RATIONALE/PURPOSE The challenges brought by the dynamics of today’s society has become evident across different sectors. Among the sectors vulnerable to these challenges are academic institutions under which Bicol University (BU) is categorized. As an academic institution, BU should be responsive to these changes and the corresponding challenges. Through its administration, it shall keep abreast of the reforms and advancements in the education system in order to keep itself at par with other higher education institutions in the country and across the globe. BU must observe and maintain a responsive policy framework as it anticipates these reforms. The foregoing observation is evident in the case of Bicol University Graduate School as a result of the issuance of the CHED Memorandum Order No. 15, s. of 2019 (CMO). Among the factors highlighted in CMO No. 15 which drive reformation are globalization, regional integration, intemationalization of higher education, and the Fourth Industrial Integration. Because of these factors, addressing the gaps in the implementation of graduate degree programs become unavoidable and consequently, demands for policy review and revisions become necessary. ‘Among the provisions that need to be immediately addressed are those canceming the curricular and developmental initiatives and the minimum requirements. Three major components were given emphasis in the said order which include: faculty, research, and publication. Based on the CMO, faculty teaching in graduate programs, specifically at the doctoral level, shall be holders of doctoral degrees. The CMO has outlined specific and distinct minimum faculty requirements for both master's, and doctoral programs. On account of these changes in the minimum faculty requirements, it has become imperative for the BU Graduate School (BUGS) to conduct the necessary review of its existing policies, standards, and guidelines (PSGs) for academic degree programs. This is to ensure that the existing PSGs are consistent with the reforms brought by the CMO. Otherwise, appropriate action should be considered. Afier substantial review of the minimum requirements set under the CMO vis a vis the available data in the BUGS, it was found out that there are existing graduate programs that fall short of the minimum faculty requirements of the CMO. In response to this finding, this Order is hereby issued adopting the following rules and procedures in the offering of graduate studies effective S.Y. 2022-2023. ll, LEGAL BASES. (@) CHED Memorandum Order No. 15, series of 2019 — Policies, Standards and Guidelines tor Graduate Programs {b) Bicol University Code of 2016 (©) Board of Regents Resolution No. 667, series of 2021 — A resolution approving the revised policies, guidelines and procedures for Graduate Studies in Bicol University, thereby amending any Board Resolution or University issuance which may be inconsistent with these approved revised policies, guidelines and procedures. Ill. IMPLEMENTING GUIDELINES AND PROCEDURES Freezing of Graduate Programs that are Non-Compliant in Terms of the Provisions of CMO No. 16, series of 2019 (@) (c) (@) ) The number of qualified faculty for the graduate programs as mandated under CMO No. 18, series of 2019 are as follows 1. For the Master's Programs, there shall be at least four (4) faculty members per program at all times, For Thesis Track, four (4) full-time faculty who have doctoral degrees in the discipline, or if there isa dearth in doctoral degree holders in the discipline, at least one (1) full- time faculty who has a doctoral degree in the discipline and at least three (3) full-time faculty who are master's degree holders, but with doctoral units in the discipline. For the Non-Thesis Track, four (4) full time faculty who have doctoral degrees in the discipline, or if there is a dearth in doctoral degree holders in the discipline, at least one (1) fulltime faculty who has a doctoral degree in the discipline and at least three (3) full-time faculty who are master’s degree holders but with doctoral units in the discipline. 2. For the Doctoral Programs, there shall be at least four (4) full-time faculty members per doctoral program at all times. They are all doctoral degree holders in the discipline. ‘With the aforementioned provisions of CMO No. 15, series of 2019, existing graduates programs of the BUGS that fell short of the minimum requirements for faculty complement in terms of educational qualification shall cease to admit new students effective First Semester of SY 2022-2023. Based on existing data on faculty complement of BUGS, the following programs are found to be non-compliant in terms of the required number of faculty members, hence, no new students will be admitted: i. Doctor of Philosophy in Peace and Security Administration ji, Master in Public Administration major in Health Emergency and Disaster Management iii, Master of Arts in Music Education iv. Master of Arts in Physical Education v. Master of Arts in Pre-School Education vi, Master of Arts in Reading Education vii, Master of Science in Architecture Previously enrolled qualified students who opt to continue the graduate degree program which were identified for freezing shall be allowed to proceed. In this case, they shall be allowed to enroll until they have completed all the academic requirements, subject to the prevailing enrolment procedures of the Graduate Schoo! Lifting of the freezing order may be warranted once the requirement on faculty complement under CMO No. 15, series of 2019 is satisfied by the graduate program. Setting of Enrollment Quota per Graduate Program (@) Each graduate program shall ensure compliance with the adviser to student ratio under CMO No. 15, series of 2019, which is one (1) fulltime faculty per maximum of five (5) Students, inclusive of both in and off-campus students. (6) In order to ensure compliance with the above ratio, enrolment quota shall be imposed upon the graduate programs which are qualified to proceed (c) The following factors were taken into account to determine the enrollment quota for each graduate program: i. IV. SAVING CLAUSE Matters not covered by the foregoing provisions shall be referred to the University President for resolution and appropriate action. V. REPEALING CLAUSE Any provision of existing Administrative Orders and other official issuances which are inconsistent with the provisions of this policy are hereby repealed or modified accordingly VI. APPLICATION OF RELEVANT LAWS AND ISSUANCES, Relevant laws and issuances shall be suppletorily applied in matters not covered by this policy. Vil.
