AFFIDAVIT OF EXPLANATION

I, PCPT NESTOR M ARMECIN, Jr. 39 years old, married, Filipino, and resident of
Malalag, Davao Del Sur, after having duly sworn to oath in accordance with law, do
hereby and say;

1. That I am active member of Philippine National Police with the rank of Police
Captain designated as Officer In-Charge last December 22, 2023 and presently
assigned at Sarangani Municipal Police Station;

2. That on March 15, 2024, I was in Ballistic Firing range Maa, Davao city
attending the program of 2nd RD's Cup and there I received a memorandum
from C, POMU directing me to submit under oath explanation regarding the
compliance on Reiteration on the wearing of bulletproof vest of all Patrollers
and Operating Units;

3. That there and then, I called the attention of my Operation PNCO’s with regard
to the said explanation and directing them to explain in writing why they failed
to comply the aforesaid report.

4. That on March 14, 2024 around 5:00 in the morning, my duty operation in the
person of Patrolman Jaydon Miguel left station bound to DOCPPO PFU,
Kidalapong, Malita, Davao Occidental to undergo drug test for he is a member
of Municipal Drug Enforcement Unit and was able to instruct NUP Lornabelle
Tablingon to temporarily take charge all the messages from POMU,DOcPPO
but due to a numerous incoming messages recieved on that day, NUP
Tablingon missed the said compliance. Likewise, the other two operation
personnel was also a member of MDEU and was not in Sarangani MPS but
instead they were at Davao city as a participants for the 2nd RDs cup to be
held at Ballistic firing range.

5. That stating the above circumstances and justification, I’m praying for
humanitarian consideration that the forgoing facts herein be merited by your
good office to shed light the infraction remarks against me. Further, I did not
intend to defy or violate the rules and regulation of the PNP.

6. That this unintentional mistake of me was due to the above-cited reason and
that I have no intention to defy any lawful order coming from your office;

7. That I am executing this affidavit of explanation to attest the veracity of the

foregoing facts and apprise the authority concern.
