Compliance to Standards and Healthcare Systems Protocols Used
1. International Classification of Diseases (ICD) – 10 System
Proposed system will be ICD – 10 compliances, which is recommended by World Health
Organization (WHO) for implementation in all the hospitals.
2. Digital Imaging and Communication (DICOM) Standards
Currently all the latest Machines (especially radiology and cardiology equipment) used in
hospitals are generating electronic data. Software will be compliance with DICOM standards and
accept results as machine generates and saves it in database automatically.
3. Health Level Seven (HL7) Standards
Health Level Seven International (HL7) is a not-for-profit, ANSI-accredited standards developing
organization dedicated to providing a comprehensive framework and related standards for the
exchange, integration, sharing and retrieval of electronic health information that supports clinical
practice and the management, delivery and evaluation of health services.
4. Integrating the Healthcare Enterprise (IHE)
IHE is a group of health care industry representatives that work to improve the way health care
systems share information electronically. The group was formed in 1998 as a cooperative
venture by the Healthcare Information and Management Systems Society (HIMSS) and the
Radiologic Society of North America (RSNA) with the goal to promote interoperability among
imaging and health care information systems.
5. Health Insurance Portability and Accountability Act (HIPAA)
HIPPA was established to improve the healthcare system’s storage and use of patient data. As
health insurance and healthcare services modernize and digitalize, more health information is
stored, transferred, and updated digitally. While this streamlines many administrative and care
delivery functions, it also poses a massive threat to health records and personal information,
which are at risk of hacking, leaks, and unauthorized alteration.
6. Clinical and Laboratory Standards Institute (CLSI)
CLSI brings together the global laboratory community for a common cause: fostering excellence
in laboratory medicine. CLSI documents focus on a variety of specialty areas, from laboratory
basics to quality management systems, verification and validation, and information
management. They develop interactive tools, companion products, and bench aids based on
these documents.
7. Royal College of Radiologists (RCR) – IT / PACS Guidelines
The Royal College of Radiologists (RCR) leads, educates and supports doctors who are training
and working in the specialties of clinical oncology and clinical radiology.

special task force has been established to effectively service, support, and monitor the systems
of any project.

Executive Summary
Pacslink is offering PACS system for the large scale hospitals which will help to achieve
increased business agility and greater competitive advantage, the Software solution Picture
Archiving and Communication System (PACS) integrated with HMIS, and long-term services will
help in achieving the desired results. The offering combines powerful development
methodology and flexible consulting and support services. Together, this solution provides the
fundamental building blocks for creating an adaptive system, an environment that helps
accelerate business growth, reduce costs and mitigate risk for a better Patient Healthcare
outcome.
In providing our services to the Hospital Pacslink Corporation Pvt. Ltd. (PLC) commits to adding
value as product owner and manufacturer of Medical Investigation Support Solution (MISSION)
and PL-PACS. MISSION is an EMR/HMIS system while PL-PACS is a PACS developed by Pacslink
Corporation. Being only developer of Integrated HMIS & PACS System in Pakistan, we have the
unique capability of providing and supporting one of the most widely used EMR/HMIS and PACS
system in Pakistan. PLC will deploy relevant teams and staff members to deploy, implement and
give warranty support for three years for HMIS and PACS as an Optional Item.
All commercial off-the-shelf HMIS / PACS packaged solutions are “too cumbersome, bloated
and expensive. There is a dire need to adapt to unique business models and the idiosyncrasies
because of their strategic nature and key importance of their own organizations.
Buying a solution that has hosts of capabilities that you don’t need is a bad idea. One way or
another, you end up paying for the complexity in terms of training, integration, configuration,
maintenance, support, or any of the myriad factors that influence long-term costs. If the
package does so much more than you want and need, then it is likely that it is meant to serve a
different audience, and your requirements stand a high probability of over time.
Integrated PACS / HMIS software have evolved from department-centric systems to enterprise
systems: Today's state-of-the-art Integrated HMIS / PACS shares data and interoperates with
other clinical and administrative information systems. Along with this sharing of data, comes
the sharing of archives, networks, databases, hardware, support and disaster
recovery/continuation of business services.
Our integrated Hospital Automation system meets this demand now with a robust, but simple-
to-use architecture. It provides a single interface and language to access data distributed in
several heterogeneous database systems and allows the data to appear as if it were managed
by one single integrated database.
The seamless integration process is responsible for analyzing the requested information,
identifying the databases required to answer it, fetching the information, assembling the
results, and presenting the results to the user. All this is done transparently and without
15 | P a g e
affecting the autonomy and confidentiality of each system.
Features:
Each system remains unchanged in its configuration, data, and functions performed.
Each system is hardware and software extended to allow the communication with
other systems.
Only data is shared, functions remain local. For example, RIS functions cannot be
performed at the PACS or the HIS workstation, keeping the confidentiality, specificity
and autonomy of each system and simplifying our interface because database updates
are not allowed at Clients’ ends.
Believing that “Successful healthcare IT solutions require fully committed project partners
rather than product suppliers”, we hereby would like to state that we Pacslink Corporation, as
solution partner, would be proud of accomplishing Software Project, and spend our utmost
effort to create a “reference” integrated model in this region in terms of high technology,
application scope and level of success with its state-of-the art integration and interfacing
technologies, features and functionalities.
