Municipal Disaster Risk Reduction Management

Disaster Preparedness outlines key strategic actions that prioritize


activities such as community awareness and understanding, contingency
planning, local drills, and the creation of a national disaster response plan.
In order for preparedness activities to be responsive to the needs of the
people and the situation on the ground, risk-related information from the
prevention and mitigation aspect is required. In addition, through capacity
building activities and the development of coordination mechanisms, the
policies, budget, and institutional mechanisms established under the
prevention and mitigation priority area will be further enhanced. Disaster
Response gives significance to exercises amid the real calamity reaction
operations from needs evaluation to look and protect to help operations to
early recuperation exercises are emphasized. The victory and realization of
this need range depend intensely on the completion of the exercises
beneath both the anticipation and moderation and readiness viewpoints,
counting among others the coordination and communication components

Disasters are serious disruptions on the functioning of a community


or a society involving widespread human, material, economic or
environmental losses and impacts, which exceed the ability of the affected
community or society to cope using its own resources. Disasters are often
described as a result of the combination of: the exposure to a hazard; the
conditions of vulnerability that are present; and insufficient capacity or
measures to reduce or cope with the potential negative consequences.
Disaster impacts may include loss of life, injury, disease and other negative
effects on human, physical, mental and social well-being, together with
damage to property, destruction of assets, loss of services, social and
economic disruption and environmental degradation. Disasters can strike
anytime, anywhere. It can cause irrevocable damage to life and property if
the right measures are not put in place to avoid the same. This can also
bring out the best and worst of human nature. The manner in which action
is taken goes a long way to determine how people fair from the
experience.

Lal-lo Rescue 35 is a support unit of the Lal-lo "WE CARE PROGRAM"


under the Municipal Disaster Risk Reduction and Management Office. It
was created to "SAVE LIVES" by providing quick response to any medical
emergencies and provide transport service to patients going to hospitals.
Also in charge in the 24/7 operations of the Municipal Disaster Operations
Center, help in the enforcement of DRRM/CCA Laws and assist in the
rehabilitation of the adverse effects of any calamity.

Flood Affected Areas in Lal-Lo Municipality, Cagayan Province


Philippines: 18 November 2020

Typhoon Vamco has bought severe flooding to the towns and villages in
Cagayan Valley, north-eastern Philippines. At least 42 people have been
killed as large swathes of land were submerged. Rescue teams have
deployed to evacuate thousands of people as the cumulative effect of
successive storms has caused numerous landslides and damaged hundreds
of homes. 14,000 people have moved to evacuation centres because of the
flooding. Vamco made landfall in the Philippines as communities were still
trying to clean up from Typhoon Goni, the most powerful storm in the
world this year.Local reports suggest it will take more than a week before
the floods subside if there is no further rain.
City Disaster Risk Reduction Management Office (CDRRMO)
(MANDATES)

Set the direction, development, implementation and coordination of


disaster risk management programs within their territorial jurisdiction;
Design, program and coordinate disaster risk reduction and management
activities consistent with the National Council's standards and guidelines;
Facilitate and support risk assessments and contingency planning activities
at the local level; Consolidate local disaster risk information which includes
natural hazard, vulnerabilities, and climate change risk, and maintain a
local risk map; Organize and conduct training, orientation, and knowledge
management activities on disaster risk reduction and management at the
local level; Operate multi hazard early warning system, link to disaster risk
reduction to provide accurate and timely advice to national or local
emergency response organization and to the general public, through
diverse mass media, particularly radio, landline communication, and
technologies for communication within rural communities; Disseminate
information and raise public awareness about those hazards, vulnerabilities
and risks, their nature, effects, early warning signs and counter measures;
Identify and implement cost effective risk reduction measures/strategies;
Maintain a database of human resource, equipment, directories, and
location of critical infrastructures and their capacities such as hospitals and
evacuations centers; Develop, strengthen and operationalize mechanisms
for partnership or networking with the private sector, CSOs, and volunteer
groups; Respond to and manage the adverse effects of emergencies and
carry out recover activities in the affected area, ensuring that there is an
efficient mechanism for immediate delivery of food, shelter and medical
supplies for women and children, endeavour to create a special place
where internally-displaced mothers and children can find help with
breastfeeding, feed and care for their babies and give support to each
other; Coordinate other disaster risk reduction and management activities;
Implement policies, approved plans and programs of the LDRRMC
consistent with the policies and guidelines laid down in the Act; Establish a
City/Barangay Disaster Risk Reduction and Management Operations
Center;

