During the time of the Vishnukundins, the country was divided into states and subjects for administrative convenience. Land
measurement was carried out using 'practice' as the unit of measurement. Rajjuka officers used to measure land.
Each state was headed by a Rashtrik. This administrative system is based on the principles mentioned in the Yajnavalkya Smriti.
Devotees of Vishnu demonstrated their devotion by donating lands and agraharas (residences of educated Brahmins) to temples,
Vedic scholars and Vipras to support and promote their lineage.
There was an officer called “Phaladaru” who used to collect sistu on land and assess Mairayu sistu. There was a “setti” to calculate
the income.
In times of war, Brahmins showed their commitment by donating land, gold, and agraharas to fellow Brahmins. Similarly, they made
donations during important events such as going to war, after victory and during solar and lunar eclipses.
Justice of Vishnukundins
The 'Polamuru' inscription gives fascinating details about the period of Madhavavarma 3 who had the honorific title of 'Avasita Vishta
Divya'. This title signifies that justice is administered without any bias and all persons are treated equally in the court of law. Notably, this
principle was so deeply upheld that even the ruler's youngest son faced the ultimate punishment of 'death' when found guilty. It
exemplified the notion that everyone, regardless of their social status or family ties, stood on equal footing before the law.
During the reign of Madhavvarma II, Trisamudrapati, famous port towns bustled with activity, attracting foreign traders from far and wide.
The ruler generously supported these merchants, providing them with all the facilities they needed to run their business smoothly. This
promoted vigorous international trade and further boosted the economic status of the region.
