensure the safety of responders and the community.
2.5.2. Stay hydrated by consuming ample water, and protect yourself from direct
sunlight exposure to maintain optimal health and well-being.
