Motor Fleet Co-ordinator (MFC) Approved By: Marsh Risk Control Committee

1. Appointment of the MFC

The responsibility of co-ordinating the motor fleet risk control programme requires delegation to a
member of management. Where the size of the motor fleet justifies it, a full-time MFC should be
appointed.

2. Duties of the MFC

The duties of the MFC should include the following:

2.1 Selection and evaluation of drivers.

2.2 Induction training and on-going training of drivers.

2.3 Motivation of employees by fostering loyalty and responsibility, in terms of the Motor
Vehicle Risk Control programme.

2.4 Supervision of drivers, planning and assigning work, giving instructions and evaluating
work done.

2.5 Liaison between management and employees relating to fleet operating information,
grievances and company policy.

2.6 Maintenance and security of the fleet.

2.7 Identification of hazardous conditions in equipment, routing, scheduling, loading and


roadways.

2.8 Investigation of accidents.

2.9 Deal with all AARTO related matters in respect of the company. – Abeyance Item

2.8 Ensure that every company-owned vehicle is roadworthy in terms of all applicable
legislation.

3. Statutory Provisions

The MFC must be conversant with all statutory provisions pertaining to transportation. These
include the items listed under paragraph 9 of MF01.

It is suggested that The Motor Fleet Co-ordinator (MFC) has access to an updating service as far
as the legislation is concerned. An excellent document in this regard is the Fleet Management
Digest which has an updating service.

4. Legal Responsibilities of the MFC as Proxy on behalf of the Operator in terms of the Road
Transport Quality System (RTQS) Operator Licensing & Adjudication and Administration of
Road Traffic Offences

Among these responsibilities are the following:

4.1 The Proxy must exercise proper control over drivers to ensure their compliance with all
the provisions of the National Road Traffic Act 1996 including driving permits and the
loading of vehicles. This also applies to those applicable items appearing under
paragraph 9 of MF01.

4.2 Manage the implementation of AARTO and monitoring the status of infringements and
offences in the name of the driver and/or the company.
4.3 Vehicles must be kept in a roadworthy condition and have valid certificates of
roadworthiness.

4.4 The Proxy must conduct his operations with due care for the safety of the public and the
well-being of the company. As the responsible person the MFC must have in place a
system that will ensure that the company’s viability and sustainability is protected.

4.5 If involved in the carriage of hazardous substances the Proxy must ensure compliance
with all the requirements of the Hazardous Chemical Substances Regulations and the
Environmental Regulations of the Occupational Health and Safety Act, 1993.

4.6 The Proxy must take all reasonable measures to ensure compliance with the regulations
governing the loading and unloading of vehicles, and apply occupational health and safety
requirements in terms of the Occupational Health and Safety Act and Regulations and
AARTO legislation.
