RATIONALIPURPOSE Graduate education is considered as the apex in the educational system. As such, higher ‘education institutions (HEIs) offering graduate programs are expected to produce graduates who are intellectually equipped along their field of expertise. They are also expected to play a vital role in knowledge generation and transmission, policy development, and in regional and national development of a country. Over the past decades, there have been significant changes in the higher education landscape brought about by increasing globalization, intemationalization, regional integration, K to 12, and outcomes-based education, among others. These changes in the higher education landscape demand that HEIs offering graduate programs should be able to produce competitive graduates who can take on the aforementioned challenges. This is one of the reasons why the Commission on Higher Education (CHED) has issued CMO No. 15 series of 2019 which outlines the policies, standards, and guidelines for graduate programs in the Philippines in order to address the major gaps and concerns like meeting the required competencies, building a culture of research and innovation, among others, To address the aforementioned challenges in higher and graduate education, Bicol University had to revise its graduate education policies making them in harmony with the provisions of CMO No. 15 series of 2019. The revised policies, rules, and procedures for graduate studies in Bicol University highlight the importance for graduate students to undertake a comprehensive examination. Under the revised policies, the comprehensive examination will be administered by the academic department offering the graduate program. Its purpose is to test the student's competence in integrating knowledge in his/her major and minor fields. It is the culmination of the students’ advanced studies which evaluates cumulative knowledge covered throughout their course work. Passing the comprehensive examination indicates that the student is ready to move to the thesis/dissertation phase of graduate studies. Il, LEGAL BASES (1) BOR Resolution No. 687, series of 2021 (A resolution approving the revised policies, guidelines , and procedures for graduate studies in Bicol University, thereby, amending any board resolution or University issuance which may be inconsistent with these approved revised policies, guidelines, and procedures (2) CHED Memorandum Order No. 45, series of 2019 (Policies, Standards, and Guidelines for Graduate Programs) (3) Bicol University Code of 2016 Page 1 of 3 (4) Administrative Order No. 42, series of 2003 (New Rates for Tuition and Other Fees in the Graduate Programs of Bicol University) Ill, IMPLEMENTING GUIDELINES AND PROCEDURES (1) The integrative comprehensive examination shall be in written form for the master’s level and in oral and written forms for the doctoral level, (2) For the written comprehensive examination (for the masteral and doctoral programs), the following guidelines and procedures shall be observed: (a) The written comprehensive examination, which will be given by the Department offering the program, shall test the students’ competence in integrating knowledge in their major and minor fields and shall be based on all courses prescribed to the student. (b) After completing all the academic course requirements with a GWA of 2.0 or better, ‘students shall submit their application for the written comprehensive examination duly signed by the Advisory Committee, recommended by the Department Chair/Program Adviser and endorsed by the Secretary of the Graduate School for approval by the Dean of the Graduate School not later than two (2) weeks before the date of examination (©) The Registrar shall certify that the student obtained a GWA of 2.0 or better. Students who have "INCOMPLETE (INC)" mark in any courses or a GWA below 2.0 shall not be allowed to take the comprehensive examination. Any INC mark must be completed in the prescribed period allowed. (d) Students whose GWA is below 2.0 shall be given the chance to qualify by allowing them to take two (2) additional courses (six units) upon the recommendation of the Advisory Committee in order to obtain the required GWA. Should the students fail to qualify, they may avail of the diploma course for the program, if available. (e) The College/Department offering the program shall be given the prerogative to devise a procedure in the conduct of the comprehensive examination with utmost adherence to quality and integrity. The College/Department shall schedule comprehensive examination at least once every semester. (f) The College/Department shall constitute a comprehensive examination committee for the program chaired by the Department Chair who will supervise the conduct of the comprehensive examination and co-chaired by the Program Adviser who will organize the preparation, administration, evaluation, and submission of results to the Graduate School. The comprehensive examination committee shall include faculty members who are experts in their field and are handling courses in the program. If the Department Chair and Program Chair are one and the same person, the Department Chair can designate another member who is an expert in the field and is handling courses in the program. (g) The Program Adviser shall submit to the Dean of the Graduate School a report on the results of the comprehensive examination within two (2) weeks after the conduct of the examination. The report shall include the name/s of taker/s and their rating (PASSED or FAILED) and a copy of the comprehensive examination questionnaire (for written exam), (h) Students who fil the comprehensive examination on their first attempt shalll be given another chance to take the comprehensive examination not earlier than one (1) month but not later than one (1) year after the first examination. Failure to pass the re- examination disqualifies the student permanently from earning the degree. () The specific processes in the application, conduct, and release of result of comprehensive examination is outlined in Appendix A. Page 2 of 3 "ion for (3) The following are the guidelines and procedures for oral comprehensive examin doctoral programs: (a) An integrative oral comprehensive examination shall be given immediately after passing the written examination. The details of the examination shall be left to the discretion of the Advisory Committee. (b) To pass the oral comprehensive examination, a unanimous vote of the committee is required (©) Students who fail the oral comprehensive examination may apply for re-examination not earlier than one (1) month but not later than one (1) year after the first examination. If students fail in the re-examination, they shall be barred permanently from pursuing their intended program of study. (d) The Chair of the Advisory Committee shall submit to the Dean of the Graduate School report on the result of the oral comprehensive examination within one week after the examination, (4) The fees for the written comprehensive examination shall follow the rates prescribed by Administrative Order No. 42, series of 2003, specifically, 600 for master’s program and 900 for doctoral program. The fees shall be utilized for the incentives of proctors and readersicheckers, administrative cost (sup and materials, printing, and photocopying) and other incidental costs. Utilization of said fund must be supported with an approved work and financial plan (WFP) and project procurement management plan (PPMP). SAVING CLAUSE Matters not covered by the foregoing provisions shall be referred to the University President for resolution and appropriate action. V. REPEALING CLAUSE Any provision of existing Administrative Orders and other office issuances which are inconsistent with the provisions of this policy are hereby repealed or modified accordingly. VI.
