RATIONAL/PURPOSE To upgrade the quality and standard of graduate education in the Philippines, the Commission on Higher Education (CHED) has issued CMO No. 15, series of 2019. The CMO requires that faculty teaching in graduate programs, specially the doctoral level, shall be holders of doctoral degrees who have track record of scholarly work (research or creative work) and with Publications in refereed journals and/or books published in reputable academic publishing ‘companies. With the foregoing provision, the Bicol University has revised its guidelines for the selection and constitution of the Student Advisory Committee for Master’s and Doctoral Programs. A graduate faculty must be a doctoral degree holder to be designated as Thesis/Dissertation Adviser. In addition, he/she must satisfy the following qualifications, namely, (a) must have a ‘completed and on-going researchicreative work duly certified by the Office of the Vice-President for Research, Development, and Extension; (b) must have published work in intemationally or nationally indexed journals or have produced publicly-recognized creative or technology outputs; and (c) must have been an adviser of at least three (3) students who have graduated with an MA ‘or MS degree for doctoral advisers or five (5) advisees in the undergraduate thesis for master’s adviser. As stipulated in CMO No. 15, all private HEIS, SUCs, and LUCs currently offering graduate programs are mandated to fully comply with all the minimum requirements within a period of three (3) years after the date of its effectivity. This Administrative Order hereby provides the guidelines for the transitional implementation of the requirements on thesis/dissertation advising in the Bicol University Graduate School considering that the revised policies, guidelines and procedures for graduate studies in Bicol University were only approved by the Board of Regents in 2021. These transitional guidelines will facilitate the full compliance of Bicol University Graduate School on the tequirements for thesis/dissertation advising by SY 2024-2025. Il, LEGAL BASES (1) BOR Resolution No. 667, series of 2021 (A resolution approving the revised policies, guidelines, and procedures for graduate studies in Bicol University, thereby, amending any board resolution or University issuance which may be inconsistent with these approved revised policies, guidelines, and procedures. (2) CHED Memorandum Order No. 15, series of 2019 (Policies, Standards, and Guidelines for Graduate Programs) (3) Bicol University Code of 2016 (4) Administrative Order No. 690,,series of 2022 (Guidelines for the Selection and Constitution of the Student Advisory Committee for Master's and Doctoral Programs of the Bicol University Graduate School) IMPLEMENTING GUIDELINES AND PROCEDURES (1) A transition period of three (3) school years (SY 2022-2023 to SY 2024-2025) shall be observed to enable graduate faculty to fully comply with the requirements of thesis/dissertation advising. The thesis/dissertation advising requirements shall cover graduate students who will constitute their Advisory Committee starting SY 2022-2023. (2) A graduate faculty who is nominated to serve as Dissertation Adviser of doctoral students must be doctorate degree holder relevant to the doctoral program. For the masters program, the requirement of a relevant doctoral degree to serve as Thesis Adviser shall be waived in SY 2022-2023 but beginning SY 2023-2024, graduate faculty must have the relevant doctoral degree to be able to advise in the master's program. (3) For SY 2022-2023, a graduate faculty to be appointed as Thesis/Dissertation Adviser should have any of the following: (a) approved research proposal supported by an official designation as Program/Project/Study Leader; (b) completed research; and (c) on-going research supported by an official designation as Program/Project/Study Leader. For SY 2023-2024, a graduate faculty should have: (a) an approved research proposal supported by an official designation as Program/Project/Study Leader and (b) on-going esearch supported by an official designation as Program/Project/Study Leader to be designated as Thesis/Dissertation Adviser. Full compliance of the requirement of completed and on-going research/creative work shall be observed starting SY 2024-2025 whereby no graduate faculty will be designated as Thesis/Dissertation Adviser without: (a) completed research duly certified by the Office of the Vice-President for Research, Development, and Extension (OVPRDE) and (b) on- going research supported by an official designation as Program/Project/Study Leader. (4) The requirement of published work in internationally or nationally indexed journals or publicly recognized creative or technology outputs for thesisidissertation advising shall be waived in SY 2022-2023 to give graduate faculty time to fully comply with this requirement by SY 2024-2025. But for SY 2023-2024, a graduate faculty should have either initial research results/outputs presentation in regional/national conference/fora or submission of paper for publication or submission of creative or technology outputs for copyright/patent. Full compliance of this requirement shall be observed in SY 2024-2025 whereby no graduate faculty will be designated as Thesis/Dissertation Adviser without a proof of compliance, (6) The requirement of advising experience for thesis/dissertation advising shall be waived in SY 2022-2023, But in SY 2023-2024, @ graduate faculty should have at least one advisee who have graduated in the MA/MS program to become eligible to advise in the doctoral program or at least three (3) advises who had graduated in the undergraduate program for the master’s degree. Full compliance of this requirement shall be observed starting SY 2024-2025. (6) Full compliance of adviser to student ratio of one (1) full-time faculty per maximum of five (5) shall be fully observed starting SY 2023-2024. Page 2 of 4 (7) The foregoing guidelines shall also be observed and applied in the designation as Thesis/Dissertation Adviser involving retired faculty members of the university and adjunct faculty members or those coming from outside of the university except when they have a proven track record in their field of expertise, Updated detailed curriculum vitae of said retired or adjunct faculty with proven track record must be filed in the BU Graduate School for reference. IV. SAVING CLAUSE Matters not covered by the foregoing provisions shall be referred to the University President for resolution and appropriate action. V. REPEALING CLAUSE Any provision of existing Administrative Orders and other office issuances which are inconsistent with the provisions of this policy are hereby repealed or modified accordingly. VI. EFFECTIVITY This Administrative Order shall take effect immediately until revoked by a subsequent issuance .
