and Hon.Francisco Caboylo.
Barangay officials are the
intermediary of the government and
citizens in service delivery. They
perform a pivotal role not only in the
execution of a state function but also
in the area of deliberative and
democratic governance as well as in
civic engagement (Gaventa 2012).
We also have our Sangunian officials
headed by SK Chairman Daeniel Cris
Morcillo.

DEMOGRAPHICS
There are various parts of the barangay specifically called takas, ilawod, and
iraya. "Iraya" is located near the barangay hall and basketball court. While the
"ilawod" is located in the lower part of the barangay near the river. And the "takas"
is located in the upper part of the barangay.

The total population of Brgy. Tungay the updated census in 2023, males are Five
Hundred seventeen, Females are 498 and families are 272 and household are 233.
For the total of 1,015. This information is from the BSPO officer, Digna Sutacio of
Brgy. Tungay. The population of Tungay grew from 335 in 1990 to 864 in 2020, an
increase of 529 people over the course of 30 years. The latest census figures in
2023 denote a positive growth rate of 5.82%, or an increase of 292 people, from
the previous population of 723 in 2015.

 GEOGRAPHY AND ENVIRONMENTAL
INFLUENCE
Tungay is situated at approximately 10.8357, 122.5371, in the island of
Panay. Elevation at these coordinates is estimated at 36.3 meters or 119.1 feet

above mean sea level.

Sta. Barbara River Irrigation System, where its dam is located in Brgy.
Tungay, Sta. Barbara, Iloilo is considered the oldest irrigation system outside
of Luzon.

 BELIEFS AND ATTITUDE
Brgy. Tungay has a monthly mass held at the Brgy. Chapel besides the covered
gym Basketball court and Nursery daycare center facility. Most of the people are
Roman Catholics. The Democratic Charter defines the essential elements of
representative democracy in very specific terms, including: respect for human
rights and fundamental freedoms; holding free and fair elections; a pluralistic
system of political parties and organizations; separation of powers; independence
of the branches of government; freedom of expression and of the press; and
constitutional subordination of all state institutions to the legally constituted
civilian authority.

 LOCAL ECONOMY AND BUSINESSES
As the barangay is considered to be the local government unit closest
to the people in terms of access and proximity, its role in local service
delivery cannot be undermined. Hence, it is important for a barangay
to learn how to maximise and use its limited funds effectively and
efficiently as this can lead to economic gains that would allow the
barangay to support the generation and delivery of local services to its
constituents. A barangay is entitled to thirty-five percent (35%) of the
forty percent (40%) share of the province or highly urbanized or
independent component city where it belongs. If the natural resources
are located in two (2) or more barangays, their respective shares
should be computed on the basis of: a. Population - Seventy percent
(70%) b. Land area - Thirty percent (30%)

 EDUCATIONAL FACILITIES AND PROGRAMS
Republic Act 6972 mandates the establishment of a day care center in every
barangay, instituting therein a total development and protection of children
program, appropriating funds therefor and for other purposes.

Components of the Service

Early Childhood Care and Development

The activities provided in KBF’s Day Care Centers are designed to encourage
as well as to monitor each child’s development – in the areas of gross and fine
motor skills, receptive and expressive language, cognitive abilities, self-help
and social-emotional growth.

Supplemental Feeding

Nutritious snacks are served to the children to supplement their daily food
requirements. Proper nutrition in the childhood years is vital in the total health
and development of the child.
