What does SOLAS Resolution XI-2/6 say?

Ship Security Alert System (SSAS) is to be installed


no later than the first Radio Survey after 01 July
2004 on vessels of +500 GT constructed before 01
July 2004:
– Oil tankers
– Chemical tankers
– Gas carriers
– Bulk carriers
– High-speed cargo ships

Other cargo ships of +500 GT and mobile offshore


drilling units constructed before 01 July 2004 must
be fitted no later than the first Radio Survey after
01 July 2006.

What does SOLAS Resolution XI-2/6?

How to obtain an International Ship Security Certificate?

Upon completion of the installation and subsequent


approval by a body appointed by the Flag
Administration, an International Ship Security
Certificate (ISSC) for the subject vessel will be issued.

If the subject Flag Administration uses Lloyds to


conduct the approval, the Ship Security Alert
System installed has to be approved by Lloyds.

It is also possible that the Flag Administration


conducts the approval themselves, in which case the
Ship Security Alert System has to be approved by
the Flag Administration, and not by a classification
society, e.g. Lloyds.

What about the US Maritime Authorities and SSAS??

 According to the Final Rule by the US Department of Homeland


Security (USCG-2003-14749) on October 22, 2003, it is stated:

…A) On or before December 29, 2003, each vessel owner or operator must submit to
the Commanding Officer, Marine Safety Center for each vessel the vessel security
plan…

…B) On or before June 30, 2004, each vessel must be operating in compliance with
this part.

…c) on or before July 1, 2004, foreign vessels must carry on board a valid
International Ship Security Certificate that certifies that the verifications required by
section 19.1 of part A of the ISPS Code have been completed, that the vessel meets
the applicable requirements of SOLAS Chapter XI-2 and the ISPS Code, and that the
vessel is provided with an approved security plan.

...4) Foreign vessels required to comply with SOLAS are not required to submit their
vessel security plan to the Coast Guard for approval. Pursuant to SOLAS and the
ISPS code, these plans are required to be approved by the Flag administration or
Recognised Security Organisation.

Remember the GMDSS history!!!!

 Given the tight IMO deadlines and the various local maritime authorities
intent to tighten the deadline and widening the scope of the SOLAS
Resolution XI-2/6, it is vital that focus is on planning ahead, if the ship
owners are to avoid a repetition of the GMDSS history, where shortage
of supplies and installers meant significant delays in their operations!