Barangay Disaster Risk Reduction Management Council


(BDRRMC)
Functions:

National Disaster Risk Reduction and Management Centre

NDRRMC act as the main institution in Mauritius for coordinating and


monitoring the implementation of disaster risk reduction and management
activities as per the National Strategic Framework and National Plan.
NDRRMC ensure the implementation of the National Strategic Framework
and National Plan. NDRRMC coordinate and monitor all disaster risk
reduction and management activities. NDRRMC coordinate and monitor the
implementation of the disaster risk reduction and management
programmes through community participation and public awareness
campaigns. NDRRMC work in close collaboration with the Mauritius
Meteorological Services which shall develop and improve warnings and
advisories systems for all natural hazards affecting Mauritius. NDRRMC
support Ministries, Government departments, local authorities and
communities in building capacity for disaster risk reduction and
management. NDRRMC facilitate and coordinate the conduct of regular
trainings, drills and simulation exercises to test the adequacy of disaster
response plans. NDRRMC undertake and participate in post-disaster
reviews including lessons drawn from previous disasters in disaster
preparedness and response plans. NDRRMC shall assist relevant
stakeholders to develop an appropriate risk transfer mechanism for post-
disaster recovery and rehabilitation purposes. Collaborate with all relevant
stakeholders so that disaster risk reduction and management becomes an
integral objective of environment-related policies and plans, sound land use
planning, natural resources management, education and social
development plans, economic and sectorial policies as well as
infrastructure through enforcement of building codes. Foster regional and
international cooperation in disaster risk reduction management issues,
including best practices and sharing of expertise. Promote research and
development and commission studies on disaster risk reduction and
management matters. Publish and disseminate information concerning
disaster risk reduction and management.

REPUBLIC ACT No. 10121

An act strengthening the Philippine disaster risk reduction and


management system providing for the national disaster risk reduction and
management framework and institutionalizing the national disaster risk
reduction and management plan, appropriating funds therefor and for the
purposes.

Section 1: “Philippine Disaster Risk Reduction and Management Act


of 2010”

Section 2: Declaration of Policy. – It shall be the policy of the State to:

Incorporate internationally accepted principles of disaster risk


management in the creation and implementation of national, regional and
local sustainable development and poverty reduction strategies, policies,
plans and budgets;Adopt and implement a coherent, comprehensive,
integrated, efficient and responsive disaster risk reduction program
incorporated in the development plan at various levels of government
adhering to the principles of good governance such as transparency and
accountability within the context of poverty alleviation and environmental
protection;Institutionalize the policies, structures, coordination mechanisms
and programs with continuing budget appropriation on disaster risk
reduction from national down to local levels towards building a disaster-
resilient nation and communities; Ensure that disaster risk reduction and
climate change measures are gender responsive, sensitive to indigenous
know ledge systems, and respectful of human rights;Recognize the local
risk patterns across the country and strengthen the capacity of LGUs for
disaster risk reduction and management through decentralized powers,
responsibilities, and resources at the regional and local levels;Recognize
and strengthen the capacities of LGUs and communities in mitigating and
preparing for, responding to, and recovering from the impact of
disasters;Develop and strengthen the capacities of vulnerable and
marginalized groups to mitigate, prepare for, respond to, and recover from
the effects of disasters;
