D. Comments or questions regarding the content or requirements in this RFP must be submitted
electronically in writing to: Program Director – SSMC Facilities Management Department and by any
deadlines specified in the schedule of events. All questions must reference the exact RFP page or
Requirements SRN and the RFP name must be listed in the subject line of the email.
E. Responses to submitted questions will disseminated to all responsive Tenderers electronically in the
form of addenda during the RFP period. All addenda shall be considered as forming part of the
Documents. The Tenderers shall include resultant costs in their Prices, and The Employer reserves the
right to determine at its sole discretion, the appropriate and adequate response to all comments.
F. Information obtained from any other source and/or verbal communication should not be relied upon
for the purpose of preparation, evaluation and/or submission of this RFP. Enquiries and responses will
be recorded and may be distributed to all Tenderers at The Employer discretion.

1.6. DOCUMENTS CONFIDENTIALITY


A. All recipients of the Documents, whether they submit a proposal or not, shall treat the details and
contents of the Documents as private and confidential.
B. The Tenderer shall ensure that neither the Tenderer nor any of its employees, or other persons with
whom it has a contractual relationship will divulge or make known, or allow to be made known, any
information of a confidential nature relating to SSMC in respect of their business or affairs or any matter
relating to the project therein. In the event that such disclosures are in compliance with any request for
information or reporting requirements of the Government of Abu Dhabi and / or other government
agencies within the UAE, the Tenderer shall obtain The Employer’s prior written consent before
releasing any such confidential information
C. Tenderer shall be responsible for taking all necessary or appropriate steps to ensure that its employees,
agents and representatives adhere to the provisions of this Article.
D. The obligations contained in this Article shall continue, whether the Tenderer has been awarded the
RFP or not.

1.7. DELIVERABLES REQUIRED FOR THE TENDER


1.7.1. The Tenderer shall submit one (1) complete set of original Tender documents and two (2) copies
of the completed Tender documents along with or (1) soft copies of the proposal on a CD or flash
memory. In the event of any discrepancy, the information stated in the original set shall take
precedence as follows:
1.7.1.1. Technical Tender:
Tenderer(s) is required to submit the following in their Technical Tender which will be basis of the
Tender evaluation criteria
1.7.1.1.1. Covering Letter (without price / amounts);
1.7.1.1.2. Addenda
1.7.1.1.3. Supplements to Tender Form (excluding Appendixes)
1.7.1.1.4. Tender Bond;
1.7.1.1.5. Abu Dhabi Chamber of Commerce Certificate and Commercial License;
1.7.1.1.6. Local Abu Dhabi Partner/Agent: with the name and address of the Partner or Agent. In case of
joint ventures, the Tenderer(s) shall submit with his RFP full details of all existing joint venture
agreements endorsed and legalized at the Abu Dhabi Law Courts/notary public or any other
Governmental or non-Governmental entity as being the true registered copies. All such
agreements shall comply with the relevant laws and regulations of Abu Dhabi and the UAE. The

above information shall include the name and nationalities of all existing shareholders and
directors of the Contractor. If the UAE sponsor is a company provide the details of the owners
of the Company ;
1.7.1.1.7. Notarized power of attorney and notarized specimen signature for the authorized signatories
representing the Tenderer;
1.7.1.1.8. An undertaking letter acknowledging that their price is inclusive of the entire Contract scope
without any exclusion, as per Annex B;
1.7.1.1.9. Facility Site Visit and Inspection Certificate, as per Annex C ;
1.7.1.1.10. Appendix A - An Organization and responsibilities chart of the Tenderer;
1.7.1.1.11. Appendix B - Details of completed Similar projects along with support documents;
1.7.1.1.12. Appendix C - Details of on-going Similar projects along with support documents;
1.7.1.1.13. Appendix D - Copies of projects completion certificates issued and certified from projects’
owners;
1.7.1.1.14. Appendix E - Project Manpower Histograms and Resources required for the project;
1.7.1.1.15. Appendix F - Copies of detailed CVs & qualifications for the key staff for the Tenderer and
staff to be involved in the project;
1.7.1.1.16. Appendix G - Details of Tenderer’s Equipment including tools and test equipment to be used
on the Project;
1.7.1.1.17. Appendix H - Quality control and assurance documents and certificates issued from a
recognized international specialized body (ISO 9001);
1.7.1.1.18. Appendix I - Audited balance sheets and income statements for the last (5) years approved by
external auditors (all pages shall be stamped by the external auditor and the Tenderer);
1.7.1.1.19. Appendix J - Tenderer’s Details
1.7.1.1.20. Appendix K - Details of proposed Sub-contractors along with qualifications, technical staff &
experience documents;
1.7.1.1.21. Appendix L – Preliminary Contract Program
1.7.1.1.22. Appendix M - Occupational Health and Safety Policy/Procedures along with related
certification (ISO 14001 -– ISO 45001 or OSHAD)
1.7.1.1.23. Appendix N - Business Continuity Plan
1.7.1.1.24. Appendix O - The RFP Documents unamended, signed and stamped on each page ; and
1.7.1.1.25. Appendix P - Technical Tender Submission Check List
1.7.1.2. Financial Tender
Tenderer is required to submit the following in their financial Tender submission which will be basis
of the Tender evaluation criteria:
1.7.1.2.1. Tender Form
1.7.1.2.2. Volume 4 - Bill of Quantities with prices (Filled)
1.7.1.2.3. Appendix Q - Financial Tender Submission Check List
1.7.2.All documents required to be submitted shall be applied to the partners (in the case of JV) or sub-
contractors proposed for to perform specialized work
1.7.3.Licenses shall have a minimum validity of 3 months from the RFP closing date or be accompanied
with a letter stating renewal is in process if expiry is within 3 months of the RFP closing date.
